Describing Naxals (Left Wing Extremists) as “a part of our society,” Bihar Chief Minister Nitish Kumar on July 14 warned that “enforcement action alone” would not do. He said such an approach would only lead to “wider alienation” of such elements “making heroes out of the leaders of the extremist organisations and leading to only symptomatic treatment, leaving the underlying disease to reappear in a more virulent form.” He pressed for an integrated approach to deal with the problem. “It cannot be disputed that intensive all-round development is the final solution for the left-wing extremism problem,” Nitish Kumar said. Addressing the meeting of Maoist-affected States convened by Prime Minister Manmohan Singh in New Delhi, Kumar attacked the Central Government, saying it was not providing adequate support to his State for tackling Naxalism (Left Wing Extremism). Times of India adds that Nitish Kumar further said, "To augment this [Bihar’s attempt to keep the situation under check despite handicaps], we have raised a Special Auxiliary Police by employing ex-servicemen. Unfortunately, we have not been able to get the sanctioned number even after relaxing the employment conditions and raising the allowances."

The Union Government on July 14 asked Chhattisgarh, Orissa, Jharkhand and West Bengal Governments to set up a Unified Command to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The proposal was made at a meeting of the Chief Ministers of the Maoist-affected States presided over by the Prime Minister. Union Home Minister P. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity.

The DGP said the Centre has included five more extremist-hit Districts of Bihar in the list of Districts to be covered by Union Home Ministry's security-related expenditure (SRE) scheme. Under the scheme, all the security-related expenses are reimbursed by the Centre. The scheme earlier covered the State's 15 Districts, and the newly-included Districts are Lakhisarai, Banka, Sheohar, Vaishali and Begusarai. Neelmani said a counter-insurgency training centre has become functional at Bodh Gaya while two others at Dehri and Dumraon are likely to start functioning from next month. Hundred personnel of Bihar Military Police and another 100 of District armed Police would be trained at each of these centres in each batch. They would be trained in fighting Maoists by Armymen, including Colonel-rank officials, Neelmani said.

The Police recovered a .12 bore single barrel gun and cartridges from the possession of the accused. According to Police, Dinesh is involved in the Naxal attacks in Bihar and Jharkhand. He was involved in a massacre of six people in Jharkhand one-and-a half years ago and in blowing up a Police jeep in Rohtas in 2008. Ahmedabad city crime branch officials arrested a 36-year-old man identified as Farkat Jamal alias Arshad, who had allegedly supplied illegal firearm to arrested Students Islamic Movement of India (SIMI) cadres Hasseb Raza Saiyad, said crime branch officials, reports Times of India. Arshad was arrested by a team of Ahmedabad city crime branch officials, in a joint operation with Bihar Police, from Chhapra District on July 17. "We brought Arshad to Ahmedabad on Sunday [July 18]. His name had surfaced during Saiyad's questioning. Saiyad was found in possession of a country-made revolver and 17 cartridges. Arshad had supplied the weapon to him. We are probing his Guajrat footprint and connection with other SIMI members at the moment," said a senior crime branch official. According to investigators, Arshad is former state president of SIMI and was in proximity with a number of senior leaders and operatives. Earlier, officials had arrested Abu Fakir Siddiqi, 34, and Hasseb Raza Saiyad, 43, both residents of Faridabad Society, Jantanagar, Ramol, on July 11 when they were riding by on a bike.

The Union Ministry of Home Affairs (MHA) issued an advisory to all Naxal [Left Wing Extremism]-affected States and the railways asking them to deploy an adequate number of Security Forces (SFs) in sensitive areas and strengthen security measures to guard the railway tracks against the Communist Party of India-Maoist’s (CPI-Maoist) attacks during the “Shahid Saptah (Martyrs’ Week)” being observed by the Maoists from July 28 to August 3. This is the second advisory issued to the railways within a month. The advisory issued on July 27 gains significance in the wake of intelligence inputs warning of Maoists plans to avenge the killing of their top leaders like Cherukuri Rajkumar alias Azad and Shakhamuri Apparao by the SFs.The MHA advisory asked States like Andhra Pradesh, West Bengal, Chhattisgarh, Orissa, Jharkhand, Bihar to step up vigil and beef-up security around important installations such as mobile towers, power plants, railway property and Police Stations in Maoist stronghold areas during the period.

PTI reports that not satisfied with the prevailing situation in the Naxal-affected areas in the eastern region, the Railways have decided to extend suspension of night movement of trains in parts of West Bengal and Jharkhand till August 3.The decision comes in the backdrop of Communist Party of India-Maoist (CPI-Maoist) observing a week-long 'martyrs week'. The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said. Speed restrictions have also been put on the locomotives.
