Explosives and INR 1.516 million cash hidden by Communist Party of India-Maoist (CPI-Maoist) has been recovered in an anti-Naxal [Left Wing Extremism, LWE] operation carried out by Security Forces (SFs) in Kudri forest in Etapalli taluka (revenue sub-division) in Gadchiroli District of Maharashtra on July 2, reports Yahoo! News. A team comprising C-60 commandos, a specialized combat unit of Gadchiroli Police, and personnel from other SFs’ units conducted an operation in Kudri forest and uncovered INR 1.516 million cash, four electric buttons, three detonators, one switch, a walkie talkie set, wire bundles and Maoist pamphlets from a Maoist hideout. Police said the source of the cash was “extortion money extracted by Naxals from tendu [Diospyros Melonoxylon plant] leave contractors.”

At least 160 Left Wing Extremists (LWEs), including 30 women cadres, have been killed during 2020-21, a letter issued by the ‘central committee’ (CC) of the Communist Party of India-Maoist (CPI-Maoist) on the occasion of ‘Shaheed Smruti Saptah’ (Martyrs Commemoration Week), revealed, reports Ommcom News on July 4. The 16-page letter stated, during the last 12 months, 11 Maoists have died in Bihar-Jharkhand, 101 in Dandakaranya, 14 in Odisha, eight in Maharashtra-Madhya Pradesh-Chhattisgarh, 11 in the Andhra-Odisha Border (AOB), one in the Western Ghats, and 14 LWE militia members have been killed in Telangana. Apart from exchange of fire with Police, lack of access to medical treatment, consumption of expired food, snake bites, and constant exposure to nature’s wrath have hit the Maoists hard. Among the deceased Maoists are Yapa Narayana of Telangana, Pawan of Dandakaranya, Santosh Yadav and Amresh Yadav of Bihar-Jharkhand, Ravindra in Bargarh of Odisha and others. The identity of 27 Maoists is yet to be ascertained, the letter stated.

According to the booklet released by the ‘central committee’ (CC) of CPI-Maoist, the outfit is preparing to set up base camps in East Bihar, Northeast Jharkhand and Dandakaranya regions. It has also been decided to celebrate ‘Martyr’s Memorial Week’ from July 28 to August 3. Inspector General of Police (IGP), Operations, Jharkhand Police spokesperson, AV Homkar, said, “Again I appeal, especially, to those who have lost track and joined Maoist cadres that if they have any kind of medical problem or any complication related to Covid, they must inform the local SP or police station and surrender. Their treatment will be done by the police department.” The offer was apparently made after reports that many Maoist cadres were infected with Covid but due to lack of resources, they were not able to get proper treatment. Moreover, they were also forced to get treated by the local quacks due to the fear of getting arrested. More than 900 of the 1000 Maoists lodged in different jails of Jharkhand have already been vaccinated, IGP, Homkar added.

Officials from Telangana and Central Reserve Police Force (CRPF) met to discuss various issues to deal with Maoist’ activity and ‘new tactics’ adopted by the Maoists in Chhattisgarh. Accordingly, the Telangana Police are making changes in their tactics and training modules to deal with the ultras. DGP, Reddy, said, out of 25 ‘central committee members’ (CCM), 11 are from Telangana and three are from Andhra Pradesh. Around 120 members of Telangana State Committee are, presently, staying in Chhattisgarh. To a question on revoking notification issued in March declaring 16 new frontal organisations of CPI-Maoist as unlawful associations, DGP, Reddy, said, it was a technical decision. And, about the recruitment of cadres, DGP Reddy said, Ravula Ranjith (23), who surrendered on July 14, informed the Police that the recruitment by Maoists was on the decline and in battalion, every month, five to six persons join as candidate members and within a month five to ten persons were leaving the party without any intimation. Aruna also pointed out that Sudheer has left fearing the advances of the SFs and for his selfish agenda. She also said that Sudheer left the party with another woman cadre, Mahita, and has deserted his wife and children, by doing so. She appealed to the tribal community in the Andhra Odisha Border (AOB) region not to support Sudheer and also stated that it would not be surprising to see him aligning with the SFs.

Eleven persons who had gone missing from a village in Sukma District of Chhattisgarh a couple of days ago, were abducted by cadres of the Communist Party of India-Maoist (CPI-Maoist) and released on July 20, reports Hindustan Times. Police, on July 21, said, the villagers were allegedly warned against supporting Police and developmental works by the rebels. “After the intervention and pressure of the media and local tribal leaders, the Maoists released the villagers who had reached their village Kunded, on Tuesday [July 20] night. All of them are safe,” Inspector General of Police (IGP), Bastar range, Sundarraj P said. According to IGP, Sundarraj, seven persons had initially gone missing after attending a social gathering on July 18. A day later, four others, including a village head, had reportedly gone to hold talks with the rebels on the abduction but did not return. The IGP added that the statement of the 11 villagers will be recorded to ascertain the reason behind their abduction. However, according to people familiar with the matter, said, the rebels suspected the seven villagers had appeared for a Police recruitment test, and hence, may have taken them into captivity.

