According to State Police, around 190 incidents were reported in 2011, the lowest in last 22 years of militancy in the State. “As a result of our combined efforts, there has been discernible improvement in the situation. The militancy related incidents continue to show a dwindling graph and were lowest-ever during last 22 years of militancy,” Director General of Police (DGP) Kuldeep Khoda said. Terrorist violence in 2011 dropped to an all time low of around 190 incidents as compared to 368 cases in 2010, the DGP said. The year 2011 witnessed a sharp drop of 47 per cent in terrorist violence cases as compared to 2010. Jammu witnessed 74 per cent drop whereas Kashmir witnessed 33 per cent drop in terrorist violence as compared to last year. 37 militancy incidents were reported in Jammu this year, while Kashmir witnessed 152, he said. As many as 159 people, including 99 terrorists, were killed this year as compared to 323 last year in the state during the same period showing a dip in killings by over 55 percent, as per the statistics compiled by the State Home Ministry. Against 41 civilians killed last year, as many as 28 died this year during the same period. Similarly, against 66 security force personnel killed in 2010, only 31 died this year. This year 99 militants were killed, while 217 were killed last year, the DGP said. As per the statistics, 13 Districts of Jammu and Kashmir have reported militancy incidents in a single digit, while three Districts have recorded no militancy cases. Budgam witnessed only three militancy incidents followed by four in Kulgam, five in Anantnag, eight each in Shopian, Ganderbal and Bandipora, thus a total of 36 incidents were reported in six Districts of Kashmir. While in Jammu, eight militancy cases were recorded in Kishtwar, five in Ramban, six in Doda, four in Poonch, two in Rajouri and one each in Jammu and Udhampur Districts. No militancy incidents were witnessed in Reasi, border Districts of Samba and Kathua in Jammu region, he said. General Officer Commanding (GOC) of Nagrota-based 16th corps, Lieutenant General A S Nandal, on December 31 said there has been a decline in infiltration attempts into India as compared to the previous years, according to ANI. "Overall, there has been a decrease in infiltration attempts and there has also been a downfall in the militant related incidents. Overall there has been a huge difference as compared to previous years," he said. IBN Live reports that the Ramban District is speedily moving towards "zero militancy" as only four militants of Hizb-ul-Mujahideen (HM) are currently active in the area. "There are only four militants of HM outfit operating in Ramban District," Superintendent of Police Anil Mangotra said. "These surviving militants are hiding somewhere in the upper reaches, and the police and army are trying hard to locate and eliminate them," he added. Five top militants including two top HM and Lashkar-e-Toiba (LeT) ‘commanders’ were killed in Ramban in 2011, giving a big jolt to militancy in the District, he said. Bordered by thick forested belts of Doda, Anantnag, Udhampur and Reasi Districts, Ramban has seen more than 400 militants of different outfits including HM, LeT, JeM, HuJI, HuM and HMPPR operating in the District till 2000, he said. Earlier, on December 30, the General Officer Commanding of XV Corps, Lieutenant General Syed Atta Hasnain said that militant outfits are still active across the Line of Control (LoC) in Jammu and Kashmir, reports ANI. General Hasnain said that it was impossible to control the infiltration completely. "Even now I think that infiltration is taking place and I have been telling this all the times despite deployment of a soldier at every place, zero-infiltration would be impossible. Infiltration will take place till the people from the other side continue to set up related infrastructures for infiltration," said Hasnain.

Army Chief General V K Singh has opposed the withdrawal of the Armed Forces Special Powers Act (AFSPA) from parts of Jammu and Kashmir anytime soon, saying this could result in the "emergence of terror sanctuaries and safe havens", reports IANS. He said one summer of peace does not mean normalcy has returned to the troubled border state and warned that if the contentious special powers are withdrawn, the army would feel constrained in operating against terror groups if the situation deteriorates. "The partial revocation of AFSPA will result in the emergence of sanctuaries and safe havens for terrorists while the army will be constrained from operating against them," Singh said in an interview.

In a major decision aimed at phased removal of paramilitary personnel from Jammu and Kashmir, the State Government has taken up the issue with the Union Home Ministry for raising of 50 more police battalions for deployment in militancy and other trouble prone areas of the State to maintain law and order after withdrawal of the troopers, according to Daily Excelsior. "In first phase, the Government has asked for sanction for raising five police battalions comprising 5000 police personnel. However, as a long term measure, the State has sought creation of a total of 50 police battalions to gradually replace paramilitary and security personnel with the police force’’, official sources told the Excelsior.

