With the Communist Party of India-Maoist (CPI-Maoist) issuing a fresh 48-hour bandh (general shut down) call starting on June 14, railways decided to run trains at 50 kilometres per hour (KMPH) in Maoist-affected areas and alerted its divisions across five States, reported Times of India. Indian Express adds that as per sources in the Union Ministry of Home Affairs (MHA), the 48-hour bandh called by Maoists in Bihar, Jharkhand, Chhattisgarh, West Bengal and Orissa was primarily prompted by the arrest of Maoist leaders Shambhu (Bihar) and Chandrasekhar Gorebale (Karnataka). Apart from this, say sources, the Maoists had also been rattled by other successes by Security Forces recently, including a raid by the Central reserve Police Force in Gaya (Bihar) jungles yielding a large amount of explosives and the destruction of a Maoist camp near the Jharkhand-Orissa border. The SFs have also arrested several Naxal leaders and activists recently.

The plan envisaged an expenditure of INR 30 crore on every Police Station located in Maoist-infested Districts of the State. The money would be spent on fortification of the Police Stations, construction of buildings and other infrastructure. Bihar Police arrested two Communist Party of India-Maoist (CPI-Maoist) cadres and recovered a cache of arms and ammunition from their hideout, according to ANI. "Two days ago Gaya Police received information about a training camp of Maoists in Hazaribagh District. They could have planned a destructive incident on the basis of this information a special team was formed," said Gaya Senior Superintendent of Police (SSP) Amit Lodh. After a fierce gunfight that continued for two hours, Security Forces finally overpowered the Maoists and destroyed three of their camps. "When the team went there, Maoists opened fire. About 150 rounds of fire were opened and after that the forces retaliated by opening fire on the Maoists. They crawled up the mountain and chased the Maoists, and then blasted three of their camps. Police have received huge cache of arms and ammunitions," the SSP added.

"We are protesting the decision to disinvest 10 per cent in Coal India and Hindustan Copper by the Centre," Kishenji told PTI from an undisclosed location. Times of India reports that Maoists-sponsored bandh has become a regular feature in Bihar with as many as 19 bandhs called by the Maoists in the State in 2010 alone. These exclude the 48-hour bandh called by them from June 29-midnight against "anti-people policies of the Central government". According to figures compiled by the Bihar Police, the State during the past six months saw bandhs called by the Maoists on 38 days. In terms of hours - the Maoists usually give call for 24, 48 or 72 hours - they enforced bandh for 912 hours from January to June. The Maoists called bandh for four days in three phases in January, for six days in four phases in February, for six days in three phases in March, for a day in April and for 10 days in four phases each in May and June. An unnamed railway official estimated losses to the tune of a whopping INR 10 crore due to Maoist attacks on the railways' properties on each bandh day. A somewhat similar loss is incurred by the State Government, an unnamed Government official said and explained the Maoists destroyed Police pickets, school buildings, roads and bridges during such bandhs. Totalled, the loss comes to INR 740 crore, INR 370 crore each to the railways and the State Government, during the past six months.
