A Constable of District Police has been allegedly abducted by the Communist party of India-Maoist (CPI-Maoist) cadres in Sukma District on November 1, reports The Pioneer. “Constable Kalmu Hidma was abducted near Puswada village while he was on way to CRPF (Central Reserve Police Force) camp at Puswada,” Additional Superintendent of Police (ASP) of Sukma, Jitendra Shukla said. According to ASP, Shukla, Hidma was originally posted in Polampalli Police Station but later he was attached with CRPF camp at Puswada for operational purposes. Hidma had gone to Polampalli to celebrate Diwali along with his family. However, before leaving the camp, he had not informed officials, the ASP said. On October 31, while he was heading back to the camp on his bike, he was intercepted by Maoists about one-and-half kilometres before Puswada. Since then, he had been missing, Shukla said while adding that the Hidma’s bike had been recovered.

Stating that there was no truth in the reports appearing in a section of the media that Communist party of India-Maoist (CPI-Maoist) leader Ramakrishna alias RK was in the custody of the Police, Andhra Pradesh State Home Minister N. Chinarajappa, on November 1, made it clear that combing operations were a continuous process, reports The Hindu. Briefing the media at the Telugu Desam Party (TDP) office in Kakinada in East Godavari District, Rajappa said that some media organisations were carrying false reports about the encounter on the Andhra-Odisha Border (AOB).

Andhra Pradesh (AP) Police, on November 2, informed the Hyderabad High Court that joint teams of AP and Odisha Police had to "fire in self-defence", which resulted in the death of 24 Maoists in Malkangiri District of Odisha area on October 24, reports New Indian Express on November 3. AP Police, which filed a reply in the High Court, in response to a Public Interest Litigation (PIL) submitted by Civil Liberties Committee, said that the incident of firing took place outside of the territory of AP, in Odisha. In the reply, Visakhapatnam Rural District Superintendent of Police (SP) Rahul Dev Sharma said that on October 24, they got information about the presence of Maoists in the AOB (Andhra-Odisha Border) and Police parties of Odisha and AP reached the forest area of 'Ramagurah'. "On seeing the police parties, the Maoists, who were armed with latest automatic weapons, opened fire on the police parties resulting in injuries to two Greyhound Commandos, and one of them died. Despite the police calling upon the Maoists to surrender, they did not pay heed to the warning and continued firing, constraining the police parties to retaliate by counter-firing in self-defence," the SP said. As a result of this firing incident, some Maoists died and some more escaped. The incident was reported at Chitrakonda Police Station of Malkangiri District and a case was registered, which is under investigation by the Odisha Police. On ascertaining from the Chitrakonda Police, it was revealed that they found 24 bodies at the scene of offence (13 men and 11 women), the SP added. Civil rights activists had earlier moved the high court and filed a PIL seeking a thorough judicial probe into the incident. Advocate V Raghunath, on behalf of Civil Liberties Committee, had filed the litigation and demanded registration of murder cases against the AP Police. Seeking dismissal of the petition, Sharma said in the reply, "Police have not violated the law and the incident of firing has taken place in Odisha and is being investigated into. The writ petition seems to have been filed by twisting the facts of a legitimate joint-combing exercise and the counter-firing in self-defence." The court posted the matter for further hearing to November 8.

Security has been tightened in southern Odisha Districts, including Kandhamal, Boudh and Gajapati for the 24-hour bandh (general shut down strike) called by the Maoists in five States, Andhra Pradesh, Telangana, Odisha, Chhattisgarh and Maharashtra on November 3, to protest against the Malkangiri encounter in which 30 Maoists were killed, reports The Pioneer. Anti-Maoist camps, security establishments in Maoists-affected Districts have been alerted while combing operations and patrolling have been intensified. The State Police Intelligence wing has been directed to keep a strict vigil on the situation to avert any violence by Maoists as reliable sources said the rebels from neighbouring Chhattisgarh and Andhra Pradesh are trying to enter Kandhamal and Malkangiri Districts.

