The Union Government has appointed two senior officers to new specialised posts within the CRPF for anti-Naxal operations in Chhattisgarh and Jharkhand as part of steps to effectively deal with the Maoist challenge following the Dantewada massacre. Official sources said the Ministry of Home Affairs has appointed A. Ponnuswamy as Inspector General (Operations) for Chhattisgarh and M. P. Nathanael in Jharkhand under the same capacity. Both officers, who belong to the CRPF cadre, would exclusively deal with the anti-Naxal operations in the State. The officials would not be given any administrative charge. Also, the Union Government is evaluating the deployment of CARABAS radar made by Saab, a Swedish company, on India’s Dhruv Advanced Light Helicopter (ALH), which would allow the scanning of wide swathes of territory to detect improvised Explosive Devices (IEDs) well before they can be exploded, reports Business Standard.

A member of the central committee of the Communist Party of India-Maoist (CPI-Maoist), Cherukuri Rajkumar alias Azad, was killed in a gunfight with the Police near Jogapur in the Adilabad District on July 2 (today), Police claimed. Another Maoist cadre, who is yet to be identified, was also killed. Police also recovered an AK-47, a 9mm pistol and two kit bags from the site of the encounter. Azad, who carried a head money of INR 12 lakh, was also the spokesperson of the CPI-Maoist. Hailing from Krishna District, he was associated with the Maoist movement for four decades. Following the killing of Azad, security agencies have sounded a high alert in Andhra Pradesh, Orissa, Chhattisgarh, Madhya Pradesh, Jharkhand and West Bengal.

He is in-charge of South Bastar Committee (Dandakaranya). "Pandu and Eitu had commanded at least 250 members of the Jan militia (armed rebels trained to fight security forces) to ambush the 66-member road opening team of CRPF at Dhorai. Hindustan Times reports that the Police on July 6 neutralised an arms supply racket with the arrest of nine persons from in and around the Jamshedpur Steel City and seized a large cache of arms and ammunition. Thirteen pieces of 7.65 mm pistols, 13 magazines, a revolver of six rounds, 443 assprted cartridges including 36 of AK-47 and 31 of Insas were seized from the arrested men. Three motorcycles, nine cellphones and INR 230,000 in cash were also recovered from them. The Police arrested three of them during a transaction of the arms on a highway. The three - Pradip Kumar Pandey and Rohit Karmakar of Dalbhumgarh in East Singhbhum, and Baidhnath Mardi of West Midnapore District of West Bengal - were stated to be the main link between the Maoists and armed suppliers. After interrogating them, the Police arrested others. Gandhar Ojha and Lal Babu Singh, both residents of Bhojpur District of Bihar, used to get arms from Munger and other places and Premlal and Kunal used to procure cartridges. The other persons arrested were Manik Chandra Besra and Sidhu Mahto, residents of Kamalpur and MGM police station areas respectively. The Communist Party of India-Maoist (CPI-Maoist) cadres used to collect the arms on national highways and used the motor cycles for carrying them.

The arrested Maoists were identified as Channu Ram Mandavi, Annu Futane alias Anil Kumar, Sudru Ram Kunjam, Aanda, Harish Podiyami, and Ramu Bhaskar. They were arrested from Cholnar, Gidam, Kadampal, Potali, and Kuper villages, Dantewada Police said. Four jeeps and a motorcycle used during the attacks were also seized. Chidambaram gave figures to underscore the gravity of the challenge posed by Naxalite (Left Wing Extremist) groups, reports Indian Express. He said between 2004 and 2008, the Naxalites had killed about 500 civilians every year. This number rose to 591 in 2009. In just the first six months of this year, 325 civilians have been killed in Naxal violence, a figure that senior Home Ministry officials concede is a conservative calculation. The casualties amongst the Security Forces, are in the range of 150 to 200 every year for the past few years. This year 209 security personnel have already lost their lives to Naxal violence. According to a confidential note on the internal security situation circulated to Union ministers, the Government has admitted that in the first six months of this year, Naxalite activity was noticed in as many as 158 Districts of the country, a sharp increase from the 133 districts where Naxalites were seen to be active in the previous year. Incidents of Naxal violence this year have been reported from 85 districts. In 2009, violent incidents were limited to only 67 Districts. In fact, four Districts and 17 police stations witnessed incidents of Naxal violence for the first time in their history.

