The Chhattisgarh Government has told the Election Commission (EC) that as many as 233 polling stations across 18 Districts face a high Naxal [Left Wing Extremist (LWE)] threat and it may be risky for polling parties to access them in the coming assembly elections, reports The Times of India on September 2. During the EC's interaction with Chhattisgarh administration in Raipur last week, senior state officials requested the poll panel to consider relocating or rationalizing these polling stations in interior villages across 12 Naxal-infested assembly segments of south Chhattisgarh and also the northern Districts of Sarguja and Rajnandgaon. They sought shifting of these booths to safer locations like the Panchayat/Gram Sabha (village level local self-government institution) office or their amalgamation with polling stations set up in populated areas with road connectivity.

Following an encounter with the Communist Party of India-Maoist (CPI-Maoist) cadres, Security Forces neutralised a transit Maoist camp and recovered a large cache of arms and explosives, during a search operation conducted in Bijapur District, Police said on September 4, reports The Times of India. Joint forces of Central Reserve Police Force (CRPF) and District Force went on a combing operation in the jungles of Boglapusnar village in Awapalli, following a tip-off, and recovered two 12 bore guns, a country-made pistol, a couple of detonators, explosives and other Naxalite-related material, besides, commodities of daily use in the night of September 3, said Bijapur Additional Superintendent of Police (ASP) Vivek Shukla.

Union Minister of Home Affairs (UMHA) Sushilkumar Shinde will meet top officials of the nine Communist Party of India-Maoist (CPI-Maoist)-affected States this month-end to review counter-Maoist operations and development initiatives on the ground, reports The Times of India on September 5. The chief secretaries and DGPs of Chhattisgarh, Odisha, Jharkhand, Bihar, West Bengal, Maharashtra, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh will brief the Ministry of Home Affairs on the Maoist situation in their respective States and discuss the need to revisit operational strategies. The progress of ongoing development works in the Maoist-infested areas will also be reviewed. Shinde is also expected to take stock of the Centrally-sponsored special schemes, including Integrated Action Plan (IAP), being implemented in most backward regions of the nine States. The Government had recently admitted that the some of the attacks carried out by Maoists in the past were successful due to security forces' failure to adhere to basic policing tactics. "An analysis of recent Naxal attacks discloses that the attacks could succeed mainly due to failure of adherence to basic policing tactics and practices by some of the state police forces," Union Minister of State for Home Affairs R P N Singh had told Parliament. There were 285 incidents of Naxal violence between May and July, in which 117 people lost their lives. Of the deceased, 47 were killed in Chhattisgarh, Jharkhand (37) and Bihar (15).

Nearly 10,000 children, including girls, have been "recruited" by Communist Party of India-Maoist (CPI-Maoist) across Chhattisgarh, Odisha, Bihar and Jharkhand to serve as intelligence gatherers or perform chores as cooks and couriers, reports The Times of India. Though these minor recruits — mostly aged between 10 to 15 — don't carry arms, they are given the basic training to handle weapons. While around 3,000-4,000 children alone stand enrolled into "bal sangham" in Chhattisgarh and Odisha, the young hands working for Maoists in Jharkhand and Bihar are organized under 'bal dasta'. The modus operandi of recruiting these minors involves prevailing upon the local tribal families to "give up" one of their children to the CPI-Maoist, by highlighting displacement issues and "police atrocities on their brethren". Usually, the villagers have little choice but to oblige. Not only this, if the children stage an escape back to their homes, their families face a violent reprisal from the Maoists. Intelligence sources told TOI that the main job of the child recruits is to gather information for the Maoists. Bal sangham in the Dandkaranya region has been operational since 1995. In Odisha, the recruitments are mainly undertaken in Koraput and Malkangiri Districts. The Chasi Mulia Adivasi Sangh, a Maoist front organisation, had recently recruited and inducted several children in Narayanpatna Police Station area of Koraput. In Bihar, the erstwhile Maoist Communist Centre (MCC), now merged into CPI-Maoist, had been recruiting children between eight-14 for its "bal dasta". The CPI-Maoist continues to draft children mainly from Districts like Aurangabad, Rohtas, Kaimur and East Champaran. In Jharkhand, the recruitment of children has been reported from Palamu, Chatra, Lohardagga and Latehar Districts.

