A top Communist Party of India-Maoist (CPI-Maoist) cadre was arrested from Bara Bishunpur village in East Champaran District on December 1, reports IBN Live. Acting on a tip off, the Police arrested Vijay Prasad, while he was going somewhere on a bike, Superintendent of Police Ganesh Kumar said. Prasad, a native of Paigambarpur village under Shivaipatti Police Station area in Muzaffarpur District, was wanted in several cases of murder, arson at mobile towers and other Maoist activities.

Communist Party of India-Maoist (CPI-Maoist) cadres killed Partho Mishra (30), a driver, at Kenbanki village in the Karkel area of Khunti District on December 1, reports The Telegraph. Khunti Superintendent of Police M. Tamilvanan said preliminary investigations suggested the killing was a result of rivalry between Left Wing Extremist (LWE) organisations. “To Maoists, the driver of the passenger vehicle was a supporter of People’s Liberation Front of India (PLFI), a breakaway faction of CPI-Maoist. Therefore, they hijacked the vehicle and killed him,” Tamilvanan said.

Five cadres, including two ‘area commanders’ of the People's Liberation Front of India (PLFI), a break away faction of the Communist Party of India-Maoist (CPI-Maoist), were arrested from a couple of places of Gumla District on December 1, reports The Times of India. The arrested cadres were identified as PLFI ‘area commanders’ Ashish Gope alias Keshwar and Amit Oraon, besides Nandu Mahto, Animesh Ekka and Ajay Toppo alias Sunil who hails from Bartoli, Gumla Superintendent of Police Jatin Narwal said. The Police recovered one rifle, two country-made pistols, 12 cartridges, 11 PLFI letter pads and five mobile sets from them. The SP said the arrested PLFI cadres were the members of the squad led by ‘sub-zonal commander’ Mangal Nagesia.

Police constable, Manoj Atmaram Binzade (28), was killed while another trooper was injured in the exchange of fire with the Communist Party of India-Maoist (CPI-Maoist) cadres near Dhamditola forests under Chichgad Police Station in Gondia District on December 1, reports Hindustan Times. According to the District Police, the Kanu Tola Police outpost under the Chichgad Police Station, received information about Maoists putting up banners and posters at Dhamditola, appealing people to observe ‘protest week’ that began on November 29. A group of five Police personnel went to the village to remove posters and banners put up by the Maoists. They were attacked by armed Maoists when they were returning to the Police outpost after removing the posters.

All shops, business establishments, educational institutions, offices, petrol filling stations, cinema halls and others functioned normally in the entire District. There was no bandh in Kishenji’s native, Peddapalli town and also other revenue division headquarters such as Jagtial, Sircilla, Huzurabad and other mandal (administrative unit) headquarters.

During an interview given to a news channel on December 2, the Union Home Minister P Chidambaram said that the Communist Party of India-Maoist (CPI-Maoist) as a group was more "anti-poor than the worst capitalists", reports The Times of India. On Maoist violence, the Minister said more people were killed by the Maoists than in attacks by terrorists. He said 30 people, including three Security Force personnel and 27 civilians, were killed in attacks by Maoists in November. He said Maoists killed civilians by "unfairly and unjustly" labelling them as police informers. "Who gave Communist Party of India-Maoists the right to kill? So I think people must understand that CPI-Maoist is driven by an ideology that believes in an overthrow of the democratic parliament system," Chidambaram said.