Raman Singh was speaking at a meeting of Chief Ministers of the Naxal (Left Wing Extremism)-affected States, specially convened by Prime Minister Manmohan Singh. He said there was no alternative, except armed response to the Naxalite violence as Naxals were against the Indian Constitution, democracy, poor people and development. According to intelligence reports of the State machinery, he said, the Dandakarnaya special zonal committee of the Communist Party of India-Maoist (CPI-Maoist) had seven divisions and 32 area committees, under which 50,000 Naxal and Jan-militia cadres were engaged in waging a war against the country's democratic set-up. More than 40 per cent of the encounters in the country with Maoists took place in Bastar. “Naxalites are trying to make Bastar their base area. They have formed a battalion and now they are working to form a brigade.'' The Chief Minister said the State Government was recruiting 3,000 to 4,000 Police personnel every year. In 2009, about 6,700 personnel were recruited and the number of recruitments would be 4,000 in 2010. With the Union Government's support, he said, three Counter Insurgency and Anti-Terrorist schools were being opened within a month. “It is our estimate that at least 10 more battalions are urgently required for fighting Naxalites.'' He said 119 Naxalites were killed in the State and this was the highest in the country.

Addressing the meeting of Maoist-affected States convened by Prime Minister Manmohan Singh in New Delhi, Kumar attacked the Central Government, saying it was not providing adequate support to his State for tackling Naxalism (Left Wing Extremism). The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity.

The meeting approved raising 34 new battalions of the India Reserve Battalion (IRB) for combating the Communist Party of India-Maoist (CPI-Maoist). The States were asked to fill up around 97,000 vacancies in the Police forces. The authorities required a large number of helicopters to help the forces on the ground, but only 20 additional copters could be obtained from the Air Force, which is pulling out some of them from United Nations' duties. Asked about his plan of “revisiting'' the deployment of the Central forces depending upon operational or developmental needs, he said the deployment of paramilitary forces was revisited in Chhattisgarh, Jharkhand and Orissa. The common demand of the Naxal-affected States at the meeting was inclusion of more Districts on the list of 35 taken up for focussed development. The Centre will, on its part, increase the intake of young personnel from Maoist-hit areas in paramilitary forces through fresh recruitment. These decisions were taken during the meeting of Chief Ministers of Naxal-affected States with Prime Minister Manmohan Singh on July 14. "The committees — one each in all the seven Naxal-affected states - will also develop an appropriate incentive package for posting of police personnel in difficult areas and also ensure their deployment in a time-bound manner in the respective state," said a senior Union Home Ministry official. Bihar, West Bengal, Orissa, Jharkhand, Chhattisgarh, Maharashtra and Andhra Pradesh will set up these panels. Though these states have already recruited nearly 80,000 personnel in the past one year or so, the backlog and attrition — mainly due to retirement — have led to the vacancies at around 97,000." These states have been asked to fill up at least one-third of the total vacancy by the end of this year," said a Union Home Ministry official. The committee will also monitor raising of 13 extra India Reserve Battalions (13,000 personnel) and recruiting 16,000 Special Police Officers (SPOs) in the respective State. At present, these states have collectively 13,500 SPOs and 21,000 personnel. Of the total sanctioned strength of 16,000 SPOs, Chhattisgarh — the worst-hit State — will alone recruit 3,000 personnel.