A group of 200 Communist Party of India-Maoist (CPI-Maoist) cadres attacked a construction company site at Kharaundha station in Nawada District on November 3, and set ablaze four vehicles including two Sport Utility Vehicles (SUVs), reports The Telegraph. The Maoists abducted four persons, which included three contractors named Vinod Yadav, Kailash Yadav and Sanjay Singh, and a driver, Shamshad. As many as 57 posters allegedly by Communist Party of India-Maoist (CPI-Maoist) activists were found pitched on Warangal-Bhopalpatnam National Highway 163 in Bhupalpally District on November 3, reports The Hans India. The finding of so many posters on the road side at Vijayapur colony near Kothapalli in Venkatapur mandal (administrative unit) created sensation in the wake of the bandh (general shutdown strike) called by Maoists on the day condemning the recent Malkangiri encounter that took place on Andhra-Odisha Border (AOB). After informed by a villager, the Police recovered the posters. The content of the posters was not known as they were reportedly written in Chhattisgarhi, a language spoken in Chhattisgarh. The impact of Maoists’ bandh was felt in agency areas like Wazedu, Venkatapur, Kataram and others, while the situation in the areas like Bhupalpally and Mulug remained normal. Heavy bandobast was made across the District in view of the bandh. Telangana Democratic Front (TDF) leaders and Revolutionary Democratic Front (RDF) president P Varavara Rao extended support to the Maoist bandh. However, the bandh passed off peacefully without any untoward incidents.

As many as nine cadres of the Communist Party of India-Maoist (CPI-Maoist) surrendered in Bijapur on November 3, in the midst of a bandh (general shutdown strike) called by the Left Wing Extremists (LWEs) to protest against the recent ‘encounter’ on the Andhra-Odisha Border (AOB), reports Millennium Post. Fed-up with harsh forest life and hollow Maoist ideology, the rebels turned themselves in before Bijapur Superintendent of Police (SP) KL Dhruv, Bijapur Additional Superintendent of Police (ASP) Mohit Garg said. Those surrendered were identified as Wacham Biju (20), Sitaram Bhaskar (26), Lalu (30), Ashok Wacham (20), Ramendra Wacham (18), Tikedvar Wacham (20), Mangal (19), Munna Oyami (25), Bomda Poya (25), he said. Biju, who was active as ‘deputy commander’ in the military platoon number 13 under Bhairamgarh area committee of Maoists was involved in several deadly Maoist attacks, including killing of three Police jawans in Jappemarka in 2015, the ASP said. According to reports, suspected Maoists numbering 120 cadres raided the house of ex-Maoist Mahto near Bhirangi Mor in Madhubhan area and triggered a dynamite blast blowing up the house of Mahto, who recently surrendered before the Police. They also set the rest house on fire in the same locality, the Police said, adding, nobody was present in the two houses during the incident. According to Police, the residents of Naamgaon were against the Naxal [Left Wing Extremism (LWE)] ideology and did not support the guerrillas. “It was the lone village in the region, which had its own local security group against the red-rebels,” the ASP said while adding that in past residents of the village had actively taken part in the anti-naxal demonstrations. On the intervening night of Friday and Saturday around 8 pm an armed group of Naxals reached the village and stormed in the house of Shyam Lal Baghel, the ASP informed. Baghel, a resident of Nama village under Kumakoleng panchayat (village level local self government institution), was killed by a team of suspected Maoists on November 5. Sources said a joint team of Central Reserve Police Force (CRPF) and District Police personnel rounded up the four during a search operation launched following a tip-off on movement of suspected rebels in forests along the bank of Karo river in Tapkara area. After a hot chase, the security men arrested Prasanna Gudia, Ruben Gudia, Manoj Gudia and Susrihit Bodra from the village, some 40 kilometres from Khunti District headquarters. Assistant Constable Rahul Raidu (27), posted at Bhairamgarh Police Station, was attacked by suspected Maoists late last night close to his workplace, Bijapur Superintendent of Police (SP), K L Dhruv said. Raidu, who joined the Police Force in 2011, was also the nephew of former Congress (Bijapur) District President, Ajay Singh, a native of Bhairamgarh town, Police said. Raidu was reportedly playing cards with some villagers in Sanjay Para area, located on the outskirts of Bhairamgarh town, when a group of men armed with axes and knives arrived there and after an altercation with the jawan, they attacked him several times leaving him critically injured. The assailants fled into the forest after committing the crime, the SP said. Soon after, Raidu succumbed to his injuries during treatment, SP said. "Prima facie, it appears to be the handiwork of Maoists. Although, everything will be clear after the investigation," Dhruv said.

