An encounter took place between Security Forces (SFs) and cadres of the Communist Party of India-Maoist (CPI-Maoist) in the forests near Bhalu Diggi village at Kulhari Ghat in Gariaband District of Chhattisgarh on August 1, reports etvbharat.com. SFs comprising the Police and Central Reserve Police Force (CRPF) personnel launched a raid on a Maoist camp. Seeing the SFs, the Maoists opened fire, leading to an exchange of fire between the SFs and Maoists. After which, seeing the SFs dominating, the Maoists ran away, leaving the camp. During the search of the area, some essential materials belonging to the Maoists were seized by the Police from the Maoist camp.

On the occasion of Communist Party of India-Maoist (CPI-Maoist) ‘Martyr’s week’ celebrations in Palimela Mandal (administrative sub division) in Jayashankar Bhupalpally District of Telangana, Police conducted vehicle inspections at many places and released wall posters with Maoist faces, reports dishadaily.com on August 2. On the occasion, Palimela Sub-Inspector (SI) Arun said that the cash on the posters of the Maoists was explained to the villagers. He assured them that the cash would be given to those who provided information, and their names would be kept confidential. If any suspects are seen in the villages, they should inform us, and they warned that it is a crime to give shelter to the Maoists and that there will be severe punishments for this. Also, the villagers were advised to be careful not to commit any crimes.

The Naxal [Left Wing Extremism, LWE] violence incidents and resultant deaths have been reduced by 77 percent and 90 per cent, respectively, in 2022, the government told the Lok Sabha (Lower house of Parliament) on August 1, reports msn.com. The improved scenario is also reflected in the number of districts reporting violence, which has come down from 96 in 2010 to 45 in 2022, Union Minister of State for Home Nityanand Rai said while responding to the queries of members. Asked about the Security Related Expenditure (SRE) scheme for Naxal-affected areas, the minister said a total of INR 3069.5 million was released in 2022–23 under the scheme to 10 Naxal-affected states, including Andhra Pradesh (INR 142.268 million), Bihar (INR 141.598 million), Chhattisgarh (INR 1333.472 million), Jharkhand (INR 609.467 million), Madhya Pradesh (INR 49.803 million), Maharashtra (INR 151.505 million), Odisha (INR 493.985 million), Telangana (INR 111.664 million), Uttar Pradesh (INR 15.069 million), and West Bengal (INR 20.669 million). A total of INR 3069.5 million was released for the SRE scheme in 2021–22 and INR 3044.9 million in 2020–21. "Regular reviews are undertaken to monitor progress under the SRE scheme. The impact of initiatives, including the SRE scheme, taken by the MHA to address the LWE menace has resulted in a consistent decline in LWE violence and a reduction in its geographical spread," Rai said.

Police arrested eight Communist Party of India-Maoist (CPI-Maoist) party ‘militia’ (people’s army of the Maoists) members from the Tippapuram Forest area under Cherla Mandal (administrative sub division) in Bhadradri Kothagudem District of Telangana on August 2, reports The Hans India. Bhadrachalam Assistant Superintendent of Police (ASP) said that the ‘militia’ members, who belonged to the Kanchala Rasapalli Revolutionary People's Committee (RPC) ‘militia’ committee of the CPI-Maoist, were arrested during a joint search operation carried out by Cherla Police, Special Party Police, and jawans (troopers) of the Central Reserve Police Force (CRPF). The arrested ‘militia’ members, along with other Maoists, planted a 12-kilogram landmine beneath a BT Road between Gorukonda and Chennapuram villages in Cherla Mandal in July 2022. At Cherla Police Station, cases were filed against them under the Unlawful Activities Prevention Act (UAPA), the Explosives Act, and various Indian Penal Code (IPC) sections.

Prabhakar, an arms supplier who supplied arms and ammunition to Communist Party of India-Maoist (CPI-Maoist) and criminals of organized gangs in Jharkhand, has been arrested by Anti-Terrorist Squad (ATS) from Pawapuri or Pavapuri in Nalanda District of Bihar, reports lagatar.in on August 3. Earlier, on January 13, 2023, ATS had arrested Ravi Prajapati, who had bought arms and bullets from Prabhakar and supplied them in Jharkhand, with 150 rounds of live bullets. Ravi Prajapati is a resident of Hazaribagh Road located at Barhi Bus Stand, Hazaribagh. Prabhakar has been arrested by ATS during the investigation of this case.

