Bihar police have registered 23 cases against Ranvir Sena chief Brahmeshwar Singh for allegedly masterminding a series of massacres, which claimed the lives of more than 500 persons in central Bihar. Speaking to the media in Patna, on September 2, Additional Director General of Police (Patna Zone) Ashish Ranjan said, of the 23 cases, seven were lodged with Sahar police station, six with Sandesh police station, and one each with Udwantnagar, Charpokhari, Ara and Sikarhatta police stations in Bhojpur district. Five other cases agaginst Sigh related to major massacres in Laxmanpur Bathe, Shankerbigha, Narayanpur, Khagaribigha in Jehanabad and Mianpur in Aurangabad districts.

Eight left-wing extremists—Naxalites—belonging to different groups surrendered to Karminagar police, on September 3. Addressing a press conference, district police chief R S Praveen Kumar said, among those who surrendered, four belonged to the People’s War Group (PWG), two to the Communist Party of India (Marxist-Leninist) CPI-ML (Janashakti) and the others to the Praja Pratighatana group. The surrendered Naxalites told the media that the leaders of the Naxalite movement were deeply worried over the positive response to measures like the Parivartana Sadassu (transformation conclave), Swecha Sadassu (freedom conclave) and counseling initiated by the police. One of the surrendered Naxalites said his dalam (squad) had collected Rs 70 lakh per year from his area. Praveen Kumar said, despite extorting such hefty amounts, the Naxalites were doing nothing to ameliorate the lot of the poor. According to him, the Janashakti group alone had collected over Rs 100 crore during the past 30 years. He said the Naxalites were trying to stop development work in the rural areas. He urged the Naxalites to give up violence and become partners in rural development.

According to media reports, addressing the annual senior police officers’ conference in Hyderabad on September 4, State police chief P Ramulu said the activities of the PWG are on the rise, particularly in the coastal Andhra region. He said, "The attacks on Anakapalli and Chodavaram police stations, both located in urban areas last month, clearly showed that Naxalism has spread across the State and it is time the Superintendents of Police tone up policing in the so-called peace areas." According to police sources, during the last two years, coastal Andhra witnessed 12 landmine blasts, 27 killings of police personnel and 124 other extremist-related crime, besides snatching of 39 weapons, as against a steep reduction in similar crime in the Telangana region. The statistics were revealing a clear shift in PWG-focus from Telangana to non-affected areas in Andhra Pradesh. Chief Minister N Chandrababu Naidu, who also participated in the conference, reportedly told the police officers to go on ‘hot-pursuit’ of the extremists, and assured them of all help from the government in that direction.

Police recovered a diary containing telephone numbers of several politicians and police officers from the office of the Akhil Bhartiya Rashtrawadi Kisan Sangh (All India Nationalist Peasants Association), located in the same building where Singh was arrested. Police have also, reportedly, recovered a document explaining Sena’s organizational structure and area of operation. The Sena has nine posts in its hierarchy––Sena Pramukh (Chief) being at the top. Its area of operation is divided into several zones and regions. It has its own intelligence wing to gather information about the movement of left-wing extremists—Naxalites—in the State. The recovered document also contained information about the activities of the People’s War Group (PWG), the Maoist Communist Centre (MCC) and the Communist Party of India (Marxist-Leninist) CPI-ML in different parts of the State.

The Special Services Bureau (SSB) arrested two Maoist insurgents from Nepal, including an ‘area commander’, at Ladania village, Madhubani district, on September 4. They were arrested while trying to sneak into the State’s territory. Deployed on the Indo-Nepal border to put a check on terrorists and agents of Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), nearly seven battalions of the SSB have also been keeping an eye on the left-wing extremists. These extremists, after committing crimes in Nepal, turn to the Bihar-Nepal border area for safe haven.

Speaking at the end of the two-day conference of senior police officers in Hyderabad, State Home Minister T Devender Goud said at a media conference, "The State government is committed to finding a permanent solution to the Naxalite problem. The government is prepared for talks with the Naxalites and they are always welcome for a dialogue". He, however, added that the talks should be held in all seriousness. "Talks should not be held for name sake. They should have a logical conclusion," he said adding that the government will talk only to the Naxalite leaders and safe passage would be provided to them.

The police got the tip-off about the PWG plenary when they arrested Appana Srinivas of Nimmagudem, Karimnagar district, on September 12, while he was transporting essential commodities for the Naxal meeting in a bullock-cart. Subsequently, a special police party of Karimnagar and Warangal districts started combing operations in the forest areas. The police ran into two Naxalites who opened fire on them. While one Naxalite escaped the other was was arrested. Some arms and ammunition, including a tapancha (country-made rifle) and a grenade, were recovered from the arrested Naxalite. However, a major encounter was averted as the Naxalites got wind of police movements in the forests and called-off their conclave.

The police have sought the remand of Singh to interrogate him for his alleged involvement in the killings of 58 persons at Lakshmanpur-Bathe on December 1, 1997 as well as the killing of 25 persons at Shankarbigha village on January 25, 1999 in the district. Police sources said the blast occurred when excise personnel were proceeding in two jeeps from Dharmavaram to raid illicit country-made liquor breweries in Bukkapatnam mandal. Immediately after blasting the landmine, the Naxalites opened fire at the other jeep. In the exchange of fire that lasted for about 15 minutes two constables were injured, while the Naxalites escaped from the scene. Police sources said the Naxalites could actually have intended to target police personnel, who were supposed to travel along the route.

Left-wing extremists, Naxalites of the People's War Group (PWG), attacked the house of Janga Krishna Murthy, Member of the Legislative Assembly (MLA) representing Gurazala at Gamalapadu vilage, Dachepalli mandal (sub-division), in Guntur district of Andhra Pradesh, on September 20 night, media reports said. The Naxalites also looted two 9mm carbines from his security guards, his cellular phone and its charger. They deflated the tires of his car before fleeing. Reports said more than 30 naxalites, including 15 carrying firearms and others crowbars, and axes, were involved in the attack. The Naxalites belonged to the Krishnapatti southern squad area committee (SAC), comprising the local guerrilla squads of Naguleti dalam (squad) and Bellamkonda dalam. SAC 'secretary' Sagar reportedly led the attackers'. According to the reports, the Naxalites barged into the MLA's hose and captured him first and subsequently his guards were also asked to surrender. However, no injuries were reported in the attack. The MLA was attacked for his alleged 'collection' of money from people in the past.

The land owning community, according to the PWG, wants to retain its hold in the Bhojpur and Punpun areas of Bihar. The CPI-ML’s mass-base has been eroded in these regions, the PWG further said, and also in Patna and Jehanabad districts. The former has, instead, been forced to move to Champaran and Siwan districts. PWG Magadh 'divisional secretary' Prakash, while talking to a news network, said, "The ML links with Kisan Sangh and the RJD cannot be ruled out. We will also give detailed accounts of land being possessed by the present ML leadership". The CPI-ML in its booklet had alleged that a large number of landlords, who were members of private armies of landlord's––like the Ranvir Sena and the erstwhile Bhumi Sena and Kisan Sangh, now hold 'key positions' in the PWG. It had also named 50 such landlords who are also allegedly associated with political parties like the Samata Party, Bharatiya Janata and Rashtriya Janata Dal (RJD).

However, Inspector General of Police (Operations) Neelmani claimed that the incident had nothing to do with any extremist violence and was purely an operation of criminals. He said the victims were taking rest at a brick kiln in the village when a group of young men armed with lethal weapons reached there and opened indiscriminate fire.
