Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with Security Forces (SFs) in Narayanpur District on May 1, reports The Times of India. Narayanpur Deputy Superintendent of Police (DSP) NK Sahu said the cadres of Daula Dalam (armed squad) were gunned down by a joint team of Commando Battalion for Resolute Action (CoBRA) battalion, Central Reserve Police Force (CRPF) and District Force in the jungle of Kachora village. Those killed were identified as 'deputy commander' of Daula Dalam Phool Singh and a member Jai Singh. They were carrying a reward of INR 35,000 each on their head. Two dead bodies including four muzzle loading guns, one USA made pistol, one country-made pistol, couple of grenades and tiffin bombs, detonators, Maoist literature and other materials were recovered from the spot.

The Communist Party of India-Maoist (CPI-Maoist) has stepped up their expansion drive in western Odisha and the trijunction of Karnataka-Tamil Nadu-Kerala, a latest assessment by the Union Ministry of Home Affairs (MHA) has revealed, reports Hindustan Times. “The sustained campaign against Naxals in their strongholds of Sukma, Bijapur and Narayanpur in Chhattisgarh, Gadchiroli of Maharashtra and Saranada forest of Jharkhand has forced the Maoists to expand in new areas,” said a senior security officer. According to the assessment, Maoists are pushing in the western Odisha districts of Bolangir, Bargarh, Nuapada and Nabarangpur. They also held a large meeting in Pardarha village of Nuapada, which was attended by their four central committee members. Besides Odisha, Maoists have been trying to new front in area around tri-junction of Karnataka-Kerala-Tamil Nadu for the last many years. The security forces have seen renewed Maoist activities in this region this year. The MHA assessment also shows that in the first three months of the current year more Maoists have been killed in comparison to the Security Force (SF) personnel than in the same period in last year. In the first three months of last year, 53 security personnel had been killed, while the figure for Naxals killed in clashes with the security forces and their own breakaway factions stood at 20. But in 2013, in the first three months ending March 31, only 25 SF personnel lost their lives in anti-Naxal operations whereas 30 Maoist were killed clashes with the SFs and breakaway factions like Tritiya Prastuti Committee (TPC).

Two Communist Party of India-Maoist (CPI-Maoist) cadres were arrested during a joint search operation in a jungle in Maoist-hit Bijapur District of Chhattisgarh, Police said on May 4, reports The Hindu. “They were nabbed from the jungles of Batumpali village under Basaguda police station area of the district by the joint contingent of CRPF [Central Reserve Police Force] and district force on Friday [May 3] night,” a senior official said. Those arrested were identified as Sodhi Hadma (19) and Madkam Pojja (26), the official said, adding that they were involved in several incidents of attempt to murder in the region. The team was on a combing operation in the region in the evening of May 3.

The Central Government on May 7 informed the Lok Sabha (Lower House of Parliament) that the Communist Party of India-Maoist (CPI-Maoist) cadres were manufacturing improvised hand grenades and rocket propelled grenades in their arms manufacturing units in Chhattisgarh, Bihar and Jharkhand, reports The Times of India. Union Minister of State for Home Affairs (MHA) RPN Singh said steps taken to bust these manufacturing units included deployment of Security Forces (SFs) at strategic locations, firm Police action against such unlawful activities and intensified intelligence-based anti-Naxal [Left Wing Extremism (LWE)] operations. In response to another question, the Minister informed the House that 532 companies (53,200 personnel) of Central Armed Police Forces (CAPF) were deployed in Maoist-affected states, including Chhattisgarh, Jharkhand, Bihar, West Bengal, Andhra Pradesh, Maharashtra and Odisha. The Government, however, decided to provide 10 additional battalions of CAPF (10,000 personnel), including five battalions (5,000 personnel) of Central Reserve Police Forces (CRPF) to four LWE-affected states, including Jharkhand, Odisha, Bihar and Chhattisgarh.

