A huge cache of arms and other belongings of the Communist Party of India-Maoist (CPI-Maoist) were recovered by Central Reserve Police Force (CRPF) and Odisha Police personnel from a Maoist camp in a forested area near Sarkubandha in Malkangiri District of Odisha, on January 1, reports The Times of India. Commenting on the matter, District Superintendent of Police (SP), Akhileswar Singh, said "Around 10 to 12 rebels were present in the camp during our raid. However, spotting the security men, they fled and there was no exchange of fire." At least eight guns, four detonators, four metres of codex wire, a camera flash, one digital electronic multi-meter, cloth, medicines and Maoist literature were seized.

Chhattisgarh Police on January 1 claimed a significant drop in Maoist-related incidents with 409 incidents being reported in 2012 compared to 530 the previous year. "The state has witnessed 23 per cent fall in Naxal [Left Wing Extremism] related incidents last year (2012) as against 2011," Director General of Police (DGP) Ram Niwas told reporters. He said as against 530 Naxal-related incidents reported during 2011, a total of 409 such incidents were reported in 2012 till December-end. The DGP said that encounters between Maoist insurgents and SFs have also declined. "At least 117 gun battles reportedly occurred last year (2012) compared to around 147 in 2011," he added. While 37 Maoists were killed and 436 arrested in 2012, 103 land-mines and arms, detonators, magazines and wireless sets in large quantity, have been recovered during the same period. Impressed with policies of the State Government for rehabilitation of Maoists, 37 Maoists laid down arms in 2012, the DGP said. "Police casualties in Naxal-related incidents during 2012 were 41, while four assistant constables died in the whole year," he informed. For the first time in the state, 120 constables were elevated to sub-inspector rank while 60 head constables were promoted as platoon commanders under 'one-time promotion scheme', the DGP said, adding nearly 74 Police officials have been given out-of-turn promotions for their brave services in Naxal-infested areas.

Security Forces (SFs) busted a Communist Party of India-Maoist (CPI-Maoist) camp and arrested two Maoists following a gun battle with them in the forest area of Palarmeta in Narayanpur District of Chhattisgarh on January 1, reports The Times of India. The arrested Maoists were identified as Som Sai Usendi (33) and Lakhmu Netam (31). Some other Maoists managed to escape. A 12-bore gun, one air gun and other Maoism related material were recovered from the camping site. On interrogation, the arrested Maoists said the 'commander' of East Bastar Divisional Committee - Kamlesh - was also among the Maoists who fled the camp.

Three Communist Party of India-Maoist (CPI-Maoist) cadres including a couple surrendered before the Guntur Superintendent of Police (SP, Rural), J Satyanarayana, on January 1, reports The Hindu. U. Kumari alias Renuka of Gangalakunta village near Veldurthy had joined Chandravanka dalam (armed squad) in 2003 and went on to become a member of the Bollapalli military platoon and ‘RK and Madhav protection teams’. She later moved to Chhattisgarh where she worked as an area committee member and instructor. The other two Maoists, Bommanaboyina Akkayya alias Rameswar and his wife Guravamma alias Renuka were members of the Chandravanka dalam.

Union Rural Development minister Jairam Ramesh on January 1 said that Communist Party of India-Maoist (CPI-Maoist) violence by and large had declined in Jharkhand, reports DNA. “Compared to Malkangiri in Odisha and Gadchiroli in Maharashtra, Naxal violence in Jharkhand in the year 2012 has by and large declined,” Ramesh said while interacting with reporters. According to Police, a group of four Maoists, dressed in school uniforms, attacked Budharam when he was taking a walk outside his house in Bijapur town. Security Forces (SF) personnel launched a massive combing operation at Narayanapatna area of Odisha's Koraput District, since January 2, following intelligence inputs about the presence of top Communist Party of India-Maoist (CPI-Maoist) leaders from Andhra Pradesh and Chhattisgarh in the region, reports The Indian Express. Around 300 security personnel from Border Security Force (BSF) and Special Operation Group (SOG) are engaged in the operation. Commenting on the operation, a Senior Police officer said, "A massive operation was launched. Security personnel are being airdropped at specific locations for joint combing." Maoist leaders Ram Krishna, Sukdev, Daya and Aruna are believed to be camping along the Odisha-Andhra Pradesh border to consolidate the organisation that has suffered a setback with the Maoist-backed Chasi Muliya Adivasi Sangh (CMAS) waning.

