A Communist Party of India-Maoist (CPI-Maoist) camp was busted by the personnel of Central Reserve Police Force (CRPF) in a forest under Chandrapur Police limits in Rayagada District of Odisha on February 1, reports Pragativadi. According to sources, the CRPF personnel of the 8th Battalion were on a combing operation in Chandrapur forest in the District when they identified a camp near Andhra Pradesh-Odisha Border (AOB). On search, the security personnel seized nine guns, 15 detonators, 11 gelatine sticks and eight rounds of live bullets.

Andhra Pradesh Special Task Force (STF) recovered a huge cache of arms and ammunition from a Communist Party of India-Maoist (CPI-Maoist) dump at Bangarugudi area in Vijayanagar District of Andhra Pradesh on February 1, reports Pragativadi. The STF recovered a clay-more mine, detonators and other explosives during a combing operation at Bangarugudi area. All the explosives were reportedly dumped at an isolated place.

Chhatradhar Mahato, leader of the People’s Committee against Police Atrocities (PCPA), erstwhile Communist Party of India-Maoist (CPI-Maoist) front organisation, was released from Presidency Jail in Kolkata on February 1, reports The Hindu. Mahato was arrested on September 26, 2009, by the Criminal Investigation Department (CID) from Pirka village under Lalgarh area in Jhargram District of West Bengal, on charges of bid on the life of former Chief Minister (CM) Buddhadeb Bhattacharjee in the Kanta Pahari area on November 2, 2008. He was the face behind the Lalgarh movement that was launched after Police conducted raids at several tribal homes and arrested a large number of locals allegedly without any evidence. Under his leadership, Mahato had turned Lalgarh into a ‘liberated zone’ till his arrest in 2009, adds News 18. He was convicted under Unlawful Activities Prevention Act (UAPA) in 2015 in connection with several cases between 2008 and 2011, including Kanta Pahari bomb blast in Lalgarh, Jnaneswari Express case and the landmine blast targeting then West Bengal CM Bhattacharjee, and was lodged in Presidency Jail.

The Director General of Police (DGP) of Odisha reviewed the anti-Maoist operations at the Police Headquarters in Malkangiri District in the State on February 1, reports The Pioneer. As per the report, the DGP along with other senior officials went to the company bases in the Swabhiman Anchal (earlier known as cutoff area) of the District. The meeting took place among security officials such as Director General (DG) Intelligence, Assistant Director General (ADG) Headquarters, Intelligence ADG, Modernisation Inspector General (IG), Special Intelligence Wing Deputy Inspector General (DIG), and South-West Range DIG and Superintendent of Police (SP) of the District.

The Palamu Police arrested two ‘sub-zonal commanders’ of the Tritiya Sammelan Prastuti Committee (TSPC), along with arms from different Police Station limits in Palamu District of Jharkhand on February 1, reports UNI. Palamu, Superintendent of Police (SP), Ajay Linda, said acting on a tip-off regarding the movement of the ‘sub-zonal commander’ of TSPC Nishan alias Nishant Ji, a team of the local Police and Jharkhand Jaguar (JJ) arrested the Nishan, who hails from Gaya District of Bihar. Following the information provided by him, Police conducted a raid in Khumbikhurd village under Nawabazar Police Station area and arrested another ‘sub-zonal commander’ of the outfit identified as Gulab Ganjhu alias Pankaj Ji. From him, a loaded country-made rifle and 4 cartridges were recovered. TSPC is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

A leader of the Communist Party of India-Maoist (CPI-Maoist), identified as Ashutosh Kumar was arrested from Dariyapur area in Munger District of Bihar on February 2, reports The Week. As per the report, Ashutosh was wanted in cases under the Unlawful Activities (Prevention) Act (UAPA) and Arms Act. On receiving a tip-off about his presence in the area, a search operation was conducted by a team of Police led by Assistant Superintendent of Police (ASP) Harishankar Kumar and arrested him. The Superintendent of Police (SP), Lipi Singh said, “Kumar, a member of the proscribed CPI-Maoist outfit, was active in Lakhisarai, Munger and Jamui Districts. He used to formulate strategies and action plans at Maoist meetings."

