Intelligence agencies reports that the Communist Party of India-Maoist (CPI-Maoist), despite recent reverses, are regrouping and looking to expand their presence to areas beyond the so-called ‘Red Corridor’, reports Liveminton November 2. According to intelligence reports, the Maoists are now expanding their base beyond their usual bastion of Chhattisgarh’s Bastar District to the tri-junction of Madhya Pradesh-Maharashtra-Chhattisgarh (MMC) in order to support their existing strongholds in Sukma and Dantewada Districts. The report also reveals that under the Odisha State Committee (OSC) of the Maoists, Rayagada, Kandhamal and Kalahandi Districts in Odisha are also emerging as hotbeds of Naxal [Left wing Extremism (LWE)] activity, with the “absence of road infrastructure in these regions aiding the Naxals.”The Andhra-Odisha Border (AOB) region, the report stated, is also seen by Naxals as a safe corridor between the Dandakaranya region in Chhattisgarh (areas such as Sukma and Dantewada) and the forests of Jharkhand. “The planning of Maoists is to build a new battlefield in the MMC tri-junction area with an aim to create a new guerilla zone. They discussed the need to expand their battle zone towards the north and then the east to create a corridor with their old battle zones of Odisha and Jharkhand,” the intelligence report states.

Vice-President M Venkaiah Naidu, on November 1, called upon the Communist Party of India-Maoist (CPI-Maoist) to give up violence and join the democratic process by fighting polls to serve the people, reports The Pioneer. “If you have faith in your ideals, come and contest polls. Give up violence”, the Vice President exhorted Maoists in his address while inaugurating a five-day glittering ‘Rajyotsava 2017’ function at smart city Naya Raipur of Chhattisgarh. “Give up your illusion. Believe in democracy’, he told Maoists who have significant presence in State’s forested patches in Bastar. Naidu said that Maoists will not gain anything by disrupting developmental processes and by demolishing hospitals and schools. “They need to shun violence and join the mainstream of development.”

The Police arrested two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Kartam Hunga and Podiya Masa, are experts in bomb-making, within Awapalli Police Station limits in Bijapur District on November 2, reports The Hindu. The Bijapur Police, in a press statement, said, “The Additional Superintendent of Police [Bijapur] Mohit Garg led a joint team of the District Reserve Group (DRG) and the Commando Battalion for Resolute Action (CoBRA) in an anti-Maoist operation in Hamrah, Murduda, Vayguda and Chatalpalli areas of Bijapur. When the team was returning through Chatalpalli forest road two youths were seen digging the road.” The members of the team found the behaviour of the youths suspicious. When the Security Forces (SFs) approached the youths, they ran away. The team then cordoned off the area and arrested both of them. The statement said, “One of them was carrying a tiffin bomb and a long wire. A nylon rope, pressure mechanism and electric wire were recovered from them along with batteries.” The statement added, “Both of them confessed that they were planting bombs to target the police parties. A District Reserve Guard (DRG) trooper, identified as Mohit Patel, was killed in an exchange of fire with Communist Party of India-Maoist (CPI-Maoist) cadres in the forest of Binagunda village under Chhote Bethiya Police Station limits in Kanker District on November 3, reports The Pioneer. The incident took place when a joint team of DRG and local Police was out on a search operation; it came under heavy fire from a group of ultras leading to the gun-battle between the two sides at Binagunda forest. However, Maoists soon escaped from the spot on finding security personnel zeroing in on them, a Police official said.

Meanwhile, four Maoists, including a woman, were arrested following an encounter between Security Forces (SFs) and Maoists in Bijapur District on November 3, reports New Indian Express. The cadres were arrested from Mirtoor Police Station area when a joint team of SFs was out on a search operation, a local Police official said. When the patrolling team reached between Madpal and Tamodi it came under fire from a group of Maoists following which the encounter broke out, and after the firing stopped, four Maoists, including a woman, were arrested while they were trying to flee from the spot, he said. Of them, the woman cadre was identified as Lakkhe (26) who was active as a member of military platoon no 13 under Bhairamgarh area committee of Maoists, the officer said, adding, that a muzzle loading gun was also recovered from her possession. The remaining cadres were identified as Moti Vetti (26), a ‘Jan Militia commander’, Bijju Telam (19) and Gutta Madkam (22), both Jan Militia members, he said.