The Central Reserve Police Force (CRPF) urged both Jharkhand and Bihar Governments to rehabilitate more than 500 Communist Party of India-Maoist (CPI-Maoist) sympathisers who were identified and detained during various combing operations, reports The Indian Express on January 03. It also proposed to categorise them based on their educational qualifications and other required skills. Commenting on the matter, a senior official said “The states had agreed to our proposal to divide them in different categories. They would be given either vocational training or financial aid or jobs.” The CRPF claimed that in the last one year it cleared over 5,000 sq km in Saranda, Gaaru and Burra Pahar areas of Maoist influence in Jharkhand and Bihar, which was followed by development projects. Officials say that the number of such sympathisers has been increasing and the State Governments are yet to act.

Two letters written in Odia, seized from him, indicate that Maoists were in touch with Koraput MP Jayram Pangi and Koraput MLA Raghuram Padal apart from Congress MLA Ramachandra Kadam. This is the first documentary evidence of correspondence between Maoists and elected Odisha leaders. The letters were seized from Ghasi and produced in a trial court as part of the seizure list. Seven Central Reserve Police Force (CRPF) troopers were killed and 12 critically injured in an encounter with the Communist Party of India-(Maoist) cadres at Karmatiya forests of Latehar District of Jharkhand on January 7, reports The Times of India. Two Maoists were also killed, the Police said quoting villagers. Hundreds of Maoists ambushed 200-odd troopers patrolling the forest around 10.30am, in what is being seen as a possible retaliation to ‘Operation Anaconda-II’ in Saranda forests. In the gun-battle, which went on for more than eight hours, several Police personnel were critically injured, two of whom belong to Jharkhand Jaguar. The encounter ended around 8 pm. Deputy Inspector General of Police (DIG), Palamu range, Praveen Singh confirmed the deaths. Six companies of CRPF and two of Jharkhand Jaguar were combing the Karmatiya jungles when the ambush took place. According to Jharkhand Police figures, a total of 24 persons were killed in Latehar in 2011 by the Maoists. The Indian Express, however, reported that one Jharkhand Jaguar Special Task Force Policeman was shot dead by Maoists and three CRPF troopers were missing. The Maoist group involved in the encounter is believed to have been headed by Arvind, an important leader thought to be holed up in the area for the past 25 days. The CRPF had been camping there since December 20, 2012, to try and capture him. The encounter, named ‘Operation Saamna’, involved about 220 CRPF and some Jharkhand Police personnel. Officials claimed at least four Maoists were killed, but no bodies have been recovered.

Two Maoists were also killed in return fire on January 7 and 16 SF personnel were injured. The Maoists on January 8 killed two civilians taking the death toll to 15. Combing operation was intensified following the second attack. The two civilians were killed and one critically injured when bombs exploded on Tuesday afternoon during search for more bodies inside the forest, said Latehar Superintendent of Police (SP) Kranti Kumar Garhdeshi. The Maoists had planted the bombs inside the dead bodies, which were ripped to pieces the moment the search team tried to recover them. The Latehar SP said the civilians were killed while they were accompanying Police personnel. Around 300 CRPF and Jharkhand Jaguar personnel treaded deep into the Karmatiya jungles, about 250km from Ranchi as part of a combing operation when Maoists started indiscriminate firing from tree tops and hills. Over 600 Maoists, led by senior leaders, were present in the Latehar jungles and around 30 of them have been injured. CPI-Maoist central committee member Arvind was the leader behind the attacks, said Police sources. Many of the Maoists were dressed like SF personnel.

