A senior Communist Party of India-Maoist (CPI-Maoist) ‘commander’ of Jantana Sarkar and member of Aheri area committee in Gadchiroli District, is reported to have approached the Anti-Naxal [Left Wing Extremism] Operations (ANO) cell with an intention to return to the mainstream following his age-related complications, reports The Times of India. Madavi offered to surrender through the Special Action Group commandos who were conducting operations in the locality. A senior officer said that Madavi's name has been traced in the police records but he is yet to be declared as surrendered.

A suspected member of Jharkhand-based criminal outfit Pahadi Cheetah, identified as Pankaj Singh (30), was killed by People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), cadres in Simdega District, reports The New Indian Express on July 2. Singh was shot in remote Jaflanga village under Theteitangar Police Station limits of Jharkhand, about 40 kilometres from Birmitrapur border in Sundargarh District of Odisha. He died at Ispat General Hospital (IGH) in Rourkela (Odisha) in the night of June 30.

The Balia District Administration is apprehensive about Naxals [Left Wing Extremists (LWEs)] trying to establish their foothold in 53 village of the District, reports Deccan Chronicle on July 2. Earlier, community Policing and combative efforts had appeared to be effective in checking the Communist Party of India-Maoist (CPI-Maoist) menace in Uttar Pradesh but a recent Ballia administration letter might force the State Police to redraw its plans. According to the letter, all the socio-economic factors said to give rise to LWE are present in Ballia and if remedial steps are not taken, it would take root there, posing a challenge to law and order and development. The letter requests the government to provide all facilities in these villages of Ballia which are being provided to the LWE-infested areas of the state and give priority to development schemes. It also stresses on bringing the backward and poor people in the mainstream to check the youth from being misled.

The Police at Parkal in Warangal District arrested four Naxalite [Left Wing Extremist (LWE)] sympathisers and recovered three soap bombs from them on July 1. Recently surrendered Naxalite Mohananna’s son misbehaved with the daughter of B. Swamy following which that latter assaulted him severely. Knowing this Mohananna sent the four persons who attacked Swamy. The four were later arrested by the Police.

Andhra Pradesh Director General of Police (DGP) V Dinesh Reddy on July 2 said that sustained intelligence based anti-Naxal [Left-Wing Extremism (LWE)] operations led to the decline in LWE violence to the tune of 57 per cent in Andhra Pradesh in the first six months of 2013, which also resulted in the arrest of 106 Communist Party of India-Maoist (CPI-Maoist) cadrse, reports The Economic Times. Thirteen incidents, including four murders were reported in the first six months in 2013 as compared to 30 incidents reported during the corresponding period in 2012, he added. He further said that Andhra Pradesh Police arrested 106 Maoists including one ‘central committee member’ Anukul Chandra Naskar alias Gajanna. Besides 56 Maoist cadres surrendered. The DGP said that Police seized INR 1.46 million cash and 30 firearms. There are around 340 underground cadres (from Andhra Pradesh) and out of this 200 are operating in different states and remaining 140 are operating in bordering states of Andhra Pradesh. In the last two years, 15,000 police personnel were recruited and notification for 11,000 posts for recruitment of police constables and sub-inspectors will be issued soon.

Maoists assaulted two former members of the party’s militia, identified as Batchala Chiranjeevi and Chittibabu, near Balapam village in Visakhapatnam District on July 2. They were among the 25 former militia members and others who had surrendered to the police some time ago. A group of Maoists took away the two, along with two other villagers, from Balapam to a nearby forest area after a ‘village panchayat’ committee of the Maoists conducted a praja court (Peoples’ Court), and assaulted them. The other two persons were left unharmed. The Maoists had warned the two and other surrendered villagers not to move out of the village and never associate themselves with the Police.