Namdhari, however, escaped unhurt. The attack took place when the MP was returning from a function. Namdhari’s escort vehicle was caught in the blast but his car was able to speed away. "Maoists triggered an IED blast and then opened fire on the security vehicle which was following Namdhari's car at Ladu More in the district," Director General of Police G S Rath said. While five policemen and an eight-year-old boy died on the spot in the blast, three bodies were found in the forest during a search operation after the explosion. Two Security Force personnel, who were under treatment at a Daltonganj hospital, succumbed to injuries on December 4, taking the death toll to 11. Earlier it was reported that eight Policemen and two civilians were killed in the incident. Central Reserve Police Force (CRPF) Deputy Inspector General (DIG) B K Sharma confirmed the death toll reaching to 11 and looting of arms and ammunition by the Maoists after the attack. "In the heart of the country, these two places are liberated zones. Our officers - be it deputy commissioners, block development officers or anganwadi workers and health employees - don't venture into these places of Jharkhand and Chhattisgarh. The public distribution system is not working," said the rural development minister, who was in Jharkhand to review projects in Saranda forest in West Singhbhum District. "We will develop all 56 villages in the Saranda forest as model villages. We will replicate it in other areas like Jungle Mahal in West Singhbhum and Abujhmad in Chhattisgarh. The Union government will spend Rs 277 crore for development work in Saranda, which includes construction of roads measuring 140 kilometres," said Ramesh. "It is because of non-functioning of post offices and banks in Maoist-dominated areas of Jharkhand, I have allowed the state government to make cash payment to beneficiaries of schemes under MGNREGA. I am hopeful that now when the workers will get cash payment, more people will come forward for work," he added.

Nearly 260 schools have been destroyed in Naxal [Left Wing Extremism (LWE)] violence in Communist Party of India-Maoist (CPI-Maoist)-affected States in the last five years, a Ministry of Home Affairs (MHA) report said, reports IBN Live. In another report on violence faced by educational institutions globally, UNESCO has cited various examples of Naxal violence including destruction of 11 schools in Jharkhand and nine schools in Bihar between January and July 2009. The MHA, in its report, said the highest number of schools hit by Naxal violence was in Chhattisgarh, followed by Jharkhand. While the figure in Chhattisgarh was 131, it was 63 in Jharkhand. 46 schools were destroyed by the Maoists in Bihar between 2006 and November, 2011. In 2009, a total of 71 schools were attacked by the Naxals in six Maoist-hit States -- Chhattisgarh, Jharkhand, Bihar, Odisha, Maharashtra and Andhra Pradesh. Altogether 59 schools were destroyed by the Naxals in 2006, 43 in 2007, 25 in 2008, 39 in 2010 and 21 in 2011 (till November), it said. In its worldwide report - Education under Attack, 2010, UNESCO said that in the whole of 2009, at least 50 schools were attacked in Jharkhand and Bihar as part of Naxals violence. Maoists also torched the house of a para-teacher in Chowka, Jharkhand, and beat him up, it said. In April 2009, a boy in Mandar, Jharkhand, was reported to have been tortured for refusing to join the Naxalites' children's brigade. In Bihar, four schools were blown up, the UNESCO said.

Over 500 people including 124 Security Force (SF) personnel were killed in 1,476 attacks carried out by Naxals [Left-Wing Extremists] in various States affected by Left Wing Extremism till November this year, reports Outlook India. According to latest Ministry of Home Affairs (MHA) data, out of the total of 513 deaths, the highest of 182 were in Chhattisgarh, followed by 137 in Jharkhand, 50 in Maharashtra, 49 each in Bihar and Odisha, and 40 in West Bengal among others. It said that Naxals carried out 1,476 attacks targeting various government and private installations, killing 389 civilians and 124 SF personnel. Law enforcement agencies have arrested 1,728 Naxals, recovered 546 arms and 344 Maoists surrendered during the eleven months. There were 219 incidents in which Left wing extremists targeted industries, railways, telephone exchange towers, power plants, mines, panchayat bhawans (buildings of village level local self-government institutions) and school building among others. Of these, basic transport infrastructure like roads in Naxal areas bore the brunt with 119 strikes, followed by 31 attacks on telephone towers, 23 on railways properties, 21 school buildings and 12 on economic installations including uranium mines and pipe lines.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted seven workers from two construction sites in Pakri village in Jamui District on December 9, reports IBN Live. Some 50 heavily-armed Maoists, the Police claimed, reached a makeshift workshop of a construction company which is engaged in construction of a bridge over Kiul River and abducted four labourers. The Maoists later went to another construction site where labourers were engaged in construction of a water tank of State Public Health Engineering Department (PHED) and abducted three of them. The Maoists took the labourers away to Garhi forest area at gun-point, the Police said. The labourers were kidnapped after the construction firm failed to meet their extortion demands, sources said.