The skirmish took place between a team of Border Security Force (BSF) and the rebels in a forest near Gome village under Koyalibeda Police Station limits, a senior Police official said. The killed Maoist cadre was identified as Shobhi Ram Kawachi (30), member of Panidobir LOS (local organisation squad) of Maoists, he said. Since November 9, eight BSF teams were carrying out anti-Naxal [Left Wing Extremism (LWE)] operations in the forests of Koyalibeda and adjoining Abhujmarh, a Maoist bastion, around 350 kilometres from Raipur. The poster bearing name of Poonam Chandra, ‘secretary’ of the committee said they decry ‘corruption’ by Government officials in the region. “We have come to know that the surrender of some of our cadres, following the encounter by security personnel is stage-managed. It is an act by the police only to weaken the Maoist movement,” the letter read. The Maoists also alleged that Police were misleading the priests, traditional healers and quacks against the Maoist movement. The letter claimed that police was misleading gullible villagers with false promises while Maoist organisation is fighting for legitimate rights of the poor and tribals. The body of the youth identified as Kartik Dhurve, a resident of Bondari village under Pathari Police outpost under Malajkhand Police Station, was found on a road. "Several armed Naxals [Left Wing Extremists (LWEs)] kidnapped Dhurve on November 9 and threatened the family members that they will kill him, if they informed police," Balaghat Superintendent of Police (SP), Amit Sanghi, said. He added, "They did not report the matter to police. His body was found on Friday. There were severe injuries on his skull and it seems they attacked him with some sharp-edged weapon." Sources said that they suspected him to be ‘Police informer’. However, Police denied that he was an ‘informer’. Kashyap was gunned down in the skirmish at Kudoor village under Mardapal Police Station limits, Superintendent of Police (SP) of Kondagaon, Santosh Singh said. Police had received a tip off that the Maoists will be holding a ‘jan adalat’ (people’s court) where they were to penalize some villagers, the SP said. Following the alert, District Police teams from Narayanpur and Kondagaon were sent to Kudoor. As soon as the SFs arrived at the spot, the rebels opened fire to which they fired in retaliation. The Maoists fled from the spot. According to sources, Naxals [Left Wing Extremists (LWEs)] have stashed over INR 70 billion at their dumps in Bastar region. Following the move, the State Police have beefed up security at banks, ATMs and other economic establishments in the insurgency-affected pockets, particularly Bastar. “As per intelligence inputs, the ban on higher currency has frustrated the Naxals and they may target ATMs, banks, post offices and other business establishments in near future in the areas of their presence,” Special Director General of Police (anti-Maoist operations) D M Awasthi said. According to Awasthi, Maoists collect crores of rupees through levy and extortion and keep cash with them or in the dumps in forests for their activities and distribution among their cadres and supporters.

Mandal, who carried an award of INR 500,000 on his head, was associated with the Maoists' organization for about two decades. He was allegedly involved in dozens of big incidents in Giridih and the suburban area including Chilkhari massacre in 2007, in which the son of the former State Chief Minister Babulal Marandi was killed, Mahendra Singh murder case, Giridih home guard camp attack, Giridih Jail Van attack 2012 and others. Madhavi replaces Bakuri Venkataramana alias Ganesh who was killed in the encounter at AOB between October 24 and 26. A native of Rajamahendravaram in East Godavari District of Andhra Pradesh, Madhavi served the party in different roles for about 10 years in Telangana, Odisha, Dandakaranya in Chhattisgarh and other areas. The Central Committee at a high-level meeting reportedly announced the appointment after the party suffered a major blow with the Police gunning down about 30 Naxalites [Left Wing Extremists (LWEs)] in the encounter in Malkangiri District of Odisha between October 24 and 26. She is the daughter of a veteran Telugu film actor. Another senior Maoist leader Pothula Kalpana has been appointed in-charge of military operations in the area. Kalpana has been in the outfit for about 10 years. However, it is not clear whether Madhavi has been appointed for Malkangiri or East (Visakhapatnam and East Godavari) divisions.