Odisha Police busted a Communist Party of India-Maoist (CPI-Maoist) camp near Patrapali village in Sonepur District following an encounter with the Maoists on July 2, reports The Hindustan Times. While a personnel of the state's elite anti-Naxal [Left-Wing Extremist (LWE)] Special Operations Group (SOG) was injured in the encounter, Police said some Maoists might have died. "The Police recovered five guns, two grenades and some bombs from the camp deserted by Maoists after the encounter," said northern range Deputy Inspector General of Police (DIG), Sanjay Kumar, adding that some high profile Maoists were believed to be in the camp.

Pakur District Superintendent of Police (SP) Amarjit Balihar (45) and four other Policemen were killed in an ambush by Communist Party of India-Maoist (CPI-Maoist) cadres in Kathikund forest area of Dumka District on July 2, reports The Indian Express. Balihar was returning from a meeting with Deputy Inspector General (DIG) Priya Dubey in Dumka when his vehicle was attacked by Maoists between 2.30 and 3pm. Preliminary reports indicated that Maoists began firing on the convoy from higher ground. There were no reports of any blasts. Four policemen are reported to have suffered serious injuries. The others who were killed have been identified as Ashok Srivastav, Manoj Hembrom, Chandan Thapa and Rajiv Sharma. While three were the SP’s security guards, one was his driver. “It looks like the Maoists went after a soft target. They have suffered major losses in the past few months. We have a massive operation on in Latehar and have made significant progress in Gumla,” said Director General of Police (DGP) Rajeev Kumar. “The spot where the incident took place is about 55 kilometres from Dumka town... The terrain is so bad, it took almost two hours for the first police team to reach the spot,” said DIG (Personnel) Shambhu Thakur. The Times of India adds that around 100 Maoists took part in the ambush and the SP was travelling in a convoy of three SUVs.

The bullet-ridden body of Bhagath, a former member of the Pamedu Area Committee of the neighbouring Chhattisgarh State, was found on the Vijayapuri Colony-Kothapalli road in the early hours of July 3. According to sources, a group of Maoists of the Venkatapuram Area Committee shot dead Bhagath after picking him up somewhere near Edira village. In a letter left at the scene, they alleged that Bhagath had tipped off the Police about the movement of their cadres that led to the killing of nine Maoists in Chhattisgarh in April 2013. They also accused Bhagath of acting hand in glove with a constable associated with anti-Maoist activities. Bhadrachalam Additional Superintendent of Police (ASP) N. Prakash Reddy termed as baseless the charges levelled by the Maoists against the Police. The MHA, in a note circulated to members of the consultative committee during its meeting on July 2, a couple of hours before the attack, said the Maoists were expanding its area of influence besides upgrading military tactics. Large budgets, deployment of paramilitary and Police modernization programmes have been able to degrade the Maoist capacity to the extent hoped for by the Centre. The MHA said CPI-Maoist is working "assiduously to extend its area of influence in eastern Chhattisgarh and Western Odisha... Continuing the operations for the 10th day in the area, State Police and CAPFs, including Commando Battalion for Resolute Action (CoBRA), destroyed some camps on July 3 and July 4 and seized three Improvised Explosive Devices (IEDs), 13 detonators, several backpacks, mobile chargers and literature from a camp near Murhar hills in Kumandih. Jharkhand Director-General of Police (DGP) Rajiv Kumar who visited the area on July 3 said, “We have information that several top leaders of the Koel Sankh zone were having meetings in the area. We are proceeding cautiously as Maoists had planted explosives in the entire area. In some parts of the thick forest, they have occupied hilly terrain, where they will be an advantage.” Further, in an interview with Pioneer, the DGP said the Security Forces (SFs) will fight the Maoists to the finish in Kumandih jungle, spreading over 50-60 square kilometres. "They should either surrender or face the bullets. They can't escape as we have deployed troops at all the possible exit points," he added. The DGP said five companies of forces drawn from Jharkhand Armed Police and Indian Reserve Battalions were deployed on July 4 to the existing strength of 1,500 troops fighting the Maoists since June 24. "Though the Maoists' presence in Santhal Pargana has been there for the last five years, but my assessment is that they don't have formidable strength. Intelligence inputs indicate that the Communist Party of India-Maoist (CPI-Maoist) has the clearly defined objective of entering the workforce, becoming part of workers' associations, and motivating them to carry out violent protests. One of the groups active in the national capital region is the Revolutionary Democratic Front (RDF). Intelligence inputs indicate they have penetrated various social fora, trade unions and workers' groups as well as bodies working for social empowerment. Intelligence agencies have information that RDF has told its fraternal organisations to participate and lead in any retaliation against violence by dominant social classes. "This is not like AISA, the student body of the CPI (M-L). Their level of involvement is much higher; they are more like a Maoist overground," one Delhi-based intelligence official says. An intelligence report says that the group has "resolved to launch a militant campaign against caste violence". Information gathered by these agencies suggests that Delhi is emerging as a major urban base of ultra left ideology. Of Delhi's 11 districts, seven have a have strong ultra-left influence. They are Central, South, New Delhi, North-West, North, South-West and North East. Sources say that the group has already developed a strong base in Delhi and the National Capital Region. Front organisations of the CPI-Maoist have let their members loose across the capital. Many of their members are said to be active in Delhi's satellite towns like Gurgaon and Ghaziabad. Moreover, intelligence inputs indicate activity by ultra-left groups in States like Punjab, Haryana and Rajasthan. Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

