Security has been beefed up along the border areas of Telangana and Chhattisgarh, as the Communist Party of India-Maoist (CPI-Maoist) gears up for the 21st anniversary celebrations of ‘People’s Liberation Guerrilla Army (PLGA) Week’, scheduled from December 2 to 10, reports The New Indian Express on December 2. Additional forces of Greyhounds, Central Reserve Police Force (CRPF) and special party forces have been deployed in the agency areas and along the border to intensify the combing operations and vehicle checking. Security has also been increased at all Police Stations after an alert issued by intelligence agencies, stating that the Maoists attack on Police Stations during the ‘PLGA Week’ celebrations.

A Communist Party of India-Maoist (CPI-Maoist) couple, wanted for several ambushes that killed over 75 security personnel - including the Tekalguda massacre of April 4 in which 22 personnel were killed, surrendered before Police under the 'Lon Varratu' (return home) campaign in Dantewada District of Chhattisgarh on December 2, reports The Times of India. Dantewada Superintendent of Police (SP), Abhishek Pallava identified them as Pojja alias Sanju Madvi (24), ‘commander’ of Maoist platoon number 9, and his wife Lakhe alias Tulsi Madvi (22), ‘commander’ of ‘Divisional Committee, DVC’ Suraksha Dalam (armed squad). Both of them were members of Pamed area committee, and carried cash bounties of INR 500,000 each. Pojja and Lakhe had played a crucial role in the Tekalguda attack in April this year that killed 22 Central Reserve Police Force (CRPF) personnel, injured 26, and led to the abduction of a Commando Battalion for resolute Action (CoBRA) commando who was released four days later. Pojja has at least 12 cases of violence at various Police Stations in Dantewada. The SP said that Pojja and wife were also involved in the 2020 Minpa attack on Security Forces (SFs) that killed 26 personnel and injured 20. Pojja's job was to lay the ambush, loot weapons, torch vehicles engaged in construction work. Pojja played role in almost all the attacks executed in the region since 2012, say Police, adding, his wife Lakhe has about eight cases of crime registered against her in Dantewada, and was involved in the Burkapal ambush of 2017 in which 25 personnel were killed. According to Police, the Maoist couple surrendered because they were "disillusioned with the hollow and inhuman ideologies of Maoists". The duo has also said local cadres were being discriminated against and dominated by senior Telugu cadres.

Do not join Bastar Fighters. The Naxalites [Left Wing Extremists, LWEs] of the Uttar (North) Bastar Division Committee of the CPI-Maoist said that they should do jobs only in the department that serves the public. Along with this, the youth of Bastar have been asked to take oath to save water, forest and land. The Maoists have written in the pamphlet that Narendra Modi and Bhupesh Baghel Sarkar are planning to loot the precious wealth in the tribal area and attack the tribals by recruiting tribal youths and women in the name of Bastar Fighters. He said that will the tribals attack their own family? The Maoists have told the people of Bastar that tribal warriors like Gundadhur, Ball Singh, Sadmek Baburao, Komrao, Umrao Bhim, Birsa Munda, Ayatu Mahara had sacrificed their lives to save the land. In India, the tribals fought against the British saying that the right over water-forest-land is ours. But now after joining Bastar Fighters, will Adani let Ambani rob all the property? The Maoists have clearly forbidden the youth to join the Bastar Fighters.

At least 16 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before the Police in Dantewada District of Chhattisgarh on December 4, reports ndtv.com. Dantewada Superintendent of Police (SP), Abhishek Pallava said, the cadres turned themselves in before Police officials in Dantewada, located around 400 kilometres from the State capital Raipur, under the Police's rehabilitation drive 'Lon Varratu' (term in local Gondi dialect for return to your home/village) campaign launched by the Police in June last year. Of the 16 surrendered Maoists, ‘Jan Militia’ (people’s army of Maoists) member Joga Kunjam (26) was allegedly involved in several Maoist incidents, including an attack on security personnel in the district, SP, Pallava said, adding the Maoists will be rehabilitated as per the State Government's Policy. The identity of the rest 15 cadres is yet to be ascertained.

