Intending to equip States before launching a fight to finish war against the Communist Party of India-Maoist (CPI-Maoist), the Union Cabinet on April 2 gave its approval to the Union Home Ministry's plan to raise anti-Naxal [Left Wing Extremist (LWE)] special forces in Bihar, Jharkhand, Odisha and Chhattisgarh on the lines of Greyhounds of Andhra Pradesh and sanctioned additional fund for the purpose, reports The Times of India. The specialized forces, capable of hot pursuit across the inter-state borders, will be set up with personnel fully trained in guerilla warfare and required infrastructure within six months. The fund, to the tune of Rs 280 crore, will be disbursed to these four states by the Union Home Ministry under its ongoing Scheme for Special Infrastructure (SSI). Part of the sum will also be used to upgrade infrastructure of Andhra Pradesh Police and its Greyhounds force.

The Communist Party of India-Maoist (CPI-Maoist) blew up a railway track between Hajipur and Sarai stations in Vaishali District (also known as Hajipur) on April 6, hitting trains services in Bihar, reports The Hindu. The blast was part of their two-day bandh (general shutdown strike). Amitabh Prabhakar, Chief Public Relations Officer (CPRO) of the East Central Railway said “The supposed blast occurred about five km from Hajipur. The damage was not much as the track had a 10 mm gap. One sleeper and 10 Pandrol clips were damaged. In view of the bandh, all drivers and guards were asked to be alert and move at a speed not more than 65 kmph. In a show of exemplary foresight, the driver of the Lucknow-Barauni Express stopped the train.”

In Gaya District, four Central Reserve Police Force (CRPF) personnel were injured while defusing a bomb that went off during the procedure, reports The Hindu. “About 300 km from a police camp in Sewra, CRPF CoBRA [Combat Battalions for Resolute Action] teams discovered some bombs embedded in the road. They had almost defused one, but it accidentally went off. Four CRPF jawans [personnel] were injured and one civilian also sustained some pellet injuries. The jawans were brought to the Patna Medical College Hospital. Our search operations along with the CRPF are on,” Gaya DIG Nayyar Hasnain Khan told The Hindu.

Bihar Government proposed, on April 11, to set up 242 armed fighting companies of Police to deal with rioting, Communist Party of India-Maoist (CPI-Maoist) violence and organised crime in the State, reports Zee News. Director General of Police (DGP) Abhayanand said the decision was taken by Chief Minister Nitish Kumar at a high-level review meeting of the Home Department. Among the proposed 242 armed fighting companies, 44 companies will be a dedicated force to deal with rioting, while the remaining companies will be engaged in operations against the Maoists and organized crime. Kumar also directed that the District Police be upgraded to a fighting force and would be armed with anti-riot equipment and weapons which will be purchased as per requirements. The ageing Policemen would be used for civil policing work with a mandate to resolve disputes among the people.

The Communist Party of India-Maoist (CPI-Maoist) cadres on April 11 blasted around seven wings of a building of the State Irrigation department in Aurangabad District, reports The Hindu. The incident took place around 2.30 a.m. near Bigha village in Deo block, on the Deo-Abma road. Around 50 to 100 hundred Maoists attacked the building and blasted it, the Police said. “The building has seven structures, which were being repaired by the Irrigation department. Two of them have been severely damaged, while the remaining five have been partially damaged,” Daljeet Singh, Superintendent of Police, Aurangabad, told The Hindu. The Police have also recovered a “live cane bomb, which we have defused. It kept to trap the police and the bomb disposal squad,” Mr. Singh said. He said there was no plan to move teams of the Central Reserve Police Force (CRPF) to the building.

Nine hardcore Communist Party of India-Maoist (CPI-Maoist) cadres have been arrested at Barhki Pakahi village under Lakhaura Police Station limits in East Champaran District on April 26, reports The Times of India. Five rifles, three pistols and 43 rounds of ammunition, Improvised Explosive Device (IED), a cylinder besides six Police uniforms were recovered from them. East Champaran Superintendent of Police (SP), Vinay Kumar, said a Police team led by Assistant Superintendent of Police (ASP) (Operations) Sanjay Kumar Singh laid a trap in the area and arrested all nine Maoists, who were planning to unleash violence at the village to avenge the killing of Allah Paswan, who was recently killed by another Maoist faction. Two groups of CPI-Maoist are reported to be at loggerheads over a plot in the area and six persons have been killed from both the sides during the last one year. The arrested Maoists included Harendra Paswan, Hari Paswan, Nanhak Mia, Jagat Paswan, Prem Paswan, Rudal Paswan and Vijendra Paswan.

District Superintendent of Police Kailly Dhuran said the Maoists attacked the camp office of GSR Construction Company and set ablaze four machines, including one mixer.