Sathan Besra, aged between 30 and 35 years, is a resident of Domanpur village in Dumka District. “He was tasked to provide alerts about the movement of the SP’s convoy. A group of about 15 armed Maoists had abducted them from their houses in the previous night. The DGP, however, confirmed receipt of the report but said he was “yet to go through it” and refused to divulge its contents. While Nivas refused to divulge the contents of the report, a local newspaper claimed that the internal inquiry held the erstwhile SP of Bastar, Mayank Shrivastava, responsible. According to the Nai Dunia report, the preliminary investigation conducted by DIG-ranked officer Ravindra Bhedia found that Shrivastava had committed “serious blunders” in the lead-up to the Darbha Ghati incident. The SP reportedly did not act on the intelligence alerts send to him at earlier dates. He reportedly “acted irresponsibly” in having shifted additional forces to other districts and depriving the Congress rally of adequate security in Bastar. The congress leaders were identified as former Zila Parishad Territorial Constituency (ZPTC) member Machala Matsya Raju of Deverapalli and Gaduturi Babu Rao, former Sarpanch (head of Gram Panchayat, village level local self Government institution) of Mangalapalem (both in Visakhapatnam District). According to information, Babu Rao went to Matsya Raju’s house and as the two were discussing probable candidates for the three phase Panchayat (local self-government institution) election (July 23, 27 and 31), 10 Maoists and 50 militia members entered the former ZPTC’s house around 9:30pm. They had spared Matsya Raju when he pleaded with them that he was recouping from an ailment but took Babu Rao to his village, two kilometres away. Another group of 10 Maoists and 50 militia members were present in the village where they held a Praja Court (People’s Court, euphemism for Kangaroo court). Meanwhile the militia members who stayed back at Deverapalli looted Matsya Raju’s house and burnt his and Babu Rao’s two-wheelers. At Mangalapalem the former Sarpanch was warned. When asked whether his choice was elections or his life he told them that he would prefer the latter. When he was slapped and about to be thrashed, villagers pleaded with the Maoists to spare Babu Rao as he was a good man and since he promised that he would not contest the elections. Later the Maoists and militia members looted the former Sarpanch’s house. The Maoists distributed pamphlets urging people to boycott the elections and warned candidates against contesting elections. Meanwhile, no nomination was received for elections to five Panchayats in Chintapalli and six in G.K. Veedhi so far. Deputy Superintendent of Police of Chintapalli E.G. Ashok Kumar told reporters at Chintapalli that intelligence-based operations would be intensified in the Agency area. Police are on the lookout for three persons running a competitive examination coaching centre, from where the law-enforcers have seized literature supporting Communist Party of India-Maoist (CPI-Maoist) and other Left Wing Extremist (LWE) outfits (Naxals) and their armed struggle, reports Times of India. The Police said one Gangadharan of Vijayarengapuram started a coaching centre for competitive and civil services examinations at Karivalamvanthanallur in Tirunelveli District a few months ago, in which one Prabhakaran was the principal and Rajaram was his deputy. They allegedly took hefty amounts ranging from INR 70,000 to INR 300,000 from foreign job aspirants by organising a ‘job fair’ on the coaching centre premises, but failed to fulfil their promise. A couple of affected job-seekers filed complaints with the Karivalamvanthanallur Police. During the search conducted on July 14 at the coaching centre and also at the residence of Rajaram, who was a former State office-bearer of Anti-Imperialist Movement, the Police recovered pamphlets and books allegedly supporting Maoists and extremism, which prompted them to alert their higher-ups and also the Q Branch.

