On August 4, the Communist Party of India-Maoist (CPI-Maoist) cadres shot dead a senior central committee leader of the Jharkhand Mukti Morcha (JMM) and wounded one of his associates at Patamda off Jamshedpur in the East Singhbhum District, reports Times of India. Doren Singh Munda (48) was a close aide of former State land revenue minister Dulal Bhuiyan and had an active role in the movement for creation of Jharkhand as a separate State in 2000. Police said four motorcycle-borne militants raided Patamda village around 8.30am (IST), saw Munda and his assistant sitting outside the leader's house and started firing indiscriminately from their automatic weapons. Munda died on the spot. "After killing him, the Red rebels fled the village. They took a road towards West Bengal. By the time the cops and CRPF personnel reached the spot, they must have entered Bengal. It's hardly a half-an-hour journey to the neighbouring state," An unnamed Police official said.

The Hazaribag Police neutralised a gang on August 8 and arrested four CPI-M sympathisers from the Jama Masjid area, which regularly supplied explosive materials to Communist Party of India-Maoist (CPI-M) "zonal commander" Navin Manjhi who is active in Giridih, Hazaribag and Bokaro Districts of Jharkhand, according to Times of India. Stating this at a press conference, Hazaribag Superintendent of Police, Pankaj Kamboj said Police surrounded the Jama Masjid area and arrested one Samsuddin Ansari alias Guddu and seized several pieces of detonators, dynamites, gelatin sticks from his possession. Kamboj said Ansani, during interrogation, told Police that he had procured the explosive materials from one Maqbool alias Uncle, a resident of Nawada District in Bihar. Ansari, a resident of Golabar village under the Vishnugarh Police Station in Hazaribag District, said he had been meeting the explosive requirement of CPI-M for manufacturing various types of bombs and also for laying mines for the last five years. Kamboj said on the basis of his confessional statement, Police raided Maqbool's residence and arrested him. A cache of explosives including 41 detonators and dynamite caps, gelatins sticks, grenade pins and huge quantity of cable wire, 400 kilograms of ammonium nitrate, ammonium sulphate, 4 kilograms fuse wire, a mobile phone SIM card and a motor cycle were also recovered from his residence .

With Security Force (SF) personnel carrying out counter-insurgency operations during the last one month, a decline in the number of Maoist attacks in Jharkhand has been observed in comparison to the same period at this time in 2008, reports ANI. “Maoist infested State of Jharkhand has seen a fall in number of attacks as compared to the last year. There has been a decline in Maoist violence in Jharkhand state,” said S. N. Pradhan, the Inspector General of Police in Jharkhand. According to Police statistics, there have been 228 Maoist attacks till the end of July 2009, as compared to 245 incidents recorded in 2008 in the same period. Police said that as many as 20 most-wanted Maoists have been killed in 61 encounters besides 261 Maoists being arrested till July 2009. “The success against the banned Communist Party of India (Maoist) is a result of credible intelligence,” he added. “We have got some big success owing to the intelligence information. The inputs provided to us were accurate about people and places. Action based on the intelligence helped us to get success against Maoists,” added Pradhan. The Jharkhand Police, along with armed constabulary and paramilitary forces, have launched operations to flush out the Maoists flush out from their bastions. They claim to have foiled many attacks of the ‘Red Army.’ “To be on the safer side, we deploy more security personnel in places which are more prone to Maoist attacks such as government offices, railways or main highways. At the same time, we deploy them in remote Maoist areas. This has helped us to understand the strategy Maoists follow in attacking and the kind of places they target. However, we are very careful as Maoists change their strategy frequently and we have to adapt accordingly,” the Police official stated.

