Security Forces (SFs) recovered two 12 bore guns and items including three radio sets, solar light and other camp materials following an exchange of fire with the Communist Party of India-Maoist (CPI-Maoist) cadres from Bender 1 Reserve Forest area under Belpada Police Station limits in Bolangir District of Odisha on February 1, reports United News of India. Acting on specific information about the movement of 10 to 15 armed Maoists in the Bender Reserve forest area and their plan to carry out attacks, an operation was launched in the area by a composite team of Special Operations Group (SOG) and District Voluntary Force (DVF). The operational team came under heavy fire from the CPI-Maoist cadres which led to the exchange of fire. While the Maoists managed to escape taking cover of the terrain, the SFs recovered the guns and other materials from the Maoist camp.

The National Investigation Agency (NIA) on February 3 arrested a person, identified as Mrityunjay Kumar Singh (34), for his alleged involvement in a murder case in which four police personnel were killed by the cadres of the Communist Party of India-Maoist (CPI-Maoist) in Latehar District of Jharkhand, reports Outlook. Mrityunjay, a resident of Latehar District is suspected to have a close nexus with the CPI-Maoist leadership. He was arrested in connection with the case which pertains to the attack on the Police patrolling party by Maoists on November 22, 2019, at Lukaiya more in Latehar in which four Police personnel were killed and their arms and ammunition looted, an NIA Spokesperson said.

Five cadres of Communist Party of India-Maoist (CPI-Maoist), including a woman, surrendered in Dantewada District of Chhattisgarh on February 4, reports Outlook. The surrendered cadres included Gangualias Lakhan Kuhdam (38), ‘commander’ of ‘Bhairamgarh area committee’ of CPI-Maoist, who was wanted in at least 21 cases in Dantewada and neighbouring Bijapur District. Another surrendered Maoist – Laxmi alias Sanni Oyam (38), was the ‘commander’ in the same ‘Bhairamgarh area committee’ unit and allegedly involved in at least nine incidents of violence, including a landmine blast in 2004 in Jangla area of Bijapur. Both of them carried rewards of INR 500,000 each on their heads. The other surrendered cadres – Hemla Bandi (28), Kosa Madkam (23) and Madvi Hidma (18) – were lower-rung cadres. All of them were disappointed with the “hollow Naxal [Left Wing Extremist, LWE] ideology” and surrendered themselves under “Lon Varratu” (return to your home) campaign of the District Police.

Police recovered around 25,000 detonators from a vehicle and arrested the driver, identified as Jashpal Singh, at Rampurhat near the Jharkhand border in Birbhum District of West Bengal on February 4, reports The Telegraph. Following a tip-off, the Police stopped the vehicle and seized the detonators. Police said that the explosives were usually supplied to illegal stone miners but the involvement of the Communist Party of India- Maoist (CPI-Maoist) could also not be ruled out.

The Anti-Terrorism Squad (ATS) of Kerala Police arrested a Coimbatore-based dentist, identified as D. Dinesh (32), for allegedly having links with the Communist Party of India-Maoist (CPI-Maoist) at Edayarpalayam on Thadagam Road in Coimbatore District of Tamil Nadu on February 4, reports The Times of India. The Edakkara Police in Kerala’s Malappuram District registered an FIR in 2017 about a meeting of CPI-Maoist held at Nilambur forest in 2015 and have been investigating the case to trace the participants. On December 8, 2020, the ATS arrested Rajan Chittilappilly, a suspected Maoist and a participant of the meeting. Based on his inputs, the ATS learned that Dinesh also took part in the meeting and possessed arms, following which he was arrested subsequently.

A team of District Voluntary Force (DVF) along with the Bomb Detection and Disposal Squad (BDDS) recovered an explosive dump belonging to Communist Party of India-Maoist (CPI-Maoist) in an anti-Naxal [Left Wing Extremist, LWE] operation near Sureshi village in Koraput District of Odisha, reports ANI on February 6. “The operation was carried out on February 3 and 4 in the reserve forest areas of Kendaborigi, Mangalpur, and Atmakonda under the Narayanpatna Police Station. The explosive dump was recovered near Sureshi village after cordoning the area,” Koraput Superintendent of Police (SP) V. Guntualli said in a press release. Six single barrel muzzle loading (SBML) guns, 20 aluminum tiffin boxes having the capacity of containing 500 gm explosives, 3 tiffin bombs, 2 Claymore mines, 50 gelatin sticks, 205 iron pipes for SBML guns, 3-kilogram iron splinters, one whistle chord, and 3 black belts were recovered from the Maoist dump.