The Malkangiri sub-collector is set to conduct a magisterial inquiry into the deaths of 30 Communist Party of India-Maoist (CPI-Maoist) cadres, who were killed in an exchange of fire during a joint operation conducted by the Security Forces (SFs) belonging to Odisha and Andhra Pradesh near Bejingi forest inside the cut-off area under Chitrakonda Police limits in Malkangiri District on October 24, reports The Times of India on November 13. Officials said the National Human Rights Commission (NHRC) has ordered a magisterial inquiry and directed them to submit the inquiry report within 60 days of receiving the order. The Malkangiri administration received the inquiry order on November 7. Sub-collector (Malkangiri) Birendra Korkora said he will personally visit the encounter site to gather information. Also, the administration appeals people interested or having information about the incident can attend the inquiry and provide evidence. The women company under CRPF's 135 Bn (Battalion) carried out a search operation against Maoists at Karra and other Maoist-stronghold areas in Khunti District on November 12. The company engaged in a mock drill through the hour-long search operation. A CRPF official said that women forces of CRPF are well-trained to handle all kinds of weapons such as INSAS (Indian Small Arms System), AK-47, hand grenade. He said that female forces have undergone rigorous training to face any battle against the rebels. Inspector General of Police (IGP), MS Bhatia, said that the unit will be deployed at all Maoist dominated Districts of the State. IGP, Bhatia, said that since a large number of female cadres have joined the LWEs, it will be easier for the women CRPF to gauge the operations in such cases. He said that the State has adequate male Para Military Forces. When asked about the deployment of female constables, Bhatia said that it would be decided as per the requirement of the Red zones.

Similar kind of operations would be carried out in other parts of Bastar,” IGP Kalluri said. He further said that joint operations are being carried out concurrently in all parts of Bastar region. Speaking on the backdrop of killing of Mundagaon Naxal LOS (local organisation squad) ‘deputy commander’ Boti Kashyap at Narayanpur wherein a 12 bore gun a Self-Loading Rifle (SLR) and other items were seized, the IGP said that whatever Security Forces (SFs) get after encounter or searching are made public. He said that from June 2014 and by 2016, 45 automatic arms have been recovered from Left-Wing Insurgents. Notably, according to a report of the Union Ministry of Home Affairs (UMHA); during the same period 1,915 arms have been recovered from Left Wing Extremists from various parts of the country. The Jehanabad District Court, on November 15, pronounced capital punishment to 10 of the 16 accused in the 1999 carnage in Senari village of Jehanabad District, in which 34 people were killed by the erstwhile Maoist Communist Centre (MCC), presently merged with the Communist Party of India-Maoist (CPI-Maoist), reports The Pioneer. A total 38 people had been accused in the case, of which 16 were convicted. The 16 accused were charged with killing 34 people in Sensari village on the night of March 18, 1999. It is to be noted that, special court in April 2010 handed out capital punishment to 16 accused and life imprisonment to 10 but the High Court in October 2013, acquitted all the convicts. It is worthwhile to mention that it was the Senari massacre which provoked the Ranveer Sena to take retaliatory action at Bathe in Arwal in which the landlords reportedly killed 62 persons, mostly Dalits, on December 1, 2000.

