Hardening stand against militants in the wake of surge in violence following abduction of Police personnel’s kin, Union Home Minister Rajnath Singh on September 1 declared that there will be no compromise with violence in Kashmir and said it was due to pressure build by Security Forces (SFs) on the militants that they were forced to release all 11 relatives of the Police personnel abducted by them in South Kashmir, reports Daily Excelsior. “Security forces built strong pressure on the militants in the Kashmir valley after kidnapping of 11 kin of police personnel from different places in South Kashmir. Within 35 hours, the militants were compelled to release all the hostages,” Rajnath said. He declared that there will be no compromise with any kind of violence in Kashmir and also warned Pakistan to mend its ways.

Three Lashkar-e-Toiba (LeT) militants and an Army soldier were killed in an operation at Danna forest area of Bandipora District on September 1, reports Daily Excelsior. The Army on September 1 morning established contact with the militant group leading to an encounter in which a soldier, Rifleman Shiv Kumar of 31 Rashtriya Rifles (RR) was injured and succumbed to injuries later. Three militants of LeT were killed later in the afternoon in the encounter. Huge quantity of arms and ammunition and war like stores were recovered from the encounter site. Srinagar based Defence spokesperson Colonel Rajesh Kalia said that three militants have been killed in the operation at Danna forests. He said that the bodies of the slain militants along with as many weapons and other like stores were recovered. He added that the operation concluded late in the afternoon on September 1.

Defence Minister Nirmala Sitharaman and Army chief General Bipin Rawat on September 2 reviewed preparedness of the troops along the Line of Control (LoC) and hinterland besides situation for upcoming Municipal and Panchayat elections in Jammu and Kashmir for which the State would require ‘extra ordinary arrangements’ to conduct them peacefully, reports Daily Excelsior. Sources said that though there will be no direct involvement of Army in conduct of Municipal and Panchayat elections, which are scheduled to begin on October 1 and last till December 8, the State Government was likely to ask the Army to conduct area domination patrolling in the Districts, scheduled to go to polls, to boost morale of the candidates and polling staff, who could become ‘potential target’ of the militants.

The Union Minister of State in Prime Minister Office (PMO) with Independent charge of North Eastern States, Dr Jitendra Singh on September 2 stated that misinformation spread by Pakistan aided agencies is meant to instigate masses in the State [Jammu and Kashmir] and to counter it there is need of an effective medium of communication which is prompt, credible and proactive also, reports Daily Excelsior. Talking to reporters on the sidelines of inauguration of 10KW Transmitter of All India Radio (AIR) in Ramban District, Dr Jitendra Singh said the Radio is such a medium of communication which can counter misinformation and all such rumors aimed at creating public unrest and violence in the State as Radio has maintained its credibility and people rely on its news by taking it as authentic information. The Radio is most suitable and the best means of communication to disseminate the correct information among the masses and counter the misinformation spread by the anti-national elements, he added.

A youth was killed and two others were injured as Security Forces (SFs) used force to quell stone pelting protests in Pulwama District on September 3, reports Daily Excelsior. SFs conducted house to house searches in the villages during which people came out at Gusoo and Murran villages and pelted stones at them. The clashes continued for several hours during which SFs fired tear smoke, pellets and one youth, identified as Fayaz Ahmad Wani was killed at Gusoo village in Pulwama District. Separatist leaders Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Mohammad Yasin Malik announced this during a crucial meeting at Hyderpora in Srinagar District on September 3. “They want to thrust and enforce Panchayat and Municipal elections upon us through additional deployment of lakhs of forces under the pretext of lapse of developmental funds. These enforced elections are nothing but another assault on people to harass them and cause them further inconvenience and agony. It hardly matters for them if people get killed in the process,” said the statement.

The villages where the operation was launched included Murran, Below, Hajin Bala, Shankarpora, Mitrigam, Murran, Zaigam, Rahmoo, Gudoo and Wahibugh. SFs laid siege to these villages, which they feel are militant sympathizers and where militants mostly take shelter. However, there was no special input about presence of the militants anywhere in these villages and the operation was launched as part of area domination to put pressure on militants.

