The Maoists have constituted Baal Action Teams (Children Action Teams) to deploy school children in different capacities in their attempt to regroup the child cadres and boost their ‘military’ strength, reports The Deccan Chronicle on July 4. This is a specialised school children unit of Maoists which has started operating in Bastar region (Chhattisgarh) from past several months, would also help the Baal Sanghams (Children Associations) and Chhatra Sanghams (Student Associations), that are already functional in Maoist affected areas, intelligence sources said. "Naxals have been recruiting and using children in different capacities since the inception of the movement...it exposes children to risk of injury and death," said R.K. Vij, Additional Director General of Police (ADGP), anti-Naxal [Left Wing Extremist] Operations.

Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

The Hindu reports that an internal inquiry report on the Communist Party of India-Maoist (CPI-Maoist) attack on a Congress convoy in Chhattisgarh — submitted to the Director-General of Police (DGP) Ram Nivas — held erstwhile Superintendent of Police (SP) Bastar Mayank Shrivastava responsible for intelligence failure, according to local newspaper Nai Dunia . The DGP, however, confirmed receipt of the report but said he was “yet to go through it” and refused to divulge its contents. While Nivas refused to divulge the contents of the report, a local newspaper claimed that the internal inquiry held the erstwhile SP of Bastar, Mayank Shrivastava, responsible. According to the Nai Dunia report, the preliminary investigation conducted by DIG-ranked officer Ravindra Bhedia found that Shrivastava had committed “serious blunders” in the lead-up to the Darbha Ghati incident. The SP reportedly did not act on the intelligence alerts send to him at earlier dates. He reportedly “acted irresponsibly” in having shifted additional forces to other districts and depriving the Congress rally of adequate security in Bastar. Shrivastava was suspended soon after the May 25 incident.

A CPI-Maoist cadre, identified as Panchuram, carrying cash reward of INR 20,000 on his head, was arrested from Badagai village about 60 kilometres from Kondagaon District headquarters on July 10, reports The Pioneer. The District Superintendent of Police (SP) D Sharavan said he is involved in several incidents of crime and 17 warrants are pending against him. Security Forces (SFs) arrested seven cadres of the Communist Party of India-Maoist (CPI-Maoist) from the forests of Narayanpur District on July 10, reports The Times of India. Police said a joint team of Central Reserve Police Force (CRPF), state's special task force (STF) and District Police personnel, were on a search mission when they got a tip off about presence of Maoists. The SFs managed to arrest seven of them who belonged to Maoists’ jantata sarkar (peoples' government) and other frontal outfits. Police said all them were wanted in connection with several cases of murder and loot under Dhanora Police Station of neighbouring Gadchiroli District.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in a brief encounter with Security Force (SFs) at Gorna Purjaripara village of Bijapur District on July 16, reports The Pioneer. Bijapur Superintendent of Police (SP) said the gun battle started between a joint Police party of Central Reserve Police Force (CRPF) and District Police and Maoists in the forests under Bijapur Police Station limits. “The patrol party was on a combing operation from the past few days in Gorna, Mankeli and Pangud villages of Bijapur Police Station region,” a Police official at Bijapur said. On seeing the Police-team near Gorna, about 20-30 Maoist opened indiscriminate fire on the team following which they retaliated, leaving a Maoist dead. After the incident, a body of a Maoist was found whose identity is yet to be established. One 303 rifle, live cartridges, and a couple of hand grenades were also recovered from the spot.

The Chhattisgarh Government on July 16 said that over 1,100 people, including Security Forces (SFs), have lost their lives in Maoist violence in the State in the past six years, with the highest causalities of 392 being reported in Bijapur District, reports Zee News. In a written reply to a question by Congress legislator Kuldeep Singh Juneja in the State Assembly, State Home Minister Nankiram Kanwar said, "Total 3,089 Naxal incidents took place in the State from January 2008 till June 20 this year (2013). In these incidents, 1,181 people, including 696 civilians, 233 Policemen and 252 paramilitary troopers were killed." Figures tabled in the House showed that the highest number of causalities were witnessed in Bijapur, where a total of 392 people including 284 civilians, 70 Policemen and 38 paramilitary forces lost their lives in 934 Maoist incidents that took place between 2008-June 2013. After Bijapur, Dantewada saw second highest causalities numbering 305 followed by Kanker (119), Narayanpur (110), Rajnandgaon (84), Bastar (81), Sukma (30), Dhamtari (18), Gariyaband (14), Balrampur (8) and Kondagaon (7). Balod and Balodabazar Districts saw four causalities each, Mahsamund two while Raigarh, Jashpur and Sarguja witnessed one death each.

Sukma Additional Superintendent of Police (ASP) SR Bhagat said, "An encounter between Maoists and a joint team of Central Reserve Police Force (CRPF) and District Police took place in the evening, in the dense forests that fall under the Bhejji Police Station area." The Maoists, among whom there were several women, opened fire on the SF personnel who were conducting combing operations in the area. The SFs retaliated and the exchange of fire lasted an hour after which the Maoists fled into the forest, leaving behind the three dead bodies. A .303 rifle, a few live rounds and other items have been recovered from the incident site.

In the backdrop of the May 25 Communist Party of India-Maoist (CPI-Maoist) attack in Chhattisgarh which left 28 persons, including top state Congress leaders killed, the Centre has circulated a new set of Standard Operating Procedures (SOPs) for road opening parties (ROPs) involved in VIP travel in Naxal [Left wing Extremism (LWE)]-hit areas, reports The Times of India. It has asked the forces to carry out intensive search operation using 'binoculars' and 'jammers' during sanitization exercise ahead of any VIP visit. The SOPs, circulated to all state police forces and central security agencies, said all precautions have to be taken during widely-known programmes like VIP visits, elections and other public functions which politicians and other senior functionaries are supposed to attend. "Highest level of alertness should be observed in sensitive areas before, during and after the visits of VIPs. On such occasions (VIP visits), road opening parties are a must," the SOPs for Naxal-affected areas said.

The UMHA will give contracts to national infrastructure companies - Public Sector Undertakings (PSUs) - and Central Reserve Police Force will guarantee security of these projects. Of immediate concern are 15 bridge projects linking Odisha, Chhattisgarh, Maharashtra, Jharkhand and Andhra Pradesh.