An exchange of fire took place between cadres of the Communist Party of India-Maoist (CPI-Maoist) and Security Forces (SFs) at Rajderwa forest area in Jhumra village under Chatrochati Police Station limits in Bokaro District of Jharkhand on February 2, reports The Pioneer. As per the report, on receiving a tip-off that a squad including women cadres of Maoist ‘commander’ Santosh Mahto alias Mithlesh Singh alias Durvodhan Mahto was camping in the area, the Bokaro Police along with the 26th battalion of Central Reserve Police Force (CRPF) conducted a search operation. On seeing the SFs, the Maoists opened fire leading to a gun-battle in which a trooper of the CRPF, identified as Subodh Kumar, received bullet injuries, adds Indiablooms.

In a separate incident, a number of posters were recovered from Swabhiman Anchal (earlier known as cutoff area) of Malkangiri District of Odisha on February 2, reports The Pioneer. As per the report, the Maoists of Andhra Odisha Border Zonal Committee (AOBZC) put up the posters warning the locals to abstain from going against them. The posters also threatened the people of Jodamba and Janturai villages of dire consequences if they don’t stop cooperating with Police and Security Forces (SFs) and pass on information about them.

The Communist Party of India-Maoist (CPI-Maoist) of Rayagada Division put up handwritten posters on trees and JCB machines at a construction site at Ambaguda village under Bijepur Police Station limits in Kalahandi District of Odisha, reports The Pioneer on February 2. The posters threatened to kill the contractor and supervisor of the ongoing Prime Minister Gram Sadak Yojna (PMGSY) road project at the village. The posters stated that the road from Trilochanpur to Phuldumer village and Rural Division (RD) road to Amthapadar village should not be more than five feet wide and it should not be a pucca one. It also demanded to shift the construction site and threatened the villagers who are engaged in the project of dire consequences.

The Communist Party of India-Maoist (CPI-Maoist) replaces its No.2, Prashant Bose aka Kishan da (74), with Ranjit Bose aka Kabir (63), reports News 18 on February 4. Bose, known for his expertise in mobilising masses against Security Forces (SFs), is believed to have played a key role in the agitation against the Tata Nano project in Nandigram in West Bengal in 2007, in which 14 people died in clashes between locals and Police, carries a bounty of INR 10 million on his head. Bose had launched a similar operation against the State by mobilising people in all 44 villages of Lalgarh in 2009, declaring it a ‘liberated zone’. Hundreds of people were reported to have been killed by Maoists, and in clashes between SFs and the Maoists. The accumulated bounty on his head is from the Governments of West Bengal, Jharkhand and Telangana. The move is an attempt by the CPI-Maoist to step up activities and violence in eastern India, particularly Bihar and Jharkhand. According to sources, the decision to make the switch was taken at a meeting of top CPI-Maoist leaders somewhere in Saranda forests in West Singhbhum of Jharkhand, where their most senior leader, Nambala Keshav Rao aka Basavraj, was also present. According to the data, among the 196 wanted Maoist cadres in the State, five Maoists are carrying cash rewards of INR 10million each on their heads, whereas, 62 Maoists are carrying cash rewards of INR 100,000; 32 each carrying cash rewards of INR 200,000; 38 each carrying cash rewards of INR 500,000; 25 each carrying cash rewards of INR 1 million; 19 each carrying cash rewards of INR 1.5 million and 15 each carrying rewards of INR 2.5 million on their heads. The letter, written by the ‘spokesperson’ of the ‘Western Ghats Special Zone Committee’ (WGSZC) of the CPI-Maoist named Jogi, said the attack on the resort was the result of a misunderstanding and ‘expressed regret’ to the resort owners for the loss incurred. The letter further said that the attack was devised as per a report submitted to the ‘area committee’ by a member of the organisation, prepared after a village visit. The letter also urged the government to adopt actions against ‘exploitation of workers’ in the plantation sector, to fix the minimum wage at INR 800 a day, provide land and house to all landless people, and to rehabilitate the victims of landslips during the last monsoon. Combined teams of the Police's District Reserve Guard (DRG), Central Reserve Police Force (CRPF) and local Police conducted raids in Kirandul, Dantewada and Geedam, rounding up nine suspects including seven minors, he said. Two of them were identified as Sodhi Bhima (29) and Sodhi Nanda (20), who were part of "action teams" of Maoists while three girls were members of the rebels' `Jan militia', Pallava said. Remaining four minors were released as they were found to have no connection with Maoists, the SP said. Bhima and Nanda, carrying a reward of Rs 2 lakh each on their heads, were allegedly involved in the killing of a villager in Nilawaya forests on January 31, planting Improvised Explosive Devices (IEDs) to target SFs in Potali area during the recent Panchayat (village level local self-Government institution) polls, and attacks on Police and CRPF personnel, the official added. Maoist literature, a detonator and 100 gm gun powder were recovered from their possession, he said. The three ‘Jan Militia’ (Maoists people’s army) members, aged 12-17 years, were allegedly involved in reconnaissance of SFs and planting explosives and iron spikes to target them, Pallava said. Maoists had planned attacks in view of 110th anniversary of `Bhumkal revolt' (rebellion by tribal farmers in Bastar region against British rulers in 1910), between February 4 to 10. The report, however, mentions the allegations by the villagers of Markabeda in the District according to whom, the arrestees were not Maoists, rather they were school teachers. The villagers claim that the SFs raided their village on February 4 and attacked "teachers, students and other locals". Refuting the villagers’ claim, the Superintendent of Police (SP), Mohit Garg said, "A joint team of District Reserve Guard (DRG) and local Police was out on anti-Maoist operations in the forests of Narayanpur on February 10 when they spotted suspicious persons convening a meeting in Metanar and Maspur. According to the Inspector General of Police (IGP), Sundarraj P., separate teams of Security Forces (SFs) comprising the 151st and 204th battalions of the Commando Battalion for Resolute Action (CoBRA), had launched a counter-insurgency operation in the Maoist core areas of Sukma and Bijapur Districts on February 9. On the following day, personnel of the CoBRA, while advancing through the said forested area came under fire from the Maoists, triggering a gun-battle between the two sides, the IGP said, adding that two constables were killed in the gunfight, while six others sustained injuries. The body of a slain Maoist along with a weapon was recovered from the encounter spot, said the IGP, adding that the identity of the deceased was yet to be ascertained.