The gunfight took place in the wee hours at a forest near Minpa village under Chintagufa Police Station limits, when a joint team of District Reserve Guard (DRG) and the Central Reserve Police Force (CRPF) personnel were out on a search operation, Sukma, Superintendent of Police (SP), Sunil Sharma, said, adding, the exchange of fire lasted for about one-and-a-half hours following which the rebels escaped into the forest. Minister of State for Home Affairs (MoSHA), Nityanand Rai, provided a datasheet along with his written reply in Lok Sabha (Lower house of the Indian Parliament) to state that while there were 833 incidents of Left Wing Extremism (LWE) violence in 2018, they came down to 670 in 2019 and further decreased to 665 last year (2020). The corresponding official deaths in these incidents too came down from 240 (2018) to 202 (2019) and 183 in (2020). In all these years, the highest number of LWE violence incidents and deaths took place in the central Indian State of Chhattisgarh, the data showed. Incidents of damage to property in Naxal [Left Wing Extremism (LWE)] violence, it said, also came down to 47 in 2020, from 64 in 2019. However, 60 such incidents were reported in 2018. There are 10 LWE-affected States — Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, West Bengal and Kerala. “There has been a decrease in naxal activities in the country in last three years," the minister said. Rai added that in order to improve mobile connectivity in these areas, 2,343 mobile towers have been installed and "further sanction" has been accorded for installation of 4,072 additional towers.

The week is observed between July 28 and August 3. The Maoists organise mass public meetings. However, many incidents of violence such as targetting vital installations, blasting landmines, attacks on Security Forces (SFs) and killing tribals after labelling them as ‘informers’ have also been reported during the period.

There have been 26 incidents of kidnapping (abductions) by Naxalites [Left Wing Extremists, LWEs] and 195 instances of them targeting installations of economic interest since 2018, Minister of State for Home Affairs (MoSHA), Nityanand Rai, informed Parliament on July 28, reports The Times of India. The minister in a written reply to a question said that there were nine incidents of abductions each in 2018 and 2019, and six in 2020. Two instances have been reported till June 21 this year (2021), both from Jharkhand. The State also witnessed the maximum abductions by LWEs, accounting for 17 of the 26 cases since 2018. Separately, there have been 195 instances of installations of economic interests being targeted. These include attacks on railway properties, mobile towers, roads, bridges and schools. Chhattisgarh witnessed the most of such attacks - 40 in 2018, 35 each in 2019 and 2020 and 18 so far this year (2021) - accounting for 128 of the overall 195 cases. The year-wise break up of such incidents are - 60 in 2018, 64 in 2019, 47 in 2020 and 24 so far in 2021. However, there is no data of the total loss incurred due to such damages, or the number of persons arrested.

Two suspected cadres of the People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested from a forest under Gidra Police outpost limits in Simdega District of Jharkhand on July 28, reports Hindustan Times. The two arrestees are members of ‘Sahu Dasta’ of the PLFI, which is active in neighbouring West Singhbhum District of the State, and Jashpur District in Chhattisgarh, a statement from the office of Simdega, Superintendent of Police (SP) said. The statement said, “The action was taken on a tip-off that PLFI members were in the area for recruitment of cadre and other related activities in Raikera-Patratoli. A team led by in-charge of Gidra outpost raided the village. The accused try to flee but were captured. Arms, ammunition, a motorbike besides other objectionable items were recovered from the duo.”

A Communist Party of India-Maoist (CPI-Maoist) couple, carrying a collective cash reward of INR 800,000 on their heads and with multiple criminal cases registered against them, surrendered in Gadchiroli District of Maharashtra on July 30, reports The New Indian Express. Police said, the Maoist couple have been identified as Vinod alias Maniram Boga (32) and his wife Kavita alias Satto Kovachi (33). Boga is a resident of Botezari in Gadchiroli, and was an ‘area committee member’ (ACM) of Korchi Dalam (armed squad) of Maoists and used to work as a doctor in that unit. He was wanted in 13 cases of murder and 21 cases of Police-Maoist encounters, among others, and was carrying a prize reward of INR 600,000. His wife was a member of Tippagarh Dalam and was carrying prize reward of INR 200,000 on her head. She was named in five Police-Maoist encounter cases and one case of arson, among others.

Suspected armed Communist Party of India-Maoist (CPI-Maoist) cadres laid siege to Chaura railway halt in Jamui District and took its station master and few other staff hostage at gunpoint around 3.45am on July 31, disrupting train services on Jamui-Jhajha section of Patna-Kolkata route for a few hours, reports The Times of India. The Maoist attack was part of their ongoing ‘martyrs’ week’ (July 28-August 3) being observed in Bihar and other States. Police said, the Maoists allegedly threatened the station master, Vinay Kumar, to blow up the halt if the train services were not stopped immediately. Sources said train services on both Up and Down track were immediately stopped and remained disrupted for a few hours after the incident. Reportedly the Himgiri Express (02332) remained stranded at Jamui station and Tata-Chhapra Express (08181) at Jhajha station. The sources said armed Maoists kept Kumar and few other railway staff hostage for at least half an hour before leaving the station.
