An anti-Naxal [Left Wing Extremism (LWE)] operation, codenamed “Maad”, “Kilam” and “Podku,” was carried on in the Abujhmad forests, considered to be the Communist Party of India-Maoist (CPI-Maoist) headquarters, during March 5-20, reported The Hindu. Armed with modern equipment and with a British-era survey map of the forest, 3,000 troopers of the Central Reserve Police Force (CRPF) and Commando Battalion for Resolute Action (CoBRA), other Paramilitary Forces and State Police entered from three sides — Narayanpur-Gadchiroli (Maad) with point of contact at Jatwar in the heart of the jungle, Bhairamgarh-Matwara (Podku) and Mardapal-Chotedonger (Kilam) and carried on the combing operation in the forests spread over 4,000 sq km in the State. Inspector General (Operations) in Chhattisgarh, Pankaj Singh said that 33 Maoist cadres were arrested during the operation. The operation began on March 5 and continued till March 20.

Meanwhile, addressing a function in Raipur District, Chief Minister Raman Singh said, "It (Maoist violence) is an international conspiracy that in areas, where there are mines, minerals and precious natural resources are found, they are finding ways to spread instability and terror to deviate the country from the main stream, so that the country becomes economically weak and is not able to make use of those resources," reports The Times of India. "The red corridor, which we talk about in the Indian map, is economically rich corridor but they are trying to weaken the country and locals are being used as scapegoats," he added. "The arms, which are available with them (Maoists), are neither made in Bastar or Chhattisgarh or Maharashtra. They are connected with the international terrorism and these are the main centers of their survival. There focus is to make this country instable and to recruit poor and illiterate people into their groups," Singh added. Singh also unveiled a book on Maoist movement.

Twocircles.net quoting IANS reported that several Communist Party of India-Maoist (CPI-Maoist) cadres were injured in an encounter with Paramilitary Forces on April 2 in a remote forest area in Bastar region, the Police said. The exchange of fire broke out past midnight and ended after four hours when armed Maoists opened fire on a Border Security Force (BSF) camp at Bhanupratappur area in Kanker District, some 300 kilometres from State capital Raipur. "The gunfight went on for about four hours and the jawans at the BSF's 41 battalion camp retaliated strongly. Several Maoists received bullet wounds and their colleagues dragged the bodies deep into the forest,'' sources in Raipur at the Police headquarters told IANS. However, the source added that no BSF personnel were injured in the attack.

The Union Government on April 3 released an additional amount of INR 11.23 billion for constructing roads under a central scheme in Naxal [Left Wing Extremism (LWE)]-affected Districts in six States including West Bengal, Odisha, Chhattisgarh, Jharkhand and Andhra Pradesh, reports IBN Live. Rural Development Minister Jairam Ramesh has written to Chief Ministers of these States informing them about the allocation of additional amount under the Pradhan Mantri Gram Sadak Yojana (PMGSY) for constructing roads in rural areas of Naxal-hit Districts. Odisha has been given the highest allocation of INR 3.48 billion, followed by Andhra Pradesh with INR 2.65 billion, West Bengal with INR 1.80 billion, Jharkhand with INR 1.15 billion, Chhattisgarh with INR 1.11 billion and Bihar INR 1.04 billion, under the rural road scheme.

Police suspect that at least five Maoists were also killed in the encounter, Sukma District Superintendent of Police Abhishek Shandilya said. Meanwhile, the Central Reserve Police Force (CRPF) has successfully used unmanned aerial vehicles (UAVs) to pick up ground conversation and movement of Maoist cadres in terrains of Chhattisgarh. According to sources, a special squad of the anti-Naxal [Left Wing Extremism (LWE)] force recently undertook an operation in the forests of Narayanpur District during which a UAV was not only able to pick up real-time imagery of movement of Maoists but also relayed the conversation among them. The images gathered by the UAV are much better than what is available on Google map and Terra explorer, sources said adding the Android phones are giving us good information about the inhabited areas.

