The Patna Police on December 2 arrested two Communist Party of India-Maoist (CPI-Maoist) cadres from separate places under Sigori and Khiri Mor Police Station areas in Patna District, reports The Times of India. Police said an ‘area commander’ of CPI-Maoist, Gurudev Yadav, was arrested in the raid conducted at a hideout near Kanhaura Mor of Hadinagar village. "He was arrested with one country-made pistol and six live cartridges," he said. On his information, a ‘zonal commander’, Sunil Kahar, was arrested from Mungli Tola Ramruchavigha under Khiri Mor police station area. Both were wanted in several cases. "Their arrest is a major breakthrough for the police. Their three associates, Yogendra Ravidas alias Lighter Ji, Dharmaveer alias Badal and Kamdev Paswan were arrested recently," said a Police officer.

Three Communist Party of India-Maoist (CPI-Maoist) cadres, including a woman, were arrested by the Security Forces from Harni forests in Khaira Police Station area in Bihar's Jamui District on December 6, reports Press Trust of India. During a combing and search operation in the wake of Maoist attack in Munger and Aurangabad Districts, the Security Forces nabbed the three Maoists hiding in the forests and seized a haul of explosives, detonators and Maoist literature from their possession, the sources said.

A mukhiya (head of village level local self-government institution) was arrested on December 9 with 150 blankets meant for the Communist Party of India-Maoist (CPI-Maoist) cadres from a village under the Khaira Police Station area in Bihar’s Jamui District, reports The Hindu. Acting on a tip-off, the Police recovered 150 blankets from the house of Harni Panchayat mukhiya Mahesh Tanti in Harni village which he was supposed to deliver to the Maoists, the Deputy Inspector General of Police Munger Range Sudhanshu Kumar said.

Bihar Police arrested two suspected Manipuri militants from a bus stand in Patna, which led to the seizure of grenades from their hideouts in their home State, Manipur on December 11. The two suspected cadres of the progressive faction of People Revolutionary Party of Kangleipak (PREPAK-Pro) were waiting for a bus at the Mithapur stand, when Police, acting on a tip-off, arrested them, Superintendent of Police Manu Maharaj said. Meanwhile, Police source in Imphal identified the two as Thoudam Khamba alias Suresh alias Nganthoi alias Inunganba (24) and Sanasam Rabi alias Suraj (32). Based on information provided by the two, the Manipur Police seized five grenades and four detonators from their hideout in Imphal West District.

The Centre has rapped the Bihar Government for its alleged failure in controlling Communist Party of India-Maoist (CPI-Maoist) activities and said situation in the State has become alarming and there is complete breakdown in coordination between the State Police and Central forces, reports The Hindu. Union Home Minister Sushilkumar Shinde also advised Bihar Chief Minister Nitish Kumar to examine successful counter-insurgency models of other States and adopt such structures in Bihar too. “We have noticed a complete breakdown in coordination between the State police and the Central forces as well as with the neighbouring states like Jharkhand,” Shinde wrote in his letter to Kumar. Expressing concern over deteriorating Left Wing Extremism situation in Bihar, Mr. Shinde said the CPI (Maoist) have looted 38 sophisticated weapons and ammunition from the Bihar Police this year and that was the largest number in the country. “There is a worry that the Maoists have identified Bihar Police for snatching weapons and ammunition since the state police personnel appear to be poorly trained in tactics. The State has also witnessed the killing of 27 security personnel this year, which is a very high number,” he said.

Union Home Minister Sushilkumar Shinde on December 12 defended his writing a letter to Bihar Chief Minister Nitish Kumar citing his Government's alleged failure in tackling the Communist Party of India-Maoist (CPI-Maoist) and said it was in the interest of the State dispensation that he highlighted the issues, reports Out Look. The revelation, made by Manish Marandi alias Manbel Marandi (25), who was arrested in Deori area of Giridih District of Jharkhand on December 14, comes days after Union Minister of Home Affairs (UMHA) Sushil Kumar Shinde said Bihar was soft on Maoists and the rebels have realized that the state is a soft target to build their arsenal and they may resort to spectacular strikes in the future. "Several cadres active on the Bihar-Jharkhand borders like to work in the Bihar area. The cadres go to Jamui's Chakai, Sono and other areas in the day and return in the evening after participating in party activities. Jamui District of Bihar is very close to Giridih," said Ajay Sahu, officer-in-charge of Deori Police Station. The bandh virtually crippled life in Dumaria, Imamganj, Banke Bazar, Raushanganj, Mohanpur and Gurua Police Station areas of Gaya District and Nabinagar, Amba, Deo and Madanpur areas of neighbouring Aurangabad District. The impact of the bandh under Gurua Police Station area of Gaya has caused concern in administrative circles as, in recent times, Maoist activity in the Gurua area was much less and earlier bandh calls given by the Maoists were largely ignored by the villagers. The operation was led by Additional Superintendent of Police (ASP) Sanjay Singh in Panchpakri Police outpost area, Superintendent of Police (SP) Vinay Kumar said. The arrested Maoists have been identified as Baidyanath Paswan alias Baidjee alias Mukhiyajee, Maheshwar Singh, Vijay Kumar Ram and an underage. The police recovered two country-made pistols, 17 cartridges, 3 motorcycles, 4 mobiles, Maoist literature and a letter pad. Baidyanath Paswan is a top ranking Maoist whose operation area included Sitamarhi, Sheohar and East Champaran Districts.

Shinde had accused Bihar Government of failing to check the Maoist violence. Disagreeing with the content of Shinde's letter, the Chief Minister of the State, however, admitted that some Maoist related incidents of serious nature have taken place in the State in recent times. "Shinde's analysis of the situation is not objective and we don't agree with his criticism of the State Government on various counts," Nitish Kumar said. The UMHA is also critical of Bihar Government for tardy implementation of Integrated Action Plan (IAP) and that the state utilized only 70.62 percent of the total INR 7.05 billion funds in 11 identified Maoist-hit districts in Bihar till November 13.

In his letter addressed to the DG CRPF, Prime Minister’s office (PMO) and Union home secretary, the DGP has said, "The 159th Battalion of CRPF should be relocated outside the state and substituted by another CRPF battalion." The letter was dashed off five days after a case was lodged against CRPF assistant commandant Sanjay Yadav, who hails from Bihar, for his alleged connivance with Maoists in Gaya and Aurangabad.

Jharkhand and Bihar Police officials, who started the search operations on December 22 along with four companies of paramilitary forces of Jharkhand Jaguar, said they had traced the workers to Chandramandi forest in Jamui in Bihar on December 30. The workers were working on an INR 25 million-bridge being built in Deoghar, 30 km from Jamui, under the Pradhan Mantri Gram Sadak Yojana (PMGSY). Deoghar’s Superintendent of Police Prabhat Kumar said the workers were abducted by the East Bihar North Jharkhand Zonal Committee of CPI-Maoist. The workers said they were allowed to walk out of the forest.
