A zilla parishad (district level local self-Government institution) member and five panchayat samiti (village level local self-Government institution) members in the Maoist affected Bhamragarh tehsil (revenue unit) of Gadchiroli District submitted their resignations on May 1, citing threats from the Communist Party of India-Maoist (CPI-Maoist). “Four members of Bhamragadh’s panchayat samiti, including the chairman and the deputy chairman, resigned on Tuesday morning. A woman member of the zilla parishad also resigned after receiving threats to her life from the Naxals,” said Ravidas Raut, former corporator in the District. According to Raut, ironically, the resignations were tendered even as Maharashtra Home Minister R.R. Patil, who is also the guardian minister of the Gadchiroli District, was briefing the media that such resignations would not be accepted by the Government. The panchayat members who resigned are Gangaram Bhandekar, Vijay Kudyani, Subrato Haldar, Khushal Madavi and Bharat Zhade. The Congress’ zilla parishad member from Nelgunda Arewada sector of the Bhamragarh area Madni Bogami also resigned from her post. Earlier last week, several representatives of political parties too had tendered their resignations.

Another 20 Communist Party of India-Maoist (CPI-Maoist) affected Districts will get additional central fund from the Home ministry under Security Related Expenditure (SRE) scheme that aims to build Police capacity to fight the CPI-Maoist. Though these 20 Districts are least affected by Maoist violence, the Ministry of Home Affairs (MHA) has recently included them in the list -- expanding it from 83 to 103 -- to develop them as 'buffer' between severely Maoist affected Districts and those that are unaffected by their presence.

In Chhattisgarh, the new Districts are Dhamtari, Gariyaband, Balod and Mahasamund. The scheme has been extended to Jharkhand in Dumka, Deoghar and Pakur Districts and to Maharashtra's Aheri. It has been extended to Odisha's Kalahandi, Nuapada, Bargarh and Bolangir and West Bengal's Birbhum Districts.

Singh has pointed fingers at some State Governments saying they lack “commitment’’ in fighting the Communist Party of India-Maoist (CPI-Maoist) threat, reports Deccan Chronicle. According to him, in these States, the local Police is not taking the “initiative’’. Speaking before a Parliamentary Panel about the problems being faced in “tackling the menace of Naxalism’’ in April, Singh said that he wants to be “frank’’ while making his observations. “The operations, in which our forces (Central forces) are engaged, are very difficult for our forces for a number of reasons. Again, I will be very frank. Our forces go to the state, they are from outside. It is the state police force which has local knowledge and local intelligence which is supposed to have the ground-level intelligence; they are supposed to know the situation on the ground. They are supposed to have sources in the rural areas to find out as to where these armed groups are. The Central Armed Police Forces are supposed to assist them. Unfortunately, we find that in some states, I will not say all states, this is happening, but in some states this is not happening,” he said.

In the other attack, a group of armed Maoists killed Balaram Naik (35), a marginal farmer at Tentuligumma, suspecting him to be a Police informer at Tentuligumma under Boipariguda block (administrative division) in Koraput District. "The Maoists took Naik with them in the night and on the day after, locals spotted the bullet-riddled body of Naik lying in a pool of blood, about 2 km from the village," a source at Boipariguda said. A letter recovered from the incident site stated that Naik was ‘punished’ as he was working as a Police informer and was passing information to Police regarding the movement of the Maoists in the area. However, Sub-Divisional Police Officer (SDPO) of Jeypore Utkal Ranjan Das said, "The victim was neither our informer nor we have ever received any information from him. Most of the time the Maoists kill civilians to settle scores and label them as Police informers to escape the ire of villagers."

Every kidnapping incident has a purpose and a reason, he asserted. All kidnappings were done by different State branches of the party, he said. The party would not kidnap every State Government official, Ganesh said. He said that the Project Officer of Integrated Tribal Development Authority (ITDA)-Paderu, K. Already there are co-ordinated efforts between the Forest and Police Departments for data collection,” pointed out Raja Varma, Principal Chief Conservator of Forests. As part of the data collection, the officials have been asked to monitor any strange activity inside the forests. The department has already begun identifying vulnerable pockets inside the forests, particularly in those regions where Kerala shares boundaries with the neighbouring states of Tamil Nadu and Karnataka. The group has already alerted its over-ground cadre in these States of the possible 'police repression' in the event of a sensational action that would mark the declaration of the guerrilla zone. Sources said the declaration had been delayed following an encounter between the Anti-Naxal Force (ANF) and the Maoists at Belthangady in Karnataka on March 10, 2012. The ANF recovered large quantity of arms and ammunition, besides Maoist literature in Malayalam, Kannada and Tamil from the camp in Belthangady after the encounter. It is learnt that ANF also seized detailed maps of the area of the proposed guerrilla zone from the camp. This exposed the Maoists' plans, forcing them to delay the declaration of the guerrilla zone.

