Four cadres of the Communist Party of India-Maoist (CPI-Maoist), who were allegedly involved in triggering Improvised Explosive Device (IED) blast during the Assembly by-polls for Antagarh seat held on September 13, were arrested by a joint squad of District Force (DF) and Border Security Force (BSF) from Tadhur forest under Bande Police Station limits in Kanker District on November 1, reports The Pioneer. Those arrested were identified as Somji Mandavi (30), Alsuram Khorcha (28), Raigi Sodo (32) and Sainuram Mandavi (40). Police also recovered three single barrel muzzle loading (SBML) guns from their possession, Kanker Superintendent of Police RN Dash said.

The Communist Party of India-Maoist (CPI-Maoist) has warned journalists working in Chhattisgarh against helping the Police in carrying out surrender of Maoist cadres, reports The Hindu on November 2. “We appeal to the journalist brothers to condemn the fake surrenders and stop encouraging those who have deceived the people’s movement. The journalists who support the surrendered Maoists will be termed as ‘anti-people’ by the party,” said Ganesh Uike, ‘secretary’ of the South Regional Committee (SRC) of the CPI-Maoist, in a press statement. The Maoist leader criticised senior journalist and president of Bastar press club Karrimuddin for giving “financial assistance” to a surrendered Maoist cadre a few days ago. “Karrimuddin is a senior journalist. It does not behove him to encourage those (surrendered Maoists) who have deceived the people’s movement. He should not repeat this,” said the Maoist leader.The SRC secretary termed the spate of Maoist surrenders in Bastar in the past few months as “fake and engineered”. “The new surrender policy is acting as a tool for corrupt police and paramilitary officers to loot money. The police and administration is misleading the media about surrenders. Common people and activists working in Bastar are threatened with arrest and are asked to pose as surrendered Maoists. In many cases, former Maoists, who quit the party many years ago, are being re-arrested,” claimed Ganesh Uike, whose name has figured in almost all the major incidents of violence against police in the last five to 10 years.Uike alleged that in the past few months Bastar police and paramilitary forces had killed many civilians and branded them as Maoists. “Three women members of the PLGA were caught and tortured before being killed. Bastar Inspector General of Police (IGP) S.R.P. Kalluri is misleading the media. The journalists should not believe the police version on surrenders and encounters. We appeal our journalist brothers to come to the spot and verify facts before writing,” added the press statement.The Maoists party secretary also appealed the journalists to stop “defaming” the CPI (Maoist) for “red terror”. “We are not terrorists, but we are patriots and we are fighting for the people. We are standing against many multinational companies, preventing them from snatching land from tribal people. The media should support us rather than supporting the ‘exploiter’ government,” said the Maoist leader calling for “Dandakaranya bandh” on November 8 against the Narendra Modi government’s “Brahmnic and fascist policies”.Karrimuddin has denied the allegations and said that he was just giving reward money to a surrendered Maoist at a ceremony.

Top Communist Party of India-Maoist (CPI-Maoist) leader and an accused in the April 2010 Dantewada attack that killed 75 Central Reserve Police Force (CRPF) personnel, Hemant Mandavi alias Bijja was arrested in Dantewada District on November 2, reports The Times of India. According to the South Asia Terrorism Portal (SATP) data 75 CRPF personnel and a State Policeman were killed in the Dantewada attack by the Maoists. The Chhattisgarh Police, which made the arrest, claimed that he was involved in the murder of 136 civilians and security personnel and was leading Platoon No-1 of a CPI-Maoist military company.

