At least four villagers who were killed and one of those injured in the anti-Communist Party of India-Maoist (CPI-Maoist) operations in the night of June 28 in Chhattisgarh had Police records of being involved in Maoist activities, Security agencies claimed on July 2 as they sought to counter the outrage over reports that many of those killed may have been innocent, reports The Indian Express. The agencies also said that some more among the victims were suspected of being Maoists but that could be established only after an investigation. They also did not rule out the possibility that some of the minors killed may not have any Maoist connections and may have been used as human shields while the others could have been child soldiers as the extremists are known to have children’s wings.

The five men with Maoist records had cases registered against them under the Arms Act besides some other sections of Criminal Procedure Code, according to information received from Chhattisgarh Police. Marakkam Suresh, Madavi Aayutu, Marakkam Nagesh, Korsa Bije and Marakkam Soma are said to have Police records. All except Soma, who is injured, were killed in the encounter. Marakkam Suresh was also accused in the famous 2007 jailbreak incident at Dantewada, in which nearly 300 prisoners had escaped, according to police records.

Contractors are too scared to bid for road development projects in Bastar region of Chhattisgarh, reports Economic Times. Speaking to Economic Times, Road Transport secretary AK Upadhyay said: "There are issues in Bastar region. Despite our best efforts, the State Government is unable to award projects of 800 kilometres in the region. We have decided to go to the ground level, interact with District-level officers and sort out the issue. The main problem is that contractors are not coming forward to bid for these projects. We will see if we can break up the bigger projects and engage local contractors to complete these missing links." The Road Transport secretary and Director-General (roads) would go to Jagdalpur, the District headquarters of Bastar region, this month to address these issues.

Over 800 personnel of Central Reserve Police Force (CRPF) and Chhattisgarh police had divided themselves into three parties — all starting from different locations —for one of the biggest anti-Maoist operations in recent months in the night of June 28. All the three parties got involved in encounters, one of which, near Basaguda, resulted in the death of 17 villagers and injuries to six CRPF personnel and some other villagers. While there were no casualties in one encounter, security forces gunned down two villagers in the third encounter.

Security agencies on July 3 claimed that two more people killed in June 28 encounter in Bijapur District of Chhattisgarh were confirmed cadres of the Communist Party of India-Maoist (CPI-Maoist), ascertaining the presence of at least seven Maoists among the 19 alleged Maoists and their sympathisers who were killed, reports The Indian Express. But unlike the other five Maoists — four died, one is injured — who have previous Police records of having indulged in Maoist activities, the Police have not been able to find any prior case against these two so far. The duo, Sodi Dulla (24), and Marakkam Lacha, whose age could not be ascertained, were killed near the Chintalnar area, in an encounter with one of the three teams of security forces out on an operation that night.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed a 25-year-old trainee Police constable in a crowded market place at Bhansi town in Dantewada District of Chhattisgarh on July 3, reports post.jagran.com. Jaikumar Mandavi was shot in the back by suspected Maoists, dressed as locals, in the village when he was returning home after buying grocery with his father, Superintendent of Police (SP, Dantewada) Narendra Khare said. Mandavi was undergoing training at Bastar District's headquarter at Jagdalpur and had come to his hometown three days ago on leave, the SP said.

Chhattisgarh Government on July 5 decided to order a judicial inquiry into the alleged Communist Party of India-Maoist (CPI-Maoist) encounter in which 20 people were killed at two places in Bijapur and Sukma Districts on June 28, reports The Indian Express. A Cabinet meeting headed by Chief Minister Raman Singh decided that the Government would soon approach the Chief Justice of Bilaspur High Court to assign the probe. A magisterial inquiry — a mandatory requirement whenever an encounter takes place — is already on.

On July 5, the Central Reserve Police Force (CRPF) engaged in an encounter with suspected Communist Party of India-Maoist (CPI-Maoist) cadres at the same spot in Sarkeguda village where 20 people were killed on June 28, reports The Indian Express. Around 100 CRPF personnel who were on patrolling duty ahead of the day-long bandh (general shutdown strike) called by the Maoists in the area on July 5 to protest against the killings, engaged in the gunbattle. “A team of CRPF men including CoBRA forces had gone to the area for patrolling when they were fired at. For about half-an-hour the encounter continued but no one was injured or killed,” said Pankaj Kumar Singh, IG (Operations), Delhi. Security officials said the Maoists held meetings with the villagers on July 4 urging them to make the bandh a success.

