Security Forces (SFs) have been deployed in Bastar division of Chhattisgarh and alert have been issued against violent attacks after SFs received inputs indicating large groups of Communist Party of India-Maoist (CPI-Maoist) cadres 'regrouping' in the area to take advantage of the ongoing lockdown amid the spread of coronavirus (COVID-19), reports PTIon April 7. A senior Police Official said armed cadres of the CPI-Maoist have been reported to be undertaking meetings in the Districts of Jagdalpur, Dantewada, and Sukma of Bastar division. “The concern of Naxal [Left Wing Extremism, LWE] attacks on SFs and others in south Chhattisgarh have increased after multiple inputs received by the agencies suggest that a large group has entered into the area from Andhra Pradesh, Telangana, Maharashtra, Jharkhand, Odisha, West Bengal, and even Nepal. While the CPI-Maoist has called for a unilateral ceasefire in Odisha, no such call has been made in the Chhattisgarh area,” the official added.

The National Investigation Agency (NIA), on April 7, arrested two persons accused in the case relating to the killing of Bhima Mandavi, the then Member of Legislative Assembly (MLA) of Chhattisgarh and four Police Personnel in an Improvised Explosive Device (IED) blast carried out by CPI-Maoist cadres in Dantewada District of Chhattisgarh on April 9, 2019, reports The Pioneer. As per the report, the accused – Bhima Tati (27) and Madka Ram Tati (36), both residents of Patel Para at Tikanpal village in Dantewada District were arrested from the said village in District. “Both the accused were produced before NIA Special Court, Jagdalpur which has granted their custody for 6 days to NIA for their interrogation,” read the NIA’s statement.

A Communist Party of India-Maoist (CPI-Maoist), identified as Midiam Hurra (20), carrying a cash reward of INR 100,000 on his head, was arrested by a team of the District Reserve Guard (DRG) and local Police from a forested area under Kirandul Police Station limits in Dantewada District of Chhattisgarh on April 8, reports Outlook India. According to theSuperintendent of Police (SP), Abhishek Pallava, Hurra had joined the CPI-Maoist in 2016, and since then, he was active as a member of Local Guerilla Squad (LGS) under ‘Malangir area committee’ of the Maoists. He was allegedly involved in the blast that killed seven security personnel at Kirandul area on May 20, 2018, said the SP.

The ongoing lockdown has dealt a blow to the Communist Party of India-Maoist (CPI-Maoist) in the Bastar Division of Chhattisgarh as it has cut the supply chain of essential commodities for them, reports The New Indian Express on April 15. As per the report, over 480 weekly haat bazars (markets) remained closed for the past three weeks following which the rebels are scrambling to obtain their basic food items. The Maoists are organising a gathering of people in their area of influence in Bastar directing the village headmen and others to part with the ration they got from the State Government in advance. The Superintendent of Police (SP) of Dantewada District, Abhishek Pallava, said, “The Maoists are regularly holding the meetings of tribals in areas cited as their epicenter. We have got inputs from the villagers that the rebels are threatening them and demanding to hand over the BPL (Below Poverty Line) ration which they got under the public distribution system scheme.”

The security sources have revealed that the Maoists have been using the nationwide lockdown amid coronavirus (COVID-19) spread to regain their strength as a large group of the rebels have entered south Bastar region of Chhattisgarh from Andhra Pradesh, Telangana, Maharashtra, Jharkhand, Odisha, West Bengal, and Nepal, reports Outlook on April 16. According to the intelligence inputs, the Maoists are “continuously conducting meetings in the core areas in Chhattisgarh’s Sukma District and in the Darbha Division in Jagdalpur District of the State and part of Dantewada District there under the supervision of top Maoist leaders. They are also organising villagers for confronting the government on the issue of fixing a minimum price for plucking up of tendu leaves and compensation for death or injury of villagers involved in plucking of the leaves.”

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire with Security Forces (SFs) in a forested area under Mirtur Police Station limits in Bijapur District of Chhattisgarh on April 16, reports The Pioneer. According to the Police, on receiving a tip-off about the presence of the Maoists in the border area of Dantewada and Bijapur Districts, a joint team of Dantewada District Reserve Guard (DRG) and Special Task Force (STF) had launched a search operation. The Inspector General of Police (IGP) Sundarraj P. said, “When the patrolling team was cordoning off a forest in Mirtur area, the rebels opened fire on the team resulting in an exchange of fire. After the guns fell silent, the body of male Maoist has been recovered. A search operation has been further intensified in the region.” The identity of the slain Maoist is yet to be ascertained.

In another incident, a Policeman identified as, Ramesh Kursam was hacked to death by Maoists at Farsegarh village in Bijapur District of Chhattisgarh on April 16, reports The New Indian Express. According to a senior Police Officer, “Ramesh was missing since April 14th. The local villagers spotted the body in the outskirt of the said village. The body carried stabbed injuries apparently inflicted with sharp-edged weapons.” A leaflet purportedly written by the Maoists was also recovered from the spot claiming the responsibility for the killing, the Officer added.

