Five Communist Party of India-Maoist (CPI-Maoist) cadres were arrested along with explosive material from the Dantewada District on August 3, Police said. The District Superintendent of Police Amresh Mishra told PTI over phone that acting on a tip-off a Police team raided a hideout in the Kuakonda area where the insurgents were holding a meeting. The arrested Maoists were identified as Khorami Mulla, Sodhi Masa, Miryami Mahesh, Miryami Deva and Sodhi Joga. Detonators and wires besides Maoist banners and posters were recovered from the incident site, he added.

The Maharashtra Director General of Police (DGP), S. S. Virk, said on August 5 that the Government will launch a joint operation along with the other left-wing extremism-affected States to get rid of the insurgency, according to PTI. The Government will launch a joint operation with Chhattisgarh, Madhya Pradesh, Orissa and Andhra Pradesh soon to curb the growing Maoist insurgency in the bordering areas, Virk told the media after his visit to the insurgency-affected Gadchiroli District. The DGP hinted that the joint operation would start after the monsoon, as it would be difficult for forces to cope with the jungle terrain during incessant rains. He, however, refused to discuss the issue in detail.

At least six heavily armed Communist Party of India-Maoist (CPI-Maoist) cadres were killed after a 20-hour encounter with the Security Forces in the Dantewada District on August 11, according to Hindustan Times. Police and paramilitary teams from the Dantewada and Bijapur Districts shot dead the extremists in the Kirandul area of Dantewada, 400 kilometers south of capital Raipur. "We basically hit a Maoist camp, our heavily armed policemen assisted by Central Reserve Police Force (CRPF) put the militants under heavy fire throughout Monday and early morning on Tuesday. We finally killed six militants and recovered their arms," Superintendent of Police (Dantewada) Amresh Mishra told IANS.

The Maoists later cremated the dead bodies in a move to dispose of the evidence. The Kanker Police on August 12 received a complaint from one Ramain Vishwakarma about the incident. The Director General of Police (DGP) Vishwa Ranjan said a complaint had been filed, adding, “The report stated that the Maoists intervened in a land dispute between two families and killed eight members of one family headed by the complainant, Ramain.” According to the Superintendent of Police (Kanker), Ajay Yadav, Ramain said the Maoists slaughtered his family and later cremated them at the village outskirts. Yadav, however, said the Police would officially confirm the incident only after visiting the spot. “A police party has been sent,” he said, adding, that it would take a day or two to confirm the incident.

The Chhattisgarh Government is reportedly moving heavy contingents of Security Forces into Kanker District to investigate the report that eight members of a family— including two children aged two and four— were assaulted to death and their dead bodies burnt following failed negotiations over a property dispute, according to The Hindu. “The place has a very high presence of Maoists as it is near Abuz Maad. Our forces are moving very cautiously anticipating Maoist attacks”, DGP Vishwa Ranjan said. According to information received at the Police headquarters, Ramayan Vishwakarma had a property dispute with some persons at Kesikodi. His rival sought the help of Maoists and approached Nagesh, a commander of the Local Organising Squad, to settle the dispute. The Maoist called for a meeting as part of the Jan Adalat (people’s court) and tried to settle the issue. “One of the parties was not ready for the settlement and the attack took place.” sources said quoting Ramayan Vishwakarma. The dead were identified as Vishwakarma’s mother, Sukhawathi; daughters Kausalya and Pramila; son Ram Singh; daughter-in-law Raju Bhanu; grand daughters Sarita and Aruna; and his wife whose name was not known. Vishwakarma accused his brother-in-law and some Maoist gram sabha (village committee) activists of having committed the crime, Police said, according to Hindustan Times. His brother-in-law, Shiv Uikey (48), a Maoist village committee activist, and his wife took the help of other Maoists to kill Vishwakarma’s family members, the complaint said. The Police also suspect the possibility of the Maoists killing the family on the suspicion that included Police informers.

About 15 Policemen were suspended in Chhattisgarh after they refused to take part in anti-Maoist operations, Vishwaranjan told IANS. “We have made groups of 100 policemen in insurgency-hit areas to launch anti-Maoist operations but 15 constables were reluctant to join the drive and were thus suspended. I can’t tolerate indiscipline,” he said. The suspended Policemen were posted in Rajnandgaon District. On July 15, 29 constables were suspended in Janjgir-Champa District after they refused to go for a 15-day orientation course at the Counter Terrorism and Jungle Warfare College in Kanker District before being deployed for four-month long postings in areas affected by Maoist insurgency.