The Police on July 15 unearthed an illegal mini-gun factory in the Bramani forest area, known to be a Communist Party of India-Maoist (CPI-Maoist) stronghold, in Bihar’s Munger District and recovered magazines, barrels and unassembled pistol kits, reports The Hindu. Acting on a tip-off, a Police team from Bhararar Police Station raided the forest and recovered 80 pistol magazines and 20 barrels among others from the spot. Two persons have been arrested while four others managed to flee, Station House Officer (SHO) Sanjeev Kumar said. The Police also seized drilling machines and other equipment used in making magazine from the spot, the Police said. Later, those arrested told the Police that they were supplying illegal arms to Maoists and criminals.

Bijapur Superintendent of Police (SP) said the gun battle started between a joint Police party of Central Reserve Police Force (CRPF) and District Police and Maoists in the forests under Bijapur Police Station limits. “The patrol party was on a combing operation from the past few days in Gorna, Mankeli and Pangud villages of Bijapur Police Station region,” a Police official at Bijapur said. On seeing the Police-team near Gorna, about 20-30 Maoist opened indiscriminate fire on the team following which they retaliated, leaving a Maoist dead. After the incident, a body of a Maoist was found whose identity is yet to be established. One 303 rifle, live cartridges, and a couple of hand grenades were also recovered from the spot.

The Chhattisgarh Government on July 16 said that over 1,100 people, including Security Forces (SFs), have lost their lives in Maoist violence in the State in the past six years, with the highest causalities of 392 being reported in Bijapur District, reports Zee News. In a written reply to a question by Congress legislator Kuldeep Singh Juneja in the State Assembly, State Home Minister Nankiram Kanwar said, "Total 3,089 Naxal incidents took place in the State from January 2008 till June 20 this year (2013). In these incidents, 1,181 people, including 696 civilians, 233 Policemen and 252 paramilitary troopers were killed." Figures tabled in the House showed that the highest number of causalities were witnessed in Bijapur, where a total of 392 people including 284 civilians, 70 Policemen and 38 paramilitary forces lost their lives in 934 Maoist incidents that took place between 2008-June 2013. After Bijapur, Dantewada saw second highest causalities numbering 305 followed by Kanker (119), Narayanpur (110), Rajnandgaon (84), Bastar (81), Sukma (30), Dhamtari (18), Gariyaband (14), Balrampur (8) and Kondagaon (7). Balod and Balodabazar Districts saw four causalities each, Mahsamund two while Raigarh, Jashpur and Sarguja witnessed one death each.