"They then set ablaze six vehicles -- four tractors and two multi utility vehicles," he said. Sansar, along with three of his associates, were arrested while they were on their way to the market. . “Ranbeer, along with Basant and Durga, was in Sambalpur to purchase materials for a Maoist camp being run in the nearby forests. They were staying in the house of Manglu Oram, a mason by profession,” said the Police. The Police said that while Sansar, a resident of Gurubeda under Arki Police Station in Khunti District in Jharkhand, had been actively involved in Maoist activities in Sambalpur and across the border, his associates Basant, Durga and Manglu were helping him organise a camp for the Maoists in the area. Sambalpur Superintendent of Police Nikhil Kanodia said the Police had also recovered a motorbike, a hand-written note and some cash from the Maoists. “Sansar has been associated with the Maoist outfit for the last one-and-a-half years. He had been actively involved in rebel activities in Sambalpur for the past four months. He was also involved in Maoist activities in Jharkhand,” Kanodia said.

After facing some reverses in their strongholds, the Communist Party of India-Maoist (CPI-Maoist) has formed a 'Golden Corridor Committee' to build its base in hitherto untouched industrial areas of Gujarat and Maharashtra, stretching from Pune to Ahmedabad, including commercial hubs like Mumbai, Nashik, Surat and Vadodara, reports The Times of India. Besides, the Maoists have planned to expand their movement to Nagpur, Wardha, Bhandara and Yavatmal Districts of Maharashtra in addition to their existing bases in Gadchiroli, Gondia and Chandrapur in the state. Maoists' game-plan is to make foray into these unexplored areas was disclosed by the Union Home Ministry in response to a question in Parliament on December 13. The ministry informed the Lok Sabha (Lower House of Parliament) that Maharashtra alone had witnessed 221 deaths in Naxal incidents from 2008 till November, 2011. The State has reported more deaths (51) this year as compared to 2010 when it had witnessed 45 killings in Naxal violence. Security agencies had first got to know about the Maoists' plan to set up another theatre of their activities through the 'Golden Corridor Committee' after arresting a number of Maoists in Maharashtra in the past six months, including the first batch of 10 Maoists - all belong to West Bengal - in Pune in May. All the Maoists were working as casual labourers in different industrial units.

The Minister said, “The cadres have been utilised in extensive propaganda against mega dams in Assam”. The Minister said that CPI-Maoist is trying to establish organisational bases in the Northeast. The Upper Assam Leading Committee (UALC) of the CPI-Maoist is currently operating in Assam and Arunachal Pradesh and has been involved in incidents of looting of weapons and extortion from local villagers. "We have offered L&T land at Goaltore to set up a power plant," Chief Minister Mamata Banerjee said on December 14, adding that preliminary talks have been held with the company in this regard. "L&T officials are coming on December 19 for further discussions. I will sit with them and discuss the issue with the land map of the area," the Chief Minister told a Bengali news channel. She pointed out that the state government owns 1,000 acres of land at Goaltore. While two mobile towers were attacked in Gajalabadi, three were attacked in Ashurabandh under Sorada police station limits. Separate groups of about 20 Maoists each attacked the mobile towers belonging to private cellular operators located in Ganjam-Kandhamal-Gajapati border. "No injuries or casualties reported during their raids," Police said. Police also found a hand written poster of the Maoists from Gajalabadi. The poster said the Maoists had damaged the mobile towers in protest against the killing of CPI-Maoist politburo member Mallojula Koteswara Rao alias Kishanji by Security Forces in West Bengal. The Times of India adds that this is the first time in 10 years that the Maoists have struck the area.

