A Communist Party of India-Maoist (CPI-Maoist) ‘deputy commander’ was killed in an exchange of fire with Security Forces (SFs) in Narayanpur District of Chhattisgarh on March 1, reports Zee News. Commenting on the matter, Narayanpur Superintendent of Police (SP), Amit Kamble said "The gun battle between a group of Naxals and a joint contingent of the District Police and CRPF took place in the jungles of Mandora village when the team was out on a combing operation in the early hours of today [March 1]." According to him, the Maoists opened indiscriminate fire on seeing the team to which the SFs retaliated. While fleeing, the Maoists left behind the body of a ‘deputy commander’ who had died in the exchange of fire. Kamble added that three guns, a couple of detonators and other Maoist-related materials were recovered from the site.

Security Forces (SFs) recovered three grenades and empty containers along with Communist Party of India-Maoist (CPI-Maoist) belongings from forests near Daringbadi and Kotagarh in Kandhamal District of Odisha, in the last two days, reports The Times of India, on March 2. The grenades recovered from Kerubadi-Kalingabadi forest are suspected to have been looted by the Maoists from SFs, said a Senior Police Officer. Further commenting on the matter, Kandhamal Superintendent of Police (SP), J N Pankaj said “We are investigating from where the grenades were looted." Two pairs of Maoist uniform, some clothes, switch board, polythene sheets and wire bundles were also seized from the same spot. A Police officer said the items, including the grenades, which were recovered from Kerubadi-Kalingabadi forest might belong to the extremists led by Odisha Maobadi Party (OMP) Chief Sabyasachi Panda. OMP is a splinter group of the CPI-Maoist.

The Union Rural Development Minister Jairam Ramesh has written to the Prime Minister Manmohan Singh stressing greater involvement by the Central Government to improve the effectiveness of the government's strategy in fighting the Naxal [Left-Wing Extremism (LWE)] influence, reports The Economic Times, on March 2. The Minister further writes that lack of power, intermittent mobile connectivity, very poor health and education facilities are top complaints of the people in the LWE-affected areas. Back from a two-day visit to one of the worst affected districts of the country, Nuapada, in the Odisha-Chhattisgarh border area, Ramesh has suggested to the Prime Minister that the central government increase its presence in the "hotspots" in LWE affected areas located in junction of two or three states. Ramesh said in his letter to the Prime Minister, "My visit to Nuapada reinforces a point I have been making to you often that we need to enhance the presence of the Central Government those hotspots which are in the bi-junction and tri-junction areas. Many of these hotspots are in remote and inaccessible areas, which call for decisive intervention on our part by expanding the social and physical infrastructure". Ramesh stressed that efforts to contain the Maoist influence would remain ineffective as long as these issues are not addressed.

Two hardcore Communist Party of India-Maoist (CPI-Maoists) cadres, identified as Rupana Mandingi and Madhaba Habika of Srikakulam-Koraput Joint Division Committee (SKDC), involved in murder and other offences were arrested by security personnel during a combing operation in Narayanpatna area of Odisha's Koraput District, on March 1, reports The Times of India. Commenting on the arrest, Sub-Divisional Police Officer (SDPO), Laxmipur, Y Jagannath Rao said, "Mandingi has at least eight cases registered against him and Habika was in our wanted list for his involvement in as many as five cases."

Four persons were reportedly killed following a blast at Patana village in the proposed POSCO steel project area in Jagatsinghpur District on March 2, reports The Telegraph. The deceased persons, according to the Posco Pratirodh Sangram Samiti ‘spokesman’, Prasant Paikray, are Manas Jena (32), Nabanu Mandal (35), Narahari Sahu (38), and Laxman Pramanik (35). Jagatsinghpur Superintendent of Police Satyabrata Bhoi said: “We have received report of four casualties following the explosion. The blast occurred at the backyard of a house at Patana village. The police forces have rushed to the spot to take stock of the situation. As per the preliminary investigation, the blast took place during the course of making of country-made bombs.” The POSCO Pratirodh Sangram Samiti, (PPSS), the outfit spearheading the resistance movement against the steel venture charged that members of a pro-Posco outfit lobbed bombs at their activists.