The Communist Party of India-Maoist (CPI-Maoist) Party has organised a massive public meeting on the borders of Dandakaranya and Telangana on August 2 and 3 as part of the Maoist ‘Martyrs Week’ from July 28 to August 3, reports Telangana Today. In a statement released to the media in Bhadradri Kothagudem District of Telangana on August 5, Maoist Telangana State Committee ‘spokesperson’ Jagan and Dakshin Bastar Division Committee ‘secretary’ Gangal said people from three Panchayats (village level local self-government institutions) of the ‘Janatana Sarkar’ (people’s government of the Maoists) participated in the meeting voluntarily. A memorial built in honour of deceased Maoist leader Katakam Sudarshan aka Anand, was inaugurated during the meeting. The Bharatiya Janata Party (BJP) government at the Centre and Rashtriya Swayamsevak Sangh (RSS) were trying to create a fascist Hindu state in the country, and people in the country have to fight against it, the Maoists said, adding that the ethnic clashes between Kuki and Meitei were triggered by Brahmanical Hindutva Fascist forces on the pretext of Meitei’s demand for Scheduled Tribe status for the community. Cultural programmes by Chaitanya Natya Manch (CNM) and Jana Natya Mandali (JNM), cultural wings of the Maoists, were organised for two days. The families of Maoist ‘martyrs’ were introduced to the public.

The Maoist couple turned themselves in before officials of the Central Reserve Police Force (CRPF) and local Police, citing disappointment with the “inhuman” and “hollow” Maoist ideology, district Superintendent of Police (SP) Kiran Chavhan said. Bhima was the Dandakaranya Adivasi Kisan Majdoor Sangh (DAKMS) member while Galle headed the Krantikari Adivasi Mahila Sangathan (KAMS) which functions under the Katekalyan Area Committee of the CPI-Maoist, the SP said, adding, they were involved in several incidents of Naxal violence in the last four-five years.

The surrendered Maoists were known to be active in the Chintagufa and Bheji Police Station areas within the Sukma District. The Police officials said the Maoists decided to surrender in view of the Chhattisgarh government’s “rehabilitation policy” and the Sukma district police’s 'Puna Narkom Abhiyan' (come back home campaign) which aims to raise awareness among the population residing in Maoist-affected regions about various state government policies. The campaign extends to providing essential services such as healthcare, education, and employment opportunities, all of which contribute to the state government's 'Naxalism Eradication Policy'.

During the raid in the Adhaura Forest area, the Police recovered ready and semi-made firearms, equipment and material used in manufacturing guns, pistols and bullets along with Maoist pamphlets, incriminating literature and receipt books, officials said. The three arrested accused identified as Ramsurat Singh, Vijay Shankar Singh and Ayodhya Singh – confessed to manufacturing firearms for Maoists and repairing their weapons for over two decades. Gaya senior superintendent of police (SSP) Ashish Bharti said Mishra and Yadav were arrested in an operation conducted on a tip that Mishra was in Jarhi Tola village under Tikari block of the district to meet a relative. According to Police records, Pramod Mishra hailed from Kasma village in Aurangabad District and joined the Maoist Communist Centre of India (MCC) in the early nineties. He was elevated to the central committee of the CPI-Maoist which was formed in 2004 after the merger of the MCC and People’s War Group (PWG). In 2007, he was made a member of the CPI-Maoist ‘politburo’ and became the in-charge of its operations in Delhi at the 9th Party Congress and was believed to have played an important role in expanding the outfit’s base in Delhi, Haryana, Punjab, Jammu and Kashmir. His name also figured in the United States Country Report on Terrorism in 2006. The surrendered Naxalites—Hungi Sodhi (28), her husband Bhimaram Kartam (27), Hidma alias Hiralal Markam (27) and another woman cadre, Kumari Deve (27)—were village-level members of the banned outfit CPI-Maoist, he said. Upon questioning, the passengers in the car were found to be Maoist couriers and were identified as Kunja Raghuvaran of Bhadrachalam, Pulipati Raviteja of Andhra Pradesh, Baireddy Sathish, and Ubbanapalli Dinesh Kumar of Chhattisgarh. The Madhya Pradesh cabinet, on August 22, approved the state's first Communist Party of India-Maoist (CPI-Maoist) Surrender, Rehabilitation-cum-Relief Policy 2023, reports Deccan Chronicle. Under the policy, the surrendered Maoists will get INR 500,000 or the money equivalent as a reward for their arrest, whichever is higher. If they are unmarried, they will be given INR 50,000 each for the wedding. They will also be given INR 150,000 each to build their house. If a Maoist surrenders with a weapon, he or she will be given an additional incentive ranging from INR 10,000 to INR 40,000. They will also be eligible to get INR 150,000 for professional training to start their business. Furthermore, families of surrendered Maoists will have access to benefits under the Ayushman Bharat Yojana and Food Assistance Scheme. The surrendered Maoist who helps in the elimination of a Maoist will be recommended for the post of constable in the Police department. For those affected by Maoist violence, provisions include an INR 1.5 million payout to the victim’s family in case of a citizen’s death due to violence, INR 2 million for the family of deceased security personnel, and INR 400,000 for physical disabilities. If a citizen dies in Maoist violence, the bereaved family will receive a Class III or IV job opportunity. Additionally, the cabinet has sanctioned higher allowances for Police officers and employees, along with an increase in dearness relief for state government pensioners and family pensioners effective from July 1, 2023.

