A former Communist Party of India-Maoist (CPI-Maoist) cadre was gunned down by cadres of the People's Liberation Front of India (PLFI), a breakaway faction of the CPI-Maoist, on April 2, in Duko village under Ghaghra Police Station in Gumla District, reports The Times of India. According to Police, Pradeep Oraon (35), formerly with CPI-Maoist, who later joined PLFI, was shot dead by three PLFI cadres led by ‘area commander’ Sukra Oraon, as Pradeep Oraon had formed his own group after parting ways with PLFI some time ago.

According to information available with the SFs, at least two batches of new recruits of the Communist Party of India-Maoist (CPI-Maoist) from the State have already completed training, reports The Assam Tribune. The training for the first batch was reportedly provided by National Socialist Council of Nagalim-Isak-Muivah (NSCN-I-M) somewhere along the India-Myanmar border area. The second batch was trained in Jharkhand. Those who received training have already returned to Assam. Further, one member from the State has already been inducted into the Central committee of the CPI-Maoist to give a boost to the activities of the groups in Assam.

A top Communist Party of India-Maoist (CPI-Maoist) and self-proclaimed ‘area commander’ of Jamui-Banka zone, Heera Yadav (40), surrendered before the Police in Giridih District on April 3, reported The Times of India. Yadav surrendered along with a rifle, ten cartridges and some money in cash. Yadav, the son of Bachhu Yadav of Thansinghdih village, had recently been given the assignment and responsibility of Chanchal zone. The area comprises Giridih's Deori, Tisri, Lokainayanpur and Gawna; Kodarma's Satgawan and Markaccho, Kaaukol of Nawada District; and Khaira and Sono of Jamui in Bihar. Yadav had joined the Maoist fold in 2003.

The Union Government on April 3 released an additional amount of INR 11.23 billion for constructing roads under a central scheme in Naxal [Left Wing Extremism (LWE)]-affected Districts in six States including West Bengal, Odisha, Chhattisgarh, Jharkhand and Andhra Pradesh, reports IBN Live. Rural Development Minister Jairam Ramesh has written to Chief Ministers of these States informing them about the allocation of additional amount under the Pradhan Mantri Gram Sadak Yojana (PMGSY) for constructing roads in rural areas of Naxal-hit Districts. Odisha has been given the highest allocation of INR 3.48 billion, followed by Andhra Pradesh with INR 2.65 billion, West Bengal with INR 1.80 billion, Jharkhand with INR 1.15 billion, Chhattisgarh with INR 1.11 billion and Bihar INR 1.04 billion, under the rural road scheme.

M Sanjeev Singh, a Central Reserve Police Force (CRPF) trooper of the CRPF’s 26th Battalion, was injured during an encounter between the Security Forces (SFs) and the Communist Party of India-Maoist (CPI-Maoist) cadres at Bouwa Pahari in Dongapani village under Tundi Police Station in Dhanbad District on April 4, reports IBN Live. The Maoists opened fire when they spotted the CRPF and the District Police personnel at the place, five kilometres away from Tundi Police Station, and an encounter ensued, Deputy Superintendent of Police (DSP) R N Sharma said. The SFs had gone to the spot early in the morning after getting a tip-off about Maoists presence.

