Six cadres of the Communist Party of India-Maoist (CPI-Maoist) were arrested from Rajalkonda forest in Malkangiri District of Odisha on December 1 during a joint operation by the Odisha Police and the Border Security Force (BSF). Arrested Maoists were members of Malkangiri division of the CPI-Maoist. They were mostly active in Kalimela area of Malkangiri District for past eight to nine years. These arrests coincided with the first day of the People’s Liberation Guerilla Army (PLGA) week observation by the CPI-Maoist to commemorate their slain leaders.

Three Maoists including two female cadres surrendered before the Police in Bastar District on December 2, reports The Pioneer. They were identified as Kosi Markam alias Shanti, Rambati Korram alias Irpa and Sanatram Nag alias Mahesh alias Medha. “Kosi Markam was member of Naxal platoon number 26 and was also member of Darbha Divisional Committee (DVC). She had joined Maoist cadre in 2010 and used to carry signal shot rifle,” Superintendent of Police (SP) Bastar, RN Dash informed. The State Government had declared cash reward of INR 200,000 on Kosi Markam. Rambati Korram was the Deputy Commander of Barsur Janmilita (people’s militia) and a member of Maoist front organization Chetna Natya Mandali (CNM). She carried a reward of INR 100,000 on her.

Two Police personnel were injured in a landmine blast triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres in Chhattisgarh’s Kanker District on December 2, as the rebels struck on the first day of the Peoples’ Liberation Guerrilla Army (PLGA) week being observed by CPI-Maoist, reports The Hindu. The explosion occurred in the morning when a joint team of Border Security Force (BSF) and District Police Force were cordoning off a forested patch near Markanar village under Koyalibeda Police Station limits. Security has been heightened across the insurgency-hit areas of Chhattisgarh, as the Maoists are observing the PLGA week from December 2 to 8 to commemorate their slain leaders.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Muchaki Hadma (21), was arrested from Bhadrachalam town of Khammam District, reports The Times of India on December 7. The arrested cadre belonged to the Malangir ‘area committee’ of the Maoists in Dantewada District of Chhattisgarh. After joining the Maoists in 2001, Muchaki was deployed in Kistaram and Golapalli Local Operation Squad (LOS) as a ‘member’ during which his task was to teach at the 'Janatana Sarkar' (people’s government) run schools in the interior pockets of south Bastar. A hardcore Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Aayta Madkami, with a reward of INR 500,000 on his head and accused of major attacks including killing of a journalist and massacre of 11 Central Reserve Police Force (CRPF) troopers, was arrested along with his rifle and eight kilogram tiffin bombs on December 6 from the forests of Darbha region in Bastar District, reports The Times of India. He was arrested in a joint operation conducted by the District Reserve Guard (DRG) and CRPF. He was a member of Kaanger Valley ‘area committee’ and was the ‘president’ of DKMS.

The Community Party of India-Maoist (CPI-Maoist) on December 6 gave a call to the people in Agency area to observe ‘protest week’ from December 21 and a bandh (general shutdown strike) on December 26 against the State and Central Governments’ move to take up bauxite mining in Agency area, reports The Hindu. Secretary of CPI-Maoist’s Andhra-Odisha Border Special Zonal Committee (AOBSZC) Chandramouli in a press release sent to reporters in Agency area on December 6 urged the people to take up arms to assert their rights over the forest. They must fight with inspiration from Alluri Sitaramaraju and support Manyam Pithuri Sena of the party and form revolutionary people's committees to take up armed struggle. He said that temporary stalling of GO No. 97 that facilitates bauxite mining in Jerrela area was a ploy of Chief Minister N. Chandrababu Naidu to douse the anger of people and to buy time to increase the attacks on people and to dump more police forces. He was trying to bring division among the Girijans by offering them false packages though he was aware of the fact that bauxite mining would bring great harm to the livelihood of the Girijans and displace a large number of them and also cause extremely serious environmental problem. But the Chief Minister and Central Government are determined to hand over the natural wealth to Anrak company, the Maoist leader said. He also said the Telugu Desam Party (TDP), Congress, the YSR Congress, which is an offshoot of the Congress, and the Left parties have the track record of trying to go against the wishes of people. The party wanted the Girijans to drive away the TDP and BJP leaders from the Agency area.

Bijapur Additional Superintendent of Police (ASP) Indira Kalyan Elesela said "As per the preliminary information, a villager Tati Ayitu and his wife were allegedly kidnapped by the rebels along with their child on December 7 for some unknown reason. Ayitu managed to flee from their clutches soon, leaving behind his wife and child." After his escape, Maoists beat up Ayitu's wife, who was holding her infant in her arms, with sticks. The child was fatally hit during the attack and died on the spot, the ASP said quoting the complaint. The Maoists then buried the child and fled from the spot leaving the woman injured, he added.