Fresh findings with regard to the January 7 Latehar operation have also revealed that Maoists had put the body of not one but three troopers over landmines, reports The Times of India. All these mines were strategically connected through cordex wires in such a way that if one exploded, the others would detonate automatically, leading to heavy casualties. However, due to some technical fault, only one mine exploded when villagers along with a Central Reserve Police Force (CRPF) search party lifted the body of a trooper leading to three civilian deaths. In case of other two bodies, the mines were first defused to lift them. Further, it has also come to light that Improvised Explosive Devices (IEDs) were planted in the abdomen of not one but two troopers. While one was detected and defused in a Ranchi hospital, the other had exploded even before forces could find the body. Sources said Maoists under Arvind, who is a member of the central military commission, had been experimenting with this new offensive for the past few days in the Latehar jungles. "They had put IEDs in the body of dogs and goats and blasted them to see its effectiveness," a CRPF official said.

To be raised on the lines of Andhra Pradesh Police’s Greyhounds special force that managed to neutralise the Communist Party of India-Maoist (CPI-Maoist) in the State, the project has the backing of the Centre as Maoists now possess modern weapons and communication equipments to take on even well-equipped paramilitary forces. “The MHA will fund the scheme in all four States to help the State police raise new specialised forces and acquire modern arms ... A Central Reserve Police Force (CRPF) trooper was killed and another injured as Maoists attacked a contingent of CRPF and local Police engaged in an area domination exercise in Timmadwada area of Sukma District on January 18, reports The Times of India. Soon after, an Indian Air Force (IAF) helicopter, Mi-17, on a rescue mission to evacuate the injured trooper and the body of the dead, was forced to make an emergency landing in a field in the Sukma District after it came under fire from CPI-Maoist cadres. The helicopter, which had taken off from Jagdalpur (Bastar District) at about 4.45 pm, was about to land in Timmadwada to pick up the CRPF troopers, when it came under fire around 5.20pm. One Policeman was injured in the fire. After virtual crash-landing, the two IAF pilots, an engineer and two Garud Commandos apparently made their way to the Police-Paramilitary Camp at Chintagufa, three kilometers away, leaving behind the injured Policeman. Paramilitary forces, mobilised from different areas, then mounted an operation to rescue the injured troopers left behind at the spot as well as "secure" the helicopter. Around 9.30pm a CRPF contingent reached the spot and secured the helicopter apart from rescuing the injured Police wireless operator. Another paramilitary trooper in whose rescue the chopper was hit could not be evacuated. This is the fifth time that IAF helicopters, which are providing logistical and reconnaissance support to the ongoing anti-LWE operations, have come under attack from the Maoists in the last three years. An IAF flight engineer had been killed when a helicopter engaged in election duty during the Chhattisgarh polls had come under fire in November, 2008.

