Addressing the inaugural function of the 40th All India Police Science Congress at Chhattisgarh State capital Raipur, Chidambaram pointed out how the existing Police vacancy of over 335,000 personnel and dismal Police-population ratio (160 per 100,000 of population) made the task of securing 1.1 billion people quite difficult. Currently, as against the sanctioned strength of 2,100,000 Police personnel, about 335,000 posts are vacant, added Times of India.

Indian Express adds that as per sources in the Union Ministry of Home Affairs (MHA), the 48-hour bandh called by Maoists in Bihar, Jharkhand, Chhattisgarh, West Bengal and Orissa was primarily prompted by the arrest of Maoist leaders Shambhu (Bihar) and Chandrasekhar Gorebale (Karnataka). Apart from this, say sources, the Maoists had also been rattled by other successes by Security Forces recently, including a raid by the Central reserve Police Force in Gaya (Bihar) jungles yielding a large amount of explosives and the destruction of a Maoist camp near the Jharkhand-Orissa border. The central committee of the CPI-Maoist at a recent meeting has decided to raise "action teams" in all States dominated by them to target political leaders and workers, a Union Home Ministry official said quoting intelligence inputs. He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Besides, the policy-making body of the CPI-Maoist also directed its cadres to target any vehicle used by security personnel even if civilians travel along with them, he said.

He said, “We shall be in a position to give a final figure only once all the troops returned to the camp.” “We also lost a CRPF officer, Assistant Commandant Gulati, in the ambush,” said another source in CRPF intelligence, adding that “the toll was expected to rise.” Meanwhile, Chhattisgarh Director General of Police Viswa Ranjan said on June 30 (today) that around 15 Maoists may have been killed in the encounter that followed the ambush but the bodies of the Maoists have not been found. About 70 CRPF personnel were conducting a Road Opening Operation (ROP) on foot on the Narayanpur-Orcha road when the attack occurred. At least two critically injured Policemen were evacuated to Jagdalpur by helicopter. Sources said the attack took place near a hilly stretch known as the Jhadha Ghati, three kilometres from Dhudhai. According to a PTI report, Maoist fighters opened fire from a hilltop as the soldiers were returning from their patrol. “A large number of Maoist fighters surrounded the rear section of the CRPF party and opened fire,” said a source. The Narayanpur-Orcha road is considered the gateway to Abujhmad, a 4000-square kilometre forested area that has been declared a “liberated zone” by the Maoists. Local journalists in Narayanpur said the attack occurred in the backdrop of a two-day five-state bandh (shut down) beginning June 30 (today) called by the Maoists.

With the recovery of one more dead body of Central Reserve Police Force (CRPF) trooper on June 30 the death toll in the ambush by the Communist Party of India-Maoist (CPI-Maoist) cadres in Narayanpur District increased to 27, reports The Hindu. "The toll has risen from 26 fatalities to 27," Superintendent of Police Rahul Bhagat said. On June 30, search parties located the dead body of Neeraj Kumar, a CRPF trooper, who went missing after the ambush. "The ambush occurred at 1.30 pm," Bhagat added. "We lost one assistant commandant of the CRPF, two sub-inspectors and eight head constables." The Police are yet to ascertain the exact number of weapons lost, but sources told The Hindu that "it is expected to cross 20." The sources said most of the CRPF personnel were carrying INSAS and Self Loading Rifles. Meanwhile, a company of 100 soldiers from the specialised Combat Battalion for Resolute Action (CoBRA) squad of the CRPF was deployed in the forests surrounding the Dhaudai Police Station, where the incident occurred, as combing operations intensified in Narayanpur District. IBN Live adds that an Andhra Pradesh-based Maoist group claimed responsibility for the Narayanpur ambush on the CRPF personnel. The outfit said the attack was carried out to avenge Operation Green Hunt.

Rammohan, a former Director General of Border Security Force (BSF) told IANS. Rammohan said on June 30, "They want weapons. During the course of my inquiry into the (April 6) Dantewada ambush, I had told the Police authorities in New Delhi and Raipur that the Maoists may unleash fresh attacks. The primary reason for Tuesday's [June 29] attack was snatching weapons from the Security Forces. Earlier, the Andhra Pradesh unit of the Maoists got some AK-47 rifles from the LTTE (Liberation Tigers of Tamil Eelam). Some of these might have reached the Chhattisgarh Maoists. They had also got some grenades from the Nepal Maoists. But now, all their sources appear to have dried up. That is why they are attacking the Security Forces to procure weapons. He also noted that 'the case of the Maoists in central India is a peculiar one'. "Kashmiri militants get weapons from Pakistan while the northeast ultras get it from China and Bangladesh. With no international arms channels or bazars nearby, the Maoists have to rely on attacks on Security Forces and pilferage to acquire weapons," the former BSF chief said.