The Narcotics Control Bureau (NCB) arrested three narcotics smugglers along with around 22 kilograms of heroin worth about INR 88 crore in the international market from Lakhanpur in Kathua District on September 3, reports Daily Excelsior. Reports said a team of NCB conducted raid at Lakhanpur on specific information and intercepted a car in which three narcotics smugglers were travelling from the Valley to Punjab. A spokesman said that Feroz Ahmad Hajam of Iqbalpora Kherti Larnoo was arrested after remaining under their surveillance in a case FIR number 125/2018. “During the course of questioning, the suspect went to attend the nature’s call and while in the washroom attempted to take his own life by slitting his throat,” said the spokesman. Army also responded and a man identified as Zahoor Ahmad Sheikh a resident of Parana village received splinter injuries. In the shelling, at least 11 villages were effected which include Amrui, Paraha, Chatkadi, Panjtara, Tada, Sadpora, Dahni, Hajitara, Copara, Charkunji and Muqam Chanitura. They have been identified as Mohammad Iqbal, a BSc Nursing student and Riaz Ahmad, driver-cum-owner of truck in which the militants were being taken to the Valley. Sources said that the militants of JeM had tasked Iqbal to go to Jammu to bring three Pakistani militants safely to the Valley. Iqbal and another militant hired Riaz Mohammad, owner-cum-driver of the truck by offering him INR 50,000 for transporting the militants from Dayala Chak to Kashmir. Riaz was paid INR 20,000 cash and was promised remaining INR 30,000 after bringing the militants to the Valley. Iqbal and Riaz reached Jammu in the truck on September 9 via Mughal road and parked the truck at Narwal after lifting ‘Plaster of Paris’ from Bari Brahamana for a Kashmir based firm. They picked up the militants from Mandir-Masjid Point in Hiranagar tehsil along Jammu-Pathankot National Highway in Kathua district and started moving towards Kashmir on September 12 morning. According to source, Police team from Soketar naka of Jammu Rural observed suspicious movement inside the truck outside Sai Cafeteria at Jhajjar Kotli around 7.50 am when Riaz and Iqbal were taking breakfast outside and had ordered packing of food for three others. “The militants were sitting inside and Riaz and Iqbal were getting food packed for them,” sources said, adding that when police started checking of the truck, they opened the door and one of the hiding militants fired on the police personnel. All three militants jumped out of the truck and started running towards isolated area. While fleeing from the truck, a bag of the militants fell down from which police recovered one AK rifle, one pistol, six grenades, some ammunition and medicines. The National Investigating Agency (NIA) has carried out major operations in Jammu and South Kashmir in connection with September 13 militant strike at Jhajjar Kotli in Katra in Reasi District and arrested a most wanted Over Ground Worker (OGW) of Jaish-e-Mohammed (JeM) and seized two more trucks and an Alto car, which had previously been used by the JeM module to shift militants from Jammu to the Valley after infiltration from across the International Border (IB), reports Daily Excelsior. The NIA, arrested Jehangir Hussain, a resident of Pulwama, who had reached Nagrota on September 13 along with his Alto car at Nagrota as standby arrangement to shift the militants to the Valley if the truck in which the three militants were travelling from Dayalachak in Hiranagar sector to Kashmir, went out of order at any place. Official sources said that not one but a fleet of vehicles including trucks and cars had been used by the JeM cadre to transport the militants from Jammu to Kashmir, mostly South Kashmir, and nearly a dozen militants and OGWs were involved in the entire operation. “The militants had tactfully been using different trucks and cars to dodge the police and other security agencies along the National Highway and other places,” sources pointed out.

Three Pakistani Jaish-e-Mohammed (JeM) militants were killed and 12 Security Force (SFs) personnel, including three officers, injured in an encounter at Dirthi village in Kakryal area of Katra in Reasi District on September 13, reports Daily Excelsior. Police said the militants of Pakistani origin had crossed the International Border (IB) in Tarnah nallah and reached Kashmir from the Dayalachak area of Kathua District in a truck. The encounter broke out after SFs, comprising Central Reserve Police Force (CRPF), Police and Army personnel, during a cordon and search operation, zeroed in on a location near a house in Kakriyal area, and surrounded the militants on September 13 afternoon, they said. Twelve SFs personnel were injured in the operation, Police said. SFs also recovered three AK rifles, pistols, ammunition, live grenades and some other goods from the possession of slain militants.

