The cadres of Communist Party of India-Maoist (CPI-Maoist) shot dead a tribal man after branding him a ‘Police informer’ at Burdamaha village of Latingia panchayat (village level local self-government institution) under K. Nuagaon tehsil (revenue unit) in Kandhamal District of Odisha on January 2, reports The New Indian Express. The deceased has been identified as Ranjan Digal, a resident of Mardudi village within Baliguda Police Station limits in the District. As per the sources, a group of about 8 to 12 armed Maoists reached the village in late hours of the night and broke into his house and dragged Ranjan out. The Maoists took him to a local school and shot him dead. The Maoists also left posters near his body in which the Kandhamal-Kalahandi-Boudh-Nayagarh (KKBN) division of the CPI-Maoist claimed responsibility of the killing. The posters also said that Ranjan was killed as he worked as ‘Police informer’.

The Inspector General of Police (IGP), P. Sunderraj of Bastar division of Chhattisgarh said that the division had witnessed a decline of Naxal [Left Wing Extremism, LWE]-related incidents by 40 per cent in 2019, reports Pioneer on January 3. The IGP further said that there was a decline in loss of security personnel lives in different incidents by 55 per cent and loss of civilian lives in the Communist Party of India-Maoist (CPI-Maoist) attacks by 45 per cent in the previous year. The IGP attributed the decline to the success of the ‘Faith-Development-Security’ policy. He said Chhattisgarh Police, Central Reserve Police Force (CRPF), Border Security Force (BSF), Chhattisgarh Armed Force (CAF) have been working in coordination for effective control. He also said that seven security camps have been established at Chindnaar, Chikpal and Potali of Dantewada District, Khodgaon in Narayanpur District, Pusnar and Bodli of Bijapur District and Sureli in Kanker District. The IGP also added that along with the anti-Naxal operation, the Security Forces (SFs) have been providing security to the construction of roads and bridges.

The ‘south sub-zonal bureau’ of Maoists had fixed a banner calling for boycotting upcoming panchayat (village level local self-Government institution) elections in an interior area of Bastar District, reports New Indian Express on January 4. The banner citing the polls as 'fake' was recovered by Security Forces (SFs) during their search operation in the area. The banner further said, “The political party leaders are not the people’s representatives. Here in the political bazar there remains horse-trading business”. A 3-tier panchayat election is scheduled to be held in three-phase on January 28 and 31 and February 3 in the State.

The cadres of Communist Party of India-Maoist (CPI-Maoist) killed a civilian identified as Phulsingh Darro (45) after accusing him of being a ‘Police informer’ in Brehbeda village in Narayanpur District of Chhattisgarh on January 3, reports The Week. According to a Police official, "Maoists came to Phulsingh Darro's house and asked him to accompany them for some work. In a forest nearby, they first hit him with sticks and then strangled him. Preliminary information is that Maoists believed he was a ‘police informer’. Investigation into the incident is underway". The Official also added that the incident came to light after relatives of the victim brought the corpse to Chhote Dongar Police Station in the District on the following day.

The cadres of Communist Party of India-Maoist (CPI-Maoist) set ablaze six vehicles of a company engaged in construction of a bridge in Hazaribagh District of Jharkhand. According to Police, about 20 to 25 Maoists attacked a private construction company's camp office involved in bridge construction over Karigara river situated between Keredari and Piparwar Police Station limits of the District and set on fire six vehicles used for construction work. According to Police sources, Maoists had sought levy of INR 80 million from the construction company. The denial of levy is said to be the reason of the attack.