The Communist Party of India-Maoist (CPI-Maoist) cadres set more than five vehicles on fire at Pipalkhuta village in Gariabandh District of Chhattisgarh late on December 8 night, reports Kalinga TV. Reportedly, the vehicles were engaged in canal work for the irrigation department at Pipalkhuta. Following this, the Maoists have also abducted the supervisor from the camp. It is learnt that the Maoists have set the vehicles on fire in an enraged state of mind as they were protesting against the canal work. However, no injury or casualty has been reported in the incident.

A young man was abducted and later killed by the cadres of the Communist Party of India-Maoist (CPI-Maoist) branding him ‘Police informer’ in Sukma District of Chhattisgarh on December 13, reports 10tv.in. Maoists on December 13 night abducted Naveen, a youth from Kangda village under Erbora Police Station limits in Sukma District and killed him near the village under the pretext of passing their information to the Police and left him there. Shortly after Naveen was taken away by the Maoists, the villagers searched the surrounding areas, and found his dead body not far from the village and Police were informed. Police sources said Naveen was killed by unidentified Maoists branding him ‘Police informer’.

They were dismantled. These memorials were on the name of a hardcore Maoist leader Vinod Hemla who carried a reward of Rs 10 lakh on his head and Gundadhur (carrying a bounty of Rs 5 lakh).” The SFs were out on operation on a tip-off about the movement of Maoists along the Dantewada-Sukma border in south Bastar. There has been a significant decline in incidents of Naxalite violence. The perception that Chhattisgarh is a ‘Naxal-Garh is also changing fast”, CM Baghel said on the occasion of his completing three years in office as chief minister. Indicating that his government is keen to implement Panchayat (Extension to scheduled Areas) Act-1996 (PESA) soon, the CM said the Panchayat and Rural Development minister T S Singhdeo and his team are working on the draft rules to be notified to be formulated under PESA Act. “Once it is finalized and comes up before the cabinet, we will approve it for implementation”, he added. The Security Forces (SFs) killed two women cadres of the Communist Party of India-Maoist (CPI-Maoist) in a gun battle in Dantewada District of Chhattisgarh on December 18, reports The New Indian Express. Dantewada, Superintendent of Police (SP), Abhishek Pallava, said, "On a tip-off a team of Dantewada district reserve guards (DRG) was out on search operation. When the forces arrived close to the forested terrain of Gonderas near Aranpur, the rebels opened fire resulting into an exchange of fire. The forces later recovered two female bodies of the banned outfit from the encounter site." The slain bodies were identified as Hidme Kohrame, Mallanger ‘area committee member, (ACM)’ of Darbha Division and Pojje, head of Chetna Natya Mandli (CNM), the outfit's cultural troupe, in Nilawaya of Mallanger area committee. Kohrame and Pojje carried the reward of INR 500,000 and INR 100,000 respectively on their heads. The SP said that the SFs also recovered three locally-made rifles, ammunition, explosives and items of daily use from the spot and the search operation in the region has been intensified.

An Assistant Constable of the District Reserve Guard (DRG) was injured when Communist Party of India-Maoist (CPI-Maoist) cadres denoted an Improvised Explosive Device (IED) in Dantewada District of Chhattisgarh on December 21, reports Deccan Chronicle. Dantewada's Superintendent of Police (SP), Abhishek Pallava said, the incident took place around 8.30 am when a joint team of various Security Forces (SFs) was out on a road security operation near Bodli camp, located over 400 kilometres from the State capital Raipur. A team of personnel belonging to the DRG, the Special Task Force (STF) and the Chhattisgarh Armed Force (CAF) had launched the operation on a hypersensitive patch from Bodli towards Kariametta village, he said, adding that about 650 metres away from the camp, Maoists hiding in a forest triggered an IED blast in which an assistant constable received minor splinter injuries. The rebels also exploded another command pipe IED in the area at around 10 am to target SFs, but the latter escaped unhurt, SP, Pallava added. Later, SFs cordoned off the entire area and recovered four live IEDs, planted by Maoists.