A group of four Communist Party of India-Maoist (CPI-Maoist) cadres beheaded their former comrade, Baldeo Besra, on August 9, reports Times of India. The incident occurred between Nagi and Chano panchayats (village level local self government institutions) of Bishnugarh Police station in the Hazaribag District, said Hazaribag Superintendent of Police (SP) Pankaj Kamboj on August 10. The SP said four Maoists went to the residence of the deceased and asked him to accompany them for some discussion. As soon as Besra was taken to the jungle near Nagi, he was beheaded with a sharp weapon. The Maoists then escaped with his head, which Police are yet to recover. In the note attached to the dead body, thrown on the Nagi-Chano road, the Maoists have accused Besra of being an informer and also warned others of meeting with the same fate if they dared to follow Besra. The SP said 50-year-old Besra was a former Maoist Communist Centre (MCC), now known as CPI-Maoist, cadre and was involved in several Naxalite (left wing extremist)-related cases. He was also arrested by the Hazaribag Police and released on bail about a year ago. Kamboj said Besra was regularly attending the Sessions Court in Hazaribag in connection with the trial of his case. But he was not a Police informer as claimed by the Maoists, the SP said. The SP claimed that the Maoists, demoralized by the recent arrests of their important cadres, committed this crime to terrorize villagers in that belt. Besra was earlier abducted on August 7, adds PTI. He was an active member of the MCC from 1995.

IANS reports that two Police personnel were shot dead by the Communist Party of India-Maoist (CPI-Maoist) cadres in the Dhanbad District on August 11. Yadav was reportedly responsible for the outfit's operations in Ranchi, Latehar, Chatra, Lohardaga and parts of Hazaribag Districts. Senior Superintendent of Police (SSP) Praveen Kumar said Yadav was wanted in over two dozen cases of extortion, murder and burning of mine vehicles, trucks and machinery in the mining areas. "Yadav was staying in a rented accommodation under Sukhdeo Nagar police station and used to shift his residence every five to six months to evade arrest," Kumar said. The SSP said Yadav was arrested along with one Rakesh Kumar and a teenaged girl, Rekha Kumari, who use to collect extortion money on behalf of the former. Yadav told Police during interrogation that his squad had sophisticated weapons like SLRs and AK-47s. Telegraph adds that Yadav had a cash reward of INR 100000 on his head. “Yadav was once a CPI-Maoist associate and worked as a sub-zonal commander between 2002 and 2005. In 2006, he met Dinesh Gope and formed Jharkhand Liberation Tigers (JLT), which was later renamed PLFI. Yadav was in hiding in the city for a year and a half,” said the SSP. The primary task of the organisation is to extort money from contractors, businessmen and disrupt development activities. Police on August 13 arrested a ‘zonal commander’, identified as Mahendra Singh Khirwar of the Communist Party of India-Maoist (CPI-Maoist) along with three of his associates from the Shahpur-Chainpur village of Palamu District, reports Times of India. The arrestees were identified as Anil Saw of Kerso, Rameshwar Singh of Jamuniatand and Mahendra Singh of Chinia. Garhwa Superintendent of Police (SP) Saket Kumar Singh that the arrests were made from Khirwar’s house located in the Shahpur-Chainpur village following a tip-off. Khirwar (28), who hails from Karso village under the limits of the Ranka Police station of Garhwa District, was quite active in the western areas of Ranka, the SP said. Later, Khirwar was also made the ‘zonal commander’ of Latehar. Before joining the outfit, Khirwar was a teacher in a private school at Kerso. The SP said that Khirwar was wanted in connection with several cases lodged in Palamu, Latehar and Garhwa Districts. He was also an accused in a case pertaining to opening indiscriminate firing on a passenger bus, leaving several persons injured. Talking to Telegraph Oraon pointed out that it is not compulsory for schools to celebrate Independence Day. But if school authorities apprehend trouble, they may feel free to take help from the administration. He said this while talking about security plans after Naxalites (left wing extremists) threatened to observe August 15 as “black day”. Notably, in 2008, several schools in Chowka and Chandil cancelled celebrations in view of a Maoist threat. National flags were not hoisted in over 10 Government schools in the Chowka and Chandil area. However, this time round schools have started celebrations early. Four others, including the driver of a truck caught in the firing, sustained injuries. The Bundu Sub-Divisional Police Officer (SDPO) Anand Joseph Tigga said around 9am (IST), a group of six motorcycle borne Maoists, armed with self-loading rifles (SLR) and explosives, emerged from the forests flanking the highway and targeted a jeep carrying eight persons and a truck between Duwarsini and Rangaon in the Tamar area. “The rebels, owing allegiance to the banned CPI-Maoist lobbed country-made bombs on the truck and rained bullets on the jeep along a 500m stretch, killing two persons on the spot,” Tigga said. Officer-in-charge of Tamar Police Station, E.H. Siddiqui, said several SLR cartridges were recovered from the spot, adding, “By the time our men reached the spot, it was too late. They had fled towards the Gango Hills. We have launched a combing operation.”

