The Chhattisgarh Government has sought nearly 1,500 companies of Central forces for the Assembly elections, in addition to the existing battalions in Communist Party of India-Maoist (CPI-Maoist)-controlled tribal Districts of south Chhattisgarh, reports The Hindu. At least half of the additional forces will be placed in south Chhattisgarh, senior officials told The Hindu. The State had sought nearly 860 companies in the 2008 Assembly elections. Senior State and Central officials said the intensity of Maoist action had enhanced “proportionately with the increasing number of police encounters” in the Maoist stronghold, forcing the government to seek additional forces. Director-General of Police (DGP) Ramniwas said that “assuming that the election could also be conducted in one phase” the request had been forwarded. “Last time we got 330 companies and the same force stayed for the second phase. But, even if the rest of the State does not require such a huge force for each phase, Bastar will always require 800 companies,” the DGP said.

The incident took place during a joint combing operation of DRG (district reserve group) of State Police and District Force in Benoor region. In Mardapal area of Kondagaon District in Bastar region of Chhattisgarh, Communist Party of India-Maoist (CPI-Maoist) cadres have allegedly issued diktat to close down two dozen schools and threatened to kill teachers if they continued teaching the students, reports The Pioneer on October 12. In view of the threat teachers are now not dare entering the villages leading to a complete crash of teaching activities in dozens of schools located in internal parts of the district for the last three days. According to sources, the Rebels belonging to Kudur Dalam have asked to shut down more than two dozen primary and middle schools in villages like Kudur, Tumadiwal, Becha, Chilam, Kodoli, Amlidhar, Kodenar, Adnar and others bordering Bastar District warning the teachers of these rural schools that if they lifted the chalk for writing their hands will be chopped off.

Meanwhile, decrying the election system in the country, the CPI-Maoist has officially boycotted the coming Assembly Election in Chhattisgarh, reports The Hindu on October 15. Describing elections as a “big lie” the Maoists have “appealed” to the voters to “boycott the poll” and support the alternative government of the Maoists in Dandakaranya region. The Maoist communiqué dated October 10 signed by the Spokesperson of the party in Dandakaranya, Gudsa Usendi, was released on October 15. While asking the residents of Dandakaranya to boycott the poll, the Maoists have not clearly indicated (in the release) if they are going to punish or impose any penalty on the electors, if they vote.

"Dinesh Patel did not have an anti-people track record. We realized that out PLGA command, which led the operation, had acted in haste", he added. "Even PCC chief Nand Kumar Patel should not have been targeted. Though as home minister in undivided Madhya Pradesh, he had played a role against adopting repressive measures against the Maoists, for the last ten years Patel, in his personal capacity, had never worked against the Naxalite movement", Ramanna said. With Assembly elections nearing in Chhattisgarh, Police have received inputs of Communist Party of India-Maoist (CPI-Maoist) cadres planting Improvised Explosive Devices (IEDs) near polling booths in the Maoist-hotbed of Bastar Division in a bid to disrupt the electoral process, reports The Hindu on October 18. Security personnel believe that Maoists have planted IEDs in polling booth premises located in hyper-sensitive parts of Narayanpur and Kondagaon Districts. The inputs have also tipped off Police about the Maoists planting IEDs on routes connecting the polling centres, to cause maximum damage to polling parties and Security Forces (SFs) who will be deployed for conducting elections. As many as 18 Maoist-affected constituencies of eight Districts of south Chhattisgarh will go to polls next month.

Five Improvised Explosive Devices (IEDs), planted by the Maoists to target security personnel during upcoming Chhattisgarh Assembly Elections, were unearthed by Security Forces (SFs) in Bijapur District on October 27, reports The Economic Times. Acting on a tip off, five IEDs - two of 5 kilogram each and three of 3 kilogram each - were found planted at a weekly market of Usoor village. Security personnel have undertaken de-mining exercise in several areas of Bastar region of Chhattisgarh after receiving a tip-off that Maoists had planted land mines near polling booths and important roads in the region ahead of elections. Apart from IEDs, wire, five detonators and explosives were also recovered from the spot.

According to reports, the Maoists have been conducting training camps with dummy Electronic Voting Machines (EVMs) for villagers in Bastar region to familiarize them with the NOTA option if they decide to vote. Such camps have been spotted in villages in Sukma, Dantewada, bordering Andhra Pradesh, and in interiors of Bijapur and Naraynapur Districts, said a source. Villagers are being "trained" to choose none but the NOTA option if they manage to reach polling booths to cast their votes.

Before every election, the Maoists, who consider Parliament a pig sty, issue a poll-boycott call and threaten villagers with dire consequences if they dare to go out to vote. Security Forces suspect Maoists could use child soldiers in school uniforms and women to disrupt polls. While Maoists are likely to use IEDs extensively to attack security forces and poll parties, the Central Reserve Police Force (CRPF) is gearing up to prevent possible attacks on helicopters.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in a fierce gunbattle with Security Force personnel near Bade Telma village forests under Maraigudi Police Station in Sukma District of Chhattisgarh on October 31 (today), reports Times of India. "The face-off between the ultras and the joint group of security personnel from state police and Andhra Pradesh took place in the forests under Maraigudi police station limits this morning," Sukma Additional Superintendent of Police Neeraj Chandrakar told over phone. "On seeing the police-team near Bade Telma village forests, rebels opened indiscriminate fire on the team which was returned by police, leaving two Naxals dead," Chandrakar said, adding the Naxals fled into jungle as police retaliated with heavy firing. Later, SFs recovered bodies of two Maoists and two SLR rifles from the encounter spot, he said. Further details are awaited as security forces are yet to reach their camp, he said.
