A wanted cadre of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), identified as Dablu Vishwakarma alias Shakti Vishwakarma, was arrested from Tandwa Police Station area in Aurangabad District of Bihar on February 2, reports The Times of India. Following a tip-off that the wanted cadre was hiding at Vishunpur village under Tandwa Police Station limits, the Sashastra Seema Bal (SSB) launched a joint search operation and arrested Dablu Vishwakarma, who was wanted in several cases, including the 2018 assault on Rampravesh Mehta, a resident of Hussainabad village in Palamu District of Jharkhand, and demanding ‘levy’ (extortion money). Later, he was handed over to Hussainabad Police of Palamu District.

Huge Communist Party of India-Maoist (CPI-Maoist) dump was recovered during a combing operation by Security Forces (SFs) in Kalahandi District of Odisha on February 2, reports Kalinga TV. A team of the Central Reserve Police Force (CRPF) was conducting a combing operation in Bhuruti Forest under Narla Police limits of the District, and during the raid, the SFs busted the Maoist camp and seized two guns and other items belonging to the red rebels. The seized items include one Bharmar, 11 Electric detonators, one Gun Power, one Maoist banner, Naxal [Left Wing Extremism, LWE] literature, Electric wire, one electric extension board, four batteries, two Mosquito nets, two Water bottles, one Black polythene, one Axe, two torchlights, one pair of Shoe, one pair of Slipper, Civil clothes and Medicines including syringes and needles. Following the discovery of this dump, security has been tightened and search intensified in the area and its periphery.

The Central Reserve Police Force (CRPF) in a joint operation with Chhattisgarh Police arrested seven cadres of the Communist Party of India-Maoist (CPI-Maoist), identified as Kalmu Satyam, Kalmu Joga, Madivi Manga, Madakam Aitha, Kikidi Joga, Vando Unga and Kalmu Bheema, from Kondavai village in Sukma District of Chhattisgarh on February 2, reports latestly.com. "All the seven apprehended were Nimmalagudem's Revolutionary People's Council (RPC) militia members of the banned Communist Party of India (CPI) Maoist Party," the CRPF said in a statement, adding that Satyam, Joga, Manga and Unga are RPC members for the last three years; Aitha and Joga are RPC members for the last two years, while Bheema is an RPC member for the last year.

Following intelligence input that preparations were being made by Maoists to attack Security Forces (SFs) in Langurahi and surrounding areas under Madanpur Police Station, a joint team of CRPF's 47th Corps, 205 CoBRA (Commando Battalion for Resolute Action) Corps, STF and CRPF-Gaya's 159th Corps, launched an operation against the Maoists and recovered the ammunitions.

On February 6, Kerala Police registered a case under the Unlawful Activities Prevention Act (UAPA) in connection with the visit of a Communist Party of India-Maoist (CPI-Maoist) group led by a cadre identified as C.P. Moideen and four others, namely, Jisha, Jayan, Vikram Gowda, and Soman, to the Vietnam Colony at Aralam Grama Panchayat (village level local self-government institution) in the Kannur District of Kerala, reported The Hindu. Police stated that the armed Maoists who spoke Malayalam, Tamil, and Hindi reached the colony, collected food items, and went back to the Kottiyoor Forest. In the statement, the residents of the colony told the Police that the Maoists entered two houses, enquired about wages and the availability of rations, and allegedly threatened them not to inform the Police about their arrival. Following a tip that some goods had been brought to be provided to the Maoists in Dhamtari and Gariabandh districts, a search operation was launched. Gariabandh, Superintendent of Police (SP) identified the four as Tamradhwaj Sahu alias Rinku, his father Shivkumar Sahu, Rakesh Kashyap and Ishwarlal Netam, all from Dhamtari District. The Police also seized 12 walkie-talkies, Naxalite uniforms and other items from them. According to the Police, handwritten posters were put up and several pamphlets bearing the threat were scattered in the Goh area of Aurangabad District. The posters demanded a canal in the area and prohibited Sushil from venturing out into the district. They also alleged that Ranvijay, who is a former MLA, was of feudal mentality and would be bombed in his office. While Sushil was busy attending the ongoing budget session of Parliament in Delhi and did not respond to calls made to him, Ranvijay said that he was not afraid of any such threat. “I have been fighting against the Maoists for over four decades. They have lost their strength and relevance. The operations launched by the security forces have rendered them ineffective,” Ranvijay said. The Maoist couple, who have been staying in Gachibowli in Hyderabad for last few years, had reportedly left the CPI-Maoist movement in 2006 and since then been evading arrest. The Police found that Madhukar was working as a watchman in a local security company in the city while Shamala was working in the housekeeping department of a car showroom. The duo had concealed their real identities and attended the work regularly. The Maoists of Bayanar Area Committee in Orchha region put up banners and posters at the spot, threatening people to not participate in transportation activities from the mine else no one would be spared. While the truck driver had already left the spot to a safe place anticipating danger at night, the Maoists fled the spot after setting ablaze the vehicle. The truck was loaded with iron-ore and belonged to Aamdai Ghati mine in Chhotedonger region. However, no harm was reported to any person in the incident.

