Two Communist Party of India-Maoist (CPI-Maoist) cadres have been by killed in a factional clash with the Tritiya Prastuti Committee (TPC) – a splinter group of the CPI-Maoist – in Pratappur forest of Chatra District on August 1, reports The Times of India. A poster found along the dead bodies warned the CPI-Maoist cadres of more such attacks in the future. Police sources said five Maoists were abducted from Gaya District in Bihar late on July 31 and the dead are two among them. The dead have been identified as ‘sub-zonal commander’ Neeraj Kumar Yadav and ‘area commander’ Baleshwar Yadav. Meanwhile, Police have found the body of another CPI-Maoist cadre from Aana village under Chandwa locality in Latehar District. Latehar Superintendent of Police (SP) Michael Raj said one more person is suspected to have been killed in the incident. However, Police are searching for the body. Further, the Latehar SP said an encounter took place between the cadres of TPC and Sangharsh Jan Mukti Morcha (SJMM), another splinter CPI-Maoist outfit, for supremacy. He said "We rushed the forces to the spot where the encounter was going on. The rebels escaped when the Police arrived at the spot." Over 18 Naxalite [Left-Wing Extremist (LWE)] groups, including CPI-Maoist, operate in the State. They are forever engaged in group rivalry and factional fights over collecting levy from contractors and businessmen.

Left Wing Extremists (LWEs) belonging to the Krantikari Kisan Committee (KKC), prohibited the residents of Jurmana village under Barai panchayat (village level local self-Government institution) of Nawadih Block in the Bokaro District from cultivating paddy in 36.82 acres of farmland by hoisting red flags and putting up posters in the area owing to a dispute over the terrain, reports The Timers of India on August 5. Thirty-five more Communist Party of India-Maoist (CPI-Maoist)-affected Districts will now be able to divert forest land for creation of critical public utility infrastructure like schools, hospitals, Police Stations and rural roads without having to seek mandatory forest clearance, reports The Times of India on August 5. The Ministry of Environment and Forests (MoEF) recently extended the 'relaxed' norms to these Districts, taking the tally of such districts availing the concession to 117. The maximum 11 Districts out of the 35 are in Bihar followed by eight Districts in Andhra Pradesh, seven in Chhattisgarh, four in Jharkhand, two each in Maharashtra and Odisha and one in West Bengal.

West Singhbhum District Superintendent of Police (SP) Pankaj Kamboj said Ores India has been engaged in raising and transporting iron-ore for Steel Authority of India Limited (SAIL) and the company did pay INR 1 million levy to the Maoists about six months ago and was about to pay INR 2.8 million today as the final installment of the negotiated levy amount which was to be delivered by the company's manager and the cashier to the Maoists.

Three Communist Party of India-Maoist (CPI-Maoist) cadres, who used to supply logistics to their armed squads, were arrested from the Nichetola area of Ranchi District on August 5, reports The Telegraph. The trio identified as Vidyadhar Munda (22), Putul Swansi (21), both residents of Nichetola, and Abhimanyu Puran (35) of Piska Hatu, Khunti District, were involved in erecting Maoist banners in different parts of the District during the week long ‘martyrs day’ celebration. The Central Government launched a scheme on August 6 to strengthen women's Self-Help Groups (SHGs) in districts across the country to provide more livelihood opportunities where Communist Party of India-Maoist (CPI-Maoist) is active, reports Zee News. A Memorandum of Understanding (MoU) was signed between the Union Ministry of Rural Development (UMRD) and Non-Governmental Organisation (NGO) 'Pradan' to undertake developmental and training activities in "hardcore Naxal-[Left-Wing Extremism (LWE)] - affected districts". "The scheme will be implemented in some of the districts of Chhattisgarh, Bihar, Jharkhand and Odisha in the first phase," the Minister of Rural Development Jairam Ramesh said.

This is first time that such an identification programme has been conducted in the State. A total of 82 cadres have been identified in Ranchi District, 55 in Khunti District, 44 in Simdega District, 44 in Chatra District, 17 in Gumla District, 14 in Palamu District, five in Lohardaga District and three in Latehar District. The Mumbai Crime Branch and the Jharkhand Police on August 16 raided a construction site at Mulund and arrested Paswan. Police unearthed an illegal mini-gun factory and recovered 51 guns from the forests of Deoghar District on August 31, reports The Times of India. The guns were in the process of being assembled at the factory in Kishanpur locality under Margomunda Police Station when Police raided the spot. Those engaged in assembling the guns fled on seeing the Police. No arrests have been made thus far. Though Deoghar is not a Maoist stronghold, it is suspected that the guns were meant to be supplied to the Maoists. The gun factory is situated on the borders of Deoghar, between Giridih and Jamtara Districts.