A major offensive to be launched in Jharkhand under the direct supervision of the Union Ministry of Home Affairs (MHA) in September 2009 will be coordinated by senior officers of the Indian Army, Times of India reports. The decision was taken at a meeting of Chief Ministers of seven Maoist-affected States held with the Union Minister of Home Affairs P. Chidambaram in Delhi in the evening of August 17. [Governor K. Sankaranarayanan, represented Jharkhand as it is currently under President's rule]. The State will be divided into different sectors and the CPI-Maoist stronghold is to be attacked from all sides. Air power will also be used to corner the insurgents incase they take shelter in a difficult terrain. During the meeting, it was also agreed that the Centre would provide need-based additional central paramilitary forces (CPMF) during the operation. The number of CPMF companies would be need-based as similar operations are to be launched in other States, including West Bengal, Chhattisgarh and Orissa, which borders Jharkhand, said an unnamed officer. It is expected that at least 50 companies (5000) will be provided to Jharkhand till the operation is over, the official added. The Jharkhand Police have launched limited operations in different sectors of the State to check its preparedness before the final offensive. The operations have been launched in parts of Bokaro and East Singhbhum. Jharkhand Police spokesperson Inspector General of Police, S.N. Pradhan, said the State Police launched operations at strategic locations to flush out the Maoists.

Disclosing this on August 17, the Hazaribag Superintendent of Police (SP), Pankaj Kamboj, said that during the last two months the Police arrested several persons for supplying explosives to the extremist groups, including the CPI-Maoist. He said some arrested extremists confessed to Police during interrogation that they had been purchasing ammonium nitrate and other explosives from Prakash Mehta of Ichak More. The explosives were supplied to Maoist ‘zonal commander’ Navin Manjhi in the jungle areas of Bishnugarh Police Station in Hazaribag District and Bagodar Police Station in Giridih District during the recently held Parliamentary elections for laying underground landmines for killing the Security Force personnel. The SP said Police seized 364 bags of ammonium nitrate from Prakash's storehouse at Ichak More which was brought from Visakhapatnam in the State of Andhra Pradesh. His interrogation led to the seizure of 10 more bags of ammonium nitrate from Mahendra Mehta at Nagwan village. Police also seized 10 powerful detonators and cables used for laying the mines. A squad of 20-30 armed extremists descended on the bauxite reserve on Netarhat-Kujam road in the morning of August 17 and kidnapped engineer Vijay Kumar, a resident of Jodhpur (Rajasthan), three supervisors, five contractors and a driver. 12 hours later, around 9pm (IST), they returned to set ablaze 12 heavy equipment and vehicles on the mine premises. The South Chhotanagpur Deputy Inspector-General of Police (DIG), R.K. Mallick, said that though the Communist Party of India-Maoist (CPI-Maoist) was not involved in the abduction, it could be the handiwork of some new extremist faction which was trying to make its presence felt in the area. “We have learnt that the HINDALCO employees are safe and are trying to locate them,” he added. The State Government has decided to set up an Anti-Terrorism Squad (ATS) that will have its units in all major cities to tackle any emergency, said Governor K. Sankaranarayanan during the chief ministers' conference on internal security. (Jharkhand is presently under President’s rule). ATS units will act as quick response team (QRT) and would be equipped with latest gadgets, dog squads and bomb detection and disposal squads. At present, a special anti-Naxalite force of the Jharkhand Jaguar has the responsibility of QRT from all the critical centres. Sankaranarayanan said the ATS would function under the Crime Investigation Department. On the challenges of terrorism, the Governor said the State Government had information about a few sleeper cells. "Inputs on sleeper cells were verified but so far, nothing alarming has emerged," said Sankaranarayanan. The Government has also set up a Subsidiary Multi-Agency Centre (SMAC) on the lines of the central multi-agency centre at the combined campus of the police headquarters and the special branch at Ranchi. An analysis group within the Police’s special branch has also become functional to co-ordinate with the SMAC. "The State Government is also regularly upgrading its capacity in terms of better building infrastructure, training facilities, sophisticated weaponry, optimal mobility at the Police station level, Tetra communication infrastructure and bomb disposal squad," said the Governor.