Security Forces (SFs) gunned down a senior Communist Part of India-Maoist (CPI-Maoist) ‘commander’ in an exchange of fire in Surnaar forest near Tetam village in Dantewada District of Chhattisgarh on February 6, reports The New Indian Express. “A gunfight ensued between the team of Dantewada District Reserve Guards (DRG) and the Maoists in the forested terrain of Surnaar and Tetam. A Maoist identified as Masa Muchaki, 31, a 'jan militia' commander was killed in the exchange of fire. He was carrying a reward of Rs 1 lakh on his head. There were multiple crimes registered against him,” said Superintendent of Police (SP), Abhishek Pallava. Muchaki was militia command-in-chief of Katekalyan Area Committee in Dantewada.

A Commando Battalion for Resolute Action (CoBRA) jawan(trooper) and at least two cadres of the Communist Party of India-Maoist (CPI-Maoist) were injured during an encounter on Toklo hills at the Jamro axis in West Singhbhum District of Jharkhand on February 7, reports Hindustan Times. “A CoBRA jawan has been injured while 2-3 Maoist extremists have also been hit in the encounter at Toklo hills of West Singhbhum district this morning. The injured jawan has been airlifted to Ranchi for appropriate medical care. The encounter happened on the border at West Singhbhum-Saraikela-Kharsawan-Khunti triangle. The search operation is still on and more details are awaited,” Ajay Linda, West Singhbhum,Superintendent of Police (SP), said. The injured CoBRA jawan has been identified as Narayan Chetri from Assam. “Narayan Chetri is now out of danger. The joint forces of district police, CRPF and CoBRA battalions have inflicted heavy damages on the Maoists. 2-3 Naxals [Left Wing Extremists, LWEs] have sustained bullet injuries and search is on to trace them. We have also seized pipe bombs, land mines, IEDs, several rounds of ammunition and rucksacks,” Rajiv Ranjan Singh, Kolhan,Deputy Inspector General of Police (DIGP), said.Police said a Maoist squad led by Toofan alias Patiram Majhi (Giridih), who has a bounty of INR 10 million on his head, and ‘area commander’ Maharaj Pramanik, who has a reward of INR 1 million on his head, opened fired on the Security Forces (SFs) when they were on a search operation. Stating that the operation was still on and would not stop until the Maoist squads active in the three districts of Kolhan are neutralised, the DIGP, Singh, said, “We will not spare anyone and will not stop before wiping out the Naxals completely. The developmental works for the people have been greatly hampered by these naxals and their subversive activities. They better surrender or be ready to be neutralized.”

No casualty was reported from either side in the incident. “As the Police and Paramilitary Forces were carrying out a special operation against the rebels in the jungle, the rebels had started raining shots at the forces at about 11.30 am. The Paramilitary Forces had also retaliated by firing shots. The encounter lasted for over an hour, causing the Maoists to give a retreat as the Paramilitary Forces had overpowered them. The National Investigation Agency (NIA) on February 10 carried out searches in the dense forests of Khunti District in Jharkhand and recovered high-grade explosives belonging to the Communist Party of India-Maoist (CPI-Maoist), reports The New Indian Express. The searches were conducted in the Korangburu hillock at Jilingkel at the instance of an arrested Maoist identified as Naina alias Birsa Munda. “During the early morning operation, 100 metres of Cordtex wire (a type of detonating cord) and high-grade explosive -- 126 Gelatin sticks, weighing about 15 kgs -- were recovered”, an NIA spokesperson said. Naina was arrested in connection with the killing of five Police personnel in an attack by CPI-Maoist in June, 2019 at Kukru Haat in Seraikela Kharsawan District. The Jharkhand Police had arrested 11 accused and filed two charge-sheets against them. The NIA re-registered the case in December 2020 and arrested five more armed cadres of CPI-Maoist. During Naina's questioning, it was revealed that explosives procured by the CPI-Maoist were hidden at the Korangburu hillock, the NIA spokesperson added.

