A Jan militia ‘deputy commander’ of the CPI-Maoist, identified as Sanghuram alias Nagesh Korram, was arrested from a densely forested region of Usari village in Kondagaon District during a search operation conducted by a joint team of Bayanar Police and Chhattisgarh Armed Force (CAF), reports Daily Pioneer. Nagesh, a resident of Usari village in the District, was involved in the ambush that killed Afzal Khan, a Police Head Constable at Malnar village in the District on November 18. Police also recovered Maoist banner of People's Liberation Guerrilla Army (PLGA) week from December 2 to 8, along with posters, battery and wire from his possession. During interrogation, Nagesh revealed that he had been working in the Maoist Sangham group before 2010. After joining Maoist group he worked as an active member of Mardapal Dalam (armed squad). About four months back he was promoted to the post of Jan militia ‘deputy commander’, claimed Police. After which he was working for several Maoist active in the area.

The Union Government is all set to establish new Army bases in four major Naxal [Left Wing Extremism (LWE)]-afflicted States, after the success of Army’s first Communist Party of India-Maoist (CPI-Maoist) zone base- Narayanpur in Chhattisgarh, in a bid to prevent the Maoists from having a free run in their so-called “liberated zones”, reported Asian Age on December 4. The Union Ministry Home for Affairs (UMHA) has asked Maharashtra, Odisha, Jharkhand and Chhattisgarh to allocate land to set up Army bases to impart jungle warfare training to Army units. The rules of engagement are clear, the Army units will fire only in self-defence if attacked by a Maoist contingent, a top official in UMHA said.

Communist Party of India-Maoist (CPI-Maoist) cadres killed Chhinnaram Gota, a former Salwa Judum (an anti-Maoist vigilante group) leader and one of his body guards at Kuprel village under Farsegarh Police Station in Bijapur District on December 7, reports The Times of India. Police said the incident took place when Chhinnaram went to his farm accompanied by two of his body guards. The Maoists opened indiscriminate firing, killing Gota on the spot. His body guards returned fire but one of them identified as Mangal Udsam, sustained serious bullet injures and later succumbed to his injuries, adds IBN Live. The other body guard, Budhram Toke, who was also seriously injured in the attack, was later taken to the District hospital. Before fleeing from the spot, the Maoists set ablaze the vehicle of Chhinnaram and also took away three rifles. According to the Police, Chhinnaram was a prominent leader during the erstwhile Salwa Judum movement and was on the hit-list of the Maoists for a long time. He was earlier attacked at least three times by the Maoists, following which, he was provided Police protection, sources added.

Aiming to further boost the anti-Naxal operations particularly in Chhattisgarh, Central Reserve Police Force (CRPF) Director General Pranay Sahay has taken up the issue of non-construction of vital roads in operational areas with the State Chief Minister Raman Singh, reports The Pioneer on December 10. At a recent meeting with Singh at Raipur, Sahay pointed out that CRPF formations are connected by kacha tracks which has made movement of paramilitary personnel risky as many jawans have lost their lives due to Improvised Explosive Device (IED) blasts on these tracks. During the meeting, the CRPF chief also raised concern over the failure of the State police in making arrests or filing charge sheets against Naxal cadres who have inflicted major losses on the Paramilitary personnel. It also flagged concerns over acquittal of Naxal cadre in certain cases due to “weak investigation.”

Chhattisgarh's new Director General of Police (DGP) Ramniwas, on December 9, said the law and order situation in his State has improved and the Naxalite [Left Wing Extremism (LWE)] problem was very much under control, reports Zee News. Ramniwas, told PTI over phone from Raipur that assistance from the Union Government, good work done by the Chhattisgarh Government and cooperation from various quarters are the factors responsible for improvement in law and order and Naxal scenario in the tribal-dominated State. Asked if the number of crimes had come down, the DGP replied in the affirmative but did not provide details. About the Naxal menace, the DGP said there was a need to bring people who have taken recourse to violence into the national mainstream with the help of all those who believe in democracy.

