According to the police, the Naxalites set ablaze the construction contractor’s jeep and a generator set before escaping with the abducted persons. Police have reportedly made elaborate security arrangements in areas considered to be Maoist strongholds in the wake of the April 18-bandh (shutdown) called by the Maoists in East Singhbhum and Seraikela-Kharsawan districts. Stretches along the national highways, railway tracks and installations have been put under "maximum alert" in view of the bandh call. The Communist Party of India-Maoist (CPI-Maoist) has called for a shutdown for a number of demands, including a hike of Rupees 10 in the minimum daily wage from the existing Rupees 70 per day.

On April 20, the Jharkhand Home Minister, Sudesh Mahto, announced a surrender policy claiming that Jharkhand is the first State in the country to formulate such an attractive scheme. Every Naxalite who surrenders is allowed to hire a lawyer of his choice at Government expense and also be extended a life-insurance cover of Rupees One million. Every Naxalite who surrenders will receive cash "compensation" of Rs 25,000, to be paid in two instalments, but will also be paid a stipend of Rs 2,000 per month for the next two years. If the Naxalite surrenders with a firearm, the minister added, valuation will be done and the cost of the firearm, too, will be reimbursed. As a further incentive, all surrendered extremists will be kept together in the State capital and cases pending against them will be consolidated and transferred to Ranchi. Special fast-track courts will be constituted to expedite trials and a review committee will monitor their conduct and recommend reduction or remission of sentences. The policy also promises to allot an acre of land to the family of every surrendered extremist. The family, in addition, will be entitled to free housing, free education for children and free healthcare facilities. The Government, the policy declares, will evolve a special mechanism to solve land disputes involving the families. Finally, if any member of the family is killed in retaliatory attacks, the State will offer a "government job" to one of the surviving members. The policy, however, is yet to be approved by the Cabinet, he indicated at a news briefing but announced that it would be implemented "within a week".

The recovery of the explosives is being linked to the ongoing 'martyrs’ week' being observed by the Communist Party of India-Maoist (CPI-Maoist), which will conclude on April 28. Most of the police stations in the Naxalite-infested districts, especially Palamau, Chatra, Latehar, Garhwa, Simdega, West Singbhum, Giridih, Hazaribagh and Ranchi, have been put on a high alert following a tip-off that the Maoists could trigger blasts.

On April 25, a Communist Party of India-Maoist (CPI-Maoist) transit camp in the Saranda forest area of West Singhbhum district was neutralised by the police. The camp was located in a dense forest area near Gundijhora village. Superintendent of Police Navin Kumar Singh said they had located the camp during a combing operation in the area following an encounter near Thalkobad in Saranda on April 24. Describing the camp, Singh pointed out that it was large enough to accommodate at least 50 Maoists. The police also recovered utensils, leftover food and tents at the camp. Singh added that though the Maoists had razed a few trees to the ground to build the camp, they had tried to design it to evade detection during aerial surveys.

The explosives were kept in the houses of Vaidyanath Mahtha and Bishwanath Mahtha, who were engaged in supplying detonators illegally into West Bengal, Chhattisgarh, Andhra Pradesh, Orissa and Bihar. The police seized 800 manual detonators, 1,600 pieces of gelatin sticks kept with other explosives, 67 electronic detonators, 2,000 metres of wires besides other explosives. During the course of interrogation, the arrested duo admitted that their group had also supplied detonators to Maoists.

Tuti used to mastermind operations in the Ranchi, Tamar, Khelari, Bundu, Pithoria and Arki areas and had planned many ambushes, including the one at Patratu valley in December 2003, in which four police personnel were killed, Deputy Superintendent of Police Sanjay Ranjan Singh said.