Kishan Reddy, in a written reply to the Lok Sabha (Lower House of Indian Parliament) on February 11, informed that the number of Naxal [Left Wing Extremism, LWE] violence including incidents of killings of civilians and Security Forces (SFs) has shown a declining trend in the last three-year period beginning 2017, reports The Times of India. As per the provided data, the number of Maoist incidents of violence declined from 908 (2017) to 833 (2018) and were recorded at 670 (2019). Similarly, the number of civilians killed in the various LWE violence-affected States also came down from 188 (2017) to 173 (2018) and followed by 150 (2019). Likewise, a similar trend was observed in the number of SFs killed which came down from 75 (2017) to 67 (2018) and further reduced to 52 (2019). However, the number of Maoists killed and arrested during the same time period did not show a consistent picture. In 2017, while 136 Naxals were killed in various States, it grew to 225 in 2018 but came down to 145 during the last year. Similarly, the figures for Naxals arrested were 1,888 in 2017 which went up to 1,933 in 2018 and then went down to 1,276 in 2019. The MoS also said, "To combat the LWE menace in a holistic manner, the Government of India has formulated a national policy and action plan in 2015, which envisages a multi-pronged approach comprising security, development and ensuring rights and entitlements of local communities etc."

He was working as an ‘area committee member’ of ‘Gumma Area Committee’ (GAC) under Malkangiri-Koraput-Visakhapatnam Border (MKVB) division of Andhra-Odisha Border special zonal committee (AOBSZC) of CPI-Maoist. The arrested cadres belonged to ‘Maharaj Pramanik squad’ of CPI-Maoist, and were identified as Sagar Mahto, Jagdish Mahato, Abhishek Kumar Sinha and Gunlal Mahato. As per the report, Sagar Mahto is a resident of Bandhgaon under Kharsawan Police Station limits in the District and a special associate of Maharaj Pramanik. Jagdish Mahto is a resident of Sini Tola Palasdih in Sini area in the District. Abhishek Kumar Sinha hails from Harharguttu, Jamshedpur in East Singhbhum District and is an illegal supplier of ammunition. He is originally a resident of Bariarpur in Munger District of Bihar. Gunlal Mahato is a resident of Serengada in Kuchai Police Station limits in the District. The Superintendent of Police (SP), Karthik S., said: “We received information that Maharaj Pramanik is trying to get ammunitions and weapons apart from explosives and cylinders to inflict damage on Security Forces (SFs). Once specific input was received, a special team was constituted which arrested the cadres red-handed while exchanging ammunitions. The arrested people include one arms supplier, one middleman and two over ground workers (OGW).”