In a joint operation involving SF personnel of Districts of Kondagaon and Narayanpur, SFs stormed the Maoist camp in the forested village of Becha located inside Abujhmaad area early on Saturday morning and busted it in an hourlong operation, Bastar Police said. “The counterinsurgency operation led to decimation of Military Company No. six of CPI (Maoist) and killing of at least half a dozen Naxals. However, we could recover bodies of five Maoists along with their weapons,” Narayanpur, Superintendent of Police (SP), Abhishek Meena who camped at Becha to provide a safe corridor to retreating parties engaged in the operation, said. “It was a joint operation carried out by the District Reserve Guards (DRG) and the Special Task Force (STF) of the police,” Meena said, adding, “The gun battle lasted for over two hours”. Diwakar had joined Naxal [Left Wing extremism (LWE)] cadre in 2006 and was actively involved in various Naxal incidents, the SP said while adding that seeing his activity he was made the President of Naxal Jantana Sarkar (people’s government) of Panchayat (village level local-self government institution) level. “After working as Jantana Sarkar President, he was promoted in 2009 as Area Committee Member. In 2014 he was shifted to DKAMS (Dandakaranya Kisan Adivasi Majdoor Sangh),” the SP mentioned. Associated with Maoists for more than a decade, he was involved in several serious Naxal incidents like the attack on the party of 39th battalion Central reserve Police Force (CRPF) near Maharabeda under Dhaudai Police Station in 2010, in which 27 jawans were killed, SP Kashyap said. Officials told that they have been alerted by bank authorities following high transactions in these accounts during November 10-15. The bank accounts had deposits of INR 60 million during the period. He added that Communist Party of India-Maoist (CPI-Maoist) might have deposited the old notes in these accounts to redeem the defunct money.Meanwhile, more than 50 banks in Naxal-hit areas of Chhattisgarh have recorded deposits of nearly INR 200 million within two weeks till November 22, reports The New Indian Express. Based on an intelligence report, transactions in these accounts have been put on hold. They are applying the two-way approach to save their money: first, they are returning old money to their contractors and asking them to provide new currencies after getting it converted; secondly, they are using their rural and urban networks to deposit their money in banks.” “We are getting such information from all eight Naxal-hit districts. In the last three to four days, we have identified people in whose accounts money was deposited, and have sent their names to the Superintendent of Police (SP), Collector and banks, asking them to stop transactions in such accounts till it is established that the deposited money belongs to account holders. The depositors will themselves speak about the source of money. It is also possible, in some cases, that money belongs to the depositors,” he said. “However, as per information, Maoists have deposited big amounts in the accounts of people having very little transactions or having ‘Jan Dhan’ accounts. I have instructed Superintendents of Police and bank officials to inquire into such accounts. More than 50 accounts have been traced so far, but their numbers are increasing. We have information of Rs. 15-20 crore being deposited in such accounts,” he added.

