A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Ishwar Dayal Mahto, was arrested in Bundu forests of Ranchi District on June 1, even as another Maoist managed to escape, reports The Telegraph. Police recovered a 9mm loaded pistol from him. He belonged to the Kundan Pahan squad of the CPI-Maoist. During preliminary investigation, Ishwar revealed the name of another Maoist, Kaleshwar Mahto. "CRPF and Police jawan raided at Kaleshwar's house last night but he managed to escape, taking advantage of the darkness," said Superintendent of Police (SP) Prabhat Kumar. However, Police seized an airgun, one country-made gun, four sets of camouflage uniforms, 12 rounds of ammunition and Maoist literature from his house.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Virendra Darro (32), was arrested during a search operation carried out by Security Forces (SFs) in Kanker District on June 1, reports The Pioneer. Darro, resident of Chhindtola village under Pratappur Police Station limits in the District, was involved in several serious Naxal [Left Wing Extremism (LWE)] incidents like murder of a villager in Badgaon in year 2009, Superintendent of Police (SP) JN Meena said. Darro was also part of team that had exploded a land mine in Pipli village in 2010 wherein a head constable of Border Security Force (BSF) and a constable were injured. In 2009 he participated in a Naxal ambush attack near Panchagi in which two Police personnel were martyred and a female constable was abducted, the SP said. Darro was an active member of Janmilitia active in Pratappur region and case of attempt to murder, brawl, abduction, handling arms/explosives was registered against him. Police had declared cash reward of INR 2000 on his arrest, Meena said.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire between a joint team of Security Force (SF) personnel and Maoists in the restive Mirtoor Police Station limits in Bijapur District on June 2, reports The Times of India. Several joint teams of Special Task Force (STF), Commando Battalion for Resolute Action (CoBRA) battalion of the Central Reserve Police Force (CRPF) and District Force were on a special anti-Naxal [Left wing Extremism (LWE)] operation in forests of Mirtoor, Jangla and Gangaloor Police Station limits. While cordoning off Mirtoor region, SF personnel spotted a Naxal camp near Bechapal village following which they started encircling the spot. Some armed insurgents seeing the SF personnel opened indiscriminate firing at them, triggering a gun-fight between both sides, a senior Police official said. Later, during search of the spot, body of a woman Maoist in uniform was found. One wireless set, two hand grenades, one 315 bore rifle and other materials were also seized from the spot, the officer said. The deceased Maoist cadre will be identified once the SFs will reach back to their camp along with the body, the official added.

Chhattisgarh CM Raman Singh has complained to UHM Rajnath Singh that there is "no cooperation" from the Telangana Government in the fight against Maoists in Bastar region, reports The Economic Times on June 3. The UHM has now asked the Chhattisgarh CM to convene an urgent meeting with the Director General of Police (DGP) Telangana. Officials said CM Raman Singh described Odisha's cooperation also as ‘moderate’ while he praised the "active participation" of Maharashtra. The CM also had a host of complaints against Information and Broadcasting Ministry, Road Transport and Highways Ministry, Telecom Department and Environment Ministry. He said there had been "no progress" in increasing the capacity and reach of radio network in Bastar — even Prime Minister’s (PM) ‘Mann ki Baat’ programme was hardly reaching remote areas of Bastar. The CM also complained of "slow progress" in installation of mobile towers, especially in Sukma District near Central Reserve Police Force (CRPF) camps and asked for supply of more helicopters and UAVs by the Centre. Officials said the UHM has decided that his Ministry will initiate the Cabinet note regarding the formulation of Road Requirement Plan¬2 as Raman Singh stressed on the need for speed in the formulation of the scheme. However, UHM Rajnath Singh also asked the CM to take steps for laying of underground cables for providing electricity and power to remote CRPF camps such as the one in Chintagufa.