Commenting on the operation, SP, Ganjam, Ashish Singh said that the operation was carried out jointly by Special Operation Group (SOG), District Voluntary Force (DVF) and Police team in Sorada area during the last four days. Sixty-three tribals, in Narayanapatna Block of Koraput District in Odisha, on January 19, approached the District Superintendent of Police (SP), Avinash Kumar, and pledged not to return to the Communist Party of India-Maoist (CPI-Maoist) backed Chasi Mulia Adivasi Sangh (CMAS), expressing their desire to join the mainstream, and cooperate with the administration in its developmental activities, reports The Times of India. While as many as 12 tribals deserted the CMAS on January 11, over three dozen tribals left the organization on the next day alleging that they were neglected both by the CMAS and the Maoists. Jairam Ramesh, the Rural Development Minister, said "We are making a special effort to bring development in the Naxal-affected areas. We are hoping that it will pay dividend." Kanker Superintendent of Police (SP) Rahul Bhagat said that the shootout took place in the forest near Tekameta village. A team of Police and Border Security Force (BSF), which had been dispatched to the area following information about Maoist activities, came under fire near the village. The Maoists fled when the SFs retaliated. Later, bodies of two women Maoist cadres and two rifles were recovered from the spot. The encounter with at least 12 Maoists against the elite C-60 Commandos lasted for half-an-hour. Deputy Inspector General (DIG) of Police Gadchiroli, Ravindra Kadam, said the encounter was an intelligence-based operation. He further said "Two more Naxals are likely to have suffered serious injuries, but their cadres took them away." Though some of the arrested have named Ajayan as the organiser of the Mavelikkara meeting, Police have not been able to elicit any incriminating evidence against him so far. Chhattisgarh's tribal population in the Maoist affected Bastar region, on January 26, defied the Maoists dictates and celebrated the Republic Day (January 26), although the rebels blocked dozens of roads in forested interiors, reports The Times of India. Reports from Dantewada, Sukma, Bijapur, Narayanpur, Kanaker, Bastar and Kondagaon Districts said tribals came out in large numbers to attend the Republic Day celebrations. Commenting on the incidents of road blockade, Inspector General of Police (IG), Himanshu Gupta, who presides over the Bastar region, said the guerrillas laid heavy wooden logs in key forest roads to force the people to stay indoors. He further said, "This is a known Maoist tactic to enforce a boycott of Republic Day." Additional Superintendent of Police (ASP) Apoorva said, "The surrender of the five rebels is the biggest one in the past five years. They were in civil uniform and had kept their dresses in their backpack." The five cadres were identified as Ishwari Oraon, Binod Oraon, Vikas Yadav, Chhattu Bhuiyan and Chandan Paswan. People's Liberation Front of India (PLFI), a splinter group of CPI-Maoist, has imposed a ban on use of music systems during marriage function to protect tribal culture and traditional instruments. Claiming that the ban has the support of Zila Radhi Pahda Samiti, a traditional tribal organization, the outfit said people are not engaging traditional drummers and flute players during marriages because of the use of these sound systems and they deprive local artists of their traditional profession and poses a threat to their instruments. Police sources said suspected members of PLFI recently pasted posters at various places and burnt a sound system installed foe the marriage of the son of one Vishwanath Oraon in Bhandra area in Lohardaga District. The posters announced that modern musical system would be burnt down and the users would have to pay a fine of Rs 25,000. A police officer, quoting a villager from Bhandra who was present when the armed rebels attacked the house, said: "PLFI leader Budheshwar Oraon himself led the attack on the house of Vishwanath Oraon, burnt down the sound system and warned his family members not to play film songs as it was against tribal culture."

The proposed Bharat Infrastructure Development Organisation will be modelled on the line of the Border Roads Organisation (BRO). It will raise personnel in the same way the BRO does. It will work on a project mode, contracting out work it requires. "I have spoken to the Prime Minister, in fact I have written to him, asking to create an organisation like the Border Roads Organistation to build roads and bridges, in the Naxal [LWE]-affected Districts particularly in the bi-junction and tri-junction areas," Rural Development Minister Jairam Ramesh told The Economic Times. Currently, these projects are given to individual states and the implementation is very slow, more so when the project is in areas that are at the confluence of two or three states.

A splinter group of the Communist Party of India-Maoist (CPI-Maoist), Jharkhand Prastuti Committee (JPC), alleged that at least 17 to 20 top Maoist leaders operating in West Bengal, Jharkhand, Bihar and Odisha siphoned off a huge amount of party funds and spent it on their personal luxury, reports The Deccan Herald. In a leaflet, it says, it has been alleged that the Maoists who are considered to be messiahs of the poor are not so, rather, they are sitting on a stack of wealth. Maoist Raghunath Dangi owns a 10-wheel truck, a matador van, a brick kiln and two plots of land, one in Hazaribagh (Jharkhand) and one in Jamshedpur (Jharkhand). Another Maoist Krishna Yadav, who was killed in an encounter in 2012, built a house at Chatra (Jharkhand) and purchased a 10-wheel truck and Ramashankar Yadav, apart from buying 10 dumpers, has palatial buildings in Aurangabad (Bihar) and New Delhi. Jagdish Yadav alias Master alias Prabhat – one of the most respected names among the Maoists in Bengal-Jharkhand-Odisha Committee has started a cloth business in Gaya (Bihar) and has also built a house in Bokaro (Jharkhand). Another top ranking Maoist, Vijay Kumar Arya, who was arrested last year by Police along with six other top leaders of the organisation, has his son studying in a foreign country while Madanpal has his daughter admitted to a medical college in Singapore. The leaflet also mentions that at least six top-ranking Maoist leaders are characterless and have relations with more than one woman. In most of the cases the women are forced to compromise at gunpoint. Commenting on the matter, a senior Police officer in West Bengal Police said: “This is true but it is very hard to prove. The properties are not purchased in their name. Naturally, you cannot attach the property. So knowing everything we have to keep quiet”.