Sub-divisional Officer of Police (Naxal Operation) Ashok Singh, said that CRPF received inputs about presence of military squad of Maoists in the densely forested and Maoist dominated Kachlaram and Kajed Nullah. While the teachers are refusing to go back to work till their basic demands are met, the Communist Party of India-Maoist (CPI-Maoist) has supported the strike. On December 15, a bandh (general strike) called by the Maoists was observed in Narainpur District supporting the teacher’s demands. A couple of days ago, local newspapers reported that the teachers were shouting ‘Lal Salam’ (the Red Salute) and ‘threatening’ to take up arms on the ground if their demands were ignored.

Chhattisgarh Government on December 19, claimed that concerted efforts put in force by various security agencies in the State have substantially brought down the number of Naxal [Left Wing Extremism (LWE)]-related incidents this year, reports The Times of India. "A steep decline in Naxal incidents has been reported this year since 2004. Pro-active measures by the Security Forces have thwarted the Naxal attempts. Although, Maoists [Communist Party of India-Maoist (CPI-Maoist) cadres] were attempting to strengthen their hold in other Districts, regular cordoning operations have prevented them to do so," Chhattisgarh Home Minister Nankiram Kanwar said in reply to a calling attention motion on the floor of State Assembly. Claiming that Naxal-related incidents have fallen to half in the current year in comparison to 2006, Kanwar said the number of cases involving killing of innocent people has also come down.

State Police and paramilitary forces deployed in Bastar areas are planning to launch a big operation against Maoists in the areas bordering Andhra Pradesh, Odisha and Maharashtra, reports The Pioneer. According to sources, Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA) troopers, Special Task Force (STF), Chhattisgarh Armed Forces along with District Police forces of Dhamtari, Bastar, and Kondagaon are planning a massive operation in the areas of Dantewada, Sukma, Bastar and Bijapur Districts bordering Odisha, Maharashtra and Andhra Pradesh. During the operation, Security Forces (SFs) will use long vision telescopes, sniper rifles, under barrel grenade launcher, 81 mm Mortars and other weapons of modern warfare. In the operation, the SFs deployed in Chhattisgarh will also be assisted by their Andhra Pradesh, Maharashtra and Odisha counterparts in area domination exercise.

The Ministry of Home Affairs (MHA) has advised Naxalite-affected states to set up joint task forces while choppers are provided for anti-Maoist operations, Andhra Pradesh Director-General of Police V Dinesh Reddy said on December 24, reports Zee News. "Recently the MHA took a decision to set up joint task force where MHA will give us choppers so that we can send them to a distance of about 10 kilometers across state borders from where joint operations could be carried out," he told reporters. Such joint operations were already being carried out at Gadchiroli in Maharashtra, Chhattisgarh and Andhra-Odisha border areas bordering the eight Maoist-affected Districts of Andhra Pradesh, he said. "There are over 300 underground cadres from Andhra Pradesh, of which around 200 migrated to other states, while the rest of the underground cadres stay in bordering Districts of other states and occasionally cross over into Andhra Pradesh. However, the Andhra Pradesh Police has been driving them back," he added. DGP V Dinesh Reddy further said that the State Police successfully kept left-wing extremism under check this year by arresting as many 299 extremists, including Maoist leaders while 304 Maoists surrendered. There were four exchanges of fire where three extremists died and 51 weapons were recovered, he said.

Security Forces (SFs) raided Communist Party of India-Maoist (CPI-Maoist) hideouts and seized huge quantity of explosives and other materials from four villages in Bijapur District in tribal Bastar region of Chhattisgarh, reports The Times of India on January 1. Bijapur District Superintendent of Police Prashant Agrawal said a joint team of Central Reserve Police Force (CRPF), Special Task Force (STF) and District Police personnel raided the forest villages of Kamaknar, Chekhanpal, Pomra and Japenrekka had begun search and area domination operation on December 27. The SFs cordoned off village Japenrekka following a tip off that the Maoists were camping in the nearby forests. As the forces advanced towards the forests, Maoists opened fire at the SFs, who returned the fire. However, the Naxalites managed to retreat into the forests, leaving behind huge quantities of materials. Agarwal said the SFs seized Maoist literature, medicines, wires, batteries, switch detonators, gelatine, solar plates, walkie-talkies, volley ball nets, rackets and crackers from the spot. He said tailoring machines were also found besides blackboards and alphabetical charts indicating that there were some training sessions for the Maoists at the spot.
