The Communist Party of India-Maoist (CPI-Maoist) has condemned the killing of Sai Reddy, eminent journalist of south Chhattisgarh, who it earlier said was murdered by party cadres on December 6, 2013, for “closely working” with the Police to dislodge the party in south Bastar, reports The Hindu. In a new press statement issued in question-answer format on April 6, Abhay, 'spokesperson' of the central committee, said a certain decision regarding Sai Reddy was “not passed” to the lower ranks properly, and the resulting misunderstanding between the cadres and the leadership led to the killing. Besides condemning the killing of Sai Reddy and Nemichand Jain, the party criticised its cadres for planting Improvised Explosive Devices (IEDs) on the body of a Central Reserve Police Force (CRPF) trooper in Latehar District in Jharkhand in 2013.

Nearly 80 percent polling booths in the Communist Party of India-Maoist (CPI-Maoist) affected Bastar constituency of Chhattisgarh, which goes to polls in the first phase on April 10, 2014 have been categorized ‘critical’ by the Election Commission (EC), The Times of India reports on April 8. The State Chief Electoral Officer (CEO) Sunil Kujur said of the 1,797 booths in Bastar, 1,407 booths are ‘critical’ and all steps were being taken to ensure free and fearless polling. In a departure from its earlier classification of ‘sensitive’ and ‘hypersensitive’ booths, the EC, in these polls, has used the term 'critical' to define the nature of perceived security threat to polling stations.

A large consignment of weapons has reportedly been smuggled into India from Bangladesh after being shipped from Pakistan, India Today reports on April 9. Indian intelligence agencies tracked a boat named 'Padma' that was docked at Kutubdia port in Bangladesh about two weeks ago. The vessel was used to transport the consignment of weapons that was offloaded at the port before being smuggled into India through border along Bangladesh's Jessore District, sources said. Sources suspect the weapons could be intended for insurgent groups, especially the Maoists, who look determined to disrupt the polls in the 'Red Zone'. "We suspect the arms were transported to Murshidabad in West Bengal. The West Bengal Police have been alerted," said an intelligence officer. Maoist strongholds in states like Chhattisgarh, Jharkhand, Orissa and Bihar go to polls on April 10 and 17. The sources said the boat began its voyage from the Pakistani port city of Karachi. While intelligence agencies were able to track the vessel's movement, they lost track of the arms consignment after it entered India, they said. "As per our information, the weapons were loaded with some other cargo," an officer said.

Three personnel of the Commando Battalion for Resolute Action (CoBRA) unit of the Central Reserve Police Force (CRPF) were killed and three others injured in a Communist Party of India-Maoist (CPI-Maoist) ambush near Chintagufa village in Chhattisgarh’s Sukma District on April 9, reports The Hindu. The incident happened when a team of the CoBRA and Sukma Police was returning after dropping a poll party, official sources said. While Constables R. Chandrakant, Narsimha and Ranveer Singh of the CoBRA were killed, Sub-Inspector G. Alok, Deputy Constable Ramesh Kumar Singh and Constable D. Kalmadi were seriously injured in the ensuing encounter that lasted over two hours.

Eight people, including the poll staff and Central Reserve Police Force (CRPF) personnel, injured in the two Communist party of India-Maoist (CPI-Maoist) attacks in Darbha region on April 12, were admitted to Ram Krishna Care Hospital in Raipur of Chhattisgarh, for treatment, reports The Times of India. Confirming the arrival of the injured persons, Dr Sandeep Dave, Director of the hospital, said five of the injured were CRPF personnel. The doctor said the three polls staff members had sustained spinal cord and chest injuries in Improvised Explosive Device (IED) explosion. The injuries were “serious” and a result of the impact after the vehicle was blown away, he said adding that the injured could suffer permanent damage. He also disclosed that a CRPF jawan (trooper), Jitendra Kumar, was in critical condition and had been put on ventilator upon arrival, “He has head and axonal injuries”, he added. In the first incident, Maoists triggered a powerful blast, targeting a bus when a polling party was returning, at Kutulnar village between Kutru and Gudma in Bijapur District, in which seven members of the polling party were killed in the blast and subsequent firing, while five others were injured. Within an hour, in the second incident, Maoists struck again and blew up an ambulance, killing six CRPF personnel, a medical attendant and a driver on the spot at Kamanar region in Darbha area on Jagdalpur-Sukma National Highway 30. In the statement, Maoist spokesman Gudsa Usendi said "PLGA cadres attacked the bus suspecting that security personnel were travelling. It's a mistake on our part but it shouldn't be seen as violation of human rights. Hence, we tender a public apology for civilian loss of lives". The three Lok Sabha (Lower House of Indian Parliament) constituencies of Chhattisgarh- Kanker, Rajnandgaon and Mahasamund- that went of polls on April 17, witnessed a record turnout with an average of 67 per cent of the 45,33,778 voters exercising their franchise, reports The Times of India. The voting percentage touched the 70 per cent mark in Rajnandgaon, the home constituency of chief minister Raman Singh. According to chief election officer Sunil Kujur, the three constituencies on an average recorded a voting of 65 per cent. "The final tally will be available only on Friday [April 18]. Voting trends, however, indicated a turnout of 68 per cent in Rajnandgaon, 67 per cent in Mahasamund and 65 per cent in Kanker," he said.

Intelligence agencies have spotted movement of Maoist cadres from ‘core’ Maoist areas to ‘non-core’ areas, suggesting that the Maoists would try to take advantage of the thinly spread-out force and its lack of alertness in what are being seen as 'soft' areas. Inputs have been received about movement of Maoist cadres from Bastar (Chhattisgarh) towards Kanker (Chhattisgarh) and from Bihar and Jharkhand towards Sarguja in Chhattisgarh. Similarly, movement of Maoist cadres has been spotted in Odisha shifting from Malkangiri to Nabarangpur. Polls in core Maoist areas such as Bastar, Malkangiri, Jamui, Aurangabad, Gaya, Chatra, Palamu, Lohardaga and Gadchiroli were held together on April 10. Over 800 kg of explosives and 127 improvised bombs were recovered by Security Forces (SFs) from Naxal-[Left-Wing Extremism (LWE)]-hit areas of the country since the Election Commission (EC) sounded poll mode in the country on March 5, reports outlookindia.com. The maximum of these killing traps and deadly ammunition, aimed at SFs and poll officials, have been recovered by Central Reserve Police Force (CRPF) from LWE-affected areas of Bihar, Jharkhand, Chhattisgarh, Maharashtra and Odisha. According to an official report, a maximum of 61 Improvised Explosive Devices (IEDs) were recovered from Bihar, 33 from Jharkhand, 24 from Chhattisgarh and nine from Odisha. The total number of these locally made recovered bombs, which also killed troopers, is 127. 750 kg of explosives was seized from Bihar, 53 kg from Jharkhand, .5 kg from Chhattisgarh and 3.8 kg from Odisha, taking the total to 806.92 kg during March 5 - April 20. A total of fifty-two arms were also recovered during the same period with Bihar (10), Jharkhand (21), Chhattisgarh (15), Odisha (5) and Maharashtra (1). Similarly, a total of 452 rounds of ammunition recovered by the paramilitary force from these states with the maximum being in Jharkhand (355), Bihar (47), Chhattisgarh (37) and Odisha (13). Till now, 52 encounters have taken place between the CRPF and LWEs in these areas with the maximum such face-offs being reported in Chhattisgarh (33), Jharkhand (11), Bihar (4) while Odisha and Maharashtra had two each of such operations.
