A powerful can-bomb weighing 30 kg planted on a road was recovered from Gundijora village under Jaraikela Police Station limits of West Singhbhum District on April 2, reports PTI. Superintendent of Police (SP) Narendra Kumar Singh said the bomb was planted on a road to target security personnel ahead of the upcoming Lok Sabha (Lower House of Indian Parliament) elections. It was recovered when Central Reserve Police Force (CRPF) and District Armed Police personnel were on routine patrolling in Saranda forest region of Jharkhand.

Ahead of the upcoming Lok Sabha (Lower House of Indian Parliament) election, the Union Ministry of Home Affairs (UMHA) announced to reward any person providing information about Improvised Explosive Devices (IEDs) or anti-personnel landmines laid by the Communist Party of India-Maoist (CPI-Maoist) in Maoist-affected areas, reports The Business Standard on April 4. The UMHA notification was received by the East Singhbhum District Police Headquarters. As per the notification, any person, who helps the security personnel recover IEDs and anti-personnel landmines of five kg weight would be rewarded with INR 10,000, INR 25,000 for providing information about explosive between 5 to 10 kg and INR 40,000 for above 11 kg.

Jharkhand Police on April 4 arrested five Peoples Liberation Front of India (PLFI) cadres including a ‘commander’ from different locations of Gumla District and seized a cache of arms and ammunition, mobiles sets, SIMs and chargers, reports The Times of India. Two motorcycles and few pamphlets were also seized. Gumla Superintendent of Police (SP) Bhim Sen Tuti said a team of Police, led by Officer-in-Charge (OC) Niranjan Tiwari, raided Bhandariya forest and arrested two PLFI cadres, identified as Gop and Lohra. Based on their confessional statements, the other three were arrested after a brief encounter near Semra Pahar under Sisai Police Station. The three others were identified as ‘commander’ Rahulji alias Suresh Sahu, Mangaleshwar Oraon and Pradeep. The seized items included one Double Barrel Breech Loading (DBBL) gun, a country-made carbine, two country-made rifles, four pistols etc.

A large consignment of weapons has reportedly been smuggled into India from Bangladesh after being shipped from Pakistan, India Today reports on April 9. Indian intelligence agencies tracked a boat named 'Padma' that was docked at Kutubdia port in Bangladesh about two weeks ago. The vessel was used to transport the consignment of weapons that was offloaded at the port before being smuggled into India through border along Bangladesh's Jessore District, sources said. Sources suspect the weapons could be intended for insurgent groups, especially the Maoists, who look determined to disrupt the polls in the 'Red Zone'. "We suspect the arms were transported to Murshidabad in West Bengal. The West Bengal Police have been alerted," said an intelligence officer. Maoist strongholds in states like Chhattisgarh, Jharkhand, Orissa and Bihar go to polls on April 10 and 17. The sources said the boat began its voyage from the Pakistani port city of Karachi. While intelligence agencies were able to track the vessel's movement, they lost track of the arms consignment after it entered India, they said. "As per our information, the weapons were loaded with some other cargo," an officer said.

Intelligence agencies have spotted movement of Maoist cadres from ‘core’ Maoist areas to ‘non-core’ areas, suggesting that the Maoists would try to take advantage of the thinly spread-out force and its lack of alertness in what are being seen as 'soft' areas. Inputs have been received about movement of Maoist cadres from Bastar (Chhattisgarh) towards Kanker (Chhattisgarh) and from Bihar and Jharkhand towards Sarguja in Chhattisgarh. Similarly, movement of Maoist cadres has been spotted in Odisha shifting from Malkangiri to Nabarangpur. Polls in core Maoist areas such as Bastar, Malkangiri, Jamui, Aurangabad, Gaya, Chatra, Palamu, Lohardaga and Gadchiroli were held together on April 10. Over 800 kg of explosives and 127 improvised bombs were recovered by Security Forces (SFs) from Naxal-[Left-Wing Extremism (LWE)]-hit areas of the country since the Election Commission (EC) sounded poll mode in the country on March 5, reports outlookindia.com. The maximum of these killing traps and deadly ammunition, aimed at SFs and poll officials, have been recovered by Central Reserve Police Force (CRPF) from LWE-affected areas of Bihar, Jharkhand, Chhattisgarh, Maharashtra and Odisha. According to an official report, a maximum of 61 Improvised Explosive Devices (IEDs) were recovered from Bihar, 33 from Jharkhand, 24 from Chhattisgarh and nine from Odisha. The total number of these locally made recovered bombs, which also killed troopers, is 127. 750 kg of explosives was seized from Bihar, 53 kg from Jharkhand, .5 kg from Chhattisgarh and 3.8 kg from Odisha, taking the total to 806.92 kg during March 5 - April 20. A total of fifty-two arms were also recovered during the same period with Bihar (10), Jharkhand (21), Chhattisgarh (15), Odisha (5) and Maharashtra (1). Similarly, a total of 452 rounds of ammunition recovered by the paramilitary force from these states with the maximum being in Jharkhand (355), Bihar (47), Chhattisgarh (37) and Odisha (13). Till now, 52 encounters have taken place between the CRPF and LWEs in these areas with the maximum such face-offs being reported in Chhattisgarh (33), Jharkhand (11), Bihar (4) while Odisha and Maharashtra had two each of such operations.

Eight persons, including five Police personnel, two election officials and one cleaner were killed and 10 others injured when Communist Party of India-Maoist (CPI-Maoist) cadres exploded a landmine targetting a poll bus near Sarsa village under Shikaripara Police Station of Dumka District soon after voting for the Lok Sabha (Lower House of Indian Parliament) elections ended on April 24, reports The Times of India. Initially the Maoists detonated a landmine and blew up a minibus carrying Police forces and poll officials as it approached a culvert. The Maoists then took position on either side of the road, surrounded by forests and hills and fired on the bus. The incident took place around 4 pm when the polling party was returning to base after conducting the polls. Chief Minister of Jharkhand, Hemant Soren, who was in Dumka, said officials have been directed to ensure safety of the poll officials. "The attackers will be given a fitting reply," he added.

He made the statement one day after eight people - including three civilians and five Security Forces (SFs) were killed around Shikaripara in Dumka District. As Shikaripara is located on the border with West Bengal, Chief Minister Soren said the Maoists were taking advantage of the situation. As per the standard operating procedures, the polling party was supposed to move on foot, but were instead taken on four-wheelers, he added.