Union Home Minister (UHM) Rajnath Singh gave the assurance to Chhattisgarh Chief Minister Raman Singh at a meeting in New Delhi, which was attended by senior officers of the Central and State Governments, a statement said. The two leaders noted that the declining trend of left- wing extremism continues across the country. Naxalism-related incidents have dropped by 21 per cent as compared to the corresponding period last year. Naxalites are under pressure with ever shrinking influence, both in terms of geographical spread and public support, they noted. Security and development-related measures required to achieve the same were discussed, the statement said. Important development schemes include the Road Requirement Plan (RRP) Phase I under which Chhattisgarh was sanctioned 1,988 kilometres of road out of which 1,351 kilometres have been completed. Under the newly launched RRP-II, Chhattisgarh has been sanctioned 891 kilometres of road. To improve mobile connectivity, 519 mobile towers have been installed in Phase-I. Another 1028 towers are being planned in Phase-II of the project. In addition, 11 India Reserve Battalions (IRB) and two Special IRBs have been sanctioned to the State. The Central Government provides security-related assistance to the State which includes provision for Central Armed Police Forces (CAPF) personnel, helicopters, UAVs among others.

When the operations were undergoing near Dhurbeda in the morning, the SFs came under heavy fire from a group of armed Maoists, leading to strong retaliation by the SFs. After the encounter stopped, the SFs recovered a body of a woman Maoist along with weapons. Later in the afternoon, five Maoists were killed in another exchange of fire between SFs and Maoists near Pinka village. Two .303 rifle, five .315 bore rifles, one 12 bore gun and one pistol were recovered by the SFs in the two encounters. State Additional Director General of Police (ADGP) (Anti-Naxal Operations), Durgesh Madhav Awasthi said, five Maoists were gunned down during an encounter at Pinka village, the woman Maoist was eliminated also in another encounter at Dhurbeda forests, both under restive Narayanpur District. Awasthi further informed the media persons that the SFs recovered nine weapons, including two .303 rifles and large number of Naxal [Left Wing Extremism (LWE)] materials and literatures during both these operations. D M Awasthi, Special Director General, (SDG, Anti-Naxal Operations), Chhattisgarh, confirmed that at least 20 pages of handwritten accounts, spanning several years, were recovered after the encounter in the jungles of Abujhmaad in Narayanpur District on November 7 in which six Maoists were reported to have been killed. A postscript in the ‘balance sheet’, maintained by the Nelnar area Janatana Sarkar (“local government”), for 2017 States: “Note bandi ke dauran 2 lakh jama kiya manta (Deposited 2 lakh during note ban).” While the year’s total expenditure has been put at INR 46,720, there is a line which says that a sewing machine worth INR 16,000 was damaged during an attack by Security Forces (SFs). The handwritten ‘balance sheets’, for 2013 to 2017, include sub-heads like expenditure incurred by the “vikas shakha”, “raksha shakha”, “school sanskriti shakha”, “jan sampark shakha” and so on. There are separate pages on expenditure incurred on “community infrastructure”, such as building of wells and small check dams as well. SDG, Anti-Naxal Operations, Awasthi, however, maintained that demonetisation had adversely affected Maoist operations in Chhattisgarh. “It is true that Maoist groups would have exchanged some amount of the demonetised cash. They could have used villagers, forcing them to deposit cash in their bank accounts, as also contractors who they ‘levy’ taxes from. After demonetisation, we had to deal with the situation sensitively, and did not make any arrests. But we did have information on certain bank accounts, details of which were given to the authorities concerned, and some money was seized as well,” he said. According to Police data, post-demonetisation, the Chhattisgarh Police seized banned notes adding up to INR 10.5 million from 27 people, including INR 4.4 million from one person, across seven of the worst Maoist-hit Districts in the State. “Although they would have exchanged some notes, and have an ecosystem that supports them in the region, I do feel that demonetisation affected their operations. We will compile data at the end of this year, and only then will we be able to say with certainty, but there is a sense that in operations in areas that were hitherto untouched, the Maoists are either avoiding an exchange of fire or preserving their ammunition. This is one indication of low finances,” said Awasthi. Another Police officer stated, “This balance sheet is only of one janatana sarkar. Every Maoist organisation, from the special zonal committee to the janatana sarkar, has separate accounts and would have exchanged their notes. We cannot even begin to quantify the amount,” he said. Narayanpur District, one of the worst-hit Districts in the country, has as many as 91 operational janatana sarkars, according to Police records.