All Party Hurriyat Conference-Mirwaiz (APHC-M) Chairman Mirwaiz Umar Farooq said his faction was not against dialogue and they were ready for a meaningful dialogue between India, Pakistan and leadership of Kashmir. "The talks should not be held for the sake of talking. The process should be result oriented," Mirwaiz said in response to Chidambaram's statement on dialogue with separatists. Mirwaiz, whose moderate faction has held several rounds of talks with the Centre till 2005 before pulling out, said dialogue process so far has not yielded any results as the government was "never serious" about talks. The Hurriyat Chairman said his group had given four point proposal that included de-militarising Kashmir, repeal of "black" laws and release of political prisoners, for making forward movement on the resolution of Kashmir issue. "The government's various wings seem to be confused. Home Minister offers dialogue but Army chief is against it... New Delhi could not reach a consensus on revocation of the AFSPA, which is a minor issue. How will they evolve consensus for resolution of Kashmir issue?" he added.

A civilian was killed and two others were injured in the firing over the protesters by the Central Industrial Security Force (CISF) personnel, who were guarding NHPC installation at Boniyar in Baramulla District, reports Daily Excelsior. The dead has been identified as 25 year old Altaf Ahmad Sood of Berneth, and injured as 70-year-old Abdul Majid Khan and 25-year-old Parvaiz Ahmad Khan of Bimyar village. Replying to question on reasons behind the people's protest, Principal Secretary Home, B R Sharma said the preliminary reports have revealed that the people wanted power supply to the area directly from the NHPC manned power station. He added, "As the people were protesting against the NHPC, it was appropriate for the NHPC authorities to seek assistance of local law and order machinery rather than dealing with the situation on their own.'' He further said that the CISF was not a part of the Counter Insurgency (CI) Grid operating in the State as they have been deployed by the NHPC exclusively for the security of their installations across the State. He also said that all paramilitary forces and State Police have once again been reminded of the SOP devised by the Home Department in consultations with the Union Home Ministry and asked to strictly adhere to it to avoid civilian casualties during the protests. The SOP was devised after 2010 summer unrest in Kashmir. Under the SOP, the protests would be quelled by ensuring that there were no or minimum injuries. The SOP was put in place in early 2011.