Bihar Director General of Police (DGP) Neelmani on July 16 said that one chopper will be deployed in Gaya and Rohtas Districts while the other one will be used in Jamui, Munger and Lakhisarai Districts. Of the 400 Police Stations identified by the Centre as sensitive in the affected states, 100 are in Bihar. "The Centre will provide one-time assistance of Rs 2 crore to develop infrastructure in each of these police stations," Neelmani said and added a process is underway to include 39 more Police Stations of Bihar in the list of sensitive Police Stations. The DGP said the Centre has included five more extremist-hit Districts of Bihar in the list of Districts to be covered by Union Home Ministry's security-related expenditure (SRE) scheme. Under the scheme, all the security-related expenses are reimbursed by the Centre. The scheme earlier covered the State's 15 Districts, and the newly-included Districts are Lakhisarai, Banka, Sheohar, Vaishali and Begusarai. Neelmani said a counter-insurgency training centre has become functional at Bodh Gaya while two others at Dehri and Dumraon are likely to start functioning from next month. Hundred personnel of Bihar Military Police and another 100 of District armed Police would be trained at each of these centres in each batch. They would be trained in fighting Maoists by Armymen, including Colonel-rank officials, Neelmani said.

Shayan Pal (50), a former worker of the ruling Communist Party of India-Marxist (CPI-M), was dragged out of his house in Niguria and shot dead. Niguria village is located only half a kilometre from the nearest Central Reserve Police Force (CRPF) camp. In a separate incident, Bukai Murmu (22), a labourer of Bhandardaha village, was also killed by suspected Maoists. On July 16 Bukai left for work but did not return home. Later, the Police recovered his body 2 kilometres away from his village. Bukai’s head had been smashed and Maoist posters were found near the body. Arshad was arrested by a team of Ahmedabad city crime branch officials, in a joint operation with Bihar Police, from Chhapra District on July 17. "We brought Arshad to Ahmedabad on Sunday [July 18]. His name had surfaced during Saiyad's questioning. Saiyad was found in possession of a country-made revolver and 17 cartridges. Arshad had supplied the weapon to him. We are probing his Guajrat footprint and connection with other SIMI members at the moment," said a senior crime branch official. According to investigators, Arshad is former state president of SIMI and was in proximity with a number of senior leaders and operatives. Referring to largescale displacement of tribals from forest land in the name of mining and development, the SC said non-settlement of their rights and non-provision for timely compensation of their lost land has created the worst kind of hatred among them towards development, possibly giving birth to extremism. They do business in violation of the laws, they collect rents, they don’t pay taxes, which makes them very crafty capitalists,” said Chidambaram. The Home Minister said while he did not condone payments to Naxals, he understood the compulsions faced by businesses. “Unless the State is able to provide them better security they will have to pay these rents to protect their investments. I am not turning a blind eye, I understand their compulsions and I don’t approve of it, but the State is helpless,” he said during the course of the hour-long interview at his official residence.

Rajesh Munda, a close aide of Maoist Polit Bureau member Koteswar Rao alias Kishan and the main accused in the murder of Jharkhand Mukti Morcha (JMM) Member of Parliament (MP) Sunil Kumar Mahato was arrested by the Police from a hideout of the Maoists at Ranja forest in the Salboni area in West Midnapore District late on July 22, reports The Hindu. Three Maoist squad members, identified as Rajesh Hansda, Gopinath Mandi and Mangal Soren were also arrested. Rajesh Munda, who hails from Ranchi (Jharkhand), is a member of the Gurpana squad in Jharkhand. He is accused of carrying out the attack on Mahato on March 4, 2007. Mahato was shot dead along with two bodyguards and a party colleague while watching a football match near Jamshedpur. Munda is also suspected to have played an integral role in the Maoist attacks on Sankrail Police Station in October 2009 in which two police officials were killed, and the massacre of 24 Eastern Frontier Rifles jawans at Silda in February, Verma said. Police sources said Munda functioned as a courier of Kishan and used to deliver letters and documents from him to the Central Committee members in Jharkhand, Orissa and Chhattisgarh.