According to the Inspector General of Police (IGP), Sundarraj P., a team of District Reserve Guard (DRG) was out on a counter-insurgency operation in the said area. When the patrolling team was cordoning off the forests, an exchange of fire broke out between the two sides. After the gun-battle stopped, the SFs recovered the slain body of a Maoist along with one muzzle loading gun and a huge cache of explosives from the spot. The UMHA’s data said that 112 Left-Wing Extremists (LWEs) were arrested in Telangana in 2019, as against 113 in 2018. Two each category of civilian and LWEs were killed in separate incidents in the State in 2019. There were five incidents in 2017 while 11 incidents took place in 2018 and eight in 2019. The notable factor was that not a single person from the Security Forces (SFs) was killed since 2017 in Telangana, said the MHA’s data. According to the data, in all, 1,276 LWEs were arrested in the 10 States affected by LWEs – Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, Uttar Pradesh and West Bengal in 2019. As per the report, on receiving an input that the Maoists were holding a meeting under the leadership of ‘politburo member’ M. Venugopal Rao aka Bhupathi in the said area, the C-60 commandos of Gadchiroli Police initiated a combing operation. On seeing the patrolling team, the Maoists opened fire leading to an exchange of fire between the Police personnel and the Maoists in which a Maoist cadre was killed. While the identity of the slain Maoist is yet to be ascertained, the Police suspect that at least four to five Maoists were injured in the gun-battle but succeeded in fleeing along with others. In another exchange of fire that occurred near Kasalpad village, one STF trooper was injured, he added. When a DRG patrolling team was cordoning off a forest area on Chintagufa-Chintalnar junction, an exchange of fire broke out between the two sides, and after the encounter the body of a Maoist was later recovered from the spot. Also, when Security Forces (SFs) were returning after the operation, an exchange of fire took place in the forest near Kasalpad that left one STF trooper injured, Sundarraj said. The two Maoist leaders have been identified as Abhijeet Yadav aka Mahavir Yadav and Pintu Rana aka Rajesh Rana. The ED attached INR 1,649 million worth of six land plots in Palamu District of Jharkhand and a bank account of Yadav. In the case of Rana, the ED has attached one Kisan tractor with trailer, motorcycle, Scooty and bank balances totaling INR 957000. Yadav was involved in levy/extortion from various development works in Gaya, Aurangabad of Bihar and Palamu District of Jharkhand, the ED said, adding Rana was involved in levy/extortion from sand, mobile tower and forest wood contractors for the last 15 years, and was booked on the basis of 76 FIRs and charge-sheets filed by the Jharkhand Police for offence under various sections of the Arms Act, the Explosive Substances Act, and the Unlawful Activities Prevention Act (UAPA) for collection of levy, criminal conspiracy, murder, attempt to murder, extortion, etc.

Based on a tipoff about the movement of the Maoists in the region, a joint team of the District Voluntary Force (DVF), Special Operations Group (SOG) and the Border Security Force (BSF) had launched a combing operation in Panabadi, Kamalabandh, Bailguda and Urlapadu area in the District, bordering Andhra Pradesh. During the search operation, the joint team recovered a gun, a rifle, hand grenades, electronic detonators, bulletproof metal plate, and explosives along with several items used by the Maoists. The items were recovered from three drums which were buried under the earth. Police suspected that the camp was being used by the Nandpur Area Committee of Koraput Division of the CPI-Maoist.