Security Forces (SFs) recovered an operational Global Positioning System (GPS), advanced direction-finder devices, from a Communist Party of India-Maoist (CPI-Maoist) hideout in Rajnandgaon District of Chhattisgarh. The SFs on July 6 said the recovery of a GPS device — a satellite navigation system that helps find location and time data — has alarmed security and intelligence agencies. Such a device had earlier never been found with the Maoists. Sources in the SFs said the recovery was made by a joint security team led by the paramilitary Indo-Tibetan Border Police (ITBP) in the forest of Barnara and Khursipar last week. The other recoveries, after the raid was conducted by the SFs, included 10 memory cards, two pen drives (each of 4GB and 2GB storage space), a BSNL SIM card, medicine packets, printers, scanners, fax machines and few 12-volt photo voltaic cells.

The Communist Party of India-Maoist (CPI-Maoist) cadres have banished six families from their village in Bijapur District of Chhattisgarh, about 450 kilometres south of Raipur, after finding them guilty of having one member each in the Police force, reports Hindustan Times. The Maoists branded 47 members of the families in Kantulnar village as Police informers at a “jan adalat” — a kangaroo court — on July 6 and passed their verdict. The banished families relocated to Dagapara hamlet near the District headquarters within hours of the Maoist ruling. The families told media persons that they had informed the Police, but no one had turned up to help so far. According to one of the banished villagers, some of their kin were Special Police Officers (SPO), a force disbanded on Supreme Court orders and a few worked as home guards. “We are now living in a couple of huts,” he said.

It has been revealed during investigations by the National Investigation Agency and other Central intelligence agencies following the arrest of Sadnala Ramakrishna alias RK, the head of the technical committee the Communist Party of India-Maoist (CPI-Maoist) that Maoists have now developed a fully hi-tech weapons testing laboratory, reports Deccan Chronicle. Intelligence agencies have information that the Maoists have two fully developed weapons testing labs operational in Chhattisgarh, where they have been putting to test their sophisticated weapons like rocket launchers, claymore mines and a range of booby traps. Though Security agencies have launched a massive hunt to track the exact location of these two laboratories, it is suspected that they are situated deep inside the thick forests in the Abujmaad area.

A couple belonging to the Communist Party of India-Maoist (CPI-Maoist), which had decamped with weapons from a Police Station in Dhamtari District were shot dead in a Police encounter on July 18, reports IBN Live. Sonu Netam (21) and Kamla Markam (19) were shot dead near Chameda by a Police team in a retaliatory firing, said R K Vij, the Inspector General of Police (Durg range), adding 1 INSAS rifle, 3 SLRs and some cartridges were recovered from the spot. Vij said the duo had surrendered to Dhamtari police on June 8 and were living in a room adjacent to Sihawa Police Station in the District. According to the officer, the couple decamped with 1 INSAS rifle, 2 SLRs and 90 cartridges from the Police Station in the night of July 5, following which the teams of STF and CRPF troopers were fanned out on their trail. Meanwhile, four police constables of Sihawa station were suspended for dereliction of duty, he said.

CPI-Maoist has issued a warning to Policemen - “Quit or face the bullet,” - in Chhattisgarh threatening that the ‘’entire village will be targeted if the Police personnel or their relatives continued to reside there’’, reports Deccan Chronicle. The threat comes days after the controversial killing of 19 people in an encounter with security forces in the Maoist-affected State. Documenting that villages in Chhattisgarh are directly under threat of the CPI-Maoist, an Intelligence Bureau (IB) report submitted to the Prime Minister’s Office and the Union Home Ministry on July 16 says that families of Policemen have been forced to desert their homes and flee to District headquarters, as they are being targeted by the Maoists. The outfit had also organised a large arms training camp this month near Semar village near Amabeda Police Station in Kanker District, says the IB report.

A skill-based placement programme launched in Jammu and Kashmir (J&K) will be replicated in Districts worst affected by Naxal [Left-Wing Extremism (LWE)] activities in the country, reports Zee News. Rural Development Ministry, which has launched Himayat Programme-- an INR 2.37 billion placement linked skill development initiative for training and placement of 100,000 J&K youth in the next five years, said that it would start similar programme in Naxal affected Districts. "We want to start similar programme in the Naxal-affected districts of the country. These are all the entry level programmes targeting unemployed youths usually 10th standard passed or failed," Rural Development Minister Jairam Ramesh told a new agency. The Ministry has already started the initiative in Chhattisgarh’s Sukma, one of the worst Naxal affected Districts of the country, Ramesh said.