Chhattisgarh has been put on high alert after the Maoists asked people to stay away from Independence Day celebrations on August 15. The Director General of Police (DGP) Vishwaranjan told IANS, "The entire state has been put on high alert in wake of possible Maoist attacks and their call for a boycott of Independence Day. He said that security has been tightened at all Government installations in 18 districts of the State and patrolling has been intensified in sensitive areas like the 40,000-sq kilometres of Bastar region. "Extra forces have been moved to areas vulnerable to Maoist attacks while security checking of passengers at railway stations, hotels, bus stands and other public places is at the highest level to ensure a smooth Independence Day across the state," the DGP said. The anti-terrorism squad (ATS) of the State on August 13 took control of the Police Parade Ground in the State capital where the main Independence Day function is scheduled.

Daily News Analysis adds that Security Forces fear that Maoists may strike on Independence Day to avenge the death of slain comrades. "We've recently found out that Maoists observe 'martyrs' day' on July 22. We are expecting some action since this is the first major national event coming so close after their martyrs' day. We have alerted the paramilitary and state police units to remain cautious," said a senior home ministry official. Security Forces chanced upon ‘martyrs' day’ details when they recently confiscated documents in Chhattisgarh which talks about the day of remembrance. Paramilitary headquarters have asked their personnel to be particularly careful of women moving around their camps because they could be Maoists cadres. "We suspect that Maoists might try to ambush our personnel so we have asked them to be extra cautious and restrict their movements if possible. They should be careful about traps laid to lure securitymen," said the officer.

Acting on a tip-off, a Police team arrested Ramsai and Rateram from Koilebeda area, District Superintendent of Police Ajay Yadav said. The incident was reported on August 12 by one Ramain Vishwakarma who claimed that eight of his family members were killed by the Maoists as he defied their diktat to settle a family land dispute. Vishwakarma, whom the Police are now suspecting to be a Maoist informer, belongs to Kesikodi village that comes under the Maoist-controlled Abujhmad region, known as headquarters of the CPI-Maoist.

The reported massacre of eight members of a family, including two minor girls, over a property dispute in the remote Koilibeda area of Kanker District was a fake complaint, intended to lure Security Force (SF) personnel into a Communist Party of India-Maoist (CPI-Maoist) ambush, Police said on August 14, according to IANS. “None of the eight people of a family was killed, we confirmed earlier. A man narrated a pathetic story about how and where Maoists wiped out his entire family Tuesday in an interior village of Kanker District and then also cremated their bodies,” the Director General of Police (DGP) Vishwa Rranjan told reporters. He said Police reached the village on August 14 and found four members of the family and took two of them to a local Police station, where they were interrogated. It was found that the whole massacre story was fabricated to make Policemen rush to the crime scene so that Maoists could ambush them. Ajay Yadav, the Kanker District Superintendent of Police, said Police would have suffered heavy casualties if they had reacted to massacre complaint urgently, as it was intended to take the troops to forests where Maoists were probably waiting to ambush them.

Seven Maoist-affected States will soon launch a joint offensive along with the Centre, PTI reported. A consensus to this effect reportedly emerged at a meeting of the Chief Ministers of Bihar, Chhattisgarh, Orissa, Maharashtra and Andhra Pradesh, the Jharkhand Governor and a representative from West Bengal, sources in the Union Ministry for Home Affairs (MHA) said on August 18. These States have given their consent for a joint operation to be launched soon, they said. However, the date for launching the operations has not been finalised and no decision has been taken whether to take Army assistance to flush out the Maoists from deep forests. The scale of operation, coordination among the forces, training and other details will be worked out by the security experts on the ground, they added.