A group of 15 Maoists went to Jamiguda where the nomination papers of Jamiguda and Jillelakota were kept. They took away the nomination papers and money paid as deposit and made two polling officials march along with them for two kilometres. The Maoists distributed the deposit money to the contestants and warned them not to participate in the elections. The polling staff was let off. Also, contestants for three more Panchayats, two from Chintapalli manadal (administrative division) and one from G. K. Veedhi mandal, both in Vishakhapatnam District, have withdrawn their nominations under the threat of Maoists. The Panchayat elections are scheduled to be held in three phases in July 2013.

Sukma Additional Superintendent of Police (ASP) SR Bhagat said, "An encounter between Maoists and a joint team of Central Reserve Police Force (CRPF) and District Police took place in the evening, in the dense forests that fall under the Bhejji Police Station area." The Maoists, among whom there were several women, opened fire on the SF personnel who were conducting combing operations in the area. The SFs retaliated and the exchange of fire lasted an hour after which the Maoists fled into the forest, leaving behind the three dead bodies. A .303 rifle, a few live rounds and other items have been recovered from the incident site.

In the backdrop of the May 25 Communist Party of India-Maoist (CPI-Maoist) attack in Chhattisgarh which left 28 persons, including top state Congress leaders killed, the Centre has circulated a new set of Standard Operating Procedures (SOPs) for road opening parties (ROPs) involved in VIP travel in Naxal [Left wing Extremism (LWE)]-hit areas, reports The Times of India. It has asked the forces to carry out intensive search operation using 'binoculars' and 'jammers' during sanitization exercise ahead of any VIP visit. The SOPs, circulated to all state police forces and central security agencies, said all precautions have to be taken during widely-known programmes like VIP visits, elections and other public functions which politicians and other senior functionaries are supposed to attend. "Highest level of alertness should be observed in sensitive areas before, during and after the visits of VIPs. On such occasions (VIP visits), road opening parties are a must," the SOPs for Naxal-affected areas said.

Around 20 armed PLFI cadres dragged the duo from Ramandag village into the forests at around 10pm and shot them dead. Police recovered the two bodies from the Eshehatu forests. He said that a Superintendent of Police (SP) posted in a Maoist-hit District may not be considered for deputation in a central organization if the Union Home Ministry is not happy with his performance. Gumla SP Rakesh Bansal said the arrested persons were identified as ‘sub zonal commander’ Bhaiyaram Oraon, Firoj Alam, Attaullah Ansari, Ajay Oraon and Sukhram Oraon. The SP said, "Acting on a tip off, a police team led by Sisai OC Kamlesh Paswan raided Bakutoli village and nabbed Bhairam Oraon, Firoj and Attaullah and seized 3 rifles, 12 live cartridges and Rs 1400 in cash." The NIA had sent details of the rifle to its American manufacturer, Colt Defense, and requested it to verify them. The firm responded that the number etched on the rifle was genuine, that it was manufactured in the 1960s and given to the US military, which, the NIA believes, used it in the Vietnam War. The M16 is the standard issue of the American military. The rifle was seized from suspected Communist Party of India-Maoist (CPI-Maoist) courier Anil Kumar Yadav and arms supplier Prafulla Kumar Malakar, both residents of Bihar, in Hazaribagh District on August 29, 2012.

Central Reserve Police Force (CRPF) Director General (DG) Pranay Sahay who retired on July 31 after heading the CRPF for more than 10 months said on July 30 that it is no more possible for the Communist Party of India-Maoist (CPI-Maoist) to ambush and attack Security Forces (SFs) like the 2010 Dantewada District ambush in Chhattisgarh as the SFs are now familiar with the terrain and are better trained, reports Zee News. He added that SFs are penetrating deeper into Maoist affected areas and jungles and they will keep hitting their strongholds. He further said "The fact that we are hitting Naxals increasingly is evident from the number of incidents as well as the number of deaths at the hands of the Naxals. From an all-time high of 2,258 incidents (1,005 deaths) in 2010, now it has come down to (till June) 590 incidents where 202 deaths took place."
