In a statement to the press, they also accused the gang of being responsible for the recent killing of six innocent people at Lakhnaur in Masaurhi sub-division and threatened to take action against this gang.

According to media reports from Hyderabad, the Andhra Pradesh government is likely to nominate two Ministers who have adequate knowledge of left-wing politics for talks with with left-wing extremists, Naxalites of the People’s War Group (PWG). The reports added that the names of M Venkateshwara Rao, K Vidyadher Rao, K Vijayarama Rao, J R Pushparaj, and T Seetharam are under consideration. Earlier, at an all-party meeting on June 3, various political parties supported the government’s initiative for talks with the Naxalites. Minister for Home T. Devender Goud said the ban declared on Naxalites by the State government would not affect the talks. The government also presented at the meeting a background paper on the PWG’s offer for talks.

Jharkhand police chief RR Prasad, while speaking to the media in Ranchi, on June 8, said constant deployment of Central Paramilitary Forces (CPMF) could help marginalise the strength of left-wing extremist, Naxalite outfits, active in the State. He said the drive in the past one-and-a-half years had yielded "positive results", breaking the morale of the Naxalites who were involved in a so-called "ideological battle" against the system. He said police had so far killed 44 hard-core Naxals in 112 encounters in different parts of the State. During anti-insurgency operations in the past 18 months, about 92 policemen were killed and Naxalites had looted 91 weapons belonging to them, he said. The police had recovered 22 weapons that were looted, besides seizing 141 regular weapons, 450 country-made firearms, 1,400 live catridges and 263 kg of explosives from Naxalites during this period. The police chief said security forces had been reoriented for counter-insurgency operations and training was imparted to them by experts from the Indo-Tibetan Border Police (ITBP).

According to media reports, leaders of left-wing extremist, Naxalite of the People’s War Group (PWG) have expressed their readiness to hold talks directly with the Andhra Pradesh government expected to commence on July 20, 2002. This was reportedly conveyed during the third round of discussions, the PWG emissaries---Vara Vara Rao and Gadar—had with Ministers K Vijayarama Rao and T Sitaram at the State Secretariat on June 20. A note sent by the PWG was also submitted to the government. The PWG insisted that members of the Committee of Concerned Citizens (CCC), which initiated the dialogue process, should be present in the next round of talks. Partly conceding the demands of the PWG, the government said it will withdraw the cash rewards, ensure safe passage to Naxal leaders and relax the ban in respect of those who would come forward for a dialogue. However, these measures would be limited to the talks period. The talks reportedly commenced in an unpleasant manner with the PWG emissaries arriving at the Secretariat carrying placards and raising slogans in protest against ‘fake encounters and combing operations in the villages’. The government, on the other hand, contended that the police have been exercising utmost restraint except when use of force became unwarranted. The government also handed over its agenda assuring that it would strive to end social discrimination in all its forms by implementation of land reforms. However, peaceful condition should prevail in the State and elected representatives, political leaders and officials should be able to visit the villages and meet the people without any hindrance from any quarter, the government representatives maintained. The PWG, however, has not yet communicated its agenda.

An official release in Hyderabad said, "The contention of PWG that armed struggle is a part of their political philosophy is not acceptable in a democratic society," the release said adding, "state government is committed to find a meaningful and permanent solution to the problem." The release further said that the Chief Minister N Chandrababu Naidu and his Cabinet colleagues on June 21 held a detailed review meeting on the outcome of three rounds of dialogue that took place between the State government representatives and PWG emissaries. Paswan, told the media that approximately 25 Naxalites in uniform stopped the bus near Bherampur on National Highway 16 and asked the bus driver and passengers to disembark before setting the bus on fire. Reports said, the incident, which happened on the eve of a Bastar bandh (general strike) organised by the PWG on June 25, to avenge the killing of Naxal ‘commander’ Sukhdev in an encounter earlier in June, was intended as a message to the Chhattisgarh government. Sources said the PWG has made known its plans to step up violence in Bastar areas bordering Andhra Pradesh, Orissa, and Maharashatra. The police are yet to identify the bodies of the Naxals. Speaking to the media at Kothagudem, district police chief Srinivasa Rao said, on a tip-off that the PWG Naxalites were harassing people for party funds in two villages, combing operations commenced in the area. The police party came across a group of Naxalites in the reserve forest. On spotting the police, the Naxals opened fire on the police party. The police retaliated immediately, resulting in the instant death of the two women who were standing as shields to the other dalam (squad) members. The police also recovered arms and ammunition from the encounter site.

Condemning the killing of two women left-wing extremists, Naxalites of the People’s War Group (PWG) in an encounter in Khamman district, on June 24, the Committee of Concerned Citizens (CCC), on June 25, called upon the government to stop such acts and ensure that there was no loss of life. It may be recollected that the CCC has played a prominent role in facilitating the now-concluded preliminary dialogue between the Andhra Pradesh Government and PWG emissaries. In a statement issued in Hyderabad, CCC Convenor and a former Secretary in the State government S R Sankaran said, while the PWG was keeping restraint, the government had not taken any durable action to halt continuing encounter deaths. The statement, while appealing to the PWG to continue to observe restraint till one-to-one talks commenced, said peaceful conditions should prevail till a reasonable agreement between the parties was reached in the crucial next stage of talks. The CCC appealed to both the parties to strive towards the actual commencement of the next stage of talks in the larger interest of peace in the State.

The district committee secretary of the CPI-ML (Janasakthi) also surrendered on the occasion. According to district police chief V V Srinivasa Rao, the villagers caught the Naxal leader while he was moving suspiciously and handed him over to the police.
