At least two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in a gun battle with the Police in Kesamundi forest of Bijapur District on August 1. "Two bullet-ridden bodies of Maoists were found at the battle site with their guns," a senior officer at the Police headquarters told IANS. He said the Police did not suffer any casualties and personnel were combing the area to recover more bodies, if any. The gun battle began in the morning when Maoists fired at a joint combing team of the District Force (DF), Chhattisgarh Armed Force (CAF) and the Special Task Force (STF).

The process of further recruitment of Special Police Officers (SPOs) for rural areas for assisting the Police forces of the State was stalled as a result of recent Supreme Court (SC) judgment on SPOs in Chhattisgarh, reports Times of India. The Jharkhand Government has adopted a wait-and-watch policy in the recruitment drive. A senior Police officer said that Jharkhand had no problem in recruiting SPOs as the SC’s judgment was restricted only to Chhattisgarh where SPOs were armed and engaged in anti-Naxal operations. SPOs in Jharkhand are not deputed in any kind of anti-insurgency operation.

Chidambaram on August 3 defended the use of Special Police Officers (SPOs) saying their “special skills” were needed in fighting the Communist Party of India-Maoist (CPI-Maoist) as Government sources indicated they would seek a review of the recent Supreme Court order banning such recruits, reports Telegraph. “In Chhattisgarh and Orissa, the SPOs have been engaged for certain very limited tasks in the conflict with the Left-wing extremists. That is because the SPOs bring to the task certain special skills and knowledge which are otherwise not available to the paramilitary force personnel. This (apex court) judgment, indeed, has far-reaching implications,” Chidambaram said in the Rajya Sabha (Upper House of the Parliament). He further informed that within next few days the Government would take a decision on whether to seek a review of Supreme Court order on SPOs

Superintendent of Police of Dantewada Ankit Garg said that Police along with troopers of a CRPF team were conducting searches when they came across a group of CPI-Maoist cadre at the forest near the village. Bihar Police will spend INR 300 million for the purchase of bulletproof prefabricated barracks, which are currently being used by Central Police Organizations (CPOs) engaged in forward areas and a few States, including Chhattisgarh, reports The Times of India. According to a senior Police officer, around 50 such barracks would be installed in 15 Districts. Each barrack would be like a house as it would have bathroom, kitchen, dinning hall, toilet and bedrooms. It could be dismantled, transported to different places and set up as per the need, and would have the capacity to house 20 to 50 sepoys depending on its size. Each barrack would cost around INR 4-5 million or a little more. Apart from the bulletproof barracks, the Police headquarters would also purchase barbed wire to fence barracks, lighting facilities and generators.

Terming Naxalism (Left-Wing Extremism) as the biggest challenge to democracy, Chief Minister Raman Singh suggested sealing of the inter-state borders in the affected areas and deployment of Special Forces which are properly armed there, reports IBN Live. Speaking at a discussion on Naxalism at the Constitution Club in New Delhi, Singh, however, stressed that the problem could only be solved through dialogue and continuous development of the affected areas. Seeking concrete steps to properly implement various welfare schemes in villages, Union Rural Development Minister Jairam Ramesh said the Maoist menace can be fought with rural development, reports Economic Times. "Rural development is the answer to fight Naxalism [Left Wing Extremism (LWE)]. It will improve the living standard of the people living in villages," Ramesh told reporters during a visit to the tribal-dominated and Maoist-hit Kandhamal District. IBN Live adds earlier Ramesh said the problem of LWE in Odisha is not as bad as in Chhattisgarh. Chhattisgarh Chief Minister Raman Singh in his speech at State's main Independence Day function at thPe olice parade ground Raipur District on August 15 termed the Communist Party of India-Maoist (CPI-Maoist) "inhuman" and said the State Government has launched a decisive drive against them. "Maoists are inhuman and anti-national, we have launched a decisive drive against these violent elements rather than shying away from fighting them," CM Singh said. "Maoists have posed a grave threat to country's internal security and the state government is not only successfully countering them but also exposing their conspiracies." In his 20-minute speech, CM Singh said: "I got courage to take on anti-national forces active in the state, mainly in the Bastar region, from the people of the forested areas where so many people have lost their family members to Maoist violence." The Chief Minister also presented a detail before a gathering of roughly 5,000 people how he was striving to unleash development in the poverty-hit but mineral-rich state that came into existence in November 2000. "I am doing my best to improve the people's life quality and build up infrastructure across the state and the results have started coming in. The per capita annual income in the state has gone up to Rs.44,000 from Rs.10,000 while per capita power consumption has risen to 1,400 units from just 300 units," CM Singh said. Further, CM Singh announced creation of nine new Districts that will come into effect from 2012, reports IBN Live. The CM announced new districts of Sukma, Kondagaon, Gariaband, Balaudabazar, Balod, Bamtera, Mungeli, Surajpur and Balrampur, thus taking the total number of administrative Districts in the State to 27.

In a major bid to overhaul governance in areas vulnerable to Naxalism (Left Wing Extremism), the Central Government is all set to launch a Centrally-sponsored scheme for nearly 300 blocks across seven States, reports The Indian Express. The scheme, christened as Central India Tribal Plan, would be implemented from the next year and executed by hand-picked officers with an impeccable career profile under the direct monitoring of the Independent Evaluation Office (IEO) to be set up by the Planning Commission. The Commission which is firming up the blueprint has suggested re-casting the focus from the Districts to the tribal-dominated blocks where the scheme would be implemented and its execution intensively monitored. “In the 12th Plan we are going to cover the entire central Indian tribal belts of Madhya Pradesh, Gujarat, Chhattisgarh, Andhra Pradesh, Jharkhand, Bihar and West Bengal. We need to allocate money in a more focused way by ascertaining which area needs how much money,” Commission member Mihir Shah told The Indian Express.

In an affidavit, the Raman Singh Government said it has fully complied with the verdict of the apex court in which it had directed to disband the SPOs. "The state has promulgated 'The Chhattisgarh Auxiliary Armed Police Force Ordinance' which was notified on July 28, 2011. In terms of the aforesaid ordinance, every person serving as SPO on the date of this ordinance shall, for a period of six months from the date of this ordinance, be deemed to be a member of Auxiliary Armed Police Force," the affidavit said.

The Force, which has deployed almost 60,000 personnel for counter-Naxal [Left Wing Extremism (LWE)] operations, has trained handpicked commandos to be deployed in the special tasks units of the Commando Battalion for Resolute Action (CoBRA). "The snipers will act as the main assault weapon and cover for a raid unit which is on foot. Some of the best forces in the world undertaking jungle warfare tasks deploy snipers for operational success," a top security officer said, deployed in the Naxal grid of Chhattisgarh and Odisha. The marksmen have been trained on the SSG-69 sniper weapon and have been deployed alongside the CoBRA, which undertake specific and special operations in Naxal terrain. The snipers take the hide of a suitable geographical feature in the jungles and can aim for more than the usual range covered by the standard weapons of the personnel. This is the first time that a security force has deployed snipers for anti-naxal operations.

Inspector General R K Veej said that the trader, Vineet Jain, was travelling with two teachers and a shoe seller to the weekly bazaar in Madanwada when his vehicle was intercepted by three Maoists. According to the survivors, the Maoists hijacked the vehicle and detained Jain, while asking the others to flee. A few minutes later, they fatally shot Jain, set the vehicle ablaze and escaped into the forest.