While the forces were conducting the searches, the militants fired upon the forces, ensuing a gunfight. Sources said that a group of four militants were waiting for him outside his home and shot at him before fleeing from the spot. Malik, a known Ikhwan commander, during 1990s was operating under the code-name of ‘Mukhtar Goula’. He was later recruited by the army and given a berth in the Territorial Army. He was serving with 162 battalion of Territorial Army and was posted outside the State for all these years. Police said Malik son of Adil Mukhtar Malik, was killed in a road accident in Kulgam on September 14. Malik had come home to mourn his son’s death. It was his third day at home.

Official sources said the BSF personnel were conducting area domination patrolling ahead of the border fencing in Ramgarh sector at 10.40am when they were fired upon by the Pakistani Rangers. The BSF troopers immediately retaliated, leading to exchange of firing, which, albeit, was confined to small arms. Cross firing continued for about half an hour in which a BSF trooper was hit by the bullets and succumbed to injuries. “While area on Pakistan side has a protective bundh close to the International Border, our area was undulated, marshy and having thick ‘sarkanda’ growth, which made the task of locating the felled jawan immediately, difficult,’’ sources said, adding initially the BSF trooper was presumed to be missing. The comment comes after a Border Security Force (BSF) jawan (trooper) was shot and his throat slit recently, followed by the abduction and brutal killings of three Policemen in Jammu and Kashmir. “We need to take stern action to avenge the kind of barbarism that terrorists and the Pakistan army have been carrying out against our soldiers. It is time to give it back to them in the same coin, but not by resorting to similar kind of barbarism. I think the other side must feel the same pain,” the Army chief said. Referring to the killing of the BSF solider whose mutilated body was found in Jammu, the Army chief said such acts were unacceptable and there was a need to avenge it. He said the Indian Army had carried out successful operations against the Pakistan Army whenever they did something against India along the border. “Pakistan has suffered many casualties and we have been able to take on their defence system to a large extent, but we never resorted to barbarism. They requested for a ceasefire in May and we agreed, but if they continue to do this, we will need to take other action,” Rawat said. “If you look at it, the casualty and damage suffered by the other side is far more than what we have been suffering. Approximately 250 terrorists are waiting to infiltrate into Jammu and Kashmir from 27 launch pads in PoK, top intelligence sources said. Before Burhan Wani was killed (July 2016), there were only 14 functional launch pads in PoK with just 160 terrorists camping there. But soon after Wani’s elimination, an immediate rise in terror training activity was noted across the LoC. From just 160 terrorists, their number went up to around 190 to 230 terrorists with an addition of five more terror camps, making it 19, sources said. Eight more have been added since Imran Khan's election as Prime Minister of Pakistan. Of the 27 terror launch pads which are operational, Lashkar-e-Toiba (LeT) is concentrated in Lipa, Chakothi, Bararkot, Shardi, Jura and Bararkot areas while Hizb-ul-Mujahideen (HM)’s camps are set up in the Forward Kahuta area of PoK. Sources said that Pakistan has also re-established the launch pad at Lipa Valley, one of the two strategic locations where India had conducted a surgical strike in September 2016. However, the launch pad opposite the other surgical strike location, Bimbhar Gali, has not resurfaced. "The strength at Hajipur and Forward Kahuta is now negligible," said a senior intelligence officer. The number of Lashkar-e-Toiba members who are preparing to enter India at Lipa, Chananian, Mandaukali and Naukot now stands at 25-30, according to details accessed by The Times of India. These camps stand right opposite India's Nowgam sector, which is between Uri and Kupwara. "Approximately 250 terrorists are waiting to infiltrate into India. The geographical importance of these infiltration points is the breathing time needed by these militants and the support from over ground workers in Handwara and Hafrooda forest cover. From there, their intent is to move to South Kashmir," said an intelligence officer. Intelligence sleuths said that the recent surge in terror activities in Gurez, Jajarkotli, Sopore, and Bandipora in Kashmir is meant to destabilise the state ahead of panchayat elections and may escalate the tension between the two countries. A positive development is that the number of militants getting killed at the LoC has risen, the report said. On September 29, 2016, the Indian Army hit at multiple terror camps inside Pakistan-occupied Kashmir (PoK) and destroyed terror launch pads. To mark two years of the ‘surgical strikes’, the Government has planned ‘Parakram Parv’ celebrations at 53 locations across 51 cities. Since the ‘surgical strikes’, the LoC and the International Border (IB) that divide Jammu and Kashmir with Pakistan have been “peaceful” and “quiet” only in sporadic bursts. Army Chief General Bipin Rawat on September 26 said “the strikes were a message that we will not hesitate to cross (the LoC). Despite that (strikes), infiltration continues and violence is being fanned in the Valley”. Immediately after the strikes, India-Pakistan ties, expectedly, were on a downward spiral marked with frequent exchanges of fire, prompting assessments of it being “the most tense” period since the November 2003 ceasefire along the border. However, counting the number of ceasefire violations cannot be a benchmark to assess the level or intensity of firing from across. Even one bullet fired is a violation and a mortar, that travels up to 10 kilometers, is also counted as same. A senior officer said modern surveillance gadgets such as night vision and thermal imagers made it difficult to physically reach an enemy post and firing, therefore, remained the most viable military reply.