The arrestee was identified as Zinic (56), from Thrikkakara near Kochi. The Police said Zinic had come to Nilambur with the intention of exploring the possibility of making Maoist inroads into the tribal groups there. Pamphlets exhorting people to take up arms against the Government were seized from the house. The Police Zinic had retired from the Kerala State Road Transport Corporation (KSRTC) as an assistant depot engineer in March. He had ITI training. He had reportedly worked at different depots of the KSRTC, including Edappal. The Police said he was a former member of a rationalist organisation and the radical group Porattam. He parted ways with the Porattam, claiming that the organisation was not radical enough to bring about a change in the country.

Sushil Mahato, who, along with some associates, had gone to Nischinta village in West Midnapore District to mobilise local people to attend a congregation organised by the PCPA, was detained on July 24 night by the villagers, who were angry over pressure being put on them to participate in such meetings. While admitting Police lapse, Superintendent of Police Manoj Verma said two cases were registered against those who helped in Mahato's escape. His detention by locals was the fourth such incident in the past five days in the Maoist-affected areas of the District, where locals have overcome their fears to “raise their voice” against the activities of the PCPA and the Maoists who back the outfit.

Prime Minister (PM) Manmohan Singh on July 24 called for three-pronged carrot-and-stick strategy - force, empowerment and development - to deal with Naxalism [Left Wing Extremism], reports Express Buzz. The PM said, “There should be no doubt that the security challenge posed by Left wing extremism had to be met and it would be met, with the Centre and the states cooperating fully with one another. But this must be supplemented by action on two other fronts. First, it must be recognised that good governance alone gave people a sense of participation and empowerment. Secondly, these areas must be provided with additional resources for development.” He also said effective implementation of the Forest Rights Act and the Panchayat Raj (Extension to Scheduled Areas) Act (PESA) was of critical importance, adding, failure to implement these laws in letter and spirit reduces the credibility of the Government’s commitment to bring development to these neglected areas. “I have asked the Planning Commission to design a holistic development programme for these areas in consultation with the states and other stakeholders,” the PM further said. The Planning Commission is currently working out a financial package of about `14,000 crore for the 35 Naxal-hit Districts as part of an integrated action plan to tackle the Naxal menace.

Central Reserve Police Force (CRPF) needs the highest number of jackets -- 40,069 -- followed by Border Security Force (BSF) which is short of 15,467 jackets. Minister of State for Home Affairs M. Ramachandran told Lok Sabha (Lower House of Parliament), that that shortage of bullet-proof jackets for Assam Rifles is 6,237, Central Industrial Security Force (11,861), Indo-Tibetan Border Police (8,216), National Security Guard (1,725) and Sashastra Seema Bal (2,645). The total shortage of the life saving jackets is 86,220. He also said orders had already been placed for procuring 59,000 bullet-proof jackets. "Acceptance of tender of 59,000 bullet-proof jackets has been placed on April 27, 2010. Delivery is scheduled to be completed by the end of this year," Ramachandran said.

The highest attrition has been reported by CRPF with 3,522 personnel quitting their job followed by BSF with 3,000 and CISF with 1,417. In total, the attrition rate up to June 30, 2010 in the six Paramilitary Forces was 9,036, Minister of State for Home Affairs Ajay Maken told the House. "The main reasons for attrition are superannuation, retirement, removal from service on account of disciplinary proceedings, death or disability, resignation and voluntary retirement," he said. The problems include "family, personal or domestic problems, separation from family for long durations, difficult duties in remote or hard areas, sickness, mental depression, psychiatric and emotional cases", Maken said. Other reasons cited by him were fear of punishment for wrongdoing, attractive alternative employment and reduction of qualifying service for full pension after the sixth Central Pay Commission. The Minister said steps had been taken to prevent the high attrition rate. They include transparent leave policy, revamping of grievance redressal machinery, provision of telephone facilities to troops, increased risk and hardship allowance, yoga classes for better stress management and better facilities among others.