"As per the first information report (FIR), Rs.15 lakh amount was provided from Essar company side to a contractor, B.K. A Police team recovered a stock of 900 cartridges and equipment that the Maoists used to make pistols and other firearms. Two Maoists, identified as Srikant Singh and Bipin Kumar, who were working at the factory near Bela Industrial Estate, were arrested. Singh is a resident of Phenhara in East Champaran and Kumar is from Kharona under Kurhani Police Station of Muzaffarpur District. Both were “actively involved” in the organisational activities of the CPI-Maoist in the District, the Police said. The Police also arrested the owner of the house, Nagendra Singh, who had rented out the accommodation to the Maoists. Muzaffarpur Senior Superintendent of Police (SSP) Rajesh Kumar said the cartridges made at the arms factory were being supplied to the wings of the CPI-Maoist operating in north Bihar Districts. The subsidiary intelligence bureau (SIB) — a central intelligence agency — report details the status of Maoist squads active in Jungle Mahal (West Midnapore, Bankura and Purulia Districts) and other districts after Kishanji’s death in an encounter on November 24. According to the report, nine Maoist squads with more than 100 members are active in West Midnapore and Purulia Districts and all members are being given firearms. The biggest among these is Purulia’s Ayodhya squad, with nearly 40 members. The report lists the Maoists as having 30 sophisticated firearms including five AK-47s and five INSAS (Indian Small Arms System) rifles, apart from a host of other weapons. “As per our information, Maoists at present are suffering from an ammunition crisis. But they do not have a shortage of firearms. Kishanji’s death is a major blow to the Maoists. They are taking time to absorb it. But at the same time, they are preparing themselves to strike back. We are keeping a watch on the situation,” said Banibrata Basu, additional director general of state intelligence branch. According to the report, Maoist squads in Belpahari, Jhargram East, Jhargram West, Jamboni, Binpur, Nayagram and Lalgarh are active in West Midnapore District. The directive came into effect after detained Maoists revealed during interrogation that they could locate the forces, even in the dark, from the odour of the repellants. “Though the visibility on many occasions was nearly zero only because of this reason they were able to foil our entire plan and operation,” Inspector General, Central Reserve Police Force (CRPF) Vivek Sahay told Deccan Herald. The CRPF personnel have been directed to resort to alternative precautions. Recently, CRPF Director-General K Vijay Kumar said mosquitoes have claimed more CRPF personnel in the forests than the Maoists. According to Police sources, the Maoists managed to escape. The recovery included 24 gelatine sticks, 103 commercial detonators, two switches of Improvised Explosive Devices (IED), one IED box, three steel tiffin carriers used to manufacture IEDs, two wire bundles, batteries of remote control devices, electronic stop watch, various electronic circuits, 20 capacitors, and two large plastic drums. Decision taken by the Maoist central leadership has already been conveyed to the Jungle Mahal Maoists in a recent meeting held at Gotshila forests in Jharkhand. The sources said intelligence has already identified a number of weapons manufacturing units producing various types of firearms ranging from country made pistols to 302 rifles in dense forests of Bastar and Mahasamund Districts. Intel reports said the units, whose number may be no less than 500, are small in size, even run in huts and cottages deep inside forests. The sources disclosed to Deccan Chronicle that existence of such arms making units has been reported in Abujhmad, Kanker, Nagari, Sihaba, Sitanadi, Chura, Gariabandh, Debbhog, Ammamora, Charraunda, Rasela, Komakhana, Naram, Khati, Kasekara, and Tuhulu areas in Bastar and Mahasamund regions. “All the weapon manufacturing units are strategically located in liberated zones of Naxals to help the rebels supply the arms produced in factories to their operation areas smoothly in forest routes without attracting attention of Security Forces,” the Police sources added.

Union Rural development Minister Jairam Ramesh has pointed to "operational" shortcomings in the Government's efforts to tackle the decades-old Communist Party of India-Maoist (CPI-Maoist) insurgency through developmental work and urged greater political involvement to deal with it more effectively, reports The Economic Times. The minister made the suggestion in a letter to Prime Minister Manmohan Singh after touring Left-wing extremism-affected Districts in the country. According to Ramesh, the government's efforts to counter Left-wing extremism with developmental work have been largely ineffective because of "operational" shortcomings such as a 'one-size fits all' approach to affected Districts, absence of critical infrastructure, and inadequate banking and postal facilities. "I think the time has come for a higher level political forum for quick problem solving and more effective co-ordination," the minister said in his letter.