Sen was granted bail and his sentence was suspended by the apex court on April 15, 2011. Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted an Assistant Sub-Inspector (ASI) of Police a little before noon, tied his hands and legs and shot him dead under a tree in Nuapada District on May 8, reports The Times of India. Enquiries revealed that Krupa Ram Majhi, ASI of Dharmabandha Police outpost, on a motorcycle, was escorting a water tanker to a Central Reserve Police Force (CRPF) camp at Goudha near Sunabeda sanctuary when the incident took place. Just about two km from the camp, the Maoists first blank-fired. As the ASI stopped his two-wheeler they surrounded him. While some took him away to the forest at gun point, others in the group detached the tractor hauling the water tanker, pulled it to the forest and set it ablaze. The Maoists, however, did not harm Constable Debnarayan Sahoo accompanying Majhi. As they vanished into the forest, Sahoo fled from the place and informed local villagers and authorities about the incident. Later the dead body of Majhi was recovered by the Police from a neighbouring forest in the sanctuary. Police suspect that the incident was the handiwork of the Maoists' Mainpur division, headed by one Sujatha, which operates in Nuapada and bordering Districts of Chhattisgarh.

The crime branch sleuths also recovered over three-dozen activated SIM cards and 82 customer application forms from their possession. The arrested persons were identified as Ram Kumar Kannaujia, a resident of Bazaarkhala Police Station area and Kapil Dixit, a resident of Alambagh Police Station area. It was only a couple of days back that inspector at crime branch Sanjay Rai received a tip-off from the Maoist affected areas of Bihar and UP that CPI-Maoist cadres were purchasing SIM cards on fake IDs from a few miscreants in Lucknow. The cops said that around 375 fake IDs were also recovered from the possession of the two miscreants.

According to reports, the Police moved into the Luvasingi forest area around 8am on information that a group of about 70 Maoists was present in the forests. The Maoists fired at the Police who retaliated. The exchange of fire lasted three to four hours, according to unconfirmed reports. Later, the Police found bodies of two suspects, aged around 25 years. A tapancha and a bucketful of grenades were found near the bodies. They could be members of the armed militia of the Maoist outfit or members of the Korukonda area committee which is active in that area, Police said. Fifteen kit bags were recovered from the area where the exchange of fire took place.

The troopers, including a head constable and five constables, were on patrol duty guarding the National Mineral Development Corporation (NMDC) facility in Kirandul when armed Maoists ambushed their vehicle with heavy gunfire at around 9:30pm. Additional Director General of Police (anti-naxal operations) Ram Niwas said that an unknown number of troopers are reportedly injured in the ambush and are being rescued from the spot. They threatened labourers of dire consequences if they built the road and the bridge. Before leaving Maoist cadres forced Bawre to the bridge under construction and nailed him. The train travelled for another 15 kilometres with the bomb dangling from the engine to Manoharpur station where it was removed and defused. The Union Cabinet has cleared a INR 85 billion rural roads package to ensure growth and remove Communist Party of India-Maoist (CPI-Maoist) influence in forested tribal areas, reported The Economic Times. The three-year roads programme, under the Pradhan Mantri Gram Sadak Yojana (PMGSY), will provide connectivity to 6,000 habitations in 78 Maoist-affected Districts, which have been left out of the core network. "This is a major step as it fulfills a long-standing demand of states. Whenever I travelled in Maoist-hit areas, this demand has kept coming up. The PMGSY is the single-most important rural development intervention that can significantly transform the ground-level situation in these Districts. Naxals realise this and so they first target roads," Rural Development Minister Jairam Ramesh said.

On the basis of his statement, Police recovered a country-made rifle, a police uniform, pittu and two cell phones from his house located at Bulka village. "Sanjit has been a terror in Dhurki, Meral, Dandai, Chinia and Garhwa. He had 15 to 20 rebels under him who used to collect money from the contractors of road construction and Tendu leaf contractors. The Intelligence sleuths identified the woman Communist Party of India-Maoist (CPI-Maoist) cadre killed in an encounter near Bamni village under Roopjhar Police Station in Balaghat District in Madhya Pradesh on May 26, and revealed her name as Leelawati, a resident of Rashimetta village under Roopjhar Police Station, reports Daily Bhaskar. According to the sources, Leelawati had joined the Maoists after the death of her parents in 2007 and had moved to Maharashtra’s Devri Dalam (armed squad). Leelawati was present along with Dilip Guha, ‘commander’ of local guerrilla squad (LGS), in a meeting with around 25 to 30 other cadres when Police entered the forest. As soon as the Maoists spotted the Police, they started firing indiscriminately. The Security Forces returned the fire in which Leelawati was killed on the spot.