The Union Home Minister (UHM) Rajnath Singh has agreed “in principle” to a proposal to this effect given by Chhattisgarh Chief Minister (CM) Raman Singh when the former was on a two-day visit to the State last week, a senior Police officer said. The Maharashtra Government’s Home Department to tackle the challenge posed by the Communist Party of India (CPI-Maoist) has set up a ‘unified command’ under Chief Minister Devendra Fadnavis, which includes officials from the state Police and intelligence, comprising central intelligence, and defence, reported The Hindustan Times on June 3. The command will also have officials from department such as forest, finance, public works and planning. The command is expected to study existing policies and strategies put in place by other states to tackle the Maoist problem and co-ordinate with the Centre and neighbouring states.

The Maharashtra State Government has now rolled out a ‘unified command’ mechanism to deal with the Communist Party of India-Maoist (CPI-Maoist) in the eastern part of the State, reports The Pune Mirror on June 3. The ‘unified command’ will have officers from the security establishment and the Intelligence Bureau (IB), besides civilian officers representing the civil administration. The Chief Minister will head the command and a committee for integration and co-ordination at state government level will meet every two months. The committee will discuss strategies and keep a watch on Maoist activities, review security and development plans, co-ordinate with other Naxal-[Left-Wing Extremism (LWE)]-affected states, and co-ordinate with the central government and its agencies.

Ministry sources say the initiative is being taken as part of measures to ensure financial security of the informers and their families. “We are yet to firm up the policy. The government is also exploring the possibility of offering a job to one family member in case the informer is killed in a Naxal attack,” an official said. Government figures reveal that almost 400 Police informers have lost their lives to Naxal violence in the past four years. The Ministry last year enhanced the compensation to civilian victims of communal, terrorist or Naxal violence from INR 300,000 to INR 500,000, which is in addition to the rehabilitation and compensation package extended by the State governments.

The Special Branch has over 1,250 vacant posts (2500 total strength) across board, including the crucial posts of Sub-Inspectors who gather intelligence on the ground. The posts of Inspector General (IG), Deputy Inspector General (DIG) and Superintendent of Police (SP) (establishment), in the Special Branch are vacant for a long time. "The vacancy at the crucial posts definitely takes a toll on the efficiency of the branch. Around 50 Communist Party of India-Maoist (CPI-Maoist) cadres attacked the base camp of Gammon India, a road construction company, at Kamtaul village under Kurhani Police Station limits on Muzaffarpur-Hajipur 4-lane road in Muzaffarpur District in the intervening night of June 5-6 and torched five vehicles engaged in road construction work, reports The Times of India. Commenting on the incident Muzaffarpur Senior Superintendent of Police (SSP), Ranjeet Kumar Mishra said the Maoists had brought empty gunny bags and kerosene oil which they used in setting the vehicles afire. They also slapped one of the 16 workers present at the base camp. The Maoists' operation lasted for 15 minutes during which they threw two handwritten leaflets issued by 'Muzaffarpur-Vaishali ‘sub-zonal committee’ of the CPI-Maoist at the site. The leaflets claimed they resorted to ‘military action’ as they did not get levy during the last 12 months despite assurances from the company management. The SSP suspected it to be the handiwork of the Maoists ‘sub-zonal committee’ led by Anil Ram, which is active mostly in Patepur area in Vaishali District. A suspected Maoist cadre has been arrested and is being interrogated in this connection, said the SSP.

DG Mishra, who visited Sunabeda in Koraput District in the morning (June 10) to review the progress of training institute of the 202 Commando Battalion for Resolute Action (CoBRA) of the CRPF, said the Odisha Police should remain alert over the movements and plans of the Maoists who are planning to rebuild their old bases in the State. On the use of unmanned vehicles (Drones) to strike against Maoists in the jungles, Mishra said the CRPF has not made any substantial result from the existing planes. So the CRPF was planning to bring new drones for the operations, he added. On requirement of forces, Mishra said there is a need of more security forces in Nuapada and Kalahandi districts.

