The National Investigation Agency (NIA) has filed a charge sheet against 33 cadres of the CPI-Maoist for their involvement in the killing of a Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA), Bhima Mandavi along with four Police personnel of Chhattisgarh Armed Force (CAF) in Dantewada District of Chhattisgarh on April 9, 2019, reports Outlook on October 2. NIA filed the charge sheet in a special NIA court at Jagdalpur in Bastar District of Chhattisgarh. The NIA spokesperson said, of the 33 accused, six have been arrested, 22 are absconding and five have died. The arrested persons are – Madka Ram Tati, Bhima Ram Tati, Linge Tati, Laxman Jaiswal, Ramesh Kumar Kashyap and Haripal Singh Chauhan – all residents of Dantewada District.

A Communist Party of India-Maoist (CPI-Maoist) leader, identified as Modiyam Vijja, was killed by the fellow cadres in a forest near Chitavar village in Bijapur District of Chhattisgarh on October 2, reports The Pioneer. Vijja was a ‘divisional committee member (DVCM)’ of CPI-Maoist. He was shot dead by his subordinates after a confrontation broke out over his role in the recent killings of civilians in the District. In a press release, the Inspector General of Police (IGP, Bastar Range) Sundarraj Patilingam said, “Modiyam Vijja, a Divisional Committee Member (DVCM), who was in-charge of Gangaloor Area Committee of Maoists, was carrying a reward of INR 800,000 on his head. He was the leader behind most of the civilian killings and rallies being organised in Gangaloor area of Bijapur. It appears there is lot of dissent among the senior cadres and lower rung cadres and they are in a confrontation mode with regard to violence being committed on innocent tribals by senior ultras.”

A villager was axed to death by cadres of the Communist Party of India-Maoist (CPI-Maoist) in Gumalwada village under Nagarnar Police Station area in Bastar District of Chhattisgarh late on October 2, reports The Pioneer. Bastar Range, Inspector General of Police (IGP), Sundarraj. P said, "As per preliminary information, a dozen unidentified men dragged Budra Nag out of his house and killed him with an axe. Prima facie it seems the incident was executed by Naxalites [Left Wing Extremists, LWEs] active along the Chhattisgarh-Odisha border.” Efforts were on to arrest the killers, the IGP added.

The troopers of the 76th Battalion of Border Security Force (BSF), recovered a huge quantity of explosives, belonging to the Communist Party of India-Maoist (CPI-Maoist) at Rajulkunda forests under Kalimela block (administrative unit) in Malkangiri District of Odisha on October 2, reports The Pioneer. Acting on intelligence inputs, the BSF troopers launched combing operations in the said forest and recovered around 21 kilograms gelatin sticks stuffed in sacks and hidden in different locations of the forest range.

A self-styled Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as Madkam Ramesh alias Gonche Ramesh (50) has died due to suspected coronavirus (COVID-19) infection in Dantewada District of Chhattisgarh on October 3, reports Outlook. The Superintendent of Police (SP) Abhishek Pallava said as per preliminary information, Ramesh, a member of the ‘Kerlapal area committee’ of the CPI-Maoist, was showing symptoms of the infection and died eventually. “He was reportedly suffering from fever and breathlessness following which he was shifted by the ultras from Kerlapal to his native Jagargunda where he succumbed. According to villagers, he was showing symptoms of COVID-19 though inputs suggest he was not tested for it. Any sudden death with fever and breathlessness is deemed to be a suspected COVID-19 death till tests are done”, the SP said.

The Centre on October 3 has resolved to intensify operations against the Communist Party of India-Maoist (CPI-Maoist) in Odisha and assured to provide full support to the State in its combat against the Maoists, reports The Week. The decision was taken during the visit of Senior Security Advisor of the Union Ministry of Home Affairs (UMHA), Vijay Kumar and Central Reserve Police Force (CRPF) Director General (DG) A.P. Maheswari concerning a review of anti-Maoist strategies in the State. The officials have decided to further intensify anti-Maoist operations in the core operational areas of CPI-Maoist in the State with greater synergy with Central Armed Police Forces (CAPF). Also, the emphasis was given on the need to fast track the re-deployment of CAPFs in Kalahandi, Kandhamal and Nabarangpur Districts.

A team of Security Forces (SFs) comprising Special Task Force (STF) and Police arrested five Communist Party of India-Maoist (CPI-Maoist) cadres, including an ‘area commander’, identified as Anil Yadav aka Sadam, along with large quantities of explosives from Siswar village under Khizersarai Police Station limits in Gaya District of Bihar, on October 4, reports Dainik Bhaskar. The remaining cadres have been identified as – Upendra Prasad, Ramjeevan Singh aka Sudarshan Singh, Baidhanath Yadav, and Jitendra Kumar. The SFs recovered 25 packets of 125 grams of explosives from their possession. Preliminary investigation revealed that the Maoists were intending to spread panic in the area by setting the explosives ahead of the upcoming State Assembly Election in the State.

