"We will continue to hit hard security personnel because their atrocities on local innocent people are continuing," Gudsa Usendi, spokesperson of the Maoists' frontal unit, DK Special Zonal Committee, told a news channel in Chhattisgarh from an undisclosed location. The spokesperson refused to give details of the June 29 attack that left 27 security personnel dead in Narayanpur District.

The Union Government has appointed two senior officers to new specialised posts within the CRPF for anti-Naxal operations in Chhattisgarh and Jharkhand as part of steps to effectively deal with the Maoist challenge following the Dantewada massacre. Official sources said the Ministry of Home Affairs has appointed A. Ponnuswamy as Inspector General (Operations) for Chhattisgarh and M. P. Nathanael in Jharkhand under the same capacity. Both officers, who belong to the CRPF cadre, would exclusively deal with the anti-Naxal operations in the State. The officials would not be given any administrative charge. Also, the Union Government is evaluating the deployment of CARABAS radar made by Saab, a Swedish company, on India’s Dhruv Advanced Light Helicopter (ALH), which would allow the scanning of wide swathes of territory to detect improvised Explosive Devices (IEDs) well before they can be exploded, reports Business Standard.

A member of the central committee of the Communist Party of India-Maoist (CPI-Maoist), Cherukuri Rajkumar alias Azad, was killed in a gunfight with the Police near Jogapur in the Adilabad District on July 2 (today), Police claimed. Another Maoist cadre, who is yet to be identified, was also killed. Police also recovered an AK-47, a 9mm pistol and two kit bags from the site of the encounter. Azad, who carried a head money of INR 12 lakh, was also the spokesperson of the CPI-Maoist. Hailing from Krishna District, he was associated with the Maoist movement for four decades. Following the killing of Azad, security agencies have sounded a high alert in Andhra Pradesh, Orissa, Chhattisgarh, Madhya Pradesh, Jharkhand and West Bengal.

Pandu (50) is a resident of Yapral in Ranga Reddy District. He is in-charge of North Bureau of CPI-Maoist (in Dandakaranya of Chattisgarh) Eitu who sports several aliases such as Gajarla Ashok, Prasad, Ranganna and Janardhan (32) is a native of Velisala village in Chityal mandal of Nalgonda District. He is in-charge of South Bastar Committee (Dandakaranya). "Pandu and Eitu had commanded at least 250 members of the Jan militia (armed rebels trained to fight security forces) to ambush the 66-member road opening team of CRPF at Dhorai. They mobilised the local militiamen barely six hours before launching the attack", a senior intelligence officer told to the newspaper.

Times of India reports that six suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) were arrested in Dantewada District on July 11 for attacking Congress party leader Avdesh Gautam’s house and Kuakonda Police Station during the July 7-8 Maoist bandh (shut down). The arrested Maoists were identified as Channu Ram Mandavi, Annu Futane alias Anil Kumar, Sudru Ram Kunjam, Aanda, Harish Podiyami, and Ramu Bhaskar. They were arrested from Cholnar, Gidam, Kadampal, Potali, and Kuper villages, Dantewada Police said. Four jeeps and a motorcycle used during the attacks were also seized. According to Police, nearly 150 Maoists were involved in the attack. Raman Singh was speaking at a meeting of Chief Ministers of the Naxal (Left Wing Extremism)-affected States, specially convened by Prime Minister Manmohan Singh. He said there was no alternative, except armed response to the Naxalite violence as Naxals were against the Indian Constitution, democracy, poor people and development. According to intelligence reports of the State machinery, he said, the Dandakarnaya special zonal committee of the Communist Party of India-Maoist (CPI-Maoist) had seven divisions and 32 area committees, under which 50,000 Naxal and Jan-militia cadres were engaged in waging a war against the country's democratic set-up. More than 40 per cent of the encounters in the country with Maoists took place in Bastar. “Naxalites are trying to make Bastar their base area. They have formed a battalion and now they are working to form a brigade.'' The Chief Minister said the State Government was recruiting 3,000 to 4,000 Police personnel every year. In 2009, about 6,700 personnel were recruited and the number of recruitments would be 4,000 in 2010. With the Union Government's support, he said, three Counter Insurgency and Anti-Terrorist schools were being opened within a month. “It is our estimate that at least 10 more battalions are urgently required for fighting Naxalites.'' He said 119 Naxalites were killed in the State and this was the highest in the country.

The Union Government on July 14 asked Chhattisgarh, Orissa, Jharkhand and West Bengal Governments to set up a Unified Command to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The proposal was made at a meeting of the Chief Ministers of the Maoist-affected States presided over by the Prime Minister. Union Home Minister P. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity. Chidambaram said, “There was complete unanimity on the Centre's approach of development and police action. All the Chief Ministers and the Governor [of Jharkhand] were positive in their approach, fully cooperative and committed to working together to deal with the Maoist menace. In the medium to long-term, we can overcome the challenge of Left-wing extremism.” Bihar, Andhra Pradesh and Maharashtra, however, felt there was no immediate need for a unified command. Even the Cabinet Committee on Security (CCS) did not consider it necessary to have such a command in these three states.

The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said.