The Sarpanch was called for a meeting on December 20 by the Maoists, but was subsequently abducted and killed. Police denied that he was an informer, accusing Maoists of targeting locals to create terror. According to Police, Korasa Ramesh had gone to Bheemaram in Chhattisgarh along with one Kurusam Ramesh of Eturunagaram in Mulugu District of Telangana after receiving a phone call from Sudhakar, a Maoist from Jayashankar Bhupalpally, Mahabubabad, Warangal. “At Bheemaram, Maoist militia members detained them, covered their eyes and took them to an unknown location after a six-hour trek. At 8.30 am on Tuesday [December 21], Korasa Ramesh was shifted to another location and around 10.30 am Kurusam Ramesh was left at Pusuguppa village in Cherla mandal by the Maoists,” Mulugu Superintendent of Police (SP), Sangram Singh Patil said. On December 21, the abducted man’s wife Rajitha, a contract Auxiliary Nurse Midwife (ANM) in Eturunagaram, had appealed to the Maoists to free her husband. But on December 22, Police received alert about body of Korasa Ramesh being found on a forest road at Kottapalli village (Bijapur), Chhattisgarh. In a handwritten letter released by CPI-Maoist Wajedu-Venkatapuram ‘area committee secretary’ Shanta, the Maoists said that Ramesh had been working for Police since 2019 and Sub-Inspector (SI) B Tirupathi had convinced him to inform on what Maoists asked him to procure. “Ramesh was paid Rs 35,000 by police to work for them. Police had even given him poison-mixed milk powder to deliver to party members. After consuming it, several of our comrades fell ill and one of them, M Bikshapathi alias Vijayender, died. Ramesh was also responsible for one encounter for which he received Rs 2 lakh from police. Ramesh has been killed for betraying the people and the Maoist party,” the letter stated.

According to Sunil Dutt Superintendent of Police (SP), Bhadradri Kothagudem District, the Maoists were killed in a joint operation of Telangana and Chhattisgarh Police and Central Reserve Police Force (CRPF) that took place under Kishtaram Police Station limits in Sukma District under South Bastar region of Chhattisgarh. The Central Security Forces deployed in Chhattisgarh have been tasked to provide adequate security during the construction work on these roads. The construction work on these 12 roads, located deep in the Naxal [Left Wing Extremism, LWE] dominated belt, has been planned in ‘Mission Mode’ and adequate cover will be provided by both the State and Central Security Forces. Among these 12 roads, five fall in Sukma District, four are in Bijapur District, one in Dantewada while two roads are located on the Bijapur-Sukma border and the Dantewada-Sukma border. Once completed, these roads will not only facilitate government development work such as education, health and other basic facilities but also pave the way for domination of the Security Forces (SFs) over the Communist Party of India-Maoist (CPI-Maoist) in their strongest base. According to sources, two such roads — one connecting Bheji to Chintagufa (which is to be about 30 kilometers long) and the other eight kilometers stretch from Golapalli to Paidagudem — were sanctioned in 2012 and 2015 but the work on these roads is yet to begin. However, the government has set a target of completing 10 kilometers stretch of the Bheji-Chintagufa road by June next year and the entire Golapalli-Paidagudem stretch is to be built by March next year.

Sukma, Superintendent of Police (SP), Sunil Sharma said, the gunfight took place in Palachalma forest under Kishtaram Police Station limits when a team of the 208th battalion of the CoBRA was out on an anti-Maoist operation, and when the patrolling team was cordoning off the forest, an exchange of fire took place. “Constable Virendra Singh, belonging to CoBRA's 208th battalion, suffered a bullet injury on his chest and was shifted to the CRPF's field hospital in Kishtaram. Preparations were being made to airlift him to Raipur for further treatment but he succumbed by then,” the SP said.