Odisha Chief Minister (CM) Naveen Patnaik while speaking in the State Assembly has said that the Communist Party of India-Maoist (CPI-Maoist) situation is improving in Odisha as compared to some of its immediate neighbours, reports the odishasuntimes.com. As of September, 2015 there have been 51 Maoist related incidents with 18 deaths of civilian and security personnel in the State, whereas there have been 346 incidents with 75 deaths in Chhattisgarh. He said Maoist activity and violence has substantially declined in Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh, Sundargarh and Nayagarh Districts. He also said 63 Maoist cadres/militias have surrendered in the state this year. Further, 1034 villagers, including many active militias and Village Committee Members of Malkangiri District have withdrawn their support to Maoists. To improve the law and order situation further, the State Government has created 1572 number of posts across various Police ranks.

In a written reply, the CM said there were allegations of 272 persons getting killed by the Maoists during this period. However, nine deaths turned out not by the Left Wing Extremists (LWEs), he added. The Government had provided compensation to 235 families as per the ex-gratia scheme of the government. Total 28 families did not get assistance due to want of required documents from the beneficiaries, he added. The CM further said 895 persons from Malkangiri, Koraput, Nuapada and Keonjhar Districts had left their villages due to Maoist activities. Of them, 287 returned to their villages in Koraput. The Government has taken series of steps both on security and developmental fronts in the Maoist affected districts. He also said total five innocent persons were killed in the crossfire between Security Forces and Maoists in the state in 2015.

Five Maoists, three of them carrying cash rewards, surrendered on December 16 in Narayanpur District, citing disappointment with the "violent" activities of the Maoists, Police said, reports PTI. The cadres turned themselves in before senior Police officials saying that they were frustrated with violent activities of Maoists and at the same time were impressed with Chhattisgarh government's surrender policy, Narayanpur Additional Superintendent of Police (ASP) O.P. Sharma said. The ASP said of them, Dhananjay Dhruva alias Ajay (28) was the most dreaded one and was deployed as ‘section commander’ of military platoon no. 5 of military company - 1 of Maoists. He was carrying a reward of INR 800,000, the ASP added. Bhagat Kowachi aliasVilas (23), who was the ‘section commander’ of military platoon no. 17, was a prominent cadre in the region and carried INR 300,000 reward. Another key cadre, Mansingh (40), was active as member of Partapur area committee and carried a reward of INR 100,000. The two other cadres - Rasiya Padda (25) and Sannu Dhruva (29) - were involved in supplying commodities of daily use to Maoists and spreading their propaganda.

According to the forest officials the abducted persons were later released. The suspected group attacked the outpost which is located inside the Nilambur forest, around 15 kilometres away from the Pookottumpadam town. After setting the outpost ablaze the gang abducted five persons including four staff and one local person from Pookkottumpadam outpost. Though two forest staff managed to escape from their custody, other two forest watchers and the local man were taken to deep forest area by Maoist the gang. The killing also marked the beginning of the week-long bandh (general shutdown strike) in the Agency area from December 21, called by the Andhra-Orissa Border Special Zonal Committee (AOBSZC) of the CPI-Maoist, protesting against the Government move to mine bauxite in the Jerela area. As per reports, a team of the Maoists picked up V. Satya Rao from Madathakonda village under G. Madugula Police Station limits in the previous night and reportedly killed him after taking him to some interior part in the Agency area. Before leaving the village, the Maoists branded him as police informer and warned the villagers to stay away from the Police and officials who were supporting bauxite mining in the Jerela area. According to Police, the body of Satya Rao was sighted between Madigaruvu and Kilamkota village in G. Even as Chief Minister Naveen Patnaik’s Government takes pride in pushing the Communist Party of India-Maoist (CPI-Maoist) on the backfoot in the State, the CPI-Maoist says it is former Director General of Police (DGP) Prakash Mishra who was instrumental in ‘finishing off’ the outfit in Odisha, reports The New Indian Express on December 24. The ‘central committee’ of the CPI-Maoist, which takes stock of progress of its movement across States, has recorded it in its proceedings during the October meeting. The ‘central committee’ report states that CPI-Maoist was weakened substantially after Sabyasachi Panda parted ways and created his own outfit in the State. The apex body described Panda as a ‘fugitive’ but acknowledged that his departure made a difference to party’s organisation in the State. “However, it was DGP Prakash Mishra who finished the Maoist party in Odisha,” it added. Mishra is currently Director General of Central Reserve Police Force (CRPF). The Maoists said there has been an increasing presence of SFs in the area which is under the jurisdiction of Andhra Odisha Border (AOB) Special Zonal Committee. More area domination exercises are being carried out and the cut-off areas are being zeroed in on. The SFs are also striking the places where area commanders are leading the movement. In the last seven months, there has been 29 such raids by the SFs in the AOB zone of which 12 were in the cut-off areas which are hurting them, it added. In Narayanpatna, arrest of Chasi Mulia Adivasi Sangha (CMAS) leader Nachika Linga also impacted the Maoist party’s strength in the region and taking advantage of the situation, political leaders of the district, who preferred to stay in urban areas, are beginning to return. In some places, the lands which were taken away by the Maoists are again being grabbed by landlords. But the fight against them will start again, the party said in its meeting.

