18 Maoists, four of them carrying cash rewards on their heads, surrendered before SFs in Dantewada District of Chhattisgarh on July 1, reports The Pioneer. According to the Superintendent of Police (SP) Abhishek Pallava, the surrendered Maoists, included a woman and were active in Bhansi-Kamaloor area under the Bhairamgarh Area Committee of CPI-Maoist. They were mainly tasked with damaging railway tracks, putting up Maoist banners and posters, spreading Naxalite propaganda, and supplying ration to them. Of those surrendered Maoists, Telaam Bhima and Mangal Bhaskar were active as head of the Dandakaranya Adivasi Kisaan Majdoor Sangthan (DAKMS, a frontal wing of Maoists) while Telaam Chaitu and Santu Kunjam headed CNM (Chetna Natya Mandli, a cultural outfit of Maoists) – all four carried a reward of INR 100,000 each on their heads, the SP said adding that the remaining 14 cadres, all of lower ranks, were working as members of DAKMS and CNM groups.

A Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as David alias Umesh, was injured and arrested after an exchange of fire with Security Forces (SFs) in a forested area along Katenga-Pendridih road in Rajnandgaon District of Chhattisgarh on July 1, reports Hindustan Times. The Superintendent of Police (SP) Jitendra Shukla said, “a Police team was out of an anti-Maoist operation in the said location and sensing presence of security personnel the Maoists opened fire. The encounter lasted for about 30 minutes after which the Maoists fled from the spot. A search operation was initiated after the encounter and we arrested David who was injured and tried to run away but was caught after a short chase in Khobha village.” David – a native of Gadchiroli District of Maharashtra, was one of most wanted Maoists of newly formed MMC (Maharashtra-Madhya Pradesh-Chhattisgarh) of CPI-Maoist. An AK-47 rifle, three magazines, 54 live cartridges, one pistol, one walkie-talkie set, medical items and other items of daily use and Rs 772 cash was also recovered from his procession. The SP further said that David was carrying a cash reward of INR 29,00,000 on his head in three States including Maharashtra, Madhya Pradesh and Chhattisgarh.

The Inspector General of Police (IGP) Sundarraj P. said, “Makdam Deva was an active member of Jagargunda-Basaguda area committee. He joined the CPI-Maoist in 1995, and had a reward of INR 500,000 on his head. He was involved in several attacks on Police teams, including the Basaguda attack wherein two security personnel were killed, as well as murder of civilians in the area. While, the woman rebel - Sumitra Chepa, was active as section commander of battalion no. 1 of PLGA (People’s Liberation Guerrilla Army), armed wing of CPI-Maoist, and was involved in attacks in Sukma, including the 2014 Kasalpad attack in which 15 Policemen were killed, and Pidmel attack in 2015 wherein three Policemen had lost their lives. She carried a reward of INR 800,000 on her head.” Seven Maoists surrendered in Dantewada District, after being impressed by ‘Lon Varratu’ (return to your village) campaign launched by local Police, the Superintendent of Police (SP) Abhishek Pallava said. Among them, a woman cadre identified as Hadme Mandavi (20), a member of military platoon no. 26, and Lakhma Mandavi (26), a ‘Jan militia commander’, were carrying cash rewards of INR 200,000 and INR 100,000 on their heads respectively, the SP said adding that the rest are lower-rung members of the outfit. Their identities have not been reported.

A group of Communist Party of India-Maoist (CPI-Maoist) cadres abducted parents of a Policeman in Gumiyapal village in Dantewada District of Chhattisgarh on July 6, reports The Times of India. Later on, July 7, they were, however, rescued by the villagers who went after the Maoists into the forest.

A group of Communist Party of India-Maoist (CPI-Maoist) cadres abducted parents of a Policeman in Gumiyapal village in Dantewada District of Chhattisgarh on July 6, reports The Times of India. Later on, July 7, they were, however, rescued by the villagers who went after the Maoists into the forest. The Superintendent of Police (SP) Abhishek Pallava said, the Maoists barged into the house of District Reserve Guard (DRG) Constable Ajay Telam in the said village and abducted his father Lachhu Telam (64) and mother Vijjo Telam (62). They also injured Telam’s sister and snatched her mobile phone before fleeing the spot. Outraged by the incident, about 150 villagers entered the forest on July 7, to negotiate with the Maoists for their release. The SP said that the villagers walked through rough hilly terrain until they reached the rebels’ lair deep in the forest. “This is a unique case where villagers managed to argue with the Maoist fiercely at a ‘Jan Adalat’ (People's/Kangaroo Court organised by the Maoists) to release someone branded a ‘Police informer’. They argued that the elderly parents do not use mobile phones, nor do they know how to access it. They have no means to contact Police,” the SP added.