A civilian was killed and another injured when they were caught in an exchange of fire between the Communist Party of India-Maoist (CPI-Maoist) cadres and Security Forces (SFs) in a forested area near Otkalpada village under Modakpal Police Station limits in Bijapur District of Chhattisgarh on April 17, reports The Pioneer. A senior Police Official said, acting on a tip-off about the presence of the Maoists in the area, a joint team of the Central Reserve Police Force (CRPF) and the District Police was out on an anti-Maoist operation. While the patrolling team was cordoning off the forested area, a gun-battle broke out between the two sides. Although the Maoists escaped from the spot, during a search of the area, SFs spotted two men who had sustained injuries after getting caught in the crossfire, the official said adding that the duo was rushed to the Bijapur District hospital where one of them identified as, Dubba Kanhaiya (50), a native of Pusgudi village in the District, succumbed to his injuries during treatment while the other person identified as, Yalam Dharmaiyya (35), a native of the same village is undergoing treatment at the hospital.

A Communist Party of India-Maoist (CPI-Maoist) cadre, carrying a cash reward of INR 500,000 on his head, was killed in an encounter in Sukma District of Chhattisgarh on April 18, reports The Pioneer.Inspector General of Police (IGP), Bastar range, Sundarraj P, said, based on specific Intelligence inputs about the presence of some Maoist rebels from Odisha in the forests of Chintalnar-Mundwal villages under Puspal Police Station limits, a team of District Reserve Guard (DRG) had launched the operation on April 17. “When the patrolling team was cordoning off the jungles near the location on Friday evening, an exchange of fire broke out between the two sides,” he said. During a search of the spot conducted later, the body of a male Maoist rebel along with a .315 bore firearm, a tiffin bomb, two hand grenades, a couple of detonators, cordex wire, Maoist literature and items of daily use were recovered, the IGP added.The slain Maoist has been identified as Podiyam Kama alias Nagesh, who was active as an ‘Area Committee Member (ACM)’ in Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the Maoists. Nagesh, a native of Bhejji area of Sukma, had been working in Kalimela LOS (Local Organisation Squad) on AOBSZC since the last six years, the IGP said.

As per the report, the Maoist letter said, “Coronavirus has been created by imperialist countries like America. Destroying the imperialists is the only way to eliminate coronavirus. The US had used a nuclear bomb during the Second World War. Since then, it has continued to wage an unending war against humanity. The entire world knows that these imperialist forces are behind the creation of this super destructive weapon (coronavirus).” The letter also criticised the central government’s move to impose the nationwide lockdown, saying it has upended the lives of at least 100 million migrant workers and daily wagers. As per the report, the ITBP troops were rotated every three years from the Naxal theatre and the latest move is aimed at bolstering operations against the Left-Wing Extremists in Chhattisgarh, the worst Naxal-affected State. “The move to deploy Battalions permanently as against rotational basis in Chhattisgarh will strengthen the anti-Naxal security grid as the troops will not only have a good grasp of the insurgency dynamics but also a better intelligence network,” an official said.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an exchange of fire with Security Forces (SFs) in Damankonta forest along Tongpal and Puspal Police Stations limits in Sukma District of Chhattisgarh on April 25, reports The Pioneer. As per the report, on receiving specific inputs about the presence of the Maoists in the forest, a team of SFs led by Tongpal Station House Officer (SHO) Vijay Patel had launched an operation. As the team was advancing in the forest, a gun-battle broke out between the two sides in which two Maoists were killed. While the dead body of one Maoist, identified as Mahadev, the ‘section commander’ of CPI-Maoist's ‘platoon number 31’ who carried a cash reward of INR 300,000 on his head was recovered on April 25, the slain body of another unidentified Maoist was recovered on April 26. The SFs also recovered a 315-bore rifle, ammunition, explosives, and items of daily use from the encounter site.

A woman cadre of Communist Party of India-Maoist (CPI-Maoist), identified as Ranai, was killed while two Security Forces (SFs) were injured in an exchange of fire with the SFs near Karemetta Police camp under Chhote Donger Police Station limits of Narayanpur District in Chhattisgarh on April 29, reports The Pioneer. As per the Police Officials, Ranai was an ‘area committee member’, and in-charge of the East Bastar division supply team. She was an active cadre of the East Bastar division since 2007 and was believed to be involved in more than a dozen of Maoist attacks in the Narayanpur area. According to the Superintendent of Police (SP) Mohit Garg, a joint team of the District Reserve Guard (DRG) and Chhattisgarh Armed Force (CAF) was out on a counter-insurgency operation in the area. When the patrolling team was cordoning off the forest near the said Police camp, the Maoists who had laid an ambush, detonated IEDs (Improvised Explosive Devices), and opened fire at the SFs, leading to the gun-battle. “Two security personnel, one belonging to the DRG and the other from the CAF, sustained injuries in the incident,” said the SP adding that after the guns fell silent, the body of a woman Maoist and two rifles were recovered from the spot.