All 10 abducted employees of the HINDALCO Industries Limited were released from captivity after 52 hours from the Belwari forest under Mahuadarn Police station in the Latehar District in the afternoon of August 19. Gumla SP Upendra Kumar said that the SFs had intensified combing operations in the dense forests of the region following abduction of the employees by the Naxalites (left-wing extremists) on August 17, adding, when the SFs encircled the Belwari forest, the kidnappers opened fire which was retaliated by the SFs. But realising that they had been encircled in from all sides, the Naxalites let the captives off and disappeared deep into the forest, he added. Sources said the CPI-Maoist ‘zonal commander’ Sanjay Yadav, who had parted ways with the outfit along with his trusted lieutenants and a cache of sophisticated arms two months ago, is believed to have carried out the abduction. Intelligence sources had earlier claimed that Sanjay, who was a ‘platoon commander’ of the People's Liberation Guerrilla Army of the CPI-Maoist, quit due to his growing differences with ‘zonal commander’ Nakul Yadav. Sources added that Sanjay and his group of around 25 members had been running his own group and demand for levy is believed to be the primary reason behind the extremists striking in the mining block of the State.

The SP said that several documents recovered during the raids suggest that the three persons were involved in supplying arms and levy collection. During interrogation, they revealed the names of several Maoist sympathizers, the SP said, adding that the police have also learnt about some others who provide logistic support to Maoists. The SP said that Sandeep's sister Sangita was married to a People Liberation Front of India (formerly known as the Jharkhand Liberation Tigers) activist, Sunil Yadav, of Line Mohalla in Chatra. "Sandeep accepted that he had collected Rs 1 lakh as levy demanded by Sanjay Yadav from contractor Deepak Rajgaria, who is constructing an ITI at Kujra village. Senior Superintendent of Police (SSP) Praveen Kumar said the breakthrough had come after someone tipped them about the ammunition supply. “I have informed my Munger counterpart who is conducting raids to arrest the supplier,” Kumar added, saying seven rounds of firing took place before the six persons could be arrested. Those arrested were identified as Bholo Shaw alias David, Pradeep Mahto, Rajesh Kumar Mahto, Prafulla Kumar Mahto, Mandal Das and Murari Hussian. Except Pradeep and Hussain, all were dressed as pilgrims visiting Baidyanath Dham during Shravan Mela (religious fair). Pradeep, riding the motorcycle, was escorting the ammunition-laden car, driven by Hussain, in which the other four were also traveling. Kumar said that Pradeep was arrested first near the village, about 40 kilometres from Ranchi. “After interrogation, Pradeep divulged the information and we targeted the car,” he added. The cartridges, supposed to be handed over to Maoist ‘sub-zonal’ commander Kundan Pahan were carried from Munger in Bihar in a car escorted by a motorcycle. Kumar said Bholo alias David was a key member of the Pahan group. “He has been active in Bundu and Tamar for the past four years and can be called Kundan’s right hand. Union Home Ministry sources said Amit Bagchi, a central military commission member, and Shofique Mandal, a senior State-level leader of Jharkhand, were arrested. "The two key men are in custody. They were travelling together in a train in Jharkhand. Initially, even we did not know about the identity of the two leaders," the source said. Bagchi is believed to be a military strategist. As reported earlier, the CPI-Maoist has called for a two-day bandh in five states – West Bengal, Bihar, Orissa, Jharkhand and Chhattisgarh - to protest the arrest of Anil Kumar and Kartik. Hindustan Times adds that the CPI-Maoist leaders have threatened to start an indefinite bandh in Bihar and Jharkhand from August 26 if Anil and Kartik are not produced in court. Daily News Analysis reports that more than 25,000 paramilitary personnel will be deployed from November 2009 in the forests of three Communist Party of India-Maoist (CPI-Maoist)-infested States - Jharkhand, Chhattisgarh and Orissa -, to launch operation against the extremists. The troops will lay siege to about 7,000 square kilometres in the tri-junction between Jharkhand, Chhattisgarh and Orissa. It is from there that the Maoists freely move across seven States for attacks, and it is there that they mostly return for safety. Sources said around 12,000 of the personnel for deployment will be from Jammu and Kashmir. Another major chunk, of about 7,000, will come from Tripura and Mizoram, where they are already fighting insurgency. At present, the number of security personnel in the Maoist tri-junction is 25,000 while the total deployment in Maoist-infested states is 35,000. The 35,000 personnel cover an area of over 39,000 square kilometres. "The broad plan is to surround and secure the area slowly. The greatest difficulty personnel face is the vast stretch of area that has to be covered, but there is a lack of manpower," said an unnamed senior home ministry official. He said they suspect that most of the major Maoist attacks are planned in the forests of this region in the tri-junction. Apart from the Central Reserve Police Force, the Centre has roped in the Border Security Force and the Indo-Tibetan Border Police to secure the area.