Calling Lalgarh a "laboratory of (anti-naxal) operation", the Union Government - which along with the West Bengal Police has jointly been combating the Communist Party of India-Maoist (CPI-Maoist) there – said on August 20 that a similar strategy of area domination through intense action (both Police and developmental) would be replicated soon in neighbouring areas and also in Chhattisgarh and other States to flush out the extremists, Times of India reported Saying the situation there "is still not normal", Union Home Secretary G. K. Pillai said the operation against Maoists who had dominated the area due to "eight months of zero administration" would continue and CRPF and BSF would be there "as long as it is required" to restore complete peace. Pillai said: "Lalgarh is the laboratory for us and this will be reflected in what we are going to do in other naxal-infested areas like Chhattisgarh. Telegraph adds that the CPI-Maoist has called for a two-day bandh (shutdown), beginning from the midnight of August 23, in the States of Jharkhand, Bihar, Bengal, Orissa and Chhattisgarh to protest against the arrest of its politburo member Anil and central committee member Kartik. Party leader Kishanji told media that the duo was arrested on August 19 while they were traveling in a train from Ranchi to Patna, the capital of Bihar. “We don’t know their whereabouts as they have not been produced in court by the police till now,” Kishanji said. However, denying the arrest of the extremists, the Director General of Police (Jharkhand) V.D. Ram said, “This is not the first time we are facing a meaningless bandh. Daily News Analysis reports that more than 25,000 paramilitary personnel will be deployed from November 2009 in the forests of three Communist Party of India-Maoist (CPI-Maoist)-infested States - Jharkhand, Chhattisgarh and Orissa -, to launch operation against the extremists. The troops will lay siege to about 7,000 square kilometres in the tri-junction between Jharkhand, Chhattisgarh and Orissa. It is from there that the Maoists freely move across seven States for attacks, and it is there that they mostly return for safety. Sources said around 12,000 of the personnel for deployment will be from Jammu and Kashmir. Another major chunk, of about 7,000, will come from Tripura and Mizoram, where they are already fighting insurgency. At present, the number of security personnel in the Maoist tri-junction is 25,000 while the total deployment in Maoist-infested states is 35,000. The 35,000 personnel cover an area of over 39,000 square kilometres. "The broad plan is to surround and secure the area slowly. The greatest difficulty personnel face is the vast stretch of area that has to be covered, but there is a lack of manpower," said an unnamed senior home ministry official. He said they suspect that most of the major Maoist attacks are planned in the forests of this region in the tri-junction. Apart from the Central Reserve Police Force, the Centre has roped in the Border Security Force and the Indo-Tibetan Border Police to secure the area.

The Communist Party of India-Maoist (CPI-Maoist) on August 25 called off the 48-hour bandh (shut down) in five States - Jharkhand, Orissa, Bihar, West Bengal and Chhattisgarh. In a press statement issued through short message service, Maoist politburo member Kishanji stated that the indefinite bandh was called off after Anilji and Kartik were produced in a court at Ranchi, Capital of Jharkhand, by the Jharkhand Police on August 25, The Hindu reported. Times of India quoted Kishanji as saying, “We had called the bandh to force the police (Jharkhand) to admit that they had arrested two of our comrades and produce them in Ranchi court before 5pm on Tuesday. Since they produced them an hour before 5pm, we are calling off the strike.’’ A 48-hour bandh was called on August 24 in these five States as Kishanji had claimed that Purnendu Mukherjee alias Anilji, politburo member of the CPI-Maoist, and Kartik, a central committee member, were arrested from near the Patna (capital of Bihar) junction while boarding a train on August 18, but were not produced in court. It was also declared that it would continue indefinitely in Bihar and Jharkhand until the arrested Maoists were produced in court.

"We can't tolerate indiscipline, the 13 cops had openly refused to go to Madanwara in Rajnandgaon District where Maoists killed 29 Policemen in coordinated attacks on July 12 in which we lost a brave SP (Superintendent of Police) V.K. Choubey as well," R.K. Vij told IANS. He added, "More Policemen are on our firing line, we will deal strongly with those not ready to join postings in battle zone." The 13 Policemen of constable rank had recently completed a specialised training course at the Counter-Insurgency Training and Jungle Warfare College (CTJWC) in the Bastar region's Kanker town. The college had been set up by the State Government in 2005 to provide training to Policemen to "fight a guerrilla like a guerrilla". In July, 29 constables were suspended in the Janjgir-Champa District after they refused to go for a 15-day orientation course at the CTJWC.

"Deputy Naxal Commander (Baarda Dalam) Mukesh (25) and a woman Naxal, Jasaun (16) surrendered before the police last evening," Inspector General of Police R.K. Vij told PTI. Both the extremists took the decision to join the mainstream after being dissatisfied with the functioning ideology of the Naxalites, he said. According to Mukesh, he was forcibly picked up Maoists from his village in the Kadakda area in 2005 and given weapons training at the Maoist camps. The teenager girl was also pushed into the Maoist stream and was trained in carrying out blasts and other criminal and destructive activities, Mukesh said.

The Communist Party of India-Maoist (CPI-Maoist) cadres on August 27 shot dead a person in the Rajnandgaon District for extorting money from traders in their name, Police said. “Maoists raided the house of 35-year-old Jailal Kanwar and took him to an open ground and shot him dead,” Bharat Notyia, station in-charge of Baghnadi, where the incident took place, told IANS on the phone. “As per preliminary investigations, the rebels killed Kanwar for extorting money from small traders by posing as a Maoist leader,” he added. Incidents of extortion in the name of the Maoists, mainly by unemployed youths, are being regularly reported, mainly from State’s southern Bastar and northern Surguja regions.