The CM, who is on a five-day visit of New Delhi, raised the issue during his meeting with Union Minister of Home Affairs (UMH) Rajnath Singh. Odisha Government has submitted a proposal with a list of 47 road projects totaling 864.22 km in nine Maoist-dominated districts estimated to cost INR 1620.10 crore. UMH Singh assured the CM that action will be taken on the proposal after seeking approval of the Union Cabinet. He also demanded deployment of more cental forces in Nuapada and Malkangiri Districts to sustain anti-Maoist operations. Besides seeking an additional battalion of Central Para Military Forces (CPMF), he demanded two more helicopters for anti-Maoist operations. He also demanded early release of INR 172 crore arrear under Security Related Expenditure (SRE). He also demanded the entire approved cost of INR 187.25 crore for the Gurupriya river bridge project. So far, only INR 45 crore has been released, he added. Similarly, the Centre should take up the matter with Andhra Pradesh regarding early construction of Motu bridge across river Sileru on Ranchi-Vijayawada highway connecting Malkangiri District with Andhra Pradesh as this is of vital importance for anti-Maoist operations, he said. The Odisha State Government reiterated its demand for waiver of deployment cost of Central Armed Paramilitary Forces (CAPF) in the State even as the Union Ministry of Home Affairs (UMHA) has not responded to several of its requests in this regard, reports New Indian Express on June 16. The Centre has asked the State Government to pay INR 14.5 billion towards the cost of deployment of CAPF, engaged in fighting the Left Wing Extremists (LWEs). The State Government is, however, of the opinion that combating the LWEs is the joint responsibility of the Centre and the State. Chief Minister Naveen Patnaik raised the issue during his meeting with Union Home Minister (UHM) Rajnath Singh on June 13. The State Government has trained and deployed over 30,000 Police personnel, with own resources to contain the Communist Party of India-Maoist (CPI-Maoist) menace. At present, 18 Battalions of Central Reserve Police Force (CRPF) and Border Security Force (BSF) troopers are deployed in Odisha. Stating that containment of the LWE is a collective responsibility of the Centre and the State Government, Naveen said the Centre should reconsider its existing policy and bear the entire cost of deployment of CAPF for anti-Maoist operations.

As the situation has changed, we have decided to take proactive measures,” Director General of Police (DGP) Sanjeev Marik told media persons on June 20. Marik claimed that strength of the State police has increased manifold, and State forces’ dependence on Central forces to tackle Communist Party of India-Maoist (CPI-Maoist) menace has declined. “State forces like District Voluntary Force (DVF) and Special Operation Group (SOG) are fighting against Maoists along with Central forces. The strength of SOG has now increased to 3,000 from 1,500,” DGP said. He further said Odisha Police are gaining self-sufficiency in containing the Maoist menace due to increase in manpower to 65,000 from 40,000 in the last 12 years. He also said that Maoists activities have declined in K Balang, Koira, Bonai and Lathikata areas which were earlier considered their stranglehold. The DGP added though Maoist activities have come down drastically, forces would be redeployed along the borders of Sambalpur, Sundargarh and Deogarh Districts to tackle the small Maoist groups. “Jharkhand-based splinter Maoist outfit People’s Liberation Front of India (PLFI) and another Jharkhand-based criminal outfit Pahadi Cheetah have been neutralised on Sundargarh side of the border in Odisha,” he said.