Kalluri,” said a statement issued by the Sukma District Police. “Around 150 Maoist supporters from the Chintalnar area had expressed their wish to surrender, of them 70 were found to be associated with the Maoists. These 70 surrendered on Thursday,” Kalluri said in Chintalnar. However, Sukma Additional Superintendent of Police (ASP) Santosh Singh said most of the surrendered Maoists were not “big Maoist cadres.” “But they are working or have worked in the Maoist organisation. Many of them have no offence registered against them, but we are trying to provide relief to them,” he said. A Communist Party of India-Maoist (CPI-Maoist) cadre was on December 25 killed by Security Forces (SFs) personnel during an encounter in Kapnar village under Pakhnar Police outpost of Darbha area in Bastar District, reports The Hindu. A joint squad of Chhattisgarh Armed Force (CAF), District Reserve Group (DRG) and District Police had launched a combing operation in the area surrounding Pakhnar since December 25 early morning. As they were cordoning-off a forested hill between Kapnar and Toynar, a group of armed cadres opened indiscriminate fire on them, prompting the SF personnel to retaliate. However, the Maoists soon fled the spot as the SFs zeroed in on them. Later, during a search, the body of a Maoist clad in ‘uniform’ and a weapon were recovered from the spot.

A joint team of Central Reserve Police Force (CRPF) and State Police, who was searching for a Communist Party of India-Maoist (CPI-Maoist) ‘zonal commander’ on December 29 exchanged fire with a group of "heavily armed" Maoists near Koleshwari hills on the Jharkhand-Bihar border, reports The Times of India. Chatra Superintendent of Police (SP) S.K. Jha said around 100 Maoists fired at the group of security personnel who were advancing towards Bihar. "The forces retaliated strongly. It forced the rebels to run away to avoid casualty," he added. The gun-battle lasted for half-an-hour but none of the security personnel or Maoists was hit, said CRPF's Jharkhand Inspector General of Police (IG) Rakesh Kumar Mishra. The team had information that Maoist leader Uma Bhokta alias Endalji was hiding in the densely forested Koleshwari between Chatra and Gaya District in Bihar. Police record show Endalji as ‘zonal commander’ of Koleshwari zone covering Chatra, Hazaribag and Koderma Districts in Jharkhand and Nawada and some parts of Gaya District in Bihar. The troopers, however, carried out search operation after firing stopped and found backpacks full of clothes.

A statement released by party Spokesman Syam contained the poser "Will you do it (awarding punishment) or shall we do it", indicating that they were waiting for the government to prosecute the financiers in question and their henchmen too. The Maoists charged the ruling party with shielding those financiers who sexually exploited several women by taking advantage of their poor financial background. Syam alleged that the government and the police were protecting member of Legislative Assembly (MLAs) and Member of Legislative Councils (MLCs) of the TDP despite victims filing complaints of regular extortion by the same leaders. As per the Police, nearly a dozen incidents involving CPI-Maoist were reported in the State mainly in forest areas of Palakkad, Malappuram and Wayanad in 2015 but all these were carried out by cadres from the State who had joined the fold a couple of years ago. “As per the assessment, the insurgents could not make much influence on the tribal community and carry out fresh recruitment though there have been attempts to recruit them. "This was an outstanding year with arrests of more than 400 Naxalites, recovery of huge amount of explosives and weapons and (the police) lost no weapon," Additional Director General of Police (Operation) S.N. Pradhan said. These were the biggest achievements during the last 10 years, he added. Twenty-eight LWEs were killed as against four Policemen during anti-LWE operations in 2015, he said. Asserting that LWE violence would be nearly wiped out in the next two-three years through sustained operations, Pradhan said the year saw the Police targeting the top and middle level leaders in the Maoist ranks through arrests or their neutralisation. The mounting pressure hit hard on the Maoists as they lost on cadres while new cadres did not join them, he added.

The buses were rolled out at a function at Odisha State Road Transport Corporation (OSRTC) office in Bhubaneswar.