The Communist Party of India-Maoist (CPI-Maoists) cadres beheaded a quack, identified as Vijay Kumar Dey (37), at Hudagada village in Seraikela-Kharswan District of Jharkhand, on March 2, reports Zee News. The torso of the victim and the severed head were found lying within a distance of 15 m of each other. Commenting on the matter, Superintendent of Police (SP), Upendra Kumar, said Dey had a link with the Maoists, as he used to provide treatment to its cadres and supply medicines to them. He said a Maoist poster owning responsibility for Dey's killing was recovered from the spot. Prima facie it seemed to be the handiwork of the Maoists, "but we cannot rule out outright that it could be a ploy of the culprits to misguide the Police," he added.

Two hardcore Communist Party of India-Maoist (CPI-Maoists) cadres, identified as Umesh Singh and Sriram Thakur, were arrested and arms and explosives meant for ambushing a police team recovered from them in Rohtas District of Jharkhand, on March 2, reports Zee News. Acting on a tip-off, Police raided the hideout of the Maoists in Rajpur market and arrested them. Three cane bombs and 20 kilogram of explosive powder were also seized.

The plan under the Security-Related Expenditure Scheme approved by the Union Finance Ministry substantially increased the immediate grant and stipend for surrendered ultras. Under the revised scheme, senior cadre or politburo members will be paid INR 2.5 lakh as an immediate rehabilitation package while junior cadre will get INR 1.5 lakh. “The revised scheme will also address the specific needs for rehabilitation of surrendered LWEs so they should not feel deprived of employment in the mainstream society,” a source said. To ensure entrepreneurial opportunities, the Ministry of Home Affairs (MHA) will also give the surrendered ultras a stipend of INR 3000 per month for three years. Earlier this was INR 2000 per month. “Additional incentives of INR 30,000 would be given for surrendered weapons including AK 47/56 or sniper rifles. The amount will be deposited in the form of Fixed Deposits,” the source said. An MHA official said the Finance Ministry has also approved a proposal for community policing in 106 Districts of nine Communist Party of India-Maoist (CPI-Maoist)- affected States. “The grant for community policing in the LWEs-affected states has been enhanced from the earlier `INR 5 lakh to `INR 10 lakh per District per year,” the official added. The Centre is also encouraging the surrendered ultras to undergo vocational training so that they can be employed and become financially independent.

Director General of Police (DGP), Prakash Mishra, who attended the meet, said "We have sought deployment of two more battalions of Central Reserve Police Force (CRPF) in the State." The State Government has been highlighting the improvement in Left-Wing Extremism (LWE) problem in the State during 2012 with the death of 10 Maoists, arrest of 167 and surrender of 35 cadres. Currently, six battalions of Border Security Force (BSF), eight battalions of CRPF and one Commando Battalion for Resolute Action (CoBRA) are deployed in the State. The Centre has agreed to deploy two more battalions of BSF in the State, police sources said. Maoist violence has been reported in areas falling under 270 police stations in 64 districts of these states. A total of 170 people were killed in extremism-related incidents in the last six months, sources said.

Raising concern over Bihar's efforts to tackle Naxalism [Left Wing Extremism (LWE)], the Centre revealed that three of its districts — Gaya, Jamui and Aurangabad — accounted for more than 60 percent of Communist Party of India-Maoist (CPI-Maoist) violence in 2012. The Union Home Ministry (MHA) has written to Bihar Chief Secretary, Ashok Kumar Sinha, to take immediate steps to counter the Maoists, reports The Indian Express, on March 6. Gaya, the Ministry noted, was the most affected. The contribution of anti-Maoist Special Forces is not visible in Bihar, a senior official said. This could have serious repercussions as the Maoists would attempt to regain areas they have been driven out of over the years. In its letter to Sinha, the Ministry also complained that the Revolutionary Democratic Front (RDF), alleged to be a Maoist front organisation, enjoyed a free run. It was allowed to hold a rally at Muzaffarpur in December 2012 though the Centre was against it, sources said. The rally, organised under the banner of Janata Par Yudh Virodhi Manch and attended by more than 1,000 people, has not gone down well with the central forces fighting the Maoists.