"Acting on a tip-off, the Police raided the village and arrested Rashid Ansari alias Pillu, Mahaboob Ansari and Multan Ansari," Superintendent of Police Manu Maharaj said. Four tribals, including a postman, were killed by the Communist Party of India-Maoist (CPI-Maoist) cadres in Bastar District for allegedly refusing to follow the Maoist diktat to blow off a school building being used as a Police outpost, reports IBN Live. The Maoists abducted the four villagers on the intervening night of December 17 and 18 from Kaknar village and subsequently killed them in a nearby forest, official sources said. Later their bodies were thrown on the outskirts of the village to terrorise locals, the Police said. The victims include Ganesh, the village postman, his uncle Vishwanath, one Chaman and Sukhlal, belonging to Maria Gond Tribe. Sources said the Maoists earlier had asked the four to help to bomb the Ashram school building located in Kaknar village, a portion of which was being used as a Police outpost.

Lalgarh Maoist leader Bikram Mahato and a host of trained cadres, including women, from Chhattisgarh are attending camps set up by the Maoists inside Saranda forest where training is being imparted in guerilla warfare, arms and handling of explosives, the Police said on April 30. Leader of the Maoist women's wing, Chameli alias Rekha is providing arms training to the women cadre to build its 'Nari Sena' (women warrior). At least three major training camps run by the outfit's Chhota Nagpur zonal committee are in existence at Digha, Balwa and Thalkobad area of Jharkhand and lie between the entry point in Bisra in Sundargarh District and Mancharpur and Kiriburu of Jharkhand. The recruitment drive and the training camps by the Maoists are taking place after a long hiatus and the Police are keeping a close watch on movements of the Maoists, who have lured hundreds of tribal youths and girls belonging to villages on both sides of the inter-State border with promises of financial packages, the Police said. The Karampada route serve as the only supply line for logistics and other provisions, the Police added.

Union Home Minister P Chidambaram said that night train services in the Left Wing Extremism (LWE)-affected areas of West Bengal, Jharkhand and Odisha have been resumed on all sections except the Tatanagar-Kharagpur section. "Efforts are underway to resume night services on this section too," he said. Railway authorities had rescheduled the timing of nearly a dozen trains, including Gyneshwari Express, Mumbai-Howrah Mail, Samar Satta Express and Delhi-Puri Purushottam Express, and avoid plying them during night in the Naxal-hit areas.

During interrogation he has confessed his involvement in the attack on Bihar Military Police camp at Akbarnagar, demolition of Sangrampur block office and Garua school building and killing several people. More than two dozen cases are pending against him in different Police Stations in the two Districts. The arrested Maoist was the ‘area commander’ of Sangrampur and used to collect levy on behalf of Birbal, the ‘area commander’ of the Jamui-Bhagalpur zone of CPI-Maoist. The Government gave a month’s time to active members of CPI-Maoist to return to the mainstream, through an advertisement in local dailies on December 31. The notice also had on display the rehabilitation package a rebel was entitled if they gave themselves up under the state’s surrender policy approved in February 2009. Explaining the reasons behind the renewed appeal, home secretary J.B. Tubid said the State had received feelers that a large number of Maoists wanted to surrender, particularly in Ranchi and Khunti, but they were being threatened by their leaders. “So, we gave them a month to avail the opportunity and join the mainstream,” he reasoned.

Year 2011, witnessed a historic low in the level of violence in disturbed areas like Jammu and Kashmir, the North Eastern States and areas affected by the Naxal [Left Wing Extremism (LWE)] violence, said P Chidambaram, Union Home Minister, on December 31 at a press conference, reports The Hindu Buissnessline. In areas affected by Naxalism, 447 civilians and 142 security personnel were killed this year against 718 and 285, respectively, in 2010. In Jammu and Kashmir, 31 civilians and 33 security personnel lost their lives this year against 47 and 69, respectively, in 2010. Chidambaram said that the Integrated Action Plan, for the Naxal-infested areas was a major innovation of the Centre. The plan had an outlay of Rs 1,500 crore in 2010-11 and Rs 1,800 crore in 2011-12. However, he was also quick to point that in Naxal hit districts like Gadchiroli in Maharashtra, not enough development has been done by the State Government, “I had reviewed the Gadchiroli situation last month and I'm not happy with the development there,” he said.