The list of such Districts is the basis of a programme run by the Road Ministry to provide road connectivity. As per official data, Naxals are active in 156 Districts of 13 States of the country and the Road Ministry provides road connectivity to 34 such Districts. Nath wants to add two Districts in Madhya Pradesh in his Chhindwara constituency to the list so that his ministry can start work in those areas also. In his letter on July 21, Nath has demanded that Mandla and Dindori Districts of Madhya Pradesh should be declared as affected by Left Wing Extremism. The rationale behind the move, as stated by the minister, is that these two Districts are connected with Balaghat in Madhya Pradesh and Rajnandgaon and Bilaspur in Chhattisgarh that are already identified as Naxal-hit areas. The Minister said construction of roads into the villages of the two Districts will improve the delivery of public distribution system, health, employment and education. ‘‘This will keep the local residents away from the influence of Left Wing Extremists,’’ he added. Since the time Nath took charge as Road Minister, the ministry has covered 34 Districts in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, MP, Maharashtra, Orissa and Uttar Pradesh.

It would be applicable to Maoists who want to surrender, with or without arms, in the Naxal-affected Districts of West Midnapore, Purulia and Bankura. Director General of Police Bhupinder Singh said: “The open-ended scheme is for a hard-core Maoist or any member of a squad. However, over-ground members or sympathisers may also be considered in exceptional cases.” The notification comes a month after the Government announced its decision to accept the guidelines framed by the Union Ministry for Home Affairs (MHA) for surrender and rehabilitation of Naxalites. The scheme will now be publicised in two languages - Santhali (Al Chiki) and Bengali - for it to reach the targeted audience. This is the first such scheme since the Maoists marked their footprints in the State by blasting an Improvised Explosive Device on the convoy of Chief Minister Buddhadeb Bhattacharjee and a Central minister. The VIPs were returning after launching a steel project at Salboni in West Midnapore. PTI reports that not satisfied with the prevailing situation in the Naxal-affected areas in the eastern region, the Railways have decided to extend suspension of night movement of trains in parts of West Bengal and Jharkhand till August 3.The decision comes in the backdrop of Communist Party of India-Maoist (CPI-Maoist) observing a week-long 'martyrs week'. The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said. Speed restrictions have also been put on the locomotives.

PTI reports that replying to the budgetary demand in the Assembly for the Home portfolio on July 29, Orissa Chief Minister (CM) Naveen Patnaik said incidents of Naxal [Left Wing Extremism] violence declined by 30 per cent in the first six months of 2010 compared to the period of 2009. "68 incidents were reported between January and June this year as against 98 recorded during the same period last year." Top ranking Maoist leaders, Asutosh Tudu alias Motilal Soren, a central committee member, head of eastern politburo P. Ramarao alias Uday, who is also the secretary of Bansadhara divisional committee and Bhaskar alias Pravakar Patra, platoon commander of Kalinga Nagar area committee were among 302 Maoists arrested during 2009 and till July 7, 2010, the CM said. The arrest of Manik Mahato, a prime suspect in the attack on the Jnaneswari Express in West Bengal and Aurobindo Cachhad alias Chandrasekhar, who was the mastermind of the attack on former Jharkhand Mukti Morcha (JMM) MP Sudam Marandi, were considered as major successes in recent months. "Security Forces have engaged the Maoists on 29 occasions during 2009 and 2010 (till date) and neutralised 23 of them," the CM said, adding, that firearms and large quantities of explosives were also seized during the period. Making a comparison with neighbouring States, Patnaik pointed out that till June 2010, 68 incidents involving 42 deaths were reported in the State compared to 312 incidents involving 220 deaths in Chhattisgarh, 254 incidents involving 76 deaths in Jharkhand, 193 incidents involving 140 deaths in West Bengal and 164 incidents causing 44 deaths in Bihar. The Sambalpur-Deogarh-Sundargarh zonal committee of Maoists, which was causing a problem for the State, was contained to a significant extent due to effective security measures, he claimed. The activities of the Maoist backed ChasiMulia Adivasi Sangha (CMAS) was also contained effectively, the CM added.

