An Assistant Commandant of the Central Reserve Police Force (CRPF), was killed on June 1 in a Maoist ambush at Khallari village in Dhamtari District of Chhattisgarh, reports The Hindu. Police told that the Assistant Commandant, S. K. Das of the 211 Battalion, was killed while leading a combing operation in the area. A Maoist platoon of about 30-40 members opened fire at the CRPF company. Meanwhile, senior Congress leader Mahendra Karma's Personal Security Officer (PSO) Siyaram Singh, who was critically injured in the deadly Naxalite attack in Bastar District of Chhattisgarh on May 25, succumbed to his injuries at a hospital in Raipur on June 1, reports The Times of India.

Cyber Police in Chhattisgarh on June 1 sent a request to the Facebook authorities to close down an account called 'Naxal Chhattisgarh', reports The Times of India. The Facebook page went viral with Naxalite propaganda after the Maoists stepped up violence in the tribal region of Bastar. Additional superintendent of police (cyber cell), Shweta Sinha received a number of complaints about a much-hyped Facebook profile having more than 284 friends in its list. "Soon after the Maoists' attack at Darbha valley took place on May 25, killing many Congress leaders, this page was prominently visible on the Facebook homepage of Chhattisgarh citizens. There are many persons in the list including students, activists, tribal youths, even few MLAs. Though the authenticity is yet to be confirmed, the contents indicate that Naxalites' propaganda in the cyber world is their new advanced weapon," an official spokesman said.

Following the directive from Kolkata National Investigation Agency (NIA) court to seize and attach the properties of top Communist Party of India-Maoist (CPI-Maoist) leaders, the Karimnagar District revenue authorities visited the Bheerpur village of Sarangapur mandal (administrative unit) on June 1 and found that Maoists’ supremo Muppala Laxman Rao alias Ganapathi did not have any properties in his native village of Bheerpur, reports The Hindu. However, the revenue authorities said that they had seized and attached 1.37 acres of land that belonged to Maoists central committee member Balmuri Narayana Rao in the village and handed over the same to the NIA authorities.

Tiger, who is also the secretary of PLFI and area commander Ashol Gope, were arrested on May 31 from Banai forest under Basia Police Station in Gumla District. One countrymade pistol, cash of INR 80,000, five mobile sets and some bullets, were also recovered from his possession. Jitendra Kumar is believed to be an ‘area commander’ operating in and outside Arwal. He has four cases of murder and rioting related to Naxal violence against him in Arwal since 1996. In response to the recruitment drive of Central Reserve Police Force (CRPF) in Bastar (Chhattisgarh), the Communist Party of India-Maoist (CPI-Maoist) has put up banners in Keshkal area of Kondagaon District, warning tribal youths to stay away from the paramilitary force, reports The Times of India. The Maoists have also appealed to tribals to join them. "Naxals have put up two banners in Mundapara village in Vishrampur area on the border of Chhattisgarh and Odisha in Kondagaon District, advertising their open recruitment drive," a senior Police official said. According to the official, as movement in the forest becomes difficult during monsoon, ultras stay in villages and concentrate on propagation of their ideology and recruitment. Recruitment for CRPF constables is underway in the left wing extremism-affected districts of Bastar, Bijapur, Dantewada, Kondagaon, Narayanpur, Sukma and Rajnandgaon.

The Kerala State Police are in touch with their counterparts in Tamil Nadu and Karnataka to launch an extended jungle operation to deny an armed group, suspected to be Communist Party of India-Maoist (CPI-Maoist) cadres, safe haven in the northern forests of Kerala, reports The Hindu. Senior officials told The Hindu here on Sunday that the Home Department had requested the Centre to allocate, at the earliest, at least three companies of the Central Reserve Police Force’s Commando Battalion for Resolute Action (CoBRA), for the proposed joint operation. The intelligence wing has reported to the government that the armed group was sighted at least 16 times this year in the State’s deep forests contiguous with Karnataka and Tamil Nadu, including Nilambur.