The State Government issued the orders to this effect on February 20. Besides, development core group and divisional level sub-group committees have been formed. The unified command committee will assess the action of Security Forces (SFs) in which both central and State Forces are a part. The command will review development work and Government-run programmes in the Naxal-affected areas. The Police also seized detonators and other material left behind by the Maoists. Chintoor, Assistant Superintendent of Police (ASP), P.K.V. Maheswara Reddy, said in a release that Dalam member Gali Narayana Reddy of Sri Satya Sai District and a 16-year-old boy were arrested in the raid. Narayana Reddy was involved in five major cases, including the torching of a private bus at Sarivela in Chintoor agency in 2022. Narayana Reddy was also involved in the killing of two tribal men — a Chintoor-based person in January 2023 and another person in 2021 — on the suspicion that they were ‘police informers’. “In November 2020, Narayana Reddy got in touch with the Maoists through a social networking platform and was encouraged to join the party by Maoist leader Koyyada Sumbaiah of Munuguru. He has since been active in Andhra Pradesh, Telangana and Chhattisgarh,” said the ASP.

The Maoists’ small action team carrying sophisticated weapons, including AK-47 rifles and INSAS [Indian Small Arms System] assault rifles, targeted the two unarmed Policemen, head constable Rajesh Singh Rajput and Chhattisgarh Armed Force (CAF) constable Lalit Kumar Samrath, when they had just reported for duty at the mobile check-post on the inter-State border, an area that has witnessed a Maoist attack after a long time, Police said, adding that both Rajput and Samrath were not carrying weapons hence they could not retaliate. An Improvised Explosive Device (IED) training book, 10 gelatin sticks, two detonators, cordex wire, one tiffin box, electric wire, batteries and Maoist literature were seized from his possession. Sandeep of Chennapuram village in the Mandal joined the Maoists in 2017 as 'militia' (people's army of the Maoists) member. Since October 2022 he has been working as the Sabari LOS ‘commander’ and carries a Self-Loading Rifle (SLR) weapon. He was involved in the abduction and murder of Kurnapalli deputy Sarpanch (head of the Panchayat, village level local self-Government institution) in Cherla Mandal in August 2022. He was also involved in the murder of Mandal Parishad Territorial Candidate (MPTC) member N Srinivas in July 2019, killing of 17 Central Reserve Police Force (CRPF) personnels in an ambush under Chintaguppa Police Station limits in March 2020 and killing of 24 CRPF personnels at Tekulagudem under Tarrem Police Station limits in Chhattisgarh State in April 2021. During interrogation Sandeep confessed to Police that he tried to surrender to Police many times but the Maoist leaders forced him to commit crimes. There were 27 cases booked against him in Telangana, seven cases in Andhra Pradesh and eight cases in Chhattisgarh State.