SFs had received a tip-off about the presence of rebels belonging to the Kerlapal Area Committee under the Darbha Division of the Maoists, including leaders like Chaitu, Barse Deva, and Jagdish, in the hilly forests of Gogunda, Simel, and Gatta Pal villages, said Dantewada Additional Superintendent of Police (ASP) R K Barman. A District Reserve Guard (DRG) team spotted a Maoist camp on a hill near Simel, and when the SFs were trying to encircle it, a gunfight broke out, Barman said. However, the Maoists soon fled from the spot, he said, adding that ammunition, substantial quantities of food materials, and items of daily use, along with Maoist literature, were seized from the camps. Another Maoist training camp was also found on a hill between Gatta Pal and Paria villages, and the DRG team neutralised it. "The camp was spread over an area of two acres and could accommodate 80–100 Naxals. One Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter that broke out between the Maoists and the Security Forces (SFs) in a forest area near Karipani village under Borai Police Station limits in Dhamtari District of Chhattisgarh on August 27, reports etvbharat.com. The SFs searched the area and recovered the dead body along with his weapon, while the remaining Maoists managed to escape into the dense forest. The identity of the slain Maoist could not be ascertained till now, the Police said. Reportedly, the Borai area is a Naxalite [Left Wing Extremist, LWE] corridor, and Maoist ‘commander’ Satyam Gawade is very active in the neighbouring districts of Kanker, Gariaband, and the Odisha border. The Maoists use the Borai area of Dhamtari as a corridor to reach Odisha and Andhra Pradesh. Gobra Dalam (armed squad), Sita Nadi Dalam, and the Mainpur Area Committee are active in this part of the state.

Acting on a tip-off about the activities of Maoist leaders in forests near Vangram, Ulibera, and Gitilipi villages, a joint team of Police and other SFs launched an operation in the bordering areas of West Singhbhum, Seraikela-Kharsawan, and Khunti districts on August 26, Superintendent of Police (SP) Ashutosh Shekhar said, adding that during the course of the exercise, it busted the camp and recovered several items of daily use, including rice, pulses, shoes, and batteries.

Security Forces (SFs) foiled a major Communist Party of India-Maoist (CPI-Maoist) attack after they recovered a huge cache of arms and ammunition during a massive search operation in a forest area of Pandra in Lutua area in Gaya District of Bihar on August 28, reports etvbharat.com. In the subsequent search operation, 303 rifles and 100 7.62 mm cartridges were recovered. As the searches intensified, three powerful Improvised Explosive Devices (IEDs) were also found hidden at another spot, which were defused by the SFs, the Police said, adding that a tunnel built across the hill was also uncovered during the search operation and was probably used by the Maoists as a hideout.

Security Forces (SFs) comprising the Bihar Police, Special Task Force (STF), Central Reserve Police Force (CRPF) 159th battalion, and Commando Battalion for Resolute Action (CoBRA) 205th battalion seized 13,800 detonators, three Improvised Explosive Devices (IEDs), and other weapons during raids on alleged Communist Party of India-Maoist (CPI-Maoist) hideouts in the Pandara Hills area under Lutua Police Station in Gaya District of Bihar on August 30, reports The Telegraph. "We received an alert that the Maoists have hidden arms and ammunition in large quantities in the Pandara Hills area for some big destructive and violent incidents." Accordingly, a joint raiding team was constituted and dispatched," Gaya Senior Superintendent of Police (SSP) Ashish Bharti said. One section of the raiding team recovered a.303 rifle and 100 bullets in 7.62mm. It also chanced on three IEDs in a valley among the hills. The personnel destroyed the explosive devices on the spot. "The security forces chanced on two interconnected caves in the hills. They discovered five plastic sacks and a backpack while searching the caves. The sacks yielded 13,800 detonators, cordex wire (a kind of detonating cord), explosives, a black uniform, two basic phones, and two walkie-talkie sets," Bharti said.

Suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) allegedly killed an assistant constable, identified as Budhram Avalam, by slitting his throat in Duvalipara village under Gangaloor Police Station limits in Bijapur District of Chhattisgarh on August 31, reports etvbharat.com. "The deceased constable Budhram Avalam was on leave and went to his home village, Jangla. On Wednesday (August 30), he went to Gangaloor to drop off his nephew on a motorcycle. While returning from there, Maoists ambushed him and then abducted him," Assistant Superintendent of Police (ASP) Chandrakant Gowarna said, adding, "The Maoists then killed him in the forest and threw his body on the road. The villagers recovered the body and informed the Gangaloor police. On receiving the information, the police team reached the spot and took the body into their possession. The police then sent the body to the Community Health Centre for a postmortem."