The Maoists who surrender will be provided by the State Government INR 150, 000 in fixed deposits each, besides a monthly fund of INR 2, 000 that will be given for three years together with vocational training which the Government had issued a notification for a surrender-cum- rehabilitation scheme detailing the benefits to be provided to those giving themselves up, on July 28. CM Bhattacharjee also said Maoists were forcibly closing many schools in these areas and forcing students to participate in their programmes. Claiming that the influence of Maoists was waning, he said earlier they would not allow Police to organise football matches but the recent soccer tournament organised by the Police at Lalgarh was watched by over 3,000 villagers. In all 12 teams participated in the tournament. Such tournaments would be organized in Purulia and Bankura, two other Districts affected by Maoists, the CM said. The CM said that the Central Forces engaged in security operations to flush out Communist Party of India-Maoist (CPI-Maoist) from Jangalmahal would stay on in the region till their task was over. Bhattacharjee, replying to questions in the State Assembly on the situation in the Maoist-affected areas said, "The work for restoration of law and order and normality in the Maoist-affected areas has to continue. Thirty-five companies of joint forces are operating in Lalgarh and its adjoining areas. They will stay there till the time they are required to," adding, that he had discussed the matter with the Centre which had the same view.

Addressing a meeting of the Parliamentary Consultative Committee for the Ministry of Home Affairs (MHA) Union Home Minister P Chidambaram said the Government was confident that the problem of Naxals would be dealt with "determination" and "overcome" in the next three years". Chidambaram said while the Central Government acknowledged that the primary role and responsibility was that of States in enforcing law and order in confronting the challenge of Left Wing Extremists, it also recognised its responsibility in assisting the States in every way. Chidambaram said the Centre was assisting the States by providing paramilitary forces, sharing intelligence and funding both development schemes and security needs.

Ahamed on Jul 30 informed the Rajya Sabha (Upper House), "Railways have become a soft target for Naxals [Left Wing Extrmists] due to its vast network and expanse," reports The Hindu. In a written reply Ahamed said that the Union Ministry of Home Affairs (MHA) has directed the Central Paramilitary Forces to protect railway infrastructure from possible attacks, particularly in the light of the fact that the number of train accidents, because of sabotage by Communist Party of India-Maoist (CPI-Maoist), has gone up sharply in 2010. In the fist six months alone, eight such accidents have been reported, as against three in 2009 and six in 2008, triggered by the Naxalites. The total number of sabotage incidents engineered by the Maoists in 2010 so far is 28, as against 31 in 2009 and 18 in 2008. The Railways have approved an integrated security system at an estimated expenditure of INR 3. 53 billion, to strengthen the surveillance mechanism over 202 sensitive and vulnerable stations, which includes installation of Close Circuit Televisions, access control, personal and baggage screening system and bomb detection and disposal system. They also intend to set up an All India Railway Protection Force (RPF) help-line at an estimated cost of INR 50 million during the current financial year. Passengers will be able to access it round the clock. Networking of security control rooms and posts of RPF at division, zone and Railway Board levels is intended to be taken up at an approximate cost of Rs. 4.41 crore, to respond immediately to calls from passengers. MHA asked the Governments of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa and West Bengal to make additional deployment of Civil Police, Government Railway Police (GRP) and Central Paramilitary Forces to foil attacks on Railway infrastructure, adds Times of India.

As per the scheme 'Operation Nai Disha', Maoists who surrendered with rocket launchers or machine guns would get INR 100,000 and those who surrendered with AK-series rifle would get INR 75,000, Jharkhand Director General of Police (DGP) Neyaz Ahmed told reporters. Similarly, between INR 15,000 and INR 2,000 would be paid for IED or explosive material, wireless sets, remote control, grenades, pistols, revolvers and rifles, he said.