The encounter took place and continued for almost four hours during which several rounds were fired from both sides. However, later the Maoists released all the captive villagers. No casualty was reported. Magadh range Deputy-Inspector General (DIG) of Police Shalin said: "The Police have seized a self-loading rifle from the Maoists that was looted from the Police force earlier. Combing operations have been intensified in the area to nab the Maoists." The DIG admitted that the Maoists had abducted three villagers, while one was injured in the firing. A recent document published by the Dandakaranya Special Zonal Committee (DKSZC) of the Communist Party of India-Maoist (CPI-Maoist) has revealed at least two major cases of sexual misconduct against two senior cadres, leading to one being demoted and the other being shot dead after inquiry and public court hearing, reports The Indian Express on June 27. Rammurti, a ‘commander’ of company-2 under DKZSC was found guilty of “indiscipline and anarchist and indecent behaviour with women in the area, as well as women cadres”. The document, however, does not mention the place of Rammurti’s execution. “Rammurti had joined the Naxal movement as a member of company-1 in Bastar in 2002. He exhibited indiscipline and anarchist behaviour and hence was transferred to company-2. Despite repeated advice and attempts to reform him, he did not budge. When it was decided to send him home, he threatened to go to the police and divulge details about the movement to them. So after due inquiry and consent from senior leaders, it was decided to give him death penalty. Finally, a public hearing was also organised and the decision was reaffirmed,” the document read. In another case, the in-charge ‘secretary’ of south Gadchiroli committee of Aitu was demoted to the position of a committee ‘member’ after a women cadre accused him of sexual misconduct.

The Kerala High Court on June 26 stayed further proceedings on a single bench's order to pay compensation of INR 100,000 for illegal detention by Thunderbolt, the special police team for combating Communist Party of India-Maoist (CPI-Maoist) activities in the State, reports The Times of India. A division bench comprising Chief Justice Ashok Bhushan and Justice A M Shaffique was considering an appeal filed by the State Government against the order. The single bench's ruling, on a petition filed by Shyam Balakrishnan of Wayanad, had also said that being a Maoist is not a crime and detaining a person for questioning will amount to illegal detention if the legal formalities of an arrest are not followed. The appeal filed by the government through senior government pleader C S Manilal says that being Maoist is a crime and the single bench's ruling is illegal. It demands that the order should be set aside. As an interim relief, it had sought a stay on further proceedings based on the judgment.

The Naveen Patnaik Government on June 26 said the State was set to lose funds to the tune of INR 21.48 billion following reduction in central allocations for States on the basis of the 14th Finance Commission report, reports The Hindu. The reason behind the huge drop in central share could be attributed to the change in pattern of some central welfare schemes and discontinuation of a few other schemes, Chief Minister was informed in a review meeting held on June 26. Patnaik expressed concerns over the sudden cut in fund provisions for Backward Region Grant Fund, police modernisation, Rajiv Gandhi Panchayat Sashaktikaran Abhiyan, model schools in blocks, tourism infrastructure development, national mission for food processing and some tribal development projects. The meeting resolved to continue some welfare schemes by utilising State’s own resources. The Chief Minister said the Centre would be requested to reconsider a cut in funding for tribal development and police modernisation in naxal (Left Wing Extremist)-affected Districts. Meanwhile, the slow pace of Pradhan Mantri Gram Sadak Yojna (PMGSY) in integrated action plan (IAP) districts has marred the objective of providing all weather connectivity to all rural and remote areas in the State, reports orissapost.com. According to data of rural development department, 7422 road projects had been sanctioned under the PMGSY till May 2015, out of which 2178 projects are going at a snail’s pace. The projects had been sanctioned for 18 IAP Districts.

With the Security Forces (SFs) gradually limiting the movement of the CPI-Maoist cadres in the Andhra-Odisha Border (AOB) area, the Maoists have reportedly modified its tactics as well as its organizational structure. According to sources, the new division was formed after the visit of Maoist ‘central committee’ leaders to Visakha Agency in May and June this year (2015). Around 14 leaders from the Dandakaranya Zonal Committee of Chhattisgarh, including Maoist central military chief Namballa Kesava Rao alias Ganganna and ‘central regional bureau’ chief Katakam Sudarsan alias Anand are learnt to have visited the district. Few days after their visit, another team of nine members interacted with the squads and area committees in the AOB, sources said. Though one Venu calling himself the head of the Malkangiri-Visakha-Koraput divisional committee has already begun issuing press notes, the Visakha Rural cops suspect that Venu is none other the dreaded Gajarla Ravi alias Ganesh alias Uday, the present Malkangiri-Koraput border (MKB) ‘divisional committee secretary’. "Ravi, a chronic diabetic, worked as a North Telangana Special Zonal Committee (NTSZC) member but when the NTSZC lost grip over Telangana due to severe repression by security forces in the form of encounters and arrests as well as surrenders of squad members, he was transferred to the AOB Special Zonal Committee," a senior police officer involved in anti-naxal operations said.