18 CPI-Maoist cadres, including hardcore cadres involved in last year's (2013) Jiram Valley attack on Congress leaders, surrendered in Dantewada District on November 3, reports Zee News. "As many as eighteen ultras, most of them carrying cash rewards on their heads, turned themselves in before senior Police and CRPF official in Dantewada," Inspector General of Police (IGP), Bastar Range, SRP Kalluri said. Of the surrendered, Lakhma Vetti (28) was the most dreaded, who was working as Katekalyan Local Operation Squad (LOS) member. The chief of the Dandakaranya Adivasi Kisan Majdoor Sangthan (DAKMS) - Dandakaranya Tribal Farmer Wage Earner Organisation - of Barsoor Area Committee of Maoists, Itwari Mandavi (27) and Janmiltia - People’s Militia - Commander in the same region, Jaidev Mandavi (28), carrying reward of INR 1 lakh each on their heads, were other Maoists who surrendered. Others were identified as Madkami Kala, Shyamlal, Beti Barsa, Kattam Chaitu, Kawasi Lakhma, Betti Masa, Madda Muchaki, Basant Kartam, Dinesh Podiyami, Antu Mandavi, Shaymlal Markam, Laxman Barsa, Budhram Kadti, Hunga Barse, Pisa Kadti. All of them were aged between 19 and 42 and were deployed as members of DAKMS in the region.

"The government and police are trying to propagate that the Maoists are in contact with Muslim militants and the ISI. As a part of this conspiracy, the police killed an unknown Muslim youth in Harrekoded village of Bastar on September 19 and declared him a Maoist," alleged Gudsa Usendi, the spokesperson of the Danda karanya Special Zonal Committee (DKSZC), in a statement sent to senior journalists based in Bastar. The spokesperson appealed to all Muslims, minority social organisations, Human Rights bodies and the media to make an ‘independent inquiry’ into the September 19 Harrekoded encounter.

The three Maoists were identified as National Park ‘Jan Militia’ members Manguli Kohrami (23), Lala Poyami (25), and Chaitu Vacham (30) of Murkinar village. The Government had enacted the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. Bihar, which last year (2013) reported 176 incidents, could only distribute 1.67 per cent of title deeds to forest dwellers. Till July 31, Bihar had received 2,930 claims, but only 28 title deeds were distributed. Chhattisgarh, which reported 353 incidents in 2013, had received 7,56,062 claims, but only 3,12,250 title deeds could be distributed. Although Chhattisgarh has performed much better with 43.73 per cent title distribution when compared to Bihar, the State rejected over four lakh claims. Sources said among the states, Odisha was the best performing State in terms of ensuring the rights and entitlement of local communities, distributing 70.71 percent title deeds. Even states such as Maharashtra could only distribute 1,43,283 title deeds out of 3,48.075 claims. Blaming the Maoist menace in certain worst affected areas for the delay in the development activities, sources said the road network of 2,297 km remained incomplete because it fell under the Maoist dominated areas. The Centre had approved INR 73 billion under Road Requirement Plan-I for Maoist-affected areas in 34 Districts. So far, the agencies have completed 3,180 km-long road network.

At least 15 Communist Party of India-Maoist (CPI-Maoist) cadres were killed and 25 grievously injured in the November 21 encounter with the Central Reserve Police Force’s (CRPF) Commando Battalion for Resolute Action (C0BRA) near Chintagufa and Kasalpara area in Sukma District, reports The Hindu. The Maoists had also opened fire on a Mi-17 helicopter which was flown in to rescue the injured COBRA personnel. Six COBRA troopers were injured. “At least 15 Maoists were killed in the encounter near Kasalapara village according some technical and intelligence inputs we received after the encounter. Around 25 to 30 of them were grievously injured in the same encounter,” claimed CRPF Inspector General (IG) H.S. Sidhu. However, not a single body was recovered from the encounter suite.

A member of Local Operating Squad (LOS) of the Communist Party of India-Maoist (CPI-Maoist), identified as Jagat Ram Dhurva alias Ramesh (21), surrendered before Police in Rajnandgaon District on November 22, reports The Pioneer. Ramesh, active in Madanvada and Kodekhursi region in the District, was carrying cash reward of INR 131,000 on his head, Superintendent of Police Rajnandgaon, Sanjeev Shukla said. Jagat Ram after failing to quality in class 5th exam in 2004 left studies. He then came in contact with the Maoist leaders who regularly used to visit his village and impressed by Maoist propaganda, Jagat Ram joined the Chetna Natya Mandali (CNM) group of the CPI-Maoist in 2008, Shukla claimed. In 2010, he joined platoon number 23 of the CPI-Maoist and was sent to Madanvada. However, Maoists facing acute shortage of men merged Madanvada and Kodekurs LOS and Jagat Ram became member of both LOS. According to Police officers, Jagat Ram was deeply hurt by discriminating behavior adopted by the Maoists and was also dissatisfied with harsh life style in jungle for which he surrendered.