Two cadres of Communist Party of India-Maoist (CPI-Maoist) carrying cash rewards of INR 100,000 each on their heads, were arrested from Kirandul Police Station limits in Dantewada District of Chhattisgarh on January 3, reports Pioneer. The two cadres identified as Lachhu Kunjam (40) and Kosa Uika (35) were arrested based on intelligence inputs, by a joint of team of District Reserve Guard (DRG) and local Police, said a Police Official. While Kunjam was active as the head of DAKMS (Dandakaranya Adivasi Kisan Majdoor Sangthan- a frontal wing of Maoists), Uika was a ‘Jan Militia Commander’. The duo was allegedly involved in setting ablaze six trucks, two bulldozer machines and a poclain machine engaged in works related to the Screening Plant number 3 of the NMDC in its Bailadila iron ore mining region on November 24 last year, the Official said adding that they were mainly tasked with arranging the meeting of villagers for Maoists, spreading Naxal [Left Wing Extremism, LWE] propaganda and conducting recce on movement of Security Forces (SFs).

Two cadres of Communist Party of India-Maoist (CPI-Maoist) were arrested from a place near Palna dam in Chandil town in Seraikela Kharwsawan District of Jharkhand on January 3, reports The Telegraph. The arrested duo, identified as Mangal Topno alias Lallu and Soyana Singh Sardar alias Mota are members of CPI-Maoist squad headed by Mahraj Pramanik. Both were involved in the killing of five Policemen at Khukru Haat under Tiruldih Police Station limits in the District on June 14, 2019. The Superintendent of Police (SP) Karthik S. said, “We had received a tip-off about the presence of Mangal and Soyana in the said locality. A special team rushed to the spot and arrested the duo by surrounding the entire area last evening.”

Seven cadres of the Communist Party of India-Maoist (CPI-Maoist) were arrested in separate incidents in Latehar District of Jharkhand on January 5, reports The Telegraph. The arrested cadres were allegedly part of the team that ambushed and killed three home guards and an Assistant Sub-Inspector (ASI) ranked Official of Latehar Police at Lukaiya More on NH 39 under Chandwa Police Station limits in the said District on November 22, 2019. The cadres are said to be associated with dreaded Maoist – Ravindra Ganjhu and have been identified as Baijnath Ganjhu, Kunwar Ganjhu, Rajesh Ganjhu, Sunil Ganjhu, Faguna Ganjhu, Sanjay Ganjhu and Naresh Ganjhu. They were arrested following an intelligence input that the rebels had come to collect levy from a contractor on behalf of Ravindra. First, the Police tracked down three rebels at Saroj Nagar in Chandwa block of the District. The arrested trio spilled the whereabouts of four more who were arrested later on from an unspecified location the District. The Police recovered forty live bullets that the rebels had looted from the Police, blood-stained pouches and clothes of the Police including three Aadhaar cards, three bikes, INR 500,000 which the rebels had collected as levy from a contractor named Sonu Singh in the said block.