"The sense of deprivation of the people should be ended bridging regional disparity," he said. With this in view they were seeking special category status for the state to help all states grow equally, he said. "Today, developed states are becoming more prosperous while backward states like Bihar are ignored. For inclusive growth all the states need to grow equally," he said. The chief minister found fault in keeping District as base in the Integrated Action Plan (IAP) of the Centre for pumping more fund in deprived districts, which was exploited by Maoists. Though the Security Forces (SF) are not ready to divulge details of the words they have been successful in decoding, a top-level CIF officer said the Maoist use words like 'ilish maach' (hisha fish) for human target and 'trainer awaz' (sound of the train) to indicate firing by the SFs. Further, Maoists are are frequently changing their codes and strategy. 'Ilish maach' three months back meant 'human target'. But now the same word might stand for something else. "Initially, the letters seemed very irrelevant but gradually we came to understand that all the letters are written in code languages. We could decode some of them," an officer involved in anti-Maoist operation said. When asked about recent position of the rebels in Bengal after the Chhattisgarh massacre, a senior officer said: "Undoubtedly, there are some movements in Purulia, Bankura and West Midnapore but the movements are not that strong. In fact, they are more into building organisation than countering the state force now. They are trying to avoid any kind of confrontation unless they are forced to do so”.

The towers will come up in locations identified by the Union Home Ministry in the next 15 months. The ambitious project has been hanging fire for the past three years. “The project would be executed by Bharat Sanchar Nigam Limited. BSNL has already installed towers at 363 locations. Universal Service Obligation Fund would fund the capital expenditure and operational expenditure net of revenue for five years. Maximum outgo from the USO Fund is estimated to be Rs.3,046.12 crore,” an official release said. Installation and roll-out of services in these areas is targeted to be completed in 12 months after amendments to the Indian Telegraph Rules and signing of an agreement with BSNL, which will take about three months.

Representatives from the two States also suggested that the ministry should allow contractors to give over 50% of the work to subcontractors. Government sources said these are the two main States where the road ministry is finding it impossible to get contractors due to fear of Maoists, particularly in Bastar region in Chhattisgarh and Palamu/Garwa districts in Jharkhand. The situation is equally critical in Garhchiroli District in Maharashtra and Malkangiri in Odisha. "We have already allowed subcontracting of 50% of work to local players. Now these states and their PWDs [Public Works Departments] want us to relax the norm further. They have also asked us to find new ways to push awarding of works in these districts. We have also sought their suggestions to push the remaining works in first phase of road development in the red zone," a road ministry official said.

