Bihar Chief Minister (CM) Jeetan Ram Manjhi addressing a gathering at Tarapur in Munger District on January 4 said that Naxals-[Left-Wing Extremists (LWEs)] are “not wrong in demanding levy from contractors if quality of work is poor,” reports The Indian Express. He recounted his interaction with three LWEs before he became CM. “What I gathered from the conversation is that most contractors deliver work of very poor quality against a high payment. If a contractor is given Rs 50,000 and he spends only Rs 5,000, what is wrong in ultras demanding levy from them’’ said Manjhi.

Bihar Chief Minister Jitan Ram Manjhi while addressing a public meeting at Tarapurin Munger District on January 4, organized under the banner of Zila Kisan Mazdoor Sammelan (District Farmer Labourer Congress), said his cabinet colleagues do not cooperate with him in development measures aimed at curbing Naxalism-[Left-Wing Extremism (LWE)] in the State, reports The Times of India. Manjhi further said he wants to give reservation to Scheduled Caste/Scheduled Tribe and other extremely backward castes in government contracts up to INR 5 million so that the menace of LWE could be contained in the State but his cabinet colleagues are opposed to his proposal. "If my proposal to award contracts to the downtrodden, Mahadalits and poor Adivasis in government schemes is accepted, no member from the depressed class will join hands with the Maoists in future," the CM said. However, he added that he would manage to get his cabinet colleagues agree to his proposal in the cabinet meeting. Manjhi said once this decision is implemented, Naxals will no longer be active in the State.

Talking to mediapersons after his weekly janata darbar, the CM said he was against the policy of bullet for bullet to finish Maoism. Since Nitish Kumar took over as the CM in 2005, extremism has been controlled through development, he said. "I am carrying forward the policy adopted by Nitish Kumar," he said.Manjhi said through development, education and understanding, Maoists can be won over. "Bullet is not the answer. I am trying to persuade the Naxalites to return to mainstream by getting them involved in development activities," the chief minister said.He said Naxalites too meet him. "I am not an urbanite. Many people come to meet me; there may be Naxalites among them. They complain of nexus between contractors and officials. Contractors damage and destroy government property and put the blame on Naxalites. They tell me JCB machines are burned at construction sites and the blame goes to Naxalites. It is the contractors' game," Manjhi said.

Shrawan Das, an alleged arms supplier to the Communist Party of India-Maoist (CPI-Maoist), was arrested at Madhaul village of Muzaffarpur District on January 8, reports The Hindu. On a specific tip-off, a Special Task Force (STF) team raided the village and arrested Das, said Inspector General of Police (operations) S K Diwedi. One regular double barrel gun, one rifle, nine live cartridges and one kilogram of explosive materials was recovered from his possession.

Bihar Police has claimed that it has been successful in containing Left-Wing Extremism (LWE) in the State with arrests of Maoists and recovery of explosives, reports The Economic Times on January 10. According to the figures released by Bihar Police Headquarters, though there were 105 incidents of Maoist violence in 2014 in comparison to 103 in 2013, only 20 civilians were killed against 36 in 2013. The number of Police personnel who died during such incidents shows a sharp drop to six in 2014 from 25 in 2013. "There were 21 encounters between police and naxals this year against seven such incidents in 2013, and the extremists did not succeed in snatching any arms from our forces. In 2013 we had lost 36 weapons to them," said Bihar Police Additional Director General (ADG) (Headquarters) Gupteshwar Pandey. Pandey said that the Police arrested 354 Maoists in 2014 in comparison to 259 in 2013. The forces also seized 1,785 kg of explosives last year in comparison to 40 kg recovered in 2013. The number of detonators recovered also shot up to 2,181 last year as against 243 in 2013. "This is a big achievement of Bihar Police. It shows the LWE is losing ground," added Pandey.

A group of about 20 armed Communist Party of India-Maoist (CPI-Maoist) cadres attacked a road construction company's camp site at Motipur in Muzaffarpur District of Bihar a little after January 10 midnight and burnt nine heavy vehicles and machineries worth about INR 30 million, reports The Times of India. Giving details of the attack, Senior Superintendent of Police (SSP) Ranjeet Kumar Mishra said Vaishali-Muzaffarpur sub-zonal committee of the CPI-Maoist has taken the responsibility of the attack through four handbills left on the site. The Maoists alleged the attack was made to punish the agency for ignoring some directions issued to it sometime back. But the agency failed to inform the Police about any such direction, the SSP said.

In a joint combing operation on January 12, Bihar Police and Central Reserve Police Force (CRPF) personnel arrested four Tritiya Prastuti Committee (TPC)- a splinter group of the Communist Party of India-Maoist (CPI-Maoist), cadres identified as Jokham Singh, Singhasas Yadav, Mohammad Amaluddin and Salya, from Rohtas District and recovered a huge cache of arms, reports The Business Standard. The Security Forces (SFs) recovered two .315 rifles, 13 single barrel guns, a pistol, 78 bullets, two sacks of gunpowder, 55 batteries used in making Improvised Explosive Devices (IED), 21 splitters used in bombs and several kilogrammes of explosive ammonium nitrate on the basis of interrogation of the arrested persons. Addressing the 21st meeting of Eastern Zonal Council (EZC) in Patna, Union Home Minister Rajnath Singh on January 16 said, “The Maoist [Communist Party of India-Maoist (CPI-Maoist)] problem is the biggest internal security problem the country is facing today and to challenge this menace there should be better coordination between the Centre and the State governments,” reports The Hindu. “I want to request the State governments grappling with the Maoists problem to post officers such as DMs and SPs in the Maoist-infested areas,” he said at the meeting attended by Chief Ministers of Bihar and Jharkhand and representatives of West Bengal and Odisha. Suspected Maoist Community Centre (MCC) cadres have sought INR 10 million, firearms and ammunition as levy from the Railways and have threatened to blow up railway tracks between Motihari and Paniahwa railway stations in Bihar if their demands are not met, reports Zee News on January 21. Divisional Security Commandant (DSC) Kumar Nishant said the demands have been made through a letter sent to Divisional Railway Manger’s office through post and signed by one Ramji Sahni, who claimed to be the ‘area commander’ of the Maoist Community Centre (MCC). “Apart from Rs 1 crore cash, Sahni has demanded 50 rifles, 50 self loading Rifles, 50 carbines and 3,000 bullets and has threatened to blow rail tracks between Motihari and Paniahwa stations,” Nishant added. The DSC also said the letter seems to be a "mischief" by anti-social elements and not written by Maoists as their demands include firearms, which are not in the possession of the DRM.

According to one of the Police personal deployed said “A woman was seen talking on phone and when the prisoner van arrived she started to walk towards the van while still talking on her phone, blast occurred when the Police Constable tried to stop her”. Taking advantage of the ruckus created by the blast two prisoners Lambu Sharma and Akhilesh Sharma fled from the court premises. The officials indicate that the entire exercise was carried out to help the prisoners escape. The source say that Lambu and his another associate Akhilesh has links with Maoists. “We cannot rule out hands of Maoists in the incident”, one of the Police official said.