The Maoists were arrested from the forests under the Bhairamgarh Police Station limits, Additional Superintendent of Police (ASP), Mohit Garg said. Acting on specific inputs, Security Forces (SFs) had launched a search operation in the interior of Bhairamgarh, around 450 kilometres from State capital Raipur, on November 22, he said. The Maoists were rounded up after the joint team cordoned off Itampara, Uspari, Biriyabhoomi and Daler villages inside the forests, he added. Among those arrested, warrants were pending against nine Maoists including a woman, he added. The maximum numbers of warrants, for 36 incidents, were pending against Sitaram Hemla, while 12 warrants were pending against Bheema Atra, the ASP said. The arrested Maoists were active as lower-rung cadres and involved in attacks on Police, planting of Improvised Explosive Devices (IEDs) and putting up Maoist banners and posters, he added.

The Communist Party of India-Maoist (CPI-Maoist) cadres shot dead the son of a contractor whom they had abducted from a rail construction site in Kanker District on November 25, reports The Pioneer. The body of Ramesh Jain (38) was found at a forest near Rekhabat village in the District on November 26, Kanker's Superintendent of Police (SP), K L Dhruv informed. Darbari Ram, the father of the deceased, had the contract for cutting of trees in the forest area for laying tracks as part of the Dallirajhara-Rowghat railway project and transportation of logs to the forest department's depot, he said. On Saturday (November 25), when Ramesh Jain was engaged in the work of transportation of timber logs in the forest close to Rekhabat between Rowghat and Tadoki, a group of armed Maoists reached there. The rebels asked the workers to leave the place. After setting ablaze four trucks and a loader machine they took the victim along with them, the SP said. "Later, they shot him dead in the nearby forest," Dhruv said. The construction of Dallirajhara-Rowghat-Jagdalpur broad-gauge railway line, covering 235 kilometres, would allow transportation of iron ore from the Maoist-affected area in north Bastar. Besides, it will provide transportation facility to the people in the Maoist hotbed. The work in the first phase, covering a 95-kilometres route from Dallirajhara to Rowghat, is in progress with 17 kilometres of tracks to Gudum commissioned for passenger train traffic. The Maoists have been opposing the project since its inception, fearing that the construction of the rail route will speed up the development work in Bastar thereby uprooting them from the region.

The Union Ministry of Home Affairs (UMHA) has decided to use the Central Armed Police Forces (CAPFs) and more than 500 of their camps, located in areas affected by Naxal [Left Wing Extremism (LWE)] violence in different States, as the focal point for delivering Government-run schemes and programmes among villagers and tribals, reports Indian Express on November 28.The UHMA believes this is also one way to counter the perception about Government as propagated by the Naxals and promote the development to villages abutting these camps. The Ministry has termed is as ‘camp village development (CVD)’. According to the report, UMHA sent a letter to Principal Secretaries (Home) of the Governments affects by the Naxal violence - Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha and Telangana on November 20. The District administration should also coordinate and make best use of CAPFs for delivery of centrally sponsored or State sponsored schemes in the villages nearby the camps. There are 118 battalions of CAPFs deployed in these seven States. Besides, States have raised Indian Reserve Battalion (IRBs) and special IRBs, and 10 CoBRA (Commando Battalion for Resolute Action) of the Central Reserve Police Force (CRPF) battalions have been deployed to handle Naxal violence.

Those arrested were identified as Benja Korram, Kulle Madavi, Madda Podiyam, Aasi Usendi, Sukko Kashyap, Pandharu Kurhami and Guddi Mandavi, the Narayanpur District Police said in a statement. All seven were working for the Maoist ‘militia’ in Bhattbeda, Kakawada and Kolokal area of Narayanpur. The Police also managed to recover two locally-made guns, ammunition and other party literature from the arrested Maoists.