The strategy of state government to add aggression in the operations of police and paramilitary forces and ensuring development in the Maoist affected districts of state including Sonbhadra, Chandauli and Mirzapur helped in putting a check on Maoist menace in the state. After 2004, the Maoist groups could not execute any major destructive plans in this region. During 2010-2012, Maoist commanders like Munna Vishwakarma, Ajit Kole, Lalvrat Kole, Guddu alias Ramkeval Urao and Samjhawan Chero either surrendered or were arrested by the police. But the fresh inputs received by the police hints that the Maoists have started their bid to revive their network in SGVZC which covers also Rohtas and Kaimur districts of Bihar, Gadhwa of Jharkhand. As per this input, 35-year-old Dilip Baitha has been appointed as the new zonal commander while Rambali Kharwar (55) had been appointed as his lieutenant. It is considered that the Maoists would try revive their network in Naugarh Chandraprabha Sub-Zonal Committee, Robertsganj Machi SZC and Duddhi Chopan Bhojpur SZC, which operate under SGVZC.

Commenting on the matter, Koraput Superintendent of Police (SP), Avinash Kumar said "The explosives were dumped by Maoists in the deep forest so that those can be retrieved for future use. The security personnel safely recovered the explosives and no injury has been reported". Among the other articles recovered were 117 gelatin sticks, 30 kg of iron chips, one live landmine, 22 packets of liquid explosives and two packet of live wire. The recovery of Chinese-made explosives has taken the security men by surprise. "Never before had Chinese arms or explosives been recovered from Maoists hideouts. There is possibility that the grenades could have been smuggled from China through agents for the Maoist organization," said BSF intelligence sources. "The presence of more Chinese arms and explosives in the area cannot be ruled out," sources said.

The eight Mi-17 V5 helicopters, which are weaponised and capable of operating during the night, come even as the Indian Air Force (IAF) is inducting 139 such helicopters for its own use. IAF has deployed six older versions of the Mi-17 V5 helicopters for logistical support to paramilitary and police forces in the anti-LWE operations but its personnel are allowed to fire only in self-defence if they come under attack. The government has firmly ruled out any "offensive air operations" against the left-wing extremists.

A Bench of Justices, Aftab Alam and Ranjana Desai, was acting on the State Government’s appeal challenging the rationale of the August 8, 2012 High Court verdict. The High Court had declared CPI-ML Spokesman Gour Nararayan Chakraborty, who was facing charges under the Unlawful Activities (Prevention) Act, a “political prisoner” under the West Bengal Correctional Services Act, 1992. Six other Maoists facing similar charges — V. Venketeswara Reddy, Sambhu Soren, Sagan Murmu, Chatradhar Mahato, Sukanti Baskey and Prasun Chatterjee — had also secured similar privileges from the High Court. The Union Ministry of Home Affairs (UMHA) has asked the Kerala Government to closely observe the activities of four organizations whose activities allegedly reflect the Communist Party of India-Maoist (CPI-Maoist) influence, The Times of India reported on March 10. The organizations are Adivasi Vimochana Munnani, Janakiya Vimochana Munnani, Revolutionary Democratic Front and Revolutionary People's Front. The Centre has also alerted the State about the activities of some organizations that are campaigning on issues such as the Kudankulam Nuclear Power Project. A letter sent by the Centre to the State government says that the CPI-Maoist and all its formations and front organizations are included in the schedule of terrorist organizations under Unlawful Activities (Prevention) Act 1967 (UAPA), but no legal action is being initiated against them due to the difficulty in gathering evidence to prove that a particular organization is a front organization of CPI-Maoist. As reported earlier, presence of five cadres, including a woman, of CPI-Maoist in Kanjirakolly and Chittari area of Kannur District was confirmed by top Police officials in the month of February.