Troops observed a group of four to five militants, trying to infiltrate into Indian Territory, and challenged the militants who opened fire. This forced the militants to retrieve to Pakistan occupied Kashmir (PoK). One of escaped militants got injured in the firing. Pakistan Army also resorted to ceasefire violation to give cover to the infiltrators, official sources said. As many as 45 truce violations were reported in 2011 along the LoC in Jammu and Kashmir. "2011 is the first year that has witnessed 'zero infiltration' (along Indo-Pak border). There has been no infiltration anywhere along the border in Jammu region," said Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh. "There have been ceasefire violations. There have been dozens of infiltration attempts but they have not been successful," he added. To a question about the state of militancy in Jammu region, Singh said, "It was the best year as far as security, militancy and peace are concerned." Referring to militancy, he said while Doda and Reasi Districts are free from the menace, there is presence of militancy in Kishtwar, Rajouri and Poonch, though it is very marginal in Ramban District of Jammu region. Singh said 32 listed militants were operating in Jammu region at present. Police and security forces have eliminated 32 militants, including 11 top commanders in 2011, he said, adding that due to fear of Security Forces, militants have gone underground. "But our endeavour is to stamp out militancy completely from the region," he added. "We have confirmed reports that LeT is imparting training to 21 selected female terrorists at its training facilities in Muzaffarabad in PoK for carrying out terrorist activities in India," an unnamed Army official said in New Delhi. Army said the new group, named as Dukhtareen-e-Toiba, is planned to be made active in the Kashmir Valley by the LeT. The women terrorists are planned to be infiltrated into India through routes in Uri sector or using the aerial route through some other country. DNA quoted sources as saying, "Inputs reveal that 21 girls are being trained by LeT at Divalia, Muzzafarabad, under the name of Dukhtaran-e-Toiba." The group, after training, have been placed under the command of an LeT ‘commander’, Sayeed Sadaqat Hussain, for future deployment in Kashmir, the sources added. Intercepts indicate that the new front is being activated since the earlier formation of women Dukhtaran-e-Millat (DeM) led by Asiya Andrabi has not been successful in mobilising people as it had in the past, adds The Hindu. According to reports, the sources said, the effort is to try and infiltrate these trained cadres into India either through the Uri sector or even Nepal. Another training camp, according to other information, is located at Turbeladem in PoK in which over 400 terrorists in various groups are being trained and that the facility is being commanded by a senior officer of Inter-Services Intelligence (ISI). The sources said the ISI asked the LeT and other terror groups to carry out attacks against the Indian troops deployed on the Line of Control (LoC). Superintendent of Police (Bandipora) Bashir Ahmed Khan said that Police arrested six youths in two separate raids from Hajin area of Sonawari in the District. They were affiliated with HM and LeT. Khan said that Police arrested a youth, identified as Fayaz Ahmed of village Hajin. He said that during the questioning Fayaz disclosed that he was working with the HM since last nine months. Khan said that on his disclosure, Police arrested two of his accomplices from Hajin. They have been identified as Zubair Ahmed Parray. Khan said that the trio confessed that they were working with the HM and were recruiting the youth into militant ranks. During the questioning they said that they were tasked to kill some influential political workers and Police personnel in the District. A matrix sheet and list of people of few political workers and police personnel were recovered from their possession, Khan added. Also, Police neutralized an LeT module, believed to be planning target killings, operating in Sonawari area and arrested three militants, identified as Zahoor Ahmed Dar, Ghulam Muhammad Bhat and Nissar Ahmed Ganie. Zahoor Ahmad Dar had visited Pakistan at the behest of LeT for computer training in May 2011. After staying in training camps for 15 days he returned back. Later, Zahoor Ahmed contacted a surrendered militant, Ghulam Mohammad Bhat, for sending across some educated youths for computer and arms training. Ghulam Mohammed motivated Nissar Ahmed Dar at the behest of Zahoor Ahmed and sent him across for computer training and was transporting money and other material for the LeT cadres. These youths were assigned the job of targeting political activists and police personnel in the District. Police said that on his disclosure his five associates who were also working for LeT were arrested. Giving the details, Superintendent of Police (SP, Sopore), Imtiaz Ahmad said that militants fired at Sopore Police Station at around 10.50am. However, no one was injured in the attack. The SP immediately dispatched a reinforcement party to the Police Station to take on militants. The party included the escort gypsy of the SP. When the mobile bunker of the Police crossed the Main Chowk, the gypsy following it was caught in a traffic jam. The two Policemen came out to clear the traffic and a group of militants fired at them resulting in an encounter that lasted for about half an hour. In the firing between militants and Police, a shopkeeper Mehrajudin Hajjam was killed on the spot. Three other shopkeepers and two Policemen were also injured in the militant firing. When they were being removed to the hospital for treatment, militants hurled a grenade towards the vehicle in which they were being carried near General Bus Stand. According to sources, some FICNs, SIM cards and arms have been recovered from the possession of arrested persons. The arrested persons include, a SPO posted at Chakan-Da-Bagh and identified as Mohammad Rafiq alias Rafi, Bashir Akhter, Kareem Khan, Altaf Ahmed and the woman arrestee Parveen Akhter. They were arrested on the disclosures of one Mohammad Hafiz who had been arrested from his house in Surankote few days back by Srinagar Police as his name had surfaced in interrogation of the arrested militants. At the time of arrest, Police had recovered FICNs worth INR 50,000 and one pistol from the possession of Hafiz. Sources said Hafiz and his earlier arrested colleagues disclosed identity of their five conduits who had been working for the militants by bringing FICN, SIM cards and weapons from different places and supplying them to militant outfits and their upper ground network. Sources also said Mohammad Rafiq also appeared to be part of espionage racket. He was reportedly leaking some vital information to Pakistani agencies.