Security Force (SF) personnel, who reported no damage or injuries, could not arrest any of those involved in the attack. It is suspected that at least a couple of Maoists had sustained injuries. Three rifles, some supplies and items of daily use were recovered from the spot. "It was a direct attack on democracy and freedom. We strongly disagree with the ideology of the Maoists. They want to overthrow parliamentary democracy and Constitution of India through violent means... this must be resisted with all our might," said the resolution by the Chief Ministers. Further, all 9 States affected by Left-wing extremism (LWE) have agreed to form a unified national policy to tackle the Maoist menace and follow the Andhra Pradesh model to counter them, reports The Economic Times. The decision after a two-hour special session on Left-wing extremism at the Chief Ministers' conference comes ahead of the all-party meeting called by the Government on June 10 to discuss the strategy to tackle Maoists, following the Darbha attack in Chhattisgarh. During the meeting, chief ministers of Chhattisgarh and Bihar, badly affected by Maosits, advocated diverse strategies to tackle the militants, exemplifying the challenges for the Centre to organise a coordinated offensive. The Bihar chief minister Nitish Kumar maintained that a multi-dimensional strategy based on the theme of governance with justice was required. "We must work together to launch serious developmental schemes so that misdirected people can be brought back into the socio-economic mainstream," Kumar said. His counterpart from Chhattisgarh Raman Singh, however, said it was a battle of democratic forces against the perpetrators of violence. "To call Naxals as defenders of rights of anyone in society would only be a cruel joke. The battles being fought in Sukma, Dantewada, Bastar and Narayanpur are not Chhattisgarh's alone. We are fighting those whose ultimate aim is to capture Delhi and the Red Fort through power of the gun," Singh said. Maharashtra, Chhattisgarh, Andhra Pradesh and Odisha agreed to be on board for a coordinated offensive with the central forces in the tri-junction of the Bastar jungles from where the senior Maoist leadership operates. Andhra Pradesh Chief Minister Kiran Reddy, whose Police officers gave a presentation on how the state had successfully driven out the Maoists, cautioned that they anticipated the militants to stage a comeback in the State in case of any let-up in preparedness of the Security Forces. The vocational training would be based on job requirements and run by partners in public and private sector as well as by non-profit organisations. The Union Rural Development Minister, Jairam Ramesh, said the drive would target 50,000 rural men and women, mostly tribals, over three years. Branding her as a "traitor", the CPI-Maoist central committee has approved "retaliation" against those involved in the "conspiracy", saying they will be "punished when the time comes". The "inquiry commission" has said Mahato, who was believed to be with Kishenji during his last few days, lured him into a trap laid by Security Forces. The "internal inquiry" has also identified the Chief Minister Mamata Banerjee as "one of the chief conspirators", and warned that she will not be "spared". Significantly, a day after the attack on the Congress rally in Chhattisgarh recently, Banerjee had said, "If I die, there are people to take the Trinamool Congress ahead. I have a hand-picked team of about 90 people who will take the party forward." Her comment was believed to have been provoked by the security threat. Her security has since been stepped up. The truck, travelling from Jharkhand, had hit 12-year-old Pawan Paswan near Ghormo Ashram in Jamui around 3.30 pm. While Pawan escaped with injuries, the truck’s driver and helper fled after the vehicle rolled down into a ditch. Personnel from Chandramandi Police Station and 131st battalion of the Central Reserve Police Force (CRPF) found 148 bags of ammonium nitrate weighing 74 quintals under straw bundles in the truck, said Jamui Superintendent of Police (SP) Deepak Barnwal.

A joint operation by personnel of the Central Reserve Police Force (CRPF), District Voluntary Force (DVF), Special Police Officers (SPOs), and the local Police led to the finding of the camp. The seized ammunition included 43 live bullets of 9 mm firearms and 70 live ammunition of .315 firearms. This apart, one IED containing 10 kg of explosive material was also seized from the spot. The Maoists have cautioned Choudhary for his article in BBC's hindi version - 'Master ki hat Naxalon ki Kaman (Headmaster to Military Mastermind)' - where he has said the change of guard in the CPI-Maoist in Dandhkaranya is one of the main reasons for the brutal attack in South Bastar in Chhattisgarh on May 25. Choudhary writes that Ramanna has been appointed the new secretary for the state replacing Kosa alias K Suryanarayan Reddy in Dandakaranya. He says the change of leadership led to the attack because the Maoists had earlier released Malkangiri collector Vineel Krishna and Sukma district collector Alex Paul Menon even though the government turned down their demands. Choudhary hints that the latest attack exposed the rift between the modernists and the extremists within the CPI-Maoists. Exposing them for the first time on June 11 in a programme called Manomilan (meeting of hearts) at Gadchiroli Police headquarters, Superintendent of Police (SP) Mohammad Suvez Haque said the Maoists’ identities were made public only after taking their permission. Under Campaign Navjeevan, senior Police officers visited families of Maoists belonging to the State and appealed them to surrender assuring them of fair treatment. It was launched without fanfare in December 2012. “During this drive, we observed that some kind of injustice or ill-treatment had driven these Naxals to join the Naxal dalam, be it some problems on the family front or village politics. We intensified our campaign in April this year as a result of which we have these 28 people who have forsaken the path of violence,” said Haque.