In the pamphlets, the Maoists accused Prime Minister (PM) Narendra Modi and Union Home Minister (UHM) Amit Shah of plotting to divide the nation on the lines of religion, language and culture. Citizenship Amendment Act (CAA), National Population Register (NPR) and National Register of Citizens (NRC) were against the interests of the masses. The Maoists also objected scrapping of Article 370 and dividing Jammu and Kashmir (J&K) into parts. A cadre of Communist Party of India-Maoist (CPI-Maoist) surrendered before Deputy Inspector General (DIG), South Western Range, Shafeen Ahmed, in Malkangiri District of Odisha on February 25, reports Hindustan Times. The surrendered Maoist has been identified as Kamlu Beti, a resident of Bijapur District in Chhattisgarh, and carried a cash reward of INR 500,000 on his head. Beti was an ‘area committee secretary’ of Kanger Ghati Area Committee (KAC) under Darbha Division of Dandakaranya Special Zonal Committee (DKSZC). He had joined the CPI-Maoist in 2007, and was allegedly involved in several violent activities, including killing of civilians, destroying public properties and exchange of fire with Security Forces (SFs). “Beti got disillusioned with the party leaders after realizing that they are doing nothing for the development of the villagers of Tulsi Reserve Forest area. The Maoists are mostly led by Telugu speaking leaders like R.K. Uday, Krishna, Chalapathi, Aruna etc. and their cadres are mostly from Chhattisgarh who are mostly innocent tribals who do not have any idea of what is happening around them. As a result, these Maoists do not have any sense of belongingness towards the people of Malkangiri nor Odisha,” DIG Ahmed said.

A sympathiser-cum-courier of Communist Party of India-Maoist (CPI-Maoist), identified as Irpa Sarveswar, was arrested by a team of Security Forces (SFs) at Pusuguppa in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on February 25, reports Telangana Today. According to the Sub-Inspector (SI) of Cherla Police, A. Raju Varma, Sarveswar was involved in many cases. He had been working as a courier to the Maoist leaders Haribhushan, Damodar, Azad and Sudhakar for the past three years. He used to supply vegetables, medicines, tiffin boxes, iron pieces, batteries and electrical wire for use in planting land mines. The surrendered Maoist, identified as Vilas alias Dasru Keye Kolha (44), a resident of Etapally taluka (revenue sub-division), had joined the CPI-Maoist in 2000 and was working as a ‘divisional commander’ (DVC) of Chatgaon Dalam (armed squad) of the organisation and had commanded various divisions from Gondia, Chatgaon, Tipagad, Kasansur, Chamorshi, Korchi, Dareksaa and other such places. Kolha was wanted in over 147 cases in Maharashtra and Chhattisgarh, including 22 murders and several firing cases on police, apart from masterminding the Jamburkheda blast where 15 cops and a civilian were killed on May 1, 2019. Kolha had a cumulative cash reward of INR 2.05 million on him in Maharashtra (INR 8,50,000) and Chhattisgarh (INR 12,00,000).

In one incident, armed Maoists arrived at the residence of Muchaki Hidma in Kolomkonta village under Tongpal Police Station limits in the District and strangled him to death. A Police Official said that the Maoists also assaulted Hidma's wife after executing the incident. In another incident, Maoists reached the house of Madvi Urra in Mukram village under Chintalnar Police Station limits and took him along to a nearby forest and subsequently killed him with a sharp weapon. As per the Police Officials, both Hidma and Urra were former Maoists and served their sentences in jail.

As per the report, on receiving a tip-off about Sahni’s presence in the said village the personnel of the STF of the State Police Headquarters and the SSB conducted raids and arrested him. The Senior Superintendent of Police (SSP), Jayant Kant, said, “Sahni had been evading arrest in at least 12 cases of Maoist violence in Muzaffarpur and adjoining areas. Five sympathizer-cum-couriers of Communist Party of India-Maoist (CPI-Maoist) were arrested with explosives in Jagannadhapuram village of Paloncha Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on February 29, reports The Times of India. The arrested couriers have been identified as, P. Saraiah (45), resident of Nimmalagudem in Kistaram Mandal of Sukma District in Chhattisgarh, K. Murali (24) and K. Nageswara Rao (40) of Dabbanootala village in Dummugudem Mandal in Khammam District of Andhra Pradesh, K Sammaiah (26) of Veerabhadrapuram village in Dummugudem Mandal and J. Hanumanthu (28) of Toggudem in Paloncha Mandal. As per the report, they were arrested during a vehicle check in the said village while they were transporting explosives stolen from stone crushing units to Maoist cadres. The Police have recovered 40 gelatin sticks, 40 detonators and 27 explosive boosters from their possession.