Union Ministry of Home Affairs (MHA) in a meeting has asked the State Government to take measures to free more Districts from militancy in 2012 especially those where militancy related incidents were confined to single digit during 2011. The State has already declared five Districts completely free of militancy. Expressing satisfaction over the fact that five Districts of Jammu and Kashmir, including Jammu, Samba, Kathua, Reasi and Doda have been declared free of militancy, the MHA called upon the security agencies to concentrate on completely clearing more Districts from militancy. According to sources, the MHA was of the view that number of militancy free Districts could be taken to eight or nine during the current year. The Home Ministry noted with satisfaction that militancy related incidents had gone down from 368 in 2010 to 195 in 2011. On infiltration from both Line of Control (LoC) and International Border (IB), it was viewed that infiltration had been low in 2011 as compared to 2010 though the number of attempts made during 2011 by the militants to intrude into this side hadn’t gone down. It was pointed out that in the absence of infiltration from the LoC and IB, the militants were taking aerial route from Pakistan to Dhaka in Bangladesh and Kathmandu in Nepal with the help of Pakistan Army and Inter-Services Intelligence (ISI) and then infiltrating into India from the two countries, which shared border with India at West Bengal, Uttar Pradesh, Bihar and some other States. A detailed mechanism was also drafted in the meeting to check terror funding, which was helping the militants to survive in the State. The terror funding was taking place not only within the country but also at the international level, sources said, adding the meeting formulated a strategy to ensure that the funds didn’t reach to the militants. Further, about 31 out of the total 67 projects sanctioned for the State as a part of the sanctioned Prime Minister's Reconstruction Plan (PMRP) have been completed and work was going on at a faster place in the remaining projects. This has been stated in the latest Progress Monitoring Report regarding the implementation of Reconstruction Plan, which is being monitored jointly by the Ministry of Home Affairs and Planning Commission.

During investigations, Police zeroed in on Tariq Ahmad Wani, who had a militant background, he said. Wani was called to The Police Station where he confessed to the crime, he said. "During questioning, Wani disclosed that he along with Mohammad Yousaf Dar, Ghulam Mohammad Wani and Ghulam Hassan Wani hatched a criminal conspiracy to eliminate Lone," he said. On November 24, the accused found Lone, a trooper in Territorial Army, at the bus stand in Naidkhai and opened fire injuring the trooper and two others. "All the members of the gang except one have been arrested and the weapon used has been recovered," the spokesman added. He said Tariq Ahmad Wani and Ghulam Mohammad Wani were also involved in militancy-related incidents in Srinagar, Sopore and Sumbal where cases are already registered against them. The arrestees had rejoined militant ranks after serving their detention under Public Safety Act (PSA) and were carrying out attacks in the capital city of Srinagar and North Kashmir, adds Daily Excelsior. A cross-LoC trader of Mandi in Poonch dealing in fabrics with his counterparts in Pakistan occupied Kashmir (PoK) had been smuggling the currency from Poonch-Rawlakote route and sending it to New Delhi for use of terror activities, official sources told. The trader, identified as Ghulam Mohammad Khwaja, was importing fabrics from Rawlakote in PoK during four days weekly trade from Tuesday to Friday on Poonch-Rawlakote route. During the cross-LoC trade, he had developed links with militant ‘commanders’ based in PoK and ISI officials. Sources said the FICNs were reported to have been smuggled through concealed cavity in cardboard between the fabrics. "It has been observed a number of times that Pakistan tried to push a spy ahead of the group of infiltrators to observe movement of security personnel and find out the points where there was no presence of security forces and some other points from where the militants could be pushed-in'', sources said. Investigations by the Jammu and Kashmir Police have found that “officials of an intelligence agency” had provided a Chinese pistol to a surrendered militant, who later used it to kill a special police officer (SPO). Though the Police refused to disclose the name of the agency, the revelation followed the arrest of a surrendered militant in connection with the disappearance of SPO Mohammad Hanief who was found murdered in Kishtwar District on December 10, 2011. Hanief was working with the Special Operation Group in Doda. Kishtwar Deputy Superintendent of Police (Headquarters), Abrar Chowdhary said the Police arrested former Lashkar-e-Toiba (LeT) militant Nafees Khandey. His two accomplices in the crime — Shahnawaz alias Bilal Ahmed Khander and Mohammad Rafiq — have already fled and rejoined militant ranks, according to the police. Nafees was also planning to rejoin the militant outfit at the time of his arrest, Chowdhary said, adding the Police seized a number of incriminating documents from him.