Sources said that a group of heavily armed Maoists launched an attack on the base camp of Police personnel in the early hours of the day. A US-made sophisticated pistol and INR 400,000 in cash were among the materials seized. Mohammed Irfan Mohammed Samad, a resident of Rose Colony in city, was arrested along with Mohammed Ahmad Qureshi, Tilak Goyal, and Deepak Talukdar. Irfan was earlier arrested by Saoner Police and quizzed by Nagpur crime branch too. Though Chhattisgarh Police have identified him as a petty contractor of roads, local Police labelled him an arms dealer. Three persons, including two Bharatiya Janata Party (BJP) local leaders, were killed when Communist Party of India-Maoist (CPI-Maoist) cadres triggered a powerful landmine blast on the convoy of BJP Member of Legislative Assembly (MLA) Mahesh Gagda in Bijapur District on April 20, reports The Times of India. The Maoists blew up one of the eight vehicles of the convoy in a forested area in Pegrapalli in the District resulting in the killing of Purshottam Thakur, the BJP District unit vice president, Mahesh Pujari, another key local BJP leader and Ashwani Sharma, the vehicle driver. One person is also reported to be seriously injured in the attack. "Bijapur legislator Mahesh Gagda and Bijapur District collector Rajat Kumar who were travelling in the convoy are safe though the Maoists seem to have triggered the blast to target them," Ramniwas, Additional Director General of Police (Maoist operation), said.

The collector, Alex Paul Menon, was meeting a group of villagers for a Government outreach programme. Menon was tracked by the CPI-Maoist as he reached Manjipara village in tribal Bastar region, according to the Police. The Maoists also want anti-Naxal Operation Green Hunt to be cancelled, Security Forces (SFs) to be withdrawn from the region and individuals falsely implicated in Maoist cases should be released from jails. The Maoists have put up a deadline of April 25 before the Government, after which, they would take a decision about the abducted Collector in a Jan Adalat (people’s court), the Police said. As reported earlier, Menon was abducted on April 21, 2012.

Menon, concluded with the Chhattisgarh Government calling off Security Force (SF) operations in Bastar and agreeing to negotiate with the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. As reported earlier, Menon was abducted on April 21, 2012. Later in the night, Maoists named three mediators – Supreme Court lawyer Prashant Bhushan, former National SC/ST Commission chairperson B D Sharma and President of All India Adivasi Mahasabha Manish Kunjam - for negotiations. In a statement, the Maoists also termed Menon’s health as critical and asked the mediators to bring medicines along with them. They said only the three persons named by them will be allowed to negotiate in Tarmetla village and asked them to accept the invitation to act as mediators. However, Prashant Bhushan and Manish Kunjam have declined to mediate, adds DNA.

NDTV reported that abducted Sukma District collector Alex Paul Menon is "safe" but being an asthma patient, he needs medicines, the Communist Party of India-Maoist (CPI-Maoist) cadres said on April 24 night and proposed the name of human rights activist and academic Professor Hargopal as another mediator for talks with the Chhattisgarh Government. The issue can be discussed if the State Government comes forward and takes an initiative, the Maoists said in Bastar District. The prospects for the release of the abducted Sukma District Collector Alex Paul Menon brightened, when the Chhattisgarh Government and interlocutors for the Communist Party of India-Maoist (CPI-Maoist) in the night of April 30 hammered out an agreement to constitute a high-power official committee to examine the cases of all prisoners (with a focus on tribals) in the State and to expedite their release, reports The Hindu. Appealing for the release of the Collector at a press conference in Raipur, the interlocutors - B.D. Sharma and G. Haragopal - said the committee would become operational within an hour of Menon being freed. The panel will be headed by retired Indian Administrative Service (IAS) officer Nirmala Buch and the members will be Chief Secretary Sunil Kumar, Home Secretary N. K. Aswal, and DG Anil M. Navaney.