As part of the strategy, the Border Security Force (BSF) would support the Police of the two States by setting up base camps in Naxalite [Left Wing Extremism (LWE)] stronghold areas. The BSF, which was asked to eliminate the Maoists in Koraput and Malkangiri in Odisha, has been in the forefront of combing activities in Odisha. BSF troopers have discovered more than 20 Maoist dumps in both Malkangiri and Koraput Districts in the past one-and-half years. The BSF would now focus entirely on nipping the Maoist squads to restrict their movement. It has already established camps, with at least 100 troopers (an entire company) in each camp, in the region. There are a total of 30 such camps in some of the sensitive areas in Malkangiri alone with 20 more in Koraput. Now, the Sarukubanda and Nakkamamidi camps in Malkangiri have joined the list. The Odisha authorities set up the Nakkamamidi camp three weeks ago while Sarukubanda camp was set up a week ago.

A total of 294 Maoists were arrested between January 1 to May 31 against 211 during the same period last year (2012) and 160 the year before that (2011). Of the total arrested Maoists, 17 belong to their top leadership ranks, ‘area commander’ and above. A total of 181 Maoist incidents have been reported in 2013 against 197 in 2012 and 202 in 2011. Police claim to have killed 22 Maoists between Jan 1 to May 31, but the bodies of only 10 Maoists have been recovered. Police have also recovered 51 Improvised Explosive Devices (IED), 2,575 detonators, about 2,646 kg of explosives and INR 1, 63, 000 in cash collected as levy by the Maoists.

Jharkhand Director General of Police (DGP) Rajeev Kumar said “Small Action Teams (SAT) have been formed in the Naxal-affected Districts to assist and complement the CRPF and also handle independent operations on their own.” The DGP said induction process of five battalions of Central Reserve Police Force and Special Security Battalion (SSB) has already been started in required areas. He said a separate action plan against splinter groups like People’s Liberation Front of India (PLFI) and Tritiya Prastuti Committee (TPC) has borne results with more than 30 PLFI leaders and cadres being arrested, besides the arrest of 40 other leaders and activists of other outfits. Stating that there was a slight drop in LWE incidents in the first five months compared to the corresponding period in the last two years, he said a total of 181 LWE incidents were reported till May 31 this year as against 197 last year and 202 in 2011. The Maoists committed 52 per cent of violence out of 181 incidents while PLFI and another group committed 29 per cent and 15 per cent violence respectively. However, encounters in the state increased in the first five months of the year recording 31 as against 22 last year and 27 in 2011 in the corresponding period. The police were successful in nabbing 294 extremists of different groups this year, an increase compared to 2012 (211) and 2011 (160), the DGP said.

Villagers, Security Forces (SFs) and development schemes workers have protested alike against the poor mobile connectivity in LWE-hit zones. The Police had demanded at least 700 mobile towers for 207 villages on a priority basis. “Jharkhand has been allotted 782 mobile towers by the Cabinet. They will be installed in consultation with Superintendents of Police and Deputy Commissioners of the Districts,” said Director General of Police (DGP) Rajeev Kumar. In the backdrop of Communist Party of India-Maoist (CPI-Maoist) attacks in Chhattisgarh and Bihar, Central Reserve Police Force (CRPF) Director General (DG) Pranay Sahay on June 14 lamented the state of his weaponry and protection gear apart from quality of food and water given to troopers, reports The Times of India. Speaking to a gathering of industrialists at PHDCCI Sahay said that the helmets provided to his troopers can't withstand rifle bullets while their food packets are so heavy that it forces the foot soldiers to think whether to carry enough bullets or enough food. He said import of gadgets and weapons for the security forces is "not a happy situation" as foreign manufacturers do not meet Indian requirements in an optimal fashion, adding that indigenous research and development done by local companies was "not up to the mark". "We need helmets which can protect us from rifle bullets...what we have now only saves a troop from pistol firing," the DG said. Sahay was speaking on 'Expectation of Counter-insurgency Forces from Industry' at a function organized by PHDCCI. The CRPF chief, whose about three-lakh personnel is the mainstay of counter-Maoist operations, said procurement of high-end gadgets like Unmanned Aerial Vehicles (UAVs) and weaponry is being done from overseas which is a time taking exercise and is "affecting operations." As the procurement requirements of the central security forces keep fluctuating, only second-rung international companies participate and "we have to depend on indigenous organisations like DRDO, Ordnance factories and central public sector undertakings... They (Indian firms and PSUs) have their own limitations. They cannot produce as much as we need," he said. "The local research and development has not been up to the mark," he added. Speaking on the food available for the troops, he said the ready-to-eat meals given to troops in operations are also heavier and have low nutritional value as compared to what other countries provide their strike squads. A CRPF commando carries a food pouch weighing 1.74kg while for a personnel in the United States forces it is 600 grams, he said.