On February 25, the National Investigation Agency (NIA) said that it has filed the third supplementary charge sheet against a Communist Party of India-Maoist (CPI-Maoist) cadre in the case of abduction and killing of a person named Naresh Singh Bhokta in Bihar, reports daijiworld.com. An NIA official said that Bhokta was abducted on November 2, 2018 and taken to a 'jan adalat' (People's/ Kangaroo Court organized by the Maoists) in Aurangabad District where the top leadership issued instructions to kill Bhokta after declaring him a ‘police informer’. The case was initially lodged at the Madanpur Police Station before NIA took over the probe. The official said that charge sheets have been filed against seven accused by the Bihar Police. "The accused chargesheeted today is Ajay Singh. Investigations have revealed that Singh, along with other CPI (Maoist) cadres, was actively involved in the abduction and murder of Bhokta. Singh was arrested on September 1, 2022," said an NIA official.

Superintendent of Police (SP), Ashutosh Shekhar received information that some Maoists were on their way to deliver explosives to their ‘commander’. Based on the information, the SP said a team was constituted to initiate action and arrest them. Accordingly, the team launched a massive checking drive after cordoning off a road approaching Baripokhari village and arrested one Boj Hembram alias Kishun Hembram and seized a detonator and gelatine. On the lead provided by Boj during interrogation, Police arrested three other ultras with detonators and gelatine sticks from Tonto Police Station limits. The arrested Maoists confessed that they were active members of Maoist group and carrying the explosives for delivery on the instruction of their ‘commander’. The team also conducted raid in Rengrahatu village in West Singhbhum District on February 24, and arrested the ‘commander’ of Maoist militia group Damu Koda alias Judu Koda (35) and Birsing alias Chota Koda (35). The duo conceded that they were involved in setting vehicles a fire engaged in road construction work in Chiruiekir village on February 12. "The Naxal problem in Jharkhand is in its last stage. Whatever remains it needs to be tackled. We have enough manpower and expertise to do it and we will be able to reduce it further", DGP, Singh said. A total of 31 Naxalites including ‘regional committee members’, ‘zonal’, ‘sub zonal’ and ‘area commanders’ were gunned down in last three years while 1,319 were arrested including ‘polit bureau’ and ‘central committee (CC)’ members. As many as 44 new Forward Operating Bases (FOBs) were set up in core areas impacted by Naxalism. Singh said not only Naxal problem but his priority would be to improve the overall law and order situation and reduction of crime in the state by taking stern action against organised crime.

The residents of 13 villages of Etapalli Taluka (administrative unit) in Gadchiroli District of Maharashtra, have been warned against working at the Surjagarh mines by top Communist Party of India-Maoist (CPI-Maoist) cadres, reports The Times of India on February 28. In the meeting held last week (February 20-26) near Targoda village, a few kilometres away from Gatta Jambiya, Maoist leaders like Raghu and Giridhar had urged the residents of 13 villages under Pursalgondi gram panchayat (village level local self-Government institution) not to work at the mining site. Apart from working on the mining site, the Maoists have also urged the women workers to stop going to a sewing unit, which has been set up by the company as part of corporate social responsibility (CSR). Sources also informed that the Maoists had asked the villagers that at least one member of each family should join the large-scale agitation being planned by them. The agitation site has not yet been revealed. “Last few days, the villagers have stopped attending the work and many are now planning to leave the job,” said a source from Etapalli taluka.

The Calcutta High Court (HC), on February 28, granted bail to 11 Communist Party of India-Maoist (CPI-Maoist) cadres, accused in the 2010 Jnaneswari Express accident, in which as many as 148 persons were killed and 180 were injured, reports daijiworld.com. The 11 accused were granted bail after spending almost over a decade since their arrests while the investigation of the Central Bureau of Investigation (CBI) in the matter is yet to be concluded. The 11 accused who were granted bail on Tuesday were Khagen Mahato, Bholanath Mahato, Jaladhar Mahato, Ram Mudi, Manik Mahato, Amiyo Mahato, Jaideb Mahato, Mohonto Mahato, Lakksmikanto Roy, Sunil Mahato, and Manoj Mahato. The Jnaneswari Express derailed in 2010 near Jhargram in West Midnapore District of West Bengal, following which 148 persons were killed and 180 were injured.