According to the report, a local youth while passing through the road in the said area noticed two suspected bombs laying on the roadside. Following which he informed the local Police, who rushed to the spot and cordoned off the area. As per the report, around 30 to 40 armed cadres of CPI-Maoist stormed a construction site, thrashed 17 workers and set a JCB machine and a pickup van on fire. The Station House Officer (SHO), Nagendra Prasad said the Maoists took all the workers towards a river, on which a bridge is being constructed, tied them with ropes and beat them up. As per the report, two kinds of pamphlets were found in the said areas – one was against Citizenship (Amendment) Act, 2019 (CAA) and National Register of Citizens (NRC), the other was protesting against the displacement of tribals. According to the report, two Hyva vehicles that were engaged in road construction between Sarkheda and Gutampur under the said Police Station were set on fire by the Maoists. A local Police Officer said, “The vehicles belonging to Landmark Constructions were parked at the construction site about 10 kilometers from Police Station. The arrested duohas been identified as Bellam Narayana Swamy alias Damodar alias Azad (58), a native of Tatimarri in Anantapuram District of the State and his wife, Gangi Madhi alias Poolbatti (51), both were last serving as Special Zonal Committee (SZC) members. Damodar was the Andhra Odisha Border Special Zonal Committee (AOBSZC) member and had an INR 2 million on his head and was also involved in more than 100 cases. Poolbatti on the other hand carried a cash reward of INR 600,000 on her head and was involved in more than 20 cases. Damodar had joined CPI-Maoist in 1980, and worked in Nallamala from 1990 to 1997,and later was shifted to Andhra Odisha Border (AOB) area in 1998. Hidma’s elevation is seen as an attempt by the Maoists to fill the void resulting from the death of Ramanna in the second week of December. Senior police officers deployed in anti-Naxal operations said there has also been a churn in the CPI-Maoist ‘Central Committee, CC’ on whether to elevate Hidma, or other cadre leaders such as Ganesh Uike and Sujata, as chief of the Dandakaranya Special Zonal Committee (DKSZC). The DKSZC was headed by Ramanna. The deceased has been identified as Laxman Mandavi (26), a resident of the said village. As per the sources, over a dozen Maoists reached the village and took Mandavi out of his house to a nearby forest in the village. The cadres then stabbed him and slit his throat with sharp weapons. According to the report, Mandavi was the younger brother of a former member of the Maoists, who is now working with the Police in the District. The Superintendent of Police (SP), Abhishek Pallava said, Mandavi's elder brother Baman Mandavi, was associated with Maoists since 2008 and surrendered before Police in October last year. After which he joined the Police Force, which apparently angered the rebels. He was active as ‘Deputy Commander’ of a military platoon of Maoists at that time and was carrying a reward of INR 300,000 on his head. But no decision had been taken in favour of the working class. Whereas it had taken many decisions in favour of estate owners,” Ajitha, spokesperson of the Nadukani Dalam (armed squad) of the CPI-Maoist, said in the letter. While the Government had exempted agriculture income tax and land tax for the corporates, it only made a nominal increase of INR 52 in wages for the workers in the sector, she said. Such a decision was only to protect the vested interests of the capitalist class. The life of workers in the sector was in crisis now as prices of essential commodities had increased manifold since 2015, she said. The Government was cheating the working class. The pamphlet demanded land, house, and minimum wages of INR 800 a day for the workers.

As per the sources, the three arrested persons have been identified as Akhilesh Yadav and Ajay Yadav, both brothers and residents of Aurangabad District of Bihar; and Mithilesh Yadav, resident of Lesliganj block in Palamu District. The trio was supposed to deliver the memory card to Maoists either in Saranda in Jharkhand or Chhakarbandha in Bihar. Addressing the Republic Day Police Parade in Raipur District, the Governor made the statement. She hailed the State Government’s three-pronged strategy of “trust, development and security” to improve the law and order situation in the State. The Governor said, “Vigilant Police Force and justice delivery initiatives have resulted in the reduction of Naxal violence and other offences. The Naxal rehabilitation action plan of the State has been made more attractive. With its three-tier strategy of trust, development and security, the State government has improved the law and order situation in the State. In one incident, two girls aged 16 years each, were rescued from a Maoist camp by a team of Security Forces (SFs) during an anti-Maoist operation in the forests of Konanguda village in Sukma District on January 15. As per the report, the girls were undergoing training in the forests of Konanguda at a camp and were recruited by Maoist commander Kamla, Laxmi and Ramesh about two years ago. In another incident, Jagargunda Police rescued a 17-year-old girl during a search operation in Gumodi village of Dantewada District on January 20. According to the report, during a search operation, Police had spotted 2 to 3 ‘Jan Militia members’ in the area who, however, fled the spot on seeing the Police. When the search was intensified in the village, Police found one minor from the spot. The inspector general of Police (IGP) P. Five cadres of Communist Party of India-Maoist (CPI-Maoist) were arrested from Perimilibhatthi forest at Bhamragad area in Gadchiroli District of Maharashtra, following an exchange of fire between Maoists and the Police personnel on January 29, reports The Indian Express. The Superintendent of Police (SP), Shailesh Balkawade, said, “A C-60 team of Police had launched an anti-Naxal [Left Wing Extremism, LWE] operation on the basis of intelligence input that there was a Maoist meeting happening near the forest. An exchange of fire ensued between our parties and the Maoists numbering around 40. After about 15 minutes of exchange of fire, Maoists decamped from the spot. But the Police team followed them and five of them were arrested after a second round of exchange there.” The arrested cadres were identified as – Rainu Sonu Wadde (20),Bandu Chukku Wadde (25) – both a residents of Padmakot village of Narayanpur District of Chhattisgarh and members of Kutul Dalam (armed squad) of the State; Sukhram Soma Usendi (40), Doghe IrpaUsendi (30) – both residents of Usewada in Narayanpur District and Keye Saybi Wadde (40). The latter three cadres are the ‘militia members’ of CPI-Maoist. The Police have recovered three weapons and material from their possession.