Police of the Special Investigation Branch (SIB) and other intelligence wings are trying to decode a 40-page document recovered from the encounter site in Ramaguda near Bejjangi in Malkangiri District of Odisha October 24, in the Andhra-Odisha Border (AOB) that contains information in code language, reports The Times of India on November 24. According to sources, the document was prepared after the Andhra-Odisha Border Special Zonal Committee (AOBSZC) conference was held in August this year. Apparently, Communist Party of India-Maoist (CPI-Maoist) broached on several issues including handing over responsibilities to various wings. The documents also reveal that the Naxals [Left Wing Extremism (LWE)] wanted to induct 'Comrade G' into the AOBSZC organisational set up, who sources said may have been Prabhakar alias Gangadhar. However, he was killed in the October 24 encounter. The documents also revealed that, the CPI-Maoist also organised political classes for the cadres by AR, SU and other Naxals. AR can be Akkiraju Ramakrishna and SU may be Uday of Malkangiri-Koraput Border Division. The documents need to be decoded to understand the Maoist movement. They were planning to strengthen their formations, but the encounter dealt a severe blow to their plans a told a senior officer from the Anti-Naxal Wing. The CPI-Maoist also wrote about their movement in Division 15, Division 16 and Division 17 in Koraput. Police are taking help from former Naxals to decode the papers. CRPF Inspector-General (IG) Sanjay Lathkar confirmed the deaths in the encounter that took place in a remote location on the forested banks of the Koel River in area under Chhipadohar Police Station. Six bodies of the rebels in black uniform were recovered. The bodies are yet to be identified, but Police officials said the uniforms worn by the rebels and the weapons found with them indicate they were Maoists of senior rank. “An INSAS (Indian Small Arms System) rifle, an Self-Loading Rifle (SLR), a carbine and three other firearms have been recovered from the encounter site. Sources in the Police said that the combing operations were not limited to forests under the Karulayi Forest Range in Nilambur where the gunfight between the Maoists and the Commandos had reportedly taken place but a large number of personnel were engaged in the efforts in the areas contiguous to the Nilambur forests in Palakkad, Kozhikode and Wayanad Districts. Three Communist Party of India-Maoist (CPI-Maoist) cadres, including a woman, were killed in an encounter with the Kerala Police, inside the forests at Padukka under Nilambur forest range in Malappuram District on November 24, reports New Indian Express. The encounter occurred around noon during a combing operation carried out by a 60 member Police team, including commandos attached to Kerala’s elite special force Thunderbolt and anti-Naxal [Left Wing Extremist (LWE)] wing. The team spotted around 10 Maoists at Kadannakapu and asked them to surrender. A gunfight followed in which three persons were killed while other members of the group fled the spot, Police said. The deceased are identified as Kuppu Devaraj alias Shanker, a senior Maoist leader and ‘central committee member’ of the Maoist outfit and Anitha, a woman leader. The identity of the third person is yet to be ascertained. Officers said the combing operation will continue to stop the fleeing Maoists from regrouping. “We had specific information about movement of Maoists in the area. We had brought Nilambur forest region under surveillance after suspected Maoists opened fire at a police team a month ago. The Maoists have been frequenting the area and interacting with the locals at Mundakkadavu colony,” said a Police officer. The Police troop had conducted a massive search operation a couple of weeks ago in the forest after intelligence inputs on a possible grouping of Maoists led by Kuppu Deveraj, but could not find anyone, adds Deccan Chronicle. According to reports, Deveraj was masquerading as Kuppu Swami, Rayanna, Balaji, Yogesh in the forests of several States carrying a reward of INR 700,000 and INR 1 million announced by Jharkhand and Chhattisgarh Governments respectively. In spite of the support of Communist Party of India (CPI-Maoist), the 12-hour bandh (general shut down strike) called by various opposition parties in protest of the Government's demonetisation move received no response in the Malkangiri, Koraput and Rayagada Districts on November 28, reports The Times of India. Poonam Chandra, spokesperson of the Malkangiri division of the CPI-Maoist party, sent letters to various members of the media in the District on November 28. Through them, Chandra asked for vehicles to be kept off the road and business establishments to be shut down. However, Government and private offices, the public transport system, and a majority of business establishments remained functional through the day, even in Maoist-dominated areas like Chitrakonda, Kalimela, Bhijengiwada and Podia in Malkangiri, and Narayanpatna, Bandhugaon and Lamtaput in Koraput.

Earlier, Police recovered empty shells used in pumpaction shotgun allegedly used by Maoists for the attack. Police are of the opinion that the AK 47 rifles were used by used by the bodyguards of Devraj, who is a senior leader of the party. The Coimbatore City Police arrested two the Communist Party of India-Maoist (CPI-Maoist) sympathisers for sticking posters in Ukkadam area in Coimbatore District on November 28, reports The Times of India. They were later released on bail. The men, identified as Parthiban and Dinesh, were picked up by the Police and were booked under the Tamil Nadu Open Places Prevention of Disfigurement Act. They had stuck posters supporting the Maoist movement and against the anti-Maoists actions of the Police department. The two men, who are members of the to the Student Apprising Movement for Social Welfare (SAMSW), had already been booked in other cases including a case registered in Pollachi in connection with a missing man joining the Maoist movement. In the posters, the men had elaborated on the atrocities by the Police. They demanded that special Police units be dismantled and not allowed to function as, in the name of encounters, they were murdering innocent people who were fighting for their rights. The posters stated that the two men were against state repression. There were contact numbers on the posters. Police officials said the men had not applied for permission to stick the posters.

