In the first incident, an estimated 15 armed Naxalites of the Rachakonda Rythanga dalam (squad) destroyed the office and residential building of a private estate developer in Raipur district, Ranga Reddy district. According to media reports, police in the States of Orissa and Chhattisgarh foiled an attempt by left-wing extremists—Naxalites—of the People’s War Group (PWG) to attack four police stations on December 2. However, no casualties or damage were reported from both the States. Reports said Naxalites in four batches, each with 70 to 80 members, attacked three border police stations in Chhattisgarh. The police stations are Pamedu in Bijapur district, Chintalanaru in Kunta block of Dantewada district and Jegurugonda block of same district. The Naxalites hurled petrol bombs and hand grenades on the police stations and also opened fire. Police retaliated forcing the Naxalites to escape.

According to media reports, the left-wing extremist—Naxalite—People’s War Group (PWG) has claimed to have built seven new guerrilla zones spread across several States and its endeavouring to form more such bases in other ‘strategic’ places. Reports said these guerrilla zones have been set-up in the Dandkaranya, north and south Telangana regions, the Andhra Pradesh––Orissa border region, Magadh-Koel-Kaimur region of Bihar and Balaghat-Gondia districts bordering Madhya Pradesh and Maharashtra States. Quoting a press release by the PWG Central Military Commission, issued on November 30, reports said the outfit was planning to form guerrilla bases in strategic areas in the Dandkaranya region. The release also claimed that the PWG was advancing in the direction of completing preparations for building guerrilla zones in some districts in West Bangal, Jharkhand and Orissa. The release reportedly said the guerrilla war would be intensified by gradually transforming the units of the People’s Guerrilla Army (PGA) into platoons and companies.

Police sources said the Naxalites were making arrangements on the village outskirts to hold a meeting in connection with the third anniversary of founding the PWG’s military-wing, the People’s Guerrilla Army (PGA). On seeing special the police parties combing the area, the Naxals opened fire, which the police returned. The exchange of fire between them lasted for 10 minutes, and the Naxalites managed to escape. Police later recovered two claymore mines from the encounter-site.

According to media reports, a 16-year-old tribal girl, who was abducted and forced to join left-wing extremists—Naxalites––of the Communist Party of India––Marxist-Leninist [CPI-ML] (Janasakthi), was repeatedly raped by a Janashakthi ‘dalam (squad) commander’ and forced to go in for abortion when she became pregnant. The incident came to light when two Janasakthi Naxalites, who surrendered in Karimnagar on December 16, revealed this to media persons. They alleged that ‘dalam commander’ Naveen was responsible for her pregnancy at a younger age. Speaking on the occasion, district police chief R S Praveen Kumar said sexual exploitation of innocent tribal girls, who were made to join the Naxalite fold by the Janasakthi group, was inhuman and a heinous crime, which any civilized society would never think of. He called upon people to teach them a fitting lesson. He also appealed to Naxalite groups to allow women’s organizations with teams of doctors to check the health of these unfortunate girls who had been victimized by dalam leaders.

He pointed out that its present character was different from that of the left-wing extremist movement when it originated at the Naxalbari in West Bengal and subsequently spread to Andhra Pradesh, and added most of their present leaders spoke Telugu. He said those arrested on charges of being associated with the PWG were also being screened to ascertain whether they had helped the outfit voluntarily or out of fear. Anyone found to have helped the PWG due to coercion was being freed, he added. Referring to the Kamtapuri movement in North Bengal, the Chief Minister said that, while the majority of the Rajbangshis were for remaining in the mainstream, Pakistan’s Inter Services Intelligence (ISI was misleading a section into taking up terrorism. Speaking to media persons in Patna, State police chief RR Prasad said the Sunil Kranti group of the PWG attacked the village and killed seven persons, including a 15-month old baby, to settle some old enmity. The Naxalites managed to escape before police could reach the spot. Senior police officials are camping in the village and a search operation is on.

According to media reports, armed Naxalites, assisted by approximately 1000 tribals, also took away paddy bags, Rs. 2,500 in cash, three buffaloes and cooking utensils. The abducted landlord, Namala Veera Venkata Satyanarayana Murthy, a resident of Yedida mandal (administrative unit), East Godavari district, Andhra Pradesh, migrated to Chhattisgarh five years ago and started farming in over 20 acres of land.

Police sources said the arrested Maoists had come from Nepal and were planning to go to Patna to attend a ‘high level’ meeting jointly organized by left-wing extremists—Naxalites—the People’s War Group (PWG) and Maoist Communist Centre (MCC). The arrested persons did not know the location of the meeting, as it was kept secret. Additional Superintendent of Police Rajeev Misra said the arrested Maoists, during interrogation, revealed that they had direct links with the United Liberation Front of Asom (ULFA), and their relations with the Kamtapur Liberation Organisation (KLO) could not be ruled out. A police team from Nepal was expected to reach Siliguri shortly to interrogate them, he added.

State CPI-M Secretary Anil Biswas, in a statement issued in Kolkata, said the MCC leaflets found in the room talked of ‘execution’ of Lakshmi Bag.