A constable of Commando Battalion for Resolute Action (CoBRA), Satya Prakash Deswal, succumbed to bullet injuries and Jharkhand Jaguar havildar Sanjay Paswan was injured in an encounter with the Communist Party of India-Maoist (CPI-Maoist) deep inside the forest in Labhar picket under Burwadih Police Station in Latehar District on April 5, reports The Hindu. A Police chopper that was sent to rescue the injured Policemen was forced to return after the Maoists retaliated with gun fire. Sources said the chopper could not land because of firing. After sometime, another chopper was pressed into operation that landed in Palamu and brought the injured Policemen from there, who were in turn ferried to Palamu through road after being rescued from the encounter site. Deswal, however, died on way. Latehar Superintendent of Police (SP) Kranti Kumar Garhdesi said that a joint team of CoBRA, Jharkhand Jaguar and Central Reserve Police Force (CRPF) ventured into the Karamdeeh forests bordering Chhattisgarh and was caught in a sudden firing unleashed by the Maoists. The encounter that started early in the morning and lasted for around three hours resulted in casualties on both sides. Garhdesi said the Policemen and villagers on spot noticed Maoists carrying their dead and injured associates away. "We have not been able to recover any bodies but were told by local people that they saw at least six bodies being carried on backs by rest of the Maoists into the deep forests," he said

The Times of India reports that suspected cadres of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), attacked the project site of the Power Grid Corporation of India Limited (PGCIL) at Jargaon village under Bero Police Station in Ranchi District on April 8 and set ablaze three heavy machines, including an earthmover, after assaulting the workers on duty. The cause of the attack was explained in a letter written by one Jetha of Rajdhani zonal committee of the PLFI, allegedly left at the site, saying that work there was started without the permission of the PLFI.

The advance light helicopter — Dhruv — used by the Central Reserve Police Force (CRPF) in anti-Maoist operations, which was flying from Latehar to Ranchi with two injured Security Force (SF) personnel, had landed safely though. “I have noticed two bullet marks. All shops and business establishments in rural areas of East and West Singhbhum, Ranchi, Lohardaga, Gumla and Simdega remained closed during the day and no transporter dared to ply his vehicle fearing backlash by the Maoists. Jharkhand Police spokesman Inspector General R K Mallik termed the bandh "peaceful" as no untoward incident was reported in any part of the State. The Maoists had called a two-day bandh that ended at April 16 midnight in the three States – Jharkhand, Odisha and West Bengal.

Acting on a tip-off, the District Police and Central Reserve Police Force (CRPF) launched an operation in the forest and arrested a Maoist, Superintendent of Police (SP) Arun Kumar Singh said. His interrogation led to the arrest of two more Maoists, he added. The Security Force personnel also recovered a 30 kilogram claymore mine planted beneath a kutcha road in the forest, SP Singh added. Singh said all three were involved in the killing of SPO Sushil Aian in Chotanagra in February 2012.

The Times of India reports that an armed group of the Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze 10 vehicles belonging to a private construction company and held 14 of its employees hostage for sometime in Bandguda in Giridih District on April 21. According to Mufassil Police Station officer-in-charge Ravindra Prasad Singh, about 15 armed Maoists entered the makeshift office of the construction company late at night and held hostage 14 members of the staff, including guards, drivers and cooks, for a few hours and also poured cans of petrol on two dumpers, two earthmover machines, a pick-up van and five other vehicles engaged in the construction of the 27-km Dumir-Giridih road and set them on fire. The construction company had earlier been asked by the Maoists to pay levy in order to continue with their work in the area.

Manjhi, wanted in 15 cases, including Police encounters, was released from the Hazaribag Central jail recently, after completion of his previous term, SP Pankaj Kamboj said. However, immediately after release, he started indulging in anti-social activities like threatening local people with dire. Acting on a tip-off, the Police team conducted raids in the dense forests near Konar Dam and arrested Manjhi. Maoist literature, posters and arms, including revolver, six live cartridges, was recovered from him.

Superintendent of Police (SP) Anup T Mathew said on subsequent interrogation of Yadav, the Police recovered 105 live cartridges and a landmine weighing 10 kilograms. Yadav, resident of Barachatti Police Station area in Gaya District of Bihar, had spent two years in jail in Chatra in Jharkhand and started operating in Palamu and Aurangabad in Bihar after his release in 2011. Yadav was wanted in various Maoist related incidents including blowing up of Hariharganj block (administrative division) office, Saraidih encounter and setting ablaze vehicles in Chainpur, Mathew added.