The body was recovered from the spot, said Deputy Inspector General (DIG) (Northern range) Sanjay Kumar. Police suspected that a few more extremists could have sustained injury in the one-hour exchange of fire. "We suspect the camp was a permanent set up to train the rebels," he added. The incident took place less than a week after an encounter in Saraikela Police Station area in Bolangir District.

The recovery of high-tech arms, ammunition and gadgets from Communist Party of India-Maoist (CPI-Maoist) hideouts in Chhattisgarh recently has set alarm bells ringing as Police apprehend that the Maoists are working on strengthening mobile warfare strategy against Security Forces (SFs) in the Maoists-hit State, reports The Indian Express on September 13. As per intelligence sources, the devices were earlier never found with the Maoists. Additional Director General (ADG), Naxal-[Left-Wing Extremism (LWE)] Operation, RK Vij said "Advanced direction finder-GPS, China made binoculars, claymore landmines and many other latest devices have been recovered from Maoist hideouts in Rajnandgaon District (bordering Maharashtra) in the past two years." He added "It indicates that Naxals are trying to consolidate their communication technology and acquire some sophisticated weapons but still there is long way to go for them."

Nine tribal people, including two teenage girls, were detained on September 15 by the Dantewada District Police for allegedly having links with the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. While eight of them were later released, a small farmer, Onga Pandu, and local Panchayat member Somuram Kunjam, who was arbitrating on behalf of the villagers, were not. A team of about 200 Police personnel surrounded the Eroli village, seven kilometres south of the mining town of Kirandul. “A meeting of the Maoist cadres took place in the village and our team was sent to investigate the incident,” said Dantewada Superintendent of Police (SP) Narenda Khare. However, the residents of Eroli denied hosting any such meeting with the Maoists.

Dantewada District Police claimed to have arrested a top Communist Party of India-Maoist (CPI-Maoist) cadre, identified Linga alias Vijay (34), allegedly involved in the murder of a Bharatiya Janata Party (BJP) leader Shivdayal Singh Tomar, reports The Pioneer on September 24. During the interrogation he accepted that due to tiff over payment of money Tomar was killed. Dantewada Superintendent of Police (SP) Narendra Khare informed that after receiving information that Maoist had come to his native village Toelanka the District Police acted quickly and in a systematic way cordoned his house and arrested him. During the interrogation he revealed that in collusion with dreaded Maoists of Kateklyan Dalam (armed squad) Sukhram, Sannu and Joga he had killed Tomar as after promising to pay INR 60 thousand he had backtracked.

The UMHA, which may offer a subsidy and wage component to the farmers under the Central Forces' Civic Action Programme or other existing schemes, has arranged for a presentation by the Commerce Ministry titled "Rubber Plantations in LWE-affected Areas" during a meeting of Chief Secretaries and Director General of Police (DGP) of nine LWE-hit States in New Delhi on September 25. Five suspected cadres of the Communist Party of India-Maoist (CPI-Maoist), including two minors, were arrested during an area domination exercise in Bijapur District of Chhattisgarh in the evening of September 26, reports IBN Live. The suspected Maoists were running away into the forests in Gorna village when the Security Forces intercepted them. Those arrested were identified as Kunjam Sainu (23) Kunjam Aaytu (25) and Modiyam Laxman (20), members of Maoist cultural wing Chetna Natya Manch and two other minors said to be members of the Maoist children's group, Bal Sangham. Maoist banners, posters, pamphlets and anklets were also recovered from their possession. A case under the Chhattisgarh Special Public Security Act has been registered against them.