The Department of Intelligence has issued a warning in Kasargod District, that there is a possibility of backlash by naxals [Left Wing Extremists (LWE)] on November 28, reports Daijiworld. The Policemen working in Districts which are facing threat from Naxals have been asked not to patrol the streets at night alone. The department has also suggested that teams comprising Police Sub-Inspector (SI) and Assistant Sub-Inspector (ASI) should alone conduct night patrolling, and that during patrolling, the officers should without fail carry guns with them. The department said that Police Stations like Adur, Bedaga, Badiyadka, Rajapuram, Vellarikundu, Cheemeni, and Ambalattara are located on the borders of thick forests. It said possibility of Naxals crossing over through forests in Karnataka to this side and attacking the Police Stations cannot be ruled out. Based on this advice, the Policemen are on high alert in forest areas in Kannur, Palakkad, Wayanad, Kozhikode and Malappuram Districts. The case relating to exchange of fire between Policemen and Communist Party of India-Maoist (CPI-Maoist) cadres at Nilambur has been handed over to crime branch, which has formed a special team for the purpose.In the meanwhile, wallpapers pasted inside the toilet of a hotel at Thiruvananthapuram has warned Policemen of revenge attacks. Superintendent of Police (SP), Satya Prakash said a rifle was also seized from the two, who were identified as Ram Pravesh Yadav, a ‘zonal commander’ of Chalho jungle, and ‘subzonal commander’ Sunny Mistry alias Brahmdeo. In order to boost its internal security, the Cabinet has decided to constitute three new battalions of India Reserve Battalion (IRB) each carrying 1007 forces on November 29, reports The Pioneer. In total, the battalions would get 3021 men in uniform as paramilitary, 25 per cent of that would necessarily be deployed in anti-Naxal [Left Wing Extremist (LWE)]operations in the State. Informing about this, Additional Chief Secretary (Home) NN Pandey said that the battalions would be forced as per the standards of the Ministry of Home Affairs (MoH). “The Cabinet has decided to raise three new IRB battalions in the State as per the standards of the GoI. It has also been decided that 25 per cent of the 3021 personnel would be designated as special task force for the disturbed areas,” told reporters. This apart, the Cabinet on the special instructions of Chief Minister Raghubar Das has approved formation of Civil Defense Volunteers in 19 more districts along with Ranchi, Jamshedpur and Bokaro. 100 volunteers would be roped in every district and would be given five sessions of training for six days each. “The volunteers would be trained in such a manner that they can handle law and order issues arising at local level. They would be paid Rs 250 for each training day and the same amount would be paid for each day of service,” said Pandey. Districts such as Hazaribagh, Dhanbad, Ramgarh, Giridih, Koderma, Chatra, Dumka, Deoghar, Pakur, Palamu, Latehar, Garhwa, Gumla, Lohardaga, Simdega, West Singhbhum, Khunti, Saraikela, Jamtara would be covered.

The list comprised mainly labourers, transporters, contractors carrying out development work and Naxal sympathisers for any possible attempt to assist the Communist Party of IndiaMaoist (CPIMaoist) in converting their nowdemonetised currency notes. Police said they had inputs villagers were approached by Maoists to exchange and deposit these currency notes. But a Police probe revealed villagers refused to help the Maoists in depositing the cash in their accounts. “We had inputs that villagers in the Naxalinfested areas were coaxed by Maoists to deposit their nowuntenderable currencies in their accounts. But a police scan of their accounts found the sums deposited belonged to the villagers,” said a senior Police officer in the Director General of Police’s (DGP) office.