In a press statement issued through short message service, Maoist politburo member Kishanji stated that the indefinite bandh was called off after Anilji and Kartik were produced in a court at Ranchi, Capital of Jharkhand, by the Jharkhand Police on August 25, The Hindu reported. Times of India quoted Kishanji as saying, “We had called the bandh to force the police (Jharkhand) to admit that they had arrested two of our comrades and produce them in Ranchi court before 5pm on Tuesday. Since they produced them an hour before 5pm, we are calling off the strike.’’ A 48-hour bandh was called on August 24 in these five States as Kishanji had claimed that Purnendu Mukherjee alias Anilji, politburo member of the CPI-Maoist, and Kartik, a central committee member, were arrested from near the Patna (capital of Bihar) junction while boarding a train on August 18, but were not produced in court. A group of about 20 armed Maoists attacked the home of one Digambar Mahto in Bundu, about 45 kilometres from Ranchi, at 1.30am (IST), Police said. They hurled a bomb and then shot dead a woman and two students who were living in the house as tenants. Mahto's 12-year-old daughter was also killed, while his younger daughter, 10, has been injured. “The mode of operation indicates that Maoist rebels executed the killing,” said Arun Mathew, Superintendent of Police (SP), rural. The cause of the killing is yet to be ascertained.

The joint police team of Gumla, Ghaghra and Lohardaga's Senha Police station seized arms, ammunition and several other incriminating items after an encounter with People's Liberation Front of India (PLFI) activists at Hapamuni village situated in bordering areas of both the Districts under Ghaghra Police station on August 27. SP Subodh Prasad said Police team had swung into action on a tip-off about PLFI activist, including its commander Rajesh Tiger alias Lal Tiger, accompanied by Surendra Oraon, who had escaped from Lohardaga prison and Budha Meer, were in the area. When police surrounded them they started firing. Police retaliated but the PLFI extremists managed to escape. The Police later seized a 9-mm pistol, a country-made pistol and a regular DBBL gun and 10 cartridges including 7 of 315 and rests of 12 bore. Some of the belongings of PLFI activists, which they left behind while escaping, were also seized. Two girls were also arrested from the incident site. Police personnel from the Senha Police station have been sent in a special mission against the PLFI squad who were reportedly taking shelter in a remote area under the same Police station, the SP said.