The panchayat polls in Jammu and Kashmir will be held as per schedule irrespective of the threats from terror outfits and despite political parties calling for boycott, senior officials of the Union Ministry of Home Affairs (UMHA) said on September 28, reports The Week. The UMHA's stance has come at a time when the State is under Governor's rule and law and order is the responsibility of the Union Government. Union Home Minister Rajnath Singh on September 28 said the local body elections will have historical significance as it will re-establish grassroots level democracy in the State. Sources in the UMHA said there is a momentum that has been built up and people are filing nominations regardless of the boycott calls and security threats coming from various terrorist organisations. At least 400 companies (4,000 personnel) of central paramilitary forces will be deployed in the State during the polls, in addition to the security forces already deployed in Jammu and Kashmir. While the urban local body elections are being held for the first time after 2005, the panchayat elections were last held in 2011. Provision of direct elections for sarpanches of the panchayats has also been restored this time to ensure accountability. “The administration will provide the best possible security to the state for the smooth conduct of the polls,'' said a senior UMHA official. The panchayat polls will be held in nine phases, starting November 17.

The Army has adopted a robust posture along the LoC tracking the movement of terrorists and even Pakistan Army regulars close to the LoC. As the soldiers spot some suspicious movement across the LoC, they open fire. "We are taking no chances. In this high altitude sector the moment there is any suspicious movement close to the fence (multi-tiered anti-infiltration obstacle system) at night the soldiers open speculative fire,'' a young army captain, leading the team said. The army is apprehensive about heightened activity seen on the multiple surveillance devices that keep a hawk eye on launch pads in Pakistan occupied Kashmir (PoK). "Pakistan will try to disrupt the panchayat and urban body elections in Jammu and Kashmir. It does not want democracy to be strengthened at the grassroot level in the state. A civilian chopper of Pakistan carrying self-styled Prime Minister of Pakistan occupied Kashmir (PoK) Raja Farooq Haider violated air space and intruded into the Indian territory in forward area of Gulpur along the Line of Control (LoC) in Poonch District on September 30 afternoon and was immediately engaged with small arms firing by three forward posts but it managed to return as it was flying high, reports Daily Excelsior. Sources said that a white-colour civilian chopper intruded inside the Indian territory on the LoC at around 12.10 pm and kept flying over the Indian airspace for about couple of minutes before returning to PoK side and reportedly landing later at Kahuta. Though Pakistan has claimed that the civilian chopper inadvertently forayed into the Indian territory and violated airspace, sources didn’t rule out Pakistan’s mischief behind the airspace violation as on earlier occasions also, Pakistan has resorted to such acts to take photographs of forward locations for sending armed infiltrators but, all the times, Indian Army has thwarted Pakistani plans and forced their choppers to immediately retreat to their territory. Sources confirmed that the Indian Air Force and Army were fully prepared at the LoC but the civilian chopper of Pakistan immediately retreated to their territory. Incidentally, the shots fired at the chopper didn’t hit as it was flying high.