Earlier in the day, Maoists had set ablaze the house of another PLFI ‘zonal commander’ Laxman Yadav in Paki in Palamu District. Police officials said the PLFI was trying to reorganise in the two adjoining Districts in west Jharkhand. “We had arrested PLFI cadres two years back. The Police along with Jharkhand Jaguar, CoBRA, CRPF and Jharkhand Armed Police had launched an operation against the Maoists in Sivil-Roret and Luru regions in Chainpur police station of Gumla District on March 13 and 14 and fighting continued intermittently for 24 hours. Police had intelligence input about the presence of over 250-300 Maoists who included top leaders like central committee member Arvindji, politburo member Kishan Da, Inderjeet and regional commander Sylvester. During the encounter, the Security Forces came under heavy firing and landmine blasts. The Maoists triggered as many as 65 landmines blasts. Meanwhile, Gumla SP Jatin Narwal said, "Police have recovered 35 landmines, one dynamo, three detonators, 15 locally made hand grenades, wires and ration during the operation."

The Central Government has issued a set of guidelines to tackle the Communist Party of India-Maoist (CPI-Maoist) threat, reports The Times of India on March 13. It also warned Kerala against ignoring or concealing instances of armed CPI-Maoist cadres' movement in the State. The guidelines instructed the state to thwart any attempt by the Maoists to win over the marginalized populace. Besides Kerala, the Centre has issued the warning to Karnataka and Tamil Nadu. The guidelines also exhorted the State to sensitize District administrations about the need for a robust grievance-redress mechanism, which could prevent Maoists from capitalizing on local woes to recruit people for the People’s Liberation Guerrilla Army (PLGA) (armed wing of CPI-Maoist) and also politically mobilize them. The Union Ministry of Home Affairs (MHA) has also suggested initiating a propaganda campaign to counter the Maoists.

Gupta said that after getting the direction of Central Government she sat with the Superintendent of Police (SP) of all the five districts of the range and told to prepare the list of Maoists and criminals at Police Station level. She said that on the Police Station level they were categorized in three grades ‘A’, ‘B’ and ‘C’ on the basis of their criminal history and the cases lodged against them. Those included in ‘A’ category are hardcore while in ‘B’ category Maoists and criminals of mediocre group have been included. Commandant of the CRPF's 50th Battalion, Shankarlal Sengupta, said "We carried out operations and eventually we could recover some explosives, as you have seen, approximately, it may be 35 to 40 kg and one single barrel 315 inch weapon, possibly it is country-made but I am not sure that the expert will be able to tell whether it is country-made or handmade, and one live IED (improvised explosive device), it is still underground and the squad will arrive." A joint team of Central Reserve Police Force (CRPF) and Giridih Police from Pirtand, on March 16, arrested a top Communist Party of India-Maoist (CPI-Maoist) cadre, Chudka Manjhi alias Sheetal Manjhi, when vehicles on the way to Pirtand were stopped by Police, reports The Times of India. Manjhi was wanted in several cases of Maoist violence, including killing of five Security Forces (SFs), of a bank van in 2010, attacking block building at Pirtand and attacking a Police team at Chilkari, the same year. He had also blown up the Dumri block offices with explosives and killed a night-guard at a Police picket in 2010. Giridih Superintendent of Police (SP), Amol V Honkar, said Police checked vehicles including bikes. Manjhi was riding a bike and when Police caught hold of him they seized one pistol and three live cartridges from his possession. To add teeth to the counter-insurgency operations in Odisha, two more battalions of Border Security Force (BSF) reached Jeypore in Koraput District on March 18, reports The Times of India. "While one of the battalions will be deployed in Nabarangpur District, the other will be shared by Koraput and Rayagada Districts," said Deputy Inspector General of Police (DIG), BSF, Akhileswar Singh. The new batches of Paramilitary Forces will supplement the existing six battalions of BSF engaged in anti-Maoist operations in the State. Currently, four battalions of BSF are deployed in Malkangiri District and two in Koraput. Sources said one BSF camp each will now be set up at Mankidi, Tendulipadar and Bijaghati in Narayanpanta block. Currently, there are two BSF camps in Narayanpatna. "Mankidi, Tendulipadar and Bijaghati fall within the Maoist corridor, which stretches from Odisha to Andhra Pradesh. A company of the BSF comprising about 100 jawans (troopers) will be stationed at each camp to carry out counter-insurgency operations in the area," said Superintendent of Police, (SP) Koraput, Avinash Kumar. In Nabarangapur District, security personnel will be deployed in Kundai and Raighar areas, which share borders with Chhattisgarh. The Mainpur Division of the Maoists operates in the area.