It has alleged that the Jantri encounter (Ramaguda near Bejjangi) in Malkangiri District of Odisha on October 24 was a covert action, which has to be examined. Committee official spokesman Abhay said it would take a long time to recuperate its strength .However, the losses and failure would not stop the communists from their goal, the committee said. The Central Committee has asked military formations People's Liberation Guerrilla Army (PLGAs), party cadres, organisations, Janatana Sarkar (people’s government) and people to transform the sorrow into a fight against the enemy. At the same time, it has asked the people and guerilla forces to be on the alert in the future. The press note released on Abhay's name demanded a judicial inquiry into the encounter. He elaborated the names of the deceased persons, which were the same as released by the Andhra-Odisha Boarder Special Zonal Committee (AOBSZC) official spokesman Jagabandhu in October. Abhay said the enemy (read government) has been trying to eliminate the revolutionaries by turning a few into informers. "We have identified 12 coverts at Darbha area in Chhattisgarh last year. We killed two persons after holding a praja court," he said. Abhay claimed that revolutionary activists were murdered through covert actions at the Pavuralagutta, Manala, Kanchala and Bottemtong incidents in Chhattisgarh and the recent Jantri incident. According to him, Operation All Out, Operation Blue Moon and Operation Viswas in the AOB areas, Bastar Mission-2016, Operation Monsoon and Operation Maha Abhiyan in Dandakaranya are some of the brutal attacks on the people's movement.

Simdega Police, on November 30, claimed that founder and chief of Peoples liberation front of India (PLFI), Dinesh Gope, was injured during an encounter on Pangur-Bintuka road on November 29, reports The Times of India. Acting on information that Gope was likely to sneak into Odisha through the forests in Bano block, District Police came across five men on two motorcycles near Bintuka School. Superintendent of Police (SP), Rajiv Ranjan Singh said, "A police team intercepted those men on the bikes and asked them to stop, following which they resorted to firing." An exchange of fire broke out between the two groups and the encounter reportedly lasted for over an hour. Reinforcements from nearby police stations and district headquarters reached the spot later," Singh said. The Police also claimed that Dinesh Gope was injured in the encounter, however, his aides managed to take him and escaped. Police recovered one Royal Enfield Himalayan bike with four-five bullet marks, Hero Charizma motor bike, 36 pieces of unfired INSAS (Indian Small Arms System) bullets, 10 pieces of empty cartridges of INSAS, three empty cartridges of AK-47, mobile chargers and an extension board. Singh said that the recovery of the Himalayan bike confirmed the presence of Gope, since he is known to be moving around in the area on that particular two-wheeler. "The recovery of empty cartridges of AK-47 indicates the presence of top leaders of the outfit. We are sharing the appearance and details of the person, who led the encounter for the rebels, with local intelligence," Singh said. "PLFI is one among the last LWE (Left Wing Extremism) groups active in the region and the Tuesday encounter comes as a huge blow to their morale here," Singh said. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist), engaged in organised extortion from contractors and traders in Simdega.

The arrested cadres were carrying cash reward of INR 500,000 and INR 200,000 on their head, Police said. "While the women cadres were nabbed from Kuakonda police station area after an exchange of fire with police, two others were held from a weekly market in Katekalyan Police Station limits," Dantewada Additional Superintendent of Police (anti-Maoist operations) Gorakhnath Baghel told PTI. A patrolling team of police was on its way to Dantewada town from Sukma District in an SUV when they spotted a group of ultras heading to the other side of forest after crossing the road at Bhusaras Valley in Kuakonda area, around 400 kilometres from here, he said. Sensing presence of Security Forces (SFs), the Maoists opened fire on them leading to a gunfight between the two sides. A 12 bore country-made gun, five live cartridges, Maoist uniforms and items of daily use were also seized from their possession. Payke, who was active as Katekalyan area committee member, was looking after the activities of Krantikari Adivasi Mahila Sangthan (KAMS), a frontal wing of Maoists, in Katekalyan and Darbha area, the ASP said adding that she was carrying a reward of INR 500,000 on her head. Similarly, Deve who was a Deputy Commander in Platoon no 24 under Darbha Division of Maoists since 2012 was carrying a reward of INR 200,000 on her head.