Constable Parshu Markam of Chhattisgarh Armed Force (CAF) was killed and three others were injured in an encounter with Communist Party of India-Maoist (CPI-Maoist) cadres in Sukma District on May 8, reports NDTV. A senior Police official said over phone, "The incident took place in the jungles of Kistaram Police Station area of the District when the CAF jawans (troopers) were on a combing operation in the region early this morning". When the patrolling party reached near the forest of Kistaram village, the Maoists opened indiscriminate fire on them, killing one and injuring three others.

Chhattisgarh Government has extended the ban on Communist Party of India-Maoist (CPI-Maoist) and its six frontal organisations by one more year, on May 9, reports The Pioneer. CPI-Maoist was first banned along with its affiliates in April 2006 under section three of Chhattisgarh Special Public Security Act, 2005 and since then the State Government has been extending it every year. The six frontal organisations are Dandakaranya Adivasi Kisan Mazdoor Sangh, Krantikari Adivasi Mahila Sangh, Krantikari Adivasi Balak Sangh, Krantikari Kisan Committee, Mahila Mukti Manch and Jantana Sarkar.

Two young Naxal [Left Wing Extremism (LWE)] sympathisers, including a school girl, were arrested from Kaika village of Bijapur District, on May 9, reports The Pioneer. Both have admitted that they were helping Dinesh, a member of Gangalur local operating squad of the Communist Party of India- Maoist (CPI-Maoist) for supplying commodities of regular use to Naxals, besides acting as messengers for him. They were identified as Manju Avlam (18) and Aytu Avlam (21). An official said "A few letters of communication with Maoists, Naxal literature and a couple of sharp-edged weapons have been recovered from their possession". Manju is a ninth grade student in a government school of Bahairmagdh village.

The first incident took place at the Doordarshan transmission centre at Marenga village under Parpa Police Station in Bastar District at around 3 a.m., leaving three Policemen dead and one injured, Director General of Police (DGP) Ramniwas said. He, however, said they were yet to verify whether the attack was carried out by Maoists. Marenga village is about 15 km from Jagdalpur, the District headquarters. The deceased were identified as head constable Silbhanush Ekka and constables Alexander Lakra and Vasudev Sahu of Chhattisgarh Armed Force (CAF). “The injured constable Majhar Khan has been referred to Raipur for treatment and was under observation,” the DGP said.

The Union Ministry of Home Affairs (MHA) has told the Bihar Government that it can use Sashastra Seema Bal (SSB) for operations against the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on May 21.The MHA has spared one battalion of SSB to be exclusively used against Maoists. Sources in the State Police headquarters said that one such battalion of SSB is already undergoing training in Assam about the operational tactics while dealing with Maoists as the force is otherwise created entirely to tackle illegal activities on Indo-Nepal border. They further said that that the MHA had recently allocated 10 battalions of SSB for anti-Maoists operations to different states. Of these, five battalions were sent to Chhattisgarh, two each to Jharkhand and Orissa and one to Bihar. The Police headquarters have decided to deploy the one battalion of SSB in the north Bihar districts including East Champaran, Sheohar and Sitamarhi and Bagaha police district once the force returns to the state after training. Sources further said that the two battalions of Central Reserve Police Force (CRPF), which were earlier closed by the MHA and sent to Chhattisgarh, have again been returned to Bihar. As far the CRPF goes, the Police headquarters, sources mentioned, would deploy additional five companies in Jamui District where already four companies are on the job. That apart two companies would be sent to Munger and one to Lakhisarai. In the central Bihar, three companies of CRPF would be deployed in Gaya, two in Aurangabad and one in Jehanabad besides two in Rohtas and one in Kaimur.

The force deployed in the area is capable of covering not more than 10km but was tasked with covering 25km. There are only two companies of the force in the region stationed at a distance of 25 km - one at Darbha and the other at Tongpal. On May 25, the handful of Security Force personnel — about 50 — guarding Congress leaders found themselves far outnumbered and outgunned by a contingent of 200-250 Maoists who fired a hail of bullets leading to 28 deaths, including eight security men. The policemen fought until all their ammunition was exhausted.