The Maoist couple was arrested by a joint team of 195th battalion Central Reserve Police Force (CRPF) and District Police from Korlapal village forests under Geedam Police Station limits, Dantewada SP, Kamlochan Kashyap informed. The couple identified as Mallesh alias Dhansingh and his wife Sukay Vetti were arrested during a combing operation based on intelligence inputs from the village. According to SP, Mallesh was a prominent Naxal leader of the region and was active as ‘Commander’ of Section ‘A’ of Maoist Military Platoon Number 1 of Military Company No. 6 of the CPI-Maoist. Mallesh’s wife Sukay was active member of the same group and assisted her husband in several Naxal incidents, the SP said, adding, the duo were carrying a reward of INR 800,000 each on their heads. A 2-kg tiffin bomb, four detonators, wire, Naxal banners were also recovered from their possession, he said.

Reddy said that there was nothing to worry about Communist Party of India-Maoist (CPI-Maoist)-activities in the Jangalmahal region of West Bengal, a report by the central intelligence department to the Union Ministry of Home Affairs (UMHA) indicated several Maoist groups are operative in the area, reports The Times of India. The report is all the more alarming because Chief Minister Mamata Banerjee had personally enquired about the Maoist activities there. The report has been mentioned that there are at least 10 groups — all from Jharkhand and Odisha — which are frequenting parts of Purulia, Bankura and West Midnapore and conducting meeting with the villagers and local youths. In the report, there is mention of Gopal Pande and Rahul who are making rounds in the Jangalmahal area regularly.

The Chhattisgarh State Government has decided on June 30 to hike the allowances for Police personnel including Constable, Assistant Constable and secret troops posted in Communist Party of India-Maoist (CPI-Maoist)-affected areas of Bastar division, Gariyaband and Rajnandgaon, reports The Times of India on July 1. The move, which is expected to benefit nearly 22,000 Police personnel, would result in an almost 58 percent hike in emoluments of Assistant Constables, who, after the revision, would get INR 14,144 per month instead of INR 8,990 earlier. In addition, they would be entitled to INR 2.5 million insurance cover like other Policemen. This would reportedly cost the exchequer an additional sum of INR 1.21 billion annually. A decision to this effect was taken at the Cabinet Meeting chaired by Chief Minister Raman Singh. Ration allowances have also been increased from INR 650 to INR 2,650 for State Police Force deputed in Bastar. Ration allowances have also been increased for Special Task Force (STF) from INR 1,200 to 2,200. The Cabinet has also decided to hike Naxalite-Left-Wing Extremism (LWE) area allowance for all three categories. The allowance for personnel in most sensitive areas would be 50 percent of their basic salary; 35 percent for sensitive areas and 15 percent for the general affected areas. This amount will be applicable till 2018-19 and further decisions would be taken in this regard in a review meeting before March 31, 2019. The Cabinet also approved 150 additional posts for Secret Troops. As of now there are 458 Secret Troops active in state. In addition, shoes worth INR 2,000 and a backpack worth INR 1,000 would be given to troopers and Assistant Constables in a year. The government has also decided to set up a 100-bed trauma centre in Jagdalpur with the help of police Housing Corporation for treatment of personnel injured in LWE violence.

Saibaba, charged under the Unlawful Activities Prevention Act (UAPA) for alleged Communist Party of India-Maoist (CPI-Maoist) links, has been granted bail after over a year, as the Bombay High Court on June 30, exercised powers to “protect” his fundamental rights, reports Indian Express. Saibaba, who was arrested on May 9, 2014, has been ailing and his worsening health was the main ground for his release.