Maharashtra Government adopted a government resolution, on March 20, to hike by 50 per cent salary and dearness allowance of Police personnel serving in the Naxal [Left-Wing Extremism LWE)] affected areas, reports The Indian Express. The increase, however, is only for a year — from January 1 to December 31. Officers and constables posted at Police Stations, Police Sub-Stations and Armed Outposts in Gadchiroli, Aheri and "very sensitive" outposts in Gondia District as well as State Reserve Police personnel will benefit of the decision. Members of the Intelligence Bureau posted in Gadchiroli and Gondia will also get the hike or a promotion. Between 2005 and 2011, 104 Police Personnel were killed in LWE-affected areas of the State. In the same period, 107 Communist Party of India-Maoist (CPI-Maoist) cadres and 94 civilians were also killed. Ten Police Stations, 14 Sub-Stations and 29 Armed Outposts in Gadchiroli District and six Police Stations and eight Armed Outposts in Gondia District have been declared "very sensitive". In 2009, LWEs killed 52 Police personnel. In May 2009, the LWEs attacked a Police party in the forest area of Gadchiroli, killing 16 personnel, including five women.

The Special Task Force (STF) troopers busted a Communist Party of India-Maoist (CPI-Maoist) training camp in Abuzamad area of Narayanpur District and arrested six Maoists, including two women and a minor boy, on March 23, reports Zee News. Police seized three muzzle-loading guns, one tiffin bomb and other explosives after the joint team of STF and District Police engaged in a brief encounter with the Maoists holed up in the hideout, a senior officer said. The Superintendent of Police (SP), Amit Tukaram Kamble, said a joint team had been on the trail of the Maoists since March 22 on a tip-off and finally zeroed in on them near Nelnar village. The arrested Maoists have been identified as Manko Kavachi (20) and Baisi Padyami (19) besides Masur Juri (18), Shankar Yadav (40), Bhimesen Poyami (25) and a 16-year-old boy, the officer said. Police also recovered a solar plate, four radio sets, couple of torch, a flash light, some medicines, clothes, laptop chargers, and other Maoist-related material.

The decision was taken during the recent inter-state meeting of the Police officials of all these states at Sonebhadra (Uttar Pradesh). After attending the meeting, Deputy Inspector General of Police (DIG), Range, A Satish Ganesh informed, "The basic objective behind creating this grid is to ensure that all important information and intelligence regarding mobility of Maoist groups in any state is shared in a timely manner. It will help keep the cops of all these states alert when an operation against Maoist groups is launched by Police from one of the states. The alertness of Police of all the states would check the possibility of escape by Maoist groups in case of their detection." According to NIA, Police registered an FIR No. 138/2012 dated March 1, 2012 at Jorasanko Police Station in Kolkata in West Bengal. Later, the case was transferred to NIA for further investigation. Accordingly, the case was re-registered at the NIA Police Station in New Delhi as RC No.01/2012 on April 12, 2012. The allegations against Ganapati are, as a member of CPI-Maoist organisation, he is waging a war against the Central Government. In furtherance of this, Ganapati and other Maoists collected explosive substances, prohibited ammunition and a huge amount of money. Alarmed by the revelation, the Ministry of Home Affairs (MHA) has ordered the NIA to register a case. NIA Director General SC Sinha told "We have registered a case on March 19 after it was found that the Delhi-based company had forged the Jharkhand government's certificate to successfully procure the devices from USA and diverted the same to Naxalites. We are in the process of investigating the case." The name of the company is not being disclosed for the purpose of investigation, but it's officials are being questioned.

After several run-ins with Indian Air Force (IAF), Central Reserve Police Force (CRPF) has floated bids to hire private choppers for anti-Naxal [Left-Wing Extremism (LWEs)] operations, reports The Economic Times on 1st April. CRPF will, however, assume no responsibility if the choppers come under fire from the insurgents. In a bid document issued by CRPF on March 15, it has specified that it intends to hire two private choppers for "supervisory reconnaissance by senior officers" besides carrying troops, supplies like weapons and rations and casualty evacuation. The choppers provided by IAF to CRPF had so far mainly been employed for casualty evacuation with CRPF rarely getting a chance to do an air reconnaissance of possible LWE targets.