However, Chhattisgarh accounts for 247 surrenders by October-end, up from just 28 in 2013. Chhattisgarh has also reported a major increase in the number of Maoists arrested this year (2014). Arrests in Chhattisgarh grew from 387 in 2013 to 517 until October 15 this year. Surrenders in Andhra Pradesh were 76 until October 31 against 82 for whole of last year. Bihar reported 150 Naxal-[Left-Wing Extremism (LWE)] related incidents and arrested 329 Maoists (until November 15) but managed just four surrenders until October 31. Jharkhand recorded the highest number of Maoist-related incidents at 318, highest number of civilian killings at 77, while LWE killed were at eight and arrested, 364. The surrenders were a measly 17, almost at the same level of 15 recorded last year. Odisha has shown incidents at around the same level (97 until November 15 against 101 last year), but surrenders are down at 80 as on October 31 (from 101 in 2013) and Maoists arrests at just half (67) of the 2013 levels (129).

As many as 63 Naxals [Left Wing Extremists (LWEs)] including supporters of Communist Party of India Maoist (CPI-Maoist) surrendered before the Police in Narayanpur District on November 26, reports The Pioneer. All the surrendered extremists used to work for different frontal Maoists organizations like Jantana Sarkar (people's government) Janmilitia (people's militia), Chetna Natya Mandali (CNM), Dandakaranya Kisan Majdoor Sangh (DKMS), Krantikari Adivasi Mahila Sangh (KAMS) all part of the CPI-Maoist, Superintendent of Police (SP) Amit Kamble said. Out of 63 persons, 33 are Naxal cadres while remaining 30 were connected with them (Naxals) by supporting them, SP Kamble informed. The 33 cadres who have left the path of violence were involved in incidents like murder, attempt to murder, blast, blocking roads, arson and similar others. In all 19 warrants were issued for their arrest and reward of INR 28,000 was also declared for their arrest, the SP mentioned. The surrendered extremists are all from Temrugaon, Cherangam, Koliyari, Netanar, Koranda and Matla. They have pledged not to back Naxals anymore, Kamble added.

The Maoists leaders have begun holding meetings in villages in remote areas in south Bastar region warning the cadres of execution in public if they surrendered before the Police. “The Madh Divisional Committee of CPI (Maoist) has launched a campaign in south Bastar region to stop the local cadres from joining the bandwagon of surrendered Maoists. An outbreak of malaria in Bastar region has severely impacted the Security Forces (SFs) on the Maoist front, reports The Indian Express. At least one Policeman, Govind Tamga, has died and over 400 have been affected by the disease in the last 10 days. Besides the personnel, a huge number of villagers have been hit by the disease. The situation is compounded by the lack of medicare in Bastar as the region has only one major hospital in Jagdalpur, which lacks capacity to treat the influx of patients. The male ward of the hospital is brimming over and over 50 personnel of the State Police and the Central Reserve Police Force (CRPF) have to lie on the floor. The Bastar IG has asked the government to provide immediate help. “Our operations have been affected. We have asked the state government to immediately take note of the situation and ensure medicare for policemen,” said IG S R P Kalluri. Such has been the impact that at least two anti-Naxal operations in the region were to be curtailed last week as the personnel were hit by the disease in forests, forcing the commanding officers to order an immediate retreat. While some policemen, whose condition turned serious, have been airlifted to Raipur, at least 200 are still in police camps of interior areas and yet to receive medicare.