The Communist Party of India-Maoist (CPI-Maoist) on May 28 claimed responsibility for the May 25 attack on a convoy of Congress leaders in Darbha ghati area of Sukma District in Chhattisgarh, reports The Times of India. The Maoists sent a four-page letter and an audio clipping to the media, claiming they were behind the attack in which 28 people including top Congress state leaders were killed. The letter carries the signature of a Maoists spokesperson from Dandakaranya. As per the letter, a team of the People's Liberation Guerrilla Army (PLGA) carried out the attack. It further states that senior Congress leaders Mahendra Karma, Nand Kumar Patel and VC Shukla were the main targets of the attack. The attack left Karma and Patel dead, while Shukla was critically injured and is undergoing treatment at a Gurgaon hospital. The Maoists claimed that their purpose was to "punish" Mahendra Karma who had launched the anti-Naxal armed movement Salwa Judum. The Reds blamed Nand Kumar Patel for giving a go ahead to Operation Green Hunt and letting paramilitary forces join anti-Naxal operations when he served as the State home minister. The Maoists also made seven demands in the letter, calling for the withdrawal of paramilitary forces from Dandakaranya and an end to Operation Green Hunt. Major urban centres in the country, including the National Capital New Delhi, may witness targeted killings by Communist Party of India-Maoist (CPI-Maoist) in coming months as they are looking for opportunities to carry out violence, intelligence reports have warned, The Times of India reported on May 29. To get maximum mileage in respect of getting international attention as well as to boost the morale of the cadres, the Maoists would now try to carry out spectacular violence over soft targets in urban centres, the reports said. The reports suggested that Maoists have suffered significant reverses in recent past and the May 25 attack in Sukma District was the result of the extremists' attempt to hog national limelight and reassert their influence. Official sources said the desperation of Maoists reflected in the intercepted conversations of the few top leaders mostly hiding in deep jungles of Chhattisgarh, Jharkhand and Odisha.

Security Forces found three grenades during the search, of which one was China-made, according to the experts on explosives with the search teams. Surprisingly, one grenade that was found near the body of Pawan Kondra, the PSO of slain Congress leader Mahendra Karma, on May 29, was found missing from the spot when explosives experts reached there on May 30 to destroy it. Kondra's body was found on Wednesday around 250 m away from the ambush site.

Police sources said Darbha Police has registered FIR against CPI-Maoist Dandakaranya Special Zonal Committee (DSZC) secretary Ramanna alias Ravulu Sriniwas, South Bastar regional committee Secretary Ganesh Uike alias Paka Hanumanthu and others. Names of other Naxalite leaders Vinod, Dewa and many other rebels from Darbha division figured in the FIR. A group of armed Communist Party of India-Maoist (CPI-Maoist) cadres opened fire on a team of C-60 commandos patrolling in Nurgunda jungle near Bhamragarh-Kothi road in Gadchiroli District, bordering Andhra Pradesh and Chhattisgarh on May 31, reports Hindustan Times. The Security Forces (SFs) retaliated and the exchange of fire continued for half an hour. Later, the Maoists retreated into the jungles. The District Police suspect that at least a couple of Maoists are injured in the encounter. None of the SF personnel was injured in the encounter, the reports said. Separately, the Centre and Chhattisgarh Government will launch joint action against Maoists in Bastar in the days to come, Union Home Minister Sushil Kumar Shinde said after talks with Chief Minister Raman, reports Press Trust of India. "After a discussion on the incident [Darbha Maoist attack], we have decided to take a joint action," said Shinde emerging from an hour-long meeting with Singh. The Hindu adds that Shinde suggested developing a special anti-Maoist force like the Greyhounds to combat Maoism. “Every Naxal-affected State should develop a Greyhounds force [on the lines of Andhra Pradesh] to combat Naxals. The Centre would offer help in this area,” he said. Calling the ambush on the Congress convoy a “terror attack”, Shinde said: “So far we were thinking that this [violence] would be some [sort of] movement. But in the 2010 incident [in Tadmetla, where 76 security personnel were killed] and the May 25 one, we have seen it is nothing other than terror,” he said.