Kishan Reddy on February 10 said in Rajya Sabha (Upper House of India Parliament) that the Left-Wing Extremism (LWE)-related incidents were down 47 per cent between 2015 and 2020 as compared to incidents in the preceding six years from 2009 to 2014, and that the geographic spread of Naxal [Left Wing Extremist, LWE] violence had been contained to 53 Districts across 9 States in 2020 as compared to 76 Districts across 10 States in 2013, reports The Times of India. In a written reply to a question, Reddy said the steadfast implementation of the multi-pronged strategy to counter LWE had resulted in consistent decline in violence and shrinkage in geographical spread. “The incidents of LWE violence have reduced by 70 per cent from all-time high of 2258 in 2009 to 665 in 2020. Similarly, resultant deaths (civilians + Security Forces) have reduced by 80% from all-time high of 1005 in 2010 to 183 in 2020. The geographical spread has been constricted and only 53 Districts across 9 States reported LWE related violence as compared to 76 Districts across 10 States in 2013. However, 90 Districts in 11 States are covered under Security Related Expenditure (SRE)/LWE Scheme for the purpose of reimbursement of expenditure incurred by the States on counter LWE operations,” he stated.

After receiving information regarding the presence of armed Maoists in the forest area, a special team of Special Operation Group Hawk Force and District Force was initiated an operation. On Spotting the SFs, the Maoists fired indiscriminately at the team who retaliated leading to a gun-battle in which the two Maoists were killed. After the firing stopped, a search operation was carried out by the SFsin which the bodies of a male Maoist identified as - Dulla alias Manu Dakshin and a female Maoist identified as - Geeta Dakshin Bastar were found. Both were working as ‘Area Committee Members’, Dakshin Bastar of Vistar Platoon 03 and were carrying a reward of INR 300,000 each by the Madhya Pradesh government and INR 800,000 each by the Chhattisgarh government. The Superintendent of Police (SP) M. S. Dhillon said huge quantities of firearms and equipment were recovered from the gun factory in the dense forest and hilltop of Rishikund Bhelwa under Shampur Police Station limits inthe District. The recoveries included - 13 pistols of 7.65 mm bore, 17 half-finished pistols, 28 magazines, eight live cartridges, two cell phones, seven barrels, 18 base machines, drilling machines, spring wires used in triggers, about two dozen razors, screwdrivers, hacksaw blades and steel plates. The Maoists managed to escape from the gun factory carrying complete firearms. However, one of the skilled workers engaged in manufacturing the firearms under Maoists’ supervision, identified as Akhilesh Singh alias Karu Singh was arrested from the spot. Police also arrested a gun runner identified as - Mohammad Haider, from Bakahrapur village under Muffasil Police Station in the District and recovered four firearms, eight magazines and 20 live cartridges from his possession.

In 2015, she was shifted to Krantikari Mahila Sangham (KMS) of Indravati Area Committee and in 2018 and later she was promoted as an area committee member (ACM). Of the two recovered IEDs, one was a pressure cooker bomb and the other one concealed the explosives and the detonator in a pipe type casing. Two Communist Party of India-Maoist (CPI-Maoist) cadres – Bhadru Punem (40) and Sannu Punem (35), were arrested when they were planting Improvised Explosive Devices (IEDs) to target Security Forces (SFs) in Bijapur District of Chhattisgarh on February 27, reports Outlook.A patrolling team of the District Reserve Guard (DRG) arrested the Maoists when they were planting explosives on a dirt track in the forest near Pusnar village under Gangaloor Police Station limits in the District. Two cooker bombs, gelatin sticks, wire, medicines, Maoist pamphlets, banners etc. were recovered from them.

A Communist Party of India-Maoist (CPI-Maoist) ‘zonal commander’, identified as Jeevan Kandulna, carrying a cash reward of INR 1 million on his head, surrendered before Police in Ranchi District of Jharkhand on February 28, reports The Pioneer. Kandulna, a resident of Rania block(administrative unit) of Khunti District was active in the Saranda forests of West Singhbhum District. He was accused in cases of murder, loot, rape, levy collection, and involvement in Maoist activities lodged with different Police Stations across Jharkhand. More than 4,000 operations were conducted to arrest Kandulna in the past 20 years, but he always managed to escape.

On February 28, a Maoist cadre – Rama Potam (30) surrendered before Police and Central Reserve Police Force (CRPF) officials, in Bijapur District of Chhattisgarh, reports Outlook. “Potam joined the outlawed CPI-Maoist group in 2007 and was currently self-styled deputy commander of a platoon in Bhairamgarh area. He was given an encouragement amount of INR 10,000 and will be given more facilities as per the surrender and rehabilitation policy of the State,”said a Police official.