Five Communist Party of India-Maoist (CPI-Maoist) cadres were killed by their colleagues in Bijapur District of Chhattisgarh over the last two weeks, said the Inspector General of Police (IGP, Bastar range) Sundarraj Patilingam on October 6, reports Hindustan Times. The IGP said these killings are the fallout of an ongoing rift within the CPI-Maoist over recent killings of civilians by some Maoists in south Bastar. IGP Sundarraj added that on October 2 a Maoist leader Modiyam Vijja was shot dead by his subordinates, as reported by SATP earlier. Likewise, the Maoists killed five more fellow cadres identified as - Sandip alias Budhram, ‘janmilitia platoon section commander’, carrying a cash reward of INR 100,000; Lakhu Hemla, ‘jantana school in-charge’, carrying a cash reward of INR 300,000; Santosh, head of Dandakaranya Adivasi Kisan Majdoor Sangthan’, carrying a reward of INR 300,000; Dasru Mandavi, Jantana Sarkar President’, carrying a reward of INR 100,000; and Kamlu Punem, ‘militia platoon commander’, carrying a reward of INR 100,000 on their heads respectively.

The CM asked the Police to stay alert and ensure peace prevails in the Jangalmahal region of the State. Sensing their presence, the Policemen reacted swiftly and overpowered one of the Maoists who was about to open fire at them with a country made pistol from a close range. The 10,000-page supplementary chargesheet in the case was filed at a Special NIA court in Mumbai against eight accused – Gautam Navlakha, Hany Babu, Anand Teltumbde, Sagar Gorkhe, Ramesh Gaichor, Jyoti Jagtap, Milind Teltumbde and Stan Swamy – under several sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act. The NIA had registered a case on January 24, 2020. The case pertains to inciting people and giving provocative speeches during the Elgar Parishad, an event organised by the activists of Kabir Kala Manch (KKM) at Shaniwarwada in Pune on December 31, 2017, which promoted enmity between various caste groups and led to violence resulting in loss of life and property and State-wide agitations in Maharashtra. During the investigation, it was revealed that senior leaders of Communist Party of India-Maoist (CPI-Maoist) were in contact with the organisers of Elgar Parishad as well as the accused arrested in the case to spread Maoist ideology and encourage unlawful activities.

An STF official said that the wanted Maoist leader Mahesh Oraon, a native of Balmikinagar under the jurisdiction of Bagaha Police Station, is accused of violence and cases related to the Arms Act, 1959, and the Explosives Act, 1884. The cases against him were lodged in Saraiya, Laukaria and Balmikinagar Police Stations. The STF authorities said the then Bettiah Superintendent of Police (SP), Jayant Kant, had arrested Oraon in 2018. The Police arrested an ‘area committee member, ACM’ of Communist Party of India-Maoist (CPI-Maoist) and seized huge quantities of explosives at Bhadrachalam in Bhadradri Kothagudem District of Telangana on October 21, reports Telangana Today. Assistant Superintendent of Police (ASP), Rajesh Chandra said, the arrested Maoist was identified as Kaluma Joga alias Sandeep of Puttapadu village of Kistaram area in Sukma District in Chhattisgarh. Joga joined CPI-Maoist outfit Bal Sangham (Maoist’s children squad) in the year 2007 and later served in ‘Jan Militia’ (people’s army of the CPI-Maoist) and ‘Bhumkal Militia’. He was now in the rank of ACM in the Maoist party’s 8th platoon led by Dudi Masa, and was accused in nine cases that included attacking and killing Police personnel. Police seized five detonators and 50 gelatin sticks which he procured for his dalam (armed squad), the ASP said.

A special National Investigation Agency (NIA) court in Mumbai in Maharashtra, on October 22, rejected the interim bail plea of Jesuit priest and tribal rights activist Stan Swamy (83), arrested in connection with 2018 Bhima Koregaon violence case, reports The Indian Express. Swamy had filed the interim bail application on medical grounds, citing his age and health problems. Swamy was arrested on October 8 by the central agency from Ranchi District of Jharkhand, and brought to Mumbai the next day on October 9. He was sent to judicial custody till October 23. Police said that Maoists were planning an attack and were hiding the explosives at the dump. The explosives recovered from the dump includes two tiffin bombs, five kilograms Improvised Explosive Device (IED), four pipe bombs, 50m electric wire, box of syringes, Maoist literature, flash light etc.Dantewada Superintendent of Police (SP), Abhishek Pallava, said in a statement that indications were clear that Maoists were planning attack on SFs and were in the process of collecting fatal stuff. A joint operation launched by Odisha Special Operations Group (SOG) and Border Security force (BSF)personnel recovered a huge quantity of explosive materials from a hidden material dump of the Communist Party of India-Maoist (CPI-Maoist) in Malkangiri District of Odisha on October 26, reports Ommcom News. Malkangiri,Superintendent of Police (SP), Rishikesh Dnyandeo Khilari, said,“In the past few days, a joint operation was launched by our Odisha SOG and a unit of BSF. We had received some inputs from the operation. Basing on it, the security forces were undertaking searches in Mukudipalli, Gurasetu and Beijing areas under Jodango PS (Police Station). During this operation, we recovered some explosive dump from the areas.” He further informed, “The dump comprises one country-made revolver, a claymore mine, three-meter long Codex wire, various types of explosives, eight electronic detonators, a large oxygen cylinder, camera flash with switch, iron rods, some electric wires and some Maoist literature. From these seized materials, we suspect that these articles were intended to be used against the innocent tribals and our security forces. They intended for preparing IEDs to be used for anti-national subversive activities. Further enquiry is being conducted.”
