Nearly two dozen supporters of the Communist Party of India-Maoist (CPI-Maoist) surrendered before Police in Malkangiri District on April 1, reports Odisha Sun Times. According to reports, 23 rebel supporters, including 11 women cadres, surrendered before the Police at Kalimela Police Station in the District. The surrendered include four militia members, sources said. All the 23 surrendered belong to Elakanur village under Kalimela Police limits. The villagers said that they were disillusioned by the Maoist ideology and wanted to join the mainstream.

An Improvised Explosive Device (IED) allegedly planted by the Communist Party of India-Maoist (CPI-Maoist) cadres was recovered under a culvert near Mohpal village in Kondagaon District on April 2, reports Indian Express. The explosive, weighing around 20 kilograms and packed in a steel container, was planted under the culvert in the Badedongar area of the District, Additional Superintendent of Police (ASP), Maheshwar Nag said. The explosive was immediately destroyed on the spot; Nag said adding that it was meant to harm the security personnel during their operations in the area.

The chargesheet filed by the National Investigation Agency (NIA) in connection with an Islamic State (IS) module from Kerala states that the members had planned on targeting judges of the high court, oneindia.com reports on April 3. Foreigners, judges, politicians and police officers were on the hit-list of these members, the NIA chargesheet states. Known as the Omar Al-Hindi ISIS Module case, the NIA had found that eight persons had entered into a criminal conspiracy to target prominent persons.These members were also involved in the radicalisation of several other youth in Kerala and Tamil Nadu, the chargesheet alleges. These persons were arrested when they were conducting a secret meeting of the IS module named Ansarul Khilafa Kerala which was formed in August, 2016, under the leadership of the absconding accused, Shajeer Mangalassery. Investigations have established that the accused formed an IS module that conspired and prepared to target prominent persons including high court judges, political leaders and senior police officers besides foreigners on visit to India. Members of the module, within and outside India, used online social media platforms the Facebook and, predominantly, Telegram, in which various secret groups were formed for conspiring and planning the terrorist attacks. The accused persons had tried to radicalise and recruit their friends or associates into the module and had also collected funds for the terrorist organisation.

The State Investigation Bureau (SIB) Police officials arrested three Naxalites [Left Wing Extremists (LWEs)] belonging to the Communist Party of India-Marxist-Leninist (CPI-ML New Democracy) from Kamayyakunta and Kannapuram villages in Buttayagudem and Koyyalagudem mandals (administrative units) in West Godavari District on April 2, reports The Hans India. According to information, three Naxalites of the Chandranna Dalam (armed squad), Karam Kannayya, Madakam Ramarao alias Ramanna, Chimala Vasantha Rao tried to extort money from a timber merchant in Kannapuram village. The SIB team raided on the cashew garden and took Kannayya into their custody. Later, the team tapped the mobiles of other persons and arrested them in Kannapuram village of Koyyalagudem mandal. Modiam Somlu (50) was fatally attacked by the Maoists at Loharpara village in the District early this morning, Police said. Somlu, a native of Pundri village, had gone to Loharpara, located around 400 kilometres from Raipur, to fetch ‘sulfi’ (a popular drink among tribals prepared from sulfi plants) when a group of armed rebels stormed there. The Maoists pumped bullets into him and also stabbed him with sharp-edged weapons, he said.

The incident took place near Muchnar village under Barsoor Police limits where a water pipeline is being laid, a District Police official said. Jamui Superintendent of Police (SP), Jayant Kant, said Marandi was arrested from his hideout on the Jamui-Banka border where the rebels had assembled to carry out a major operation, during a raid jointly conducted by the Jamui Police, Special Task Force (STF), Shashtra Seema Bal (SSB) and Central Reserve Police Force (CRPF). According to Jamui SP, Kant, 106 live cartridges, three country-made pistols, three detonators and two hand grenades were also recovered from Manoj's hideout. CRPF sources said Umesh hailed from Kuchugaon in Kokrajhar District of Assam. Fluent in English, Hindi, Assamese, Santhali and Bengali, he frequently changed his name as he operated in Bihar, Jharkhand and Assam. "It's a major achievement... The Central Government of India (GoI) has informed, that Chhattisgarh is one of the eight States which has requested the Union Home Ministry (MHA) for waiving off cost of charges towards deployment of Central Armed Paramilitary Forces (CAPFs) in the State, reports The Pioneer on April 12. As many as 259 battalions of CAPF were deployed in Chhattisgarh’s Left Wing Extremism (LWE)-affected regions as on 2015-16. The deployment in other States was as follows- Andhra Pradesh (16), Telangana (12), Bihar (57), Jharkhand (144), Madhya Pradesh (eight), Maharashtra (34), Odisha (102), Uttar Pradesh (six), and West Bengal (53). A total of 691 battalions of CAPF were deployed across the country in LWE areas as on 2015-16, Officials stated. A total of 106 Districts in the States are considered as LWE-affected. Of these, Bihar has maximum 22 Districts, followed by Jharkhand (21), Odisha (19), Chhattisgarh (16), Andhra Pradesh and Telangana, - both eight each, West Bengal and Maharashtra, - both four each, Uttar Pradesh- three and Madhya Pradesh, one.

In the light of April 24 attack on Security Forces (SFs) by Communist Party of India-Maoist (CPI-Maoist) cadres, Union Government has asked SFs to focus on counter-offensive operations on "high value targets", reports The Times of India on April 27.The ‘high value’ targets include south Bastar ‘Divisional Commander’ Raghu, head of Jagargunda area committee Papa Rao, and commander of the first battalion of People's Liberation Guerrilla Army (PLGA) Hidma, who is said to be behind the latest attack. The Central Reserve Police Force (CRPF) and other forces have been asked to demoralise the Naxalites [Left Wing Extremists (LWEs)] by targeting their leaders, area commanders and influential members of the 'jan militia' (people’s militia). There are about 200-250 leaders of different committees and area commanders of Naxalites in Bastar who keep travelling to Jharkhand, Odisha and Maharashtra for coordination as well as to plan attacks on SFs. Both the CRPF and the Chhattisgarh Government have informed the Union Home Ministry that they need a large number of Unmanned Aerial vehicle (UAVs) to help gather "real time intelligence" about the movement of large contingents of Maoists inside the jungle, said sources. The Union Home Minister (UHM) agreed, and has sought a detailed proposal. In addition, there are also plans to procure Foliage-Penetrating (FOPEN) radar and more Dhruv Helicopters to monitor the movement and activities of Naxalites inside thick forests.

Besides Bihar, Andhra Pradesh, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, Uttar Pradesh and West Bengal are the other states affected by LWE. The MHA figures say altogether 1048 incidents of LWE violence took place in these 10 states in 2016. Bihar was third with 129 incidents. Two tribal families were allegedly evicted by suspected Communist Party of IndiaMaoist (CPIMaoist) cadres from their village in Kondagaon District on April 30, reports The Pioneer. Victims said Maoists had threatened them to leave their homes in Tumdiwal village earlier this week after they refused to provide them with ration and levy to the outlaws, Kondagaon District Superintendent of Police (SP), Ashutosh Singh informed. The victims said in their statement that a group of Maoists were recovering 20 kilograms of rice and levy from each home in the village in Mardapal area, SP added. When they denied giving anything to the rebels, they held a ‘Janadalat’ (peoples' court) on April 27, where the victim families, comprising at least 12 members including children were accused of acting as 'police informers' and asked to vacate the village, the official said. Besides, Maoists also looted valuable and articles from the house of the two families, he said.