With Left Wing extremists [LWEs] steadily turning Sunabeda sanctuary area in Nuapada District into their safe haven, the State Government has decided to form ‘Sunabeda Area Development Agency (SADA)” by converging welfare schemes being implemented under various departments, reports The Hindu. The agency to be manned by professional manpower for effective planning, implementation and monitoring will be headquartered at Komna. Its activities will cover four blocks, 12 Gram Panchayats and 86 villages. The agency having greater autonomy would act as the single window service delivery institution for different line departments. An estimate INR 2.3929 billion including the project management cost is forecast for duration of five years. It was decided to explore the possibility of setting up solar energy based power supply projects in remote and far-flung villages in the project area. The centre has sanctioned INR 1.1 billion for the development of Sunabeda area.

To boost Security in the Communist Party of India-Maoist (CPI-Maoist)-affected zones, particularly through strengthening of intelligence, Government is working on a plan to not only acquire more Unmanned Aerial Vehicle (UAV), but also increase the window of the currently operational Heron UAVs from five-six hours to 10-12 hours and increase their nocturnal surveillance, reports The Times of India. Managed by National Technical Research Organisation (NTRO), the UAVs are functioning below par because of lack of manpower. "There aren't enough trained personnel who can remotely fly the UAVs. To get its surveillance for 10-12 hours a day people need to work in shifts as it requires high concentration. We have been losing crucial intelligence because of that," said a senior Central Reserve Police Force (CRPF) officer. He added that NTRO is already training more men for this and they would be operational within a month. "That will give us distinct advantage with a 12-hour surveillance including at night time," said the officer. In addition to this, CRPF is also in talks with DRDO to develop about a dozen indigenous UAVs. Contrary to perception, Heron UAVs being used by CRPF have surveillance capability and not only capture movement of Maoists in the jungle with great clarity but also pick up their conversations. They also have nocturnal surveillance capacity and can capture small troop movements as well. "When collector of Sukma, Alex Paul Menon, was kidnapped by Maoists in April, 2012, the UAVs had given us clear pictures of his movements. We even had pictures of the hut where Maoists had kept him," said another senior officer.