A Policeman was killed and his rifle was snatched after suspected Hizb-ul-Mujahideen (HM) militants attacked Police Station Shopian in Shopian District on September 30, reports Daily Excelsior. Militants on September 30 morning fired at Police Station Shopian and killed a Policeman, identified as Saqib Mohiudin, who was manning the entry gate when the attack took place around 6 am. Saqib was critically injured in the attack and was taken to hospital where he was declared as brought dead. Sources said that Mess in-charge of the Police Station had gone to fetch the bread from the baker and gate was not locked from inside. A militant clad in veil (burka) opened the gate and got inside the Police Station. When asked by the security guard about his identity, he fired at him indiscriminately and at the same time militants fired at the Police Station from the back side to divert attention. The militants fled with the rifle of the cop who was lying on the ground inside the entrance of Police Station in a pool of blood. They shouted slogans outside the Police Station before fleeing. The Police also returned the fire but militants managed to escape. Sources also said that the four militants of Hizb-ul-Mujahideen (HM) were involved in the attack including Special Police Officer (SPO) Adil Bashir who deserted from Police two days ago along with seven AK rifles and one pistol from Jawahar Nagar Srinagar residence of PDP MLA from Wachi in Shopian District on September 28.

At least 109 persons, including 56 Security Forces (SFs) personnel, were killed in 2,855 incidents of cross-border firing and ceasefire violations by Pakistani forces along the border in Jammu and Kashmir between January 2016 and July 2018, an RTI (Right to Information) response has revealed, reports Hindustan Times on September 30. The information provided by the Kashmir desk of the Union Ministry of Home Affairs (UMHA) to Jammu-based RTI activist Raman Sharma showed a steep increase in ceasefire violations by Pakistani forces this year, compared to 2016 and 2017 along the international border (IB) and Line of Control (LoC). Till July 2018, there were 1,435 ceasefire violations by Pakistan as compared to 449 in 2016 and 971 in 2017. The numbers showed that firing and violations by Pakistani forces increased post the surgical strikes by the Indian Army on terror launch pads in Pakistan-occupied Kashmir (PoK), two years back on September 29. The home ministry’s response stated that during the period, 35 Army men and 21 Border Security Force (BSF) personnel were killed. Also, 28 civilians were killed this year, more than the combined figures of 2016 and 2017 — 13 and 12. Besides, since January 2016 till this July, 565 people, including 263 security personnel, had been injured. This number comprised 302 civilians, the home ministry response said.

The Border Security Force (BSF) has carried out major retaliatory action against Pakistani Rangers on the International Border (IB) in Jammu sector in Jammu District to avenge September 18 killing of Head Constable Narender Singh in Ramgarh sector of Samba District inflicting heavy casualties and damage on Pakistan side, reports Daily Excelsior on September 30. Significantly, an announcement of major action against Pakistani Rangers was made by Union Home Minister (UHM) Rajnath Singh and Director General (DG) of BSF KK Sharma on the day (September 29) the country was celebrating second anniversary of surgical strikes against Pakistan. Official sources said that exact location of massive retaliation against Pakistan has been kept secret due to strategic reasons but it was in Jammu sector on the IB and the action was undertaken two to three days back in which the Rangers suffered heavy casualties and damages. “Not only Narender Singh’s killing has been avenged but Pakistan has been taught such a lesson which it will remember for long times to come. Pakistan has been given befitting reply in response to mutilation of the body of Narender Singh after his killing in Ramgarh sector of Samba district on September 18,” sources said.