The Highways Ministry has made elaborate plans to build roads in neglected areas and untouched zones in the next five years, reports The Times of India. These include roads in Naxal [Left Wing Extremism (LWE)]-infested areas and tribal dominated zones. The Ministry will spend at least INR 160 billion during the 12th plan which will provide greater employment opportunity to locals during construction besides opening roads for economic activities in these areas. In its document submitted to the Planning Commission, the Highways Ministry has proposed to complete 4,426 kilometres in LWE affected areas by 2015 with budgetary support of INR 53.76 billion and another 8,014 kilometres would be completed by the end of the plan period. This second phase of road development in LWE affected areas is yet to be approved by the Centre. Similarly, under the Tribal Sub Plan (TSP), the Ministry proposes to take up development of State roads in Districts identified in Andhra Pradesh, Himachal Pradesh, Gujarat, Odisha, Rajasthan, Maharashtra, Chhattisgarh, Madhya Pradesh and Jharkhand. The Ministry proposes to take up development of about 1,000km roads to two lane standards in these Districts with an investment of INR 50 billion during the 12th plan period. "These stretches have to be built with complete budgetary support since these are financially unviable for any private developer. Moreover, the focus of building these roads is to push equitable socio-economic development of these areas to bring these areas into national mainstream," said an unnamed senior official. These roads will be developed in regions and Districts other than those covered under the special programme for development of roads in the LWE affected areas. Further, the Ministry is also pushing the plan to develop better road network along borders, which would be developed by the Border Road Organization (BRO) with a gross budgetary support of INR 30 billion during the five-year period. Moreover, it has submitted proposals to build 103 strategically important stretches in Jammu and Kashmir; and for this the Ministry needs INR 7 billion budgetary allocation from the Centre. On top of this, at the behest of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), the Highways Ministry has identified about 812 kilometres State roads in Rajasthan and Maharashtra to be developed to 4-lane standards. These roads will include Dighi port connectivity and Shendra-Bidkin mega industrial park connectivity in Maharashtra and roads in Neemrana-Khushkhera-Bhiwadi investment region in Rajasthan

Most of the over 1300 youth interviewed under a survey methodology across six Districts of the Valley --- Baramulla, Bandipora, Srinagar, Budgam, Anantnag and Kulgam--- are recorded to have rated corruption as the "topmost important issue facing Kashmir". According to the findings, 67 percent of the youth put corruption among the top most problems and 48 percent put human rights abuse at the top. Just 32 percent believed that 'militarization' was an important concern, fewer i.e. 21 percent voted for 'Kashmir's political status'. While as 72 percent of the youth rejected the gun, just 7 percent believed that gun was "an effective option for achieving political aspirations".

According to a statement issued by the HM on March 2, 2001 published in local media, the terror outfit praised Ghulam Mohiudeen Rabbani alias Mohiudeen Chacha for killing a Colonel and seriously injuring Singh. The HM’s statement had identified Rabbani as a resident of Malakand in North West Frontier Province (NWFP, now known as Khyber Pakhtunkhwa) and praised him for killing the Army officer and sacrificing his own life to enable other terrorists to escape. According to Police investigation, Rabbani was a 54-year-old man on the day of encounter and a grenade had also been recovered from his pouch. Police said that he was involved in abduction and torture of one Shahzad Khan. Fayaz disclosed the names of some more assailants who were part of the TuM outfit. Later, one Mushtaq Ahmed Malik was also arrested. "One AK series rifle, one magazine and four rounds were recovered on his disclosure from an apple orchard behind his house where he had kept it buried", Police said. The module was constituted on the directions of Abdul Gani Dar alias Gazali who is lodged in Central Jail (Srinagar) and is the chief of TuM. Police on January 29 neutralized a Lashkar-e-Toiba (LeT) module in the Pattan area of Baramulla District, reports Daily Excelsior. The Police arrested Shahnaz Ahmed Bhat and Zahoor Ahmed Lone along with one pistol, one magazine, three rounds and two grenades. The Police said that Nissar Ahmed Magray alias Shakti, the leader of the module is absconding. The module had been tasked to target South Kashmir's Sufi scholar Maulana Abdul Rashid Dawoodi. Police said that the two LeT recruits of the module revealed that Dawoodi was their target in October 2011 when he addressed a gathering at Andergam in Pattan area. Police said that the attack was foiled by the Police at that time. Maulana Dawoodi is the target of the militants and he was also attacked at Tahab Pulwama in 2006. The Maulana's security has been beefed up after attack on him in 2006. He is being targeted for preaching Sufism, police added.