Usually, TCOC is carried out between March and June, allowing the rebels easier move in dense forests of Central India during peak summer. A Maoists’ letter seized by the SFs revealed that the Maoists have managed to freshly recruit 50 cadres in eastern Bastar including Sukma, Bijapur, Dantewada, and Narayanpur Districts, said a Police Official. The seized letter is written by Maoist leader of Maad division of Dandakaranya Special Zonal Committee (DSZC) – Sukhlal and addressed to the Maoist leader Nagesh. Two District Reserve Guard (DRG) troopers were injured in an Improvised Explosive Device (IED) explosion triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres in a forest under Katekalyan Police Station Limits in Dantewada District of Chhattisgarh on July 6, reports Outlook. According to a Police official, the incident took place when a DRG team was returning to base after destroying a Maoist transit camp. The Security Forces (SFs) also recovered six IEDs from two separate places in the same operation. “Acting on a tip-off about a Naxal [Left Wing Extremist, LWE] transit camp in the forest near Marjum village, a DRG team launched an operation on the night of July 5. When the team reached the spot, on July 6 morning, Naxals had fled leaving behind three IEDs, each weighing five kilograms.” the official said adding that “later on the way back, they recovered three IEDs, each weighing two kilograms, in Kalepal. Meanwhile, two personnel came in contact with a pressure IED connection, triggering a blast in which both sustained minor injuries. Security Forces (SFs) recovered a cache of arms and ammunition from three Communist Party of India-Maoist (CPI-Maoist) dumps in a hill located between Dhobedalli, Mangikholi and Chhuipani villages under Gatapar Police Station limits in Rajnandgaon District of Chhattisgarh on July 12, reports The Pioneer. According to Superintendent of Police (SP) Jitendra Shukla, the recovery was made on the basis of inputs given by a Maoist ‘commander’ identified as, David alias Agnan Uikey (34), who was arrested earlier on June 30 in the District. The recovered items included two steel boxes containing 975 live cartridges for various firearms, including 35 live cartridges of AK-47 rifle, 345 of 9MM pistol, 169 of LR rifle and 162 of .303 rifle, six detonators, 12 walkie-talkie sets, charger clips and a diary of Dipak Teltumbade, a Central Committee member of CPI-Maoist. The SP further said that the diary of Teltumbade could reveal crucial details about Maoist formations and their activities in the Chhattisgarh-Maharashtra border.

According to a Police official, Bheema, a resident of Konta and a Maoist ‘Jan Militia’ member, was arrested from a hospital in Konta following intelligence inputs. The officials had assured the villagers their demands would be considered. When Maoists came to know about this, a group of 10-15 armed Maoists convened a meeting in the village, and used sticks to brutally hit the villagers, including women and children, the SP said adding that “such mass beatings of villagers by Maoists has become frequent. The National Investigation Agency (NIA) on July 29, arrested three persons identified as, Laxman Jaiswal alias Laxman Sao (46), Ramesh Kumar Kashyap alias Ramesh Hemla (35) and Kumari Linge Tati (25), from Dantewada District of Chhattisgarh, in connection with the killing of Bharatiya Janata Party (BJP) legislator Bhima Mandavi on April 9, 2019, in an IED (Improvised Explosive Device) explosion carried out by Communist Party of India-Maoist (CPI-Maoist) cadres, reports Hindustan Times. The NIA Spokesperson Sonia Narang said the arrested persons were allegedly providing logistical support to the Maoists for carrying out the attack in which Mandavi and four of his security personnel were killed. The attack was earlier investigated by Chhattisgarh Police. The NIA took over the case in May, 2019 after which it arrested two persons, Bhima Tati and Madka Ram Tati – in April this year. The NIA spokesperson said “Investigation has revealed that arrested accused Laxman Jaiswal alias Laxman Sao, who runs a grocery shop in Nakulnar, provided electric wires, explosive substances, and other items for the IED blast carried out by CPI-Maoist cadres. Accused Ramesh Kumar Kashyap alias Ramesh Hemla (ex-sarpanch of Kakadi village) and Kumari Linge Tati were instrumental in providing logistic support to the Maoists and were part of the conspiracy which led to the killing of Mandavi and four security personnel”.