A huge quantity of explosives was recovered from a trader suspected to be linked with Communist Party of India-Maoist (CPI-Maoist) in Gopalpur village under Rambha Police Station limits in Ganjam District of Odishaon January 29, reports Hindustan Times. As per the report, on receiving a tip-off, a team Special Task Force (STF) raided the house of the trader identified as, Saroj Patnaik and recovered 196 quintals of ammonium nitrate, which had 99 per cent purity and was exclusively meant for industrial purposes, 3,200 gelatin sticks and 10,406 detonators. Following the recovery, the trader was arrested. The Deputy Inspector General (DIG) of STF, Jai Narayan Pankaj, said, “This is one of the largest hauls of explosives in recent times. Though the accused was apparently trying to sell the explosives to local quarry owners, we are trying to find out if the accused was in contact with Maoists. The seized materials can be ingredients for the landmines that Maoists assemble.”

As per the report, a Maoist, identifying himself as Ganesh, ‘secretary’ of the Andhra-Odisha Border Special Zonal Committee (AOBSZC), sent an audiotape to a few mediapersons in MalkangiriDistrict, in which he alleged that Police and administration are instigating villagers to turn against the Maoists.In the audio recorded in Telugu, the Maoist leader said, “Police agents present in the crowd had attacked our party members. We are always with the villagers and will keep fighting for them.” The Superintended of Police (SP),Rishikesh Khilari, said, “Police are in no way related to the incident. A cadre of the Communist Party of India-Maoist (CPI-Maoist), identified as Poga Soren alias Suman, a resident of Sonapi village of Jharkhand surrendered before the Police in Rourkela District of Odisha on January 30, reports Odishatv. The Superintendent of Police (SP), K. Shiva Subramani said that Suman had joined the CPI-Maoist in 2013-14 and was working under the leader Misir Besra. He was involved in a number of cases related to Maoist violence in Odisha. The SP further said that Suman had left the group for a brief period in 2015 and worked in a factory in Jharkhand. Later, he rejoined the outfit in March 2018 and was actively involved in several violent incidents in Lahunipada and Gurundia areas in Odisha. He also worked for the Maoist leader Anmol and was involved in the exchange of fire with Police at Lahunipada village in Sundargarh District of Odisha in 2018, the SP added.

A Communist Party of India-Maoist (CPI-Maoist) camp was destroyed by Central Reserve Police Force (CRPF) personnel during combing operations in a forest near Bhainsadani village under Boden Police Station limits in Nuapada District of Odisha on January 30, reports The Pioneer. The CRPF personnel recovered two pistols, 32 gelatin bombs, 27 detonators, bullets and gun powder from the spot. As per the report, acting on a tip-off that the Maoists had stockpiled arms and ammunition in the said camp, the 216 Battalion of CRPF personnel initiated a combing operation in the area following which they came across the rebel camp. The Maoists, however, managed to escape the spot after seeing the CRPF team.

The National Investigation Agency (NIA) arrested two women, identified as Hira Devi and Shakuntala Kumari – the wives of absconding leader of People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist) – Dinesh Gope, in a terror-financing case in Kolkata District of West Bengal on January 30, reports The Pioneer. The arrested women were identified as Hira Devi and Shakuntala Kumari. According to an Official, the NIA had conducted a search operation at the women's houses in the District and seized incriminating documents. The case pertains to the seizure of INR 2.538 millions which was deposited in a State Bank of India (SBI) account in Ranchi District of Jharkhand on November 10, 2016; the official said adding that the efforts are being made to arrest Dinesh Gope.