The encounter ensued following the Maoists firing at the joint patrol team of Central Reserve Police Force (CRPF) and District Police during the routine combing operation on the hilly terrain in the western side of the village. "The forces retaliated and the Maoists fled after nearly 45 minutes of encounter during which about 50 rounds were fired from both sides," said superintendent of police (rural) Devendra Thakur. The State Government is ready to hold talks with the Communist Party of India-Maoist (CPI-Maoist) and it would welcome any Maoists who wanted to surrender themselves and join the mainstream of life, Karnataka Chief Minister Siddaramaiah said in Bangalore on June 18, reports The Hindu. In an interaction with the media at his official residence, Siddaramaiah maintained that the Left-wing extremism (LWE) problem was ‘not very serious’ in Karnataka. “Only three or four Districts are affected by this problem,” he said. However, his Government was serious in taking up development work in backward regions and forest areas prone to Left-wing extremism. Asked whether Karnataka’s stand on the issue was not contrary to the Union government’s decision to act tough on Maoists, Siddaramaiah said, “This is the stand of [my] Government. We appeal to all those involved in these activities to come forward for a dialogue across the table.” State Home Minister K.J. George said on that the Government would recruit 8,000 Police personnel this year in the State. Addressing presspersons after chairing a review meeting on the implementation of development work in naxalite-affected areas, George said that there was a shortage of 19,000 police personnel as recruitment had not been taken up in the last three or four years. As far as Maoist-affected areas were concerned, the Police would recruit tribal youth from these areas. It would provide some relaxation in education and other parameters while recruiting policemen in these areas. The Government would set up an Anti-Terrorist Squad in the place of Anti-Naxalite Force. This squad will be given training not only in dealing with terrorism but also jungle warfare. To a question, George said that the Chief Minister had urged the Centre to include Karnataka in the list of Maoist-affected States to get more funds for development work in such areas. Asked how the list of Maoist-affected Districts had gone up from four to seven in the State, he said that when the Police took action in the affected Districts, the Maoists moved to the neighbouring Districts. There were about 30 Maoists in the State. Some of these 30 were from other States. The Government had hiked the amount paid under the Maoist surrender package. The relief amount for a surrendering Maoist had been increased from INR 200,000 to Rs. 500,000, he said and added that the amount for surrendering an AK-47 rifle had been increased from INR 15,000 to INR 30,000.

At a security meeting held in Vijayawada, GRP Superintendent of Police Ch. Syam Prasad, Guntakal Division Railway SP Munu Swamy, RPF Divisional Security Commissioner Ramesh Chandra and officers from about 10 Districts talked about impending threats to the railway passengers and properties. The railway Police were asked to carry weapons compulsorily while on beat duties. Zilla Parishad (District level local self-government institution) member Bandopant Mallewar and Porla primary health centre (PHC) medical officer Dr Ravindra Karpe were also booked in the case after the arrested accused named them as the persons behind the dispatch of the cargo. The consignment included four detonators, one kilogram of gelatin sticks, 10 rounds of an AK-47 rifle, a medicine kit and tarpaulin. The arrested people —Jhunnulal Shende, Jeewanlal Bopte and drivers Sanjit Chandradas and Vivek Dhait — said the cargo belonged to Mallewar and they were carrying it for Maoists on the direction of Dr Karpe. Superintendent of Police (SP) Suvez Haque said notices had been served to the family members of Mallewar and Dr Karpe since they were not traceable. Haque said Shende is a manager who handles tendu-leaf contracts for Mallewar, while Bopte is an accountant working under Mallewar. Chandradas is a driver attached to the Porla PHC, while Dhait is private driver from Gadchiroli town. A court later remanded the four accused in Police custody till June 28.

Superintendent of Police (SP) Michael S Raj said on June 26, "The anti-naxal operation began on Monday [June 24]. Citing interrogation report, Malkangiri Superintendent of Police (SP) Akhileshwar Singh said at least 200 Maoists took part in 3-day training at Kirtipalli village of Chhattisgarh before the attack was launched. The two also revealed that after the training, the group was divided into four sub-groups who walked to the Tulsi Dongar area of Chhattisgarh separately. "The groups met at a particular point where 12-13 from Odisha stayed back. The rest walked for two days to reach the site of the ambush. After the ambush, the others came back and met the Maoists of Odisha. Thereafter, they dispersed," added Singh. Kunjam and Madhi, however, could not see clearly how the Congressmen were killed. In August 2007, Police arrested Vernon Gonsalvis and Sridhar Shrinivasan from Mumbai on the charges of having links with the Maoists. The firing continued for more than an hour, but when the Police personnel retaliated, the Maoists managed to escape, taking advantage of the dense forest, the Police said. Sawargaon is located near Chhattisgarh border and an Indo-Tibetan Border Police (ITBP) camp with around 400 personnel is situated hardly a kilometre from the village. The State Director General of Police (DGP) Rajeev Kumar said five Maoist cadre were killed in the gun battle when they opened fire on one group of security personnel while other three died in a gunfight against another group of security men in Kumandih forest of the same District. He said the bodies were not yet recovered as the encounter was still on. Reddy was fired at from close range by four unidentified persons when he was returning home from a hospital in Assarali town around 2.30 p.m. According to some eyewitnesses, the attackers pushed away Reddy’s wife and two children, and fired three rounds at him. The killing took place hardly 200 metres from the Assarali Police Station, where Reddy had been posted, and right in the middle of a crowded market. The attackers escaped under cover of the crowd.

Security Forces (SFs), engaged in anti-Communist Party of India-Maoist (CPI-Maoist) operations in Latehar District, faced a tough time on June 28 moving further into the dense forests as the entire terrain was strewn with landmines and in the last 48 hours, the Maoists had triggered more than 100 explosions, reports The Times of India. The forces claimed to have killed at least eight suspected Maoists in Latehar District on June 27. Police sources said intermittent exchange of fire is going on in the forests and they suspect presence of at least 250 Maoists in the forests, including top leader Arvindji who led the major attack on security forces in Latehar in January. "We are taking very calculated steps and hope that this time Arvindji and his group, which managed to move out of Gumla and Lohardaga, will not manage to escape," said a source. Director General of Police (DGP) Rajeev Kumar, who visited the encounter site in Latehar jungles and interacted with the personnel and officer, said the place has been heavily mined. The DGP said that keeping in mind ground realities and difficult terrain they expect that encounter is expected to continue for another four to five days.

The Central Reserve Police Force (CRPF) has stopped using Mine-Protected Vehicles (MPVs) deployed for carrying troops to minimize causalities resulting from Improvised Explosive Device (IED) blasts in Communist Party of India-Maoist (CPI-Maoist)-affected areas, reports The Times of India on June 30. This is the first time that CRPF has issued a complete ban on the use of these four-wheeled armoured vehicles. Close to 50 such armoured vehicles in Maoist hotbeds of Chhattisgarh, Odisha, Jharkhand, West Bengal and Bihar have been rolled inside CRPF camps. These MPVs will be used in rare instances only. "I have issued orders to my formations in the Left Wing Extremism areas to shun the use of the MPVs for patrol and other movements. As a result of this decision, this is the first time that no causalities in IED blasts or from hidden landmines in the first six months this year," said CRPF Director General (DG) Pranay Sahay. The CRPF DG added these vehicles will not be used anymore for jungle patrols and the commanders have been asked to send their patrols only on foot, as part of the standard operating procedures for these areas. "What is the fun in using these vehicles if they are not helping my men? This year we have had no causalities from IED attacks. This is a satisfactory achievement," Sahay asserted.

Women Communist Party of India-Maoist (CPI-Maoist) cadres are recruited more for ‘military operations’ in Bastar region of Chhattisgarh as against the general perception of their role as cooks, motivators and shields, reports The Times of India on July 1. This is according to a recent finding by the State Police. "Women cadres are actively participating in military operations in large number as compared to their male counterparts. It has been clearly witnessed in recent Maoist attack on Congress convoy at Jhiram valley," said Chhattisgarh Armed Force (CAF) Inspector General R P Kalluri. He added, "They are generally more brutal and ferocious. We cannot rule out their increasing numbers in the movement in Bastar. We have to psychologically deal with the issue". The women cadres are also being given equal chance in decision making at ‘special zonal committee’. Intelligence inputs suggest the number of women cadres has significantly increased in the past two years in Bastar region, and apparently in other States as well. In 2010, women constituted around 40 percent of the Maoist cadre which increased to 60 percent in the beginning of 2013. Chhattisgarh leads among Maoist-hit states where recruitment of women cadre is higher.
